3. In the first 10 days of January 2018:

a. ANNEX I

NGTS-03

Programs

3.1 Definitions: Information to be issued by subjects making use of gas system facilities in relation to the gas they estimate to enter, extract, store, supply or consume in a given period.

3.2 Subjects involved are:

-Users with balance portfolio enabled by System Technical Manager (GTS) for sending notifications of bilateral or trading platform gas ownership transfers. Marketers and/or direct consumers on the market may be grouped together to be a single user.

-Users of other gas installations in accordance with the definition in section 2.1 of the NGTS-02.

A marketer or a direct consumer on the market may be different users. In either case, each user is given a single balance sheet.

Agents registered as users will be required to make programming so that the operators of the facilities can organise the management of the facilities and, in particular, to enable the GTS to carry out the functions assigned as responsible for the technical management of the gas system.

3.3 General Conditions: Schedules shall be of an informative nature, except for the discharge schedules of LNG vessels, which shall be binding in accordance with the provisions of the PD-07 Detail Protocol. nominations and renominations in system infrastructures ".

• Demand for electrical power generation.

The GTS will give access to the Ministry of Industry, Energy and Tourism and the National Markets and Competition Commission to the following information:

-Programs made, committed, viable, and rejected.

-Scheduled and available capacity for each installation.

3.4 Transport network programming:

Demand schedules for both the conventional and power generation sectors through combined cycles or thermal power stations will be sent by the users to be available. of the GTS.

Users will send the associated schedules to the rest of the points of entry or exit of the transport network and of the services that are offered, according to the protocol of detail PD-07 " Programs, System infrastructure nominations and renominations ", in order for the network operator, in the appropriate services, and the GTS, to have such programming.

3.5 Underground storage programming:

The users of the subways will send their schedules according to the PD-07 detail protocol. The GTS shall have such information, which shall include at least the corresponding injections and extractions of the programming period.

Once the overall programming of the underground storage is confirmed, the GTS will communicate the physical injection and extraction program to the operators for each storage.

3.6 LNG regasification plant programming:

The GTS, with the information provided by the operators of regasification plants, will inform within the deadlines set in the rules of technical management of the system of the dates of scheduled maintenance, as well as of other additional conditioning, such as days affected by live tides and night restrictions.

4.4 Processing and confirmation of a nomination or renomination in the transport network.

The GTS will not accept a nomination or renomination in the following cases:

a) If you do not conform to the set content.

b) If not sent by an authorized user.

c) If it results in a flow that cannot happen physically.

d) If current regulations so require.

In the event that a nomination or renomination of a user, the GTS, is not accepted, the GTS shall communicate that rejection indicating the reason for the nomination or the GTS shall consider the last confirmed nomination or renomination.

GTS may only modify the amount of gas of a nomination or renomination in exceptional cases, and in particular in emergency situations where there is a clear danger to the security and stability of the system, in where appropriate, the GTS shall inform the Directorate-General for Energy Policy and Mines and the National Commission of Markets and Competition by supporting its action.

In this case, the SL-ATR will communicate to all affected users by email the final confirmed amount and their justification.

The GTS will not be able to reject a nomination or renomination of a user, for the mere fact that the nomination or renomination of their entries to the system does not match the nomination or renomination of their exits.

The processing of nominations or renominations at the points of entry or exit of the transport system from both sides of the point shall be carried out in accordance with the provisions of the PD-07 " System infrastructure renominations " and take into account the following:

• The user-contracted capacity and type of contract.

• The net balance of nominations and renominations of all users at that point/service.

• The nominal daily capacity at that point/service.

• For the case of renominations within the gas day, the nominal capacity must be taken into account at a particular time as a result of considering the vehicle gas for the set of users and the remaining hours of the day.

• If the overselling and capacity buyback mechanism has been applied at the point.

• If a balance action consisting of the acquisition of a local product or a balance sheet service at that point has been executed by the GTS.

In the assumptions that are determined in the NGTS and in its detailed protocols, for cases of unavailability of any of the facilities in the processing of nominations and renominations, it will be taken into account, from at that time, the capacity at that point considering both the unavailability and the agreements that allows to make the current regulations, being able to reduce the nominations and renominations according to the established in the PD-07 " nominations and renominations in the system's infrastructure. 4.5 Denial of a ship operations nomination or renomination

The possible causes of denial of a nomination or of a renomination are as follows:

• The nomination has been sent out of the marked period for this purpose.

ANNEX III

PD-07

System Transport Infrastructures, Nominations, and Renominations

1. Object:

This detail protocol develops the programming, nomination, and renomination procedures, included in the NGTS-03 and NGTS-04 system technical management standards, which the System Technical Manager (GTS) and the System operators of the gas system require the correct planning and operation of the system.

2. Scope:

This protocol applies to transport, storage, and regasification facilities.

2.1 Regasification Plants:

The regasification plant operators and the GTS will have the following subjects information:

• Users of regasification plants,

• Distributors, which will transmit the program loads of cisterns needed for consumption in their distribution networks connected to satellite plants.

The operators of the regasification plants, after analyzing the information, will proceed to report on the viability of the same. Such reports shall be made available to the GTS so that it can carry out the system as a whole and make the necessary adjustments to agree a definitive confirmed programme.

This confirmation is not applicable to the regasification process but is taken into account to give confirmation of the plant as a whole and may condition the confirmation of ship unloading.

2.2 Subways:

Information about underground storage will be sent by users on the basis of a single storage, regardless of the physical installation in which the stored gas is located.

According to the above, it will be the GTS who acts as the coordinator of the underground storage operators to agree the injection and extraction programs for each installation, in order to guarantee the use of each underground storage by applying security and economic efficiency criteria and covering the overall storage needs requested by the users.

The GTS will send the planned operating program to the underground storage operator and this, if any, will raise your objections to it.

On the basis of the objections received, the GTS scess Logistic System (SL-ATR).

Nominations and renominations can be submitted according to one of the following options:

1. The user may issue an amount for each combination of the following concepts: day, point/service, contract, counterparty (where applicable), and sense of flow (where applicable). The nomination or renomination of the user at that point/service, day, subject and sense, shall be the sum of the amounts indicated in each contract.

2. The user may issue a single quantity for rket: up to September 15 of the year n.

4.3 Annual programming to transport networks:

4.3.1 Program Content for Year n + 1:

Monthly Detail, in GWh/month, for the following 12 months of the calendar year, for the following concepts:

• Demand for electrical generation. Identifying the combined or thermal power cycle for which it is programmed.

• Conventional demand.

• Inputs/outputs programmed by international connections (C.I.), regasification plants, underground storage and fields, indicating the origin/destination users.

4.3.2 Calendars (deadlines)

1. Programming advance year n + 1 (provisional).

• Shipping: until 31 May of year n.

2. Final annual programming year n + 1.

• Sending users: up to September 15th of year n.

• Communication of the final programme of the GTS to hauliers: until 15 November of year n.

3. Annual programming review second half year n + 1.

• Sending users: up to 1 May of year n + 1.

• Communication of the final GTS programme to hauliers: up to 20 June of year n + 1.

5. Monthly schedules:

5.1 Monthly programming to regasification plants:

5.1.1 Program content:

Monthly Detail for the following three months. For each of the three months the following concepts will be identified:

1. Vessels:

For the first month and a half, with binding character and for the remaining month and a half for information:

• Date requested for unloading or loading of each vessel, cold sets, LNG transfers and bunkering of each vessel. Users will have to respect the dates proposed in their annual programme. The ship and the scheduled date of service shall be reported in each month to be scheduled.

• Name of vessel and quantity to be unloaded (kWh and m3 LNG).

• For shared vessels, the users with which they are shared will be indicated and the total quantity of the vessel.

Additionally, the best source gas quality estimate for each scheduled download will be indicated.

2. Regasification:

• Daily amount to regasify (kWh/day).

• Target user of the amount to regasify. It will be indicated if it is regasified for itself or for another user.

3. Loading of tanks

• Daily quantity of tanks to be charged (kWh/day and number of tanks).

4. Direct Line Connected to Plant

• Daily detail, in kWh/day identifying the hotline for which program.

5. LNG exchange in tank, indicating date, daily quantity to be exchanged (kWh/day) and counterparty subject

5.1.2 Calendars (deadlines)

• Sending users and consolidating programming as monthly programming: up to 20 of each month.

• Communication and feasibility response of cisterns and allocation of discharge or loading dates of the operator of the plant to users: up to 25 of each month.

• Communication and confirmation of the final programme and feasibility response of tanks and discharge of GTS vessels to plant operators and users: up to 28 of each month.

5.2 Monthly programming to underground storage:

5.2.1 Program content:

Monthly Detail for the following three months, and for the following concepts:

Injection/Extract Detail:

• Daily amount to be injected or extracted (kWh/day).

• Target of the amount to be injected or extracted. Whether the injection or the extraction is for itself or to another user will be indicated.

5.2.2 Calendars (deadlines):

• Sending users and consolidating programming as monthly programming: up to 20 of each month.

• Communication and confirmation of the final GTS programme to underground storage operators and users: up to the 28th of each month.

5.3 Monthly Programming to Transport Networks:

5.3.1 Program Content:

Daily detail, in kWh/day, for each of the following three months, for the following concepts:

To send directly by users:

• Conventional consumption. It can be sent in detail by connection point (PCTD, PCLD) or a daily aggregate per user, that is, a single data per day and user.

• Consumption for electrical generation. Identifying the combined or thermal power cycle to which it is programmed.

• Inputs/outputs programmed by C.I., regasification plant, underground storage, and field, indicating the origin and destination users.

5.3.2 Calendars (deadlines)

• Sending users and consolidating programming as monthly programming: up to 20 of each month.

• Communication and confirmation of the final GTS programme to transport operators and users: up to the 28th of each month.

6. Weekly schedules:

6.1 Weekly programming to regasification plants:

6.1.1 Program Content:

A daily detail will be sent weekly, in kWh/day, for the next 7 days of the programming week referred to in the program, counted from Saturday to Friday, with the same concepts and breakdowns defined in the monthly program.

In the case of cisterns programming it will be applicable as set out in the PD-12 "Logistics of LNG tankers".

6.1.2 Calendars (deadline times):

• Sending users and consolidating programming as a weekly schedule: Thursday, before 12:00 h.

• Communication and feasibility response of plant operator regasification plant services to users: on Friday, beforthe calendar year, for the following concepts:

Injection/Extract Detail:

• Monthly amount to be injected or extracted (GWh/month).

• Target of the amount to be injected or extracted. Whether the injection or the extraction is for itself or to another user will be indicated.

4.2.2 Calendars (deadlines):

1. Pre-interim programming year n + 1.

• Shipping to the SL-ATR of marketers and direct customers on the mae 10:00 h.

• Communication and confirmation of the final programme and feasibility response of tanks and discharge of GTS vessels to plant operators and users: on Friday, before 12:00 h.

6.2 Weekly programming to basic underground storage:

6.2.1 Program Content:

A daily detail will be sent weekly, in kWh/day, for the next 7 days of the programming week referred to in the program, counted from Saturday to Friday, with the same concepts and breakdowns defined in the monthly program.

6.2.2 Calendars (deadlines):

• Sending users to single underground storage connection points with the transport network and programming consolidation as a weekly schedule: on Thursday, before 12:00 h.

• Communication and confirmation of the final GTS programme: on Friday, before 12:00 h.

6.3 Weekly programming to transport networks:

6.3.1 Program Content:

A daily detail will be sent weekly, in kWh/day, for the next 7 days of the programming week referred to in the program, counted from Saturday to Friday, with the same concepts and breakdowns as those established. for the monthly programming.

6.3.2 Calendars (deadlines):

• Sending users and consolidating programming as a weekly schedule: Thursday, before 12:00 h.

• Communication and confirmation of the final GTS programme to carriers and users: on Friday, before 12:00 h.

7. Nominations and renominations:

7.1 Nominations and renominations content:

For all system infrastructures, the content and detail required for nominations/renominations is the same as that defined in the weekly schedules, except for the demand for electrical generation, which shall be sent broken down by combined cycle or conventional thermal power plant. The gas day renominations to be performed within the gas day itself shall be expressed in kWh and shall indicate the amount of gas to be used for each hour of the gas day of the gas day.

In the absence of a time schedule of information on electrical demand, the nomination or daily renomination sent if there is one, dividing the daily schedule by 24 to pass it on an hourly basis.

Users will send to the transport network operator the information they know about stops or relevant variations of consumption on direct lines.

For the allocation of the confirmed nominated or renominated quantities for the day of contract, the following distribution criterion shall be used:

1. By default;

a. Where a single quantity is indicated for the set of contracts of the user at the point/service, the amount confirmed shall be divided by contract in proportion to the capacity contracted to each of the contracts, with the completion of the firm capacity contracts.

b. When the user indicates a contract nomination or renomination for day d at the point/service and the confirmed amount is equal to the sum of the amounts sent by the user, the delivery indicated by the user in the shipment will remain. 1. Nominations for day d:

• Period of receipt of nominations and consolidation of nominations: up to 16 hours before the start of gas day d.

• Processing period: up to 14 hours before the start of gas day d.

• Nominations confirmation deadline: 14 hours before the start of gas day d.

2. Renominations for day d:

• Start of the renominations period: from 14 hours before the start of gas day d.

• Periodicity: renomination cycles at the beginning of each hour from the start of the renomination period and up to 5 hours before the end of the gas day d.

• Cycle duration: 2 hours with the option to renominate the first and half hours of this cycle. It will be consolidated as a renomination at the next hour and a half of the start of the cycle.

• Processing of renominations: before 2 hours after the start of the renomination cycle.

• Confirmation of the renominations: carried out by the GTS at 2 hours after the start of the renomination cycle.

• Start time of effective change: 2 hours after the start of the renomination cycle, except prior request for change at a later time.

The last renomination cycle will end 3 hours before the end of the gas day.

7.2.2 For LNG vessels:

1. Nominations for day d:

• Nominations receipt period: up to 16 hours before the start of gas day d.

• Carrier and GTS viability response period (applies only to ships): up to 13 hours before the start of gas day d.

2. Renominations for day d:

a) On the day before gas day:

• Renominations receipt period: up to 11-and-a-half hours before the start of gas day d.

• Carrier and GTS viability response period (applies only to ship discharge): up to 11 hours before the start of gas day d.

b) On gas day:

• Renominations receipt period: up to 3 hours before the end of gas day d.

• Carrier and GTS viability response period: up to 1 hour before ending gas day d.

7.2.3 For Cisternas:

Nominations and renominations will be performed in accordance with the deadlines set in the PD-12 "Logistics of LNG Cisternas".

8. Criteria for confirmation of programming/nomination/renomination of services in regasification plant:

As a general criterion, a schedule/nomination/renomination of a vessel operation or tanker load sent by users in regasification plants will be confirmed if:

• The hiring set for each user is respected.

• Meet at all times with the operational rules for special periods of high demand and minimum stock coverage, in force at the time of dispatch of the programming/nomination/renomination.

• The user's individual balance in the plant is within the parameters set out in the System's technical management rules.

5. Based on the demand assigned to each user, the GTS will establish the annual program for each of them.

In the case of renominations within the gas day, the nominal capacity available for the rest of the day with respect to the contracted capacity for the rest of the day shall be prorated, according to the expression:

In the event that additional capacity has been sold at the point by the capacity overselling mechanism established in the current regulation, and provided that no unavailability is reported, the validations regarding the Daily and intraday nominal capacity set out in this paragraph shall be made on the nominal capacity increased by the same amount as the additional capacity sold.

10. The appeal procedure at points of connection between two different infrastructures:

• Scheduled, nominated or renominated pairs of operations will be married and processed to match the following concepts: gas day, connection point/install/service, flow direction where it is applicable, user on one side of the point and user on the other side of the point, so that, if the amount reported by both is not the same, the smaller quantity of the two will be allocated.

ANNEX IV

INCLUSION OF PARAGRAPH 3.2.3 "DEMAND ALLOCATION PROCEDURE" IN THE PD-13 "ALLOCATION OF SHIP DISCHARGE DATES IN REGASIFICATION PLANTS"

a. If the annual profile of the user programming aggregate for the year A + 1 (to be programmed) of the conventional market is between the average annual demand profile programmed by the GTS +/-2% of the same, the submitted schedules will be considered unadjusted.

b. If any of the months relating to this annual aggregate schedule is not around the average monthly demand published by the GTS (i.e. with a margin of +/-2%), the excess or programming defects between the GTS will have to be distributed. users for each of the months in question.

2. An admission margin is established for the demand profile of the electrical sector, so that:

a. If the annual profile of the user programming aggregate for the year A + 1 (to be programmed) of the electricity market is between the average annual demand profile programmed by the GTS +/-7.5% of the same, the submitted schedules will be considered unadjusted.

b. If one of the months concerning this annual aggregate programming does not meet the average monthly demand published by the GTS (i.e. with a margin of +/-7,5%), the excesses or programming defects between the GTS will have to be distributed. users for each of the months in question.

3. To share out the excesses or defects, the GTS should analyze each user's program:

a. The growth or decrease of each user in the current year will be studied.

b. A meeting shall be convened for clarification of the programme, to the users emerging from the expected growth or growth trends a priori.

4. The excesses or defects will be distributed for each of the months of the scheduled year, respecting the demand programmed by the users for the industrial customers and adjusting the domestic market demand (proportionally to the customers supplied at pressures below 4b
