Law 11/2007, of 22 June, electronic access of citizens to public services, created the concept of "Electronic office", justified by "the need to clearly define the"administrative"electronics that are established relations, promoting a system of identification, authentication, minimum content, legal protection, accessibility, availability and responsibility".

Article 10.1 of the Act defines the electronic office as «that email address available for citizens» via telecommunications networks under the ownership, management and administration is a public administration, organ or administrative entity in the exercise of its powers. Paragraph 3 of the same article establishes that «each public administration will determine the conditions and instruments of creation of electronic offices».

On the other hand, the Royal Decree 1671 / 2009, dated November 6, which develops partially law 11/2007, of 22 June, citizens ' electronic access to public services, in addition to regulating this figure in its articles 3 to 9, specifically determines in its article 3.2 that «the electronic venues will be created by order of the corresponding Minister or resolution of the head of the public body «, which shall be published in the "official bulletin of the State'", by determining the minimum content of this passing standard. This provides citizens full assurance and security amounting to only partially virtual offices which so far have been channeling the electronic relations with citizens.

This resolution creates and regulates the electronic site of the Institute of tourism of Spain, TURESPAÑA, to comply with the provisions of article 3 of the Royal Decree 1671 / 2009, dated November 6, which develops partially law 11/2007, of 22 June, citizens ' electronic access to public services.

Finally, is this provisions of the transitional provision of Royal Decree 3/2010, of January 8, which regulates the national security scheme in the field of eGovernment and the first transitional provision of Royal Decree 4/2010, of January 8, 2010, which regulates the national interoperability scheme in the field of eGovernment.

Therefore resolve: article 1. Object and scope of application 1. This resolution aims at the creation of the electronic site of the Institute of tourism of Spain, Turespaña, to comply with the provisions of article 3 of the Royal Decree 1671 / 2009, dated November 6, which is partially developed law 11/2007, of 22 June, electronic access of citizens to public services.

2. the scope of application of this resolution is the autonomous agency Institute of tourism of Spain, Turespaña.

Article 2. Electronic headquartes of the Tourism Institute of Spain, Turespaña.

The electronic site of the Institute of tourism of Spain, Turespaña (SEITE hereinafter) is created with the following characteristics: a) will be carried out through the SEITE all actions, procedures and services that require authentication of citizens or public administration in its relations with these by electronic means, as well as such other electronic services which decides their inclusion in the headquarters for reasons of efficiency and quality in the provision services to citizens.

(b) the reference of the headquarters address will be https://sede.tourspain.gob.es. It will be accessible directly as well as through the portal of internet http://www.tourspain.es.

(c) the ownership of the electronic office will correspond to the Institute of tourism of Spain, TURESPAÑA.

(d) the management of the headquarters will be responsibility of the Secretary General of the Institute of tourism of Spain, Turespaña.

(e) will be responsible for the update of the contents and services of Headquarters each one of those responsible for the administrative units of the Institute of tourism of Spain, Turespaña, according to functions which are attributed in the Real Decree 561/2009, of April 8, by the approving its Statute, and by remaining rules of organization and functioning of the Institute.

(f) the identification of the SEITE will take place through certificate of Headquarters, consisting of the server certificate that hosts the information or any other certificate of secure device or medium equivalent pursuant to the Royal Decree 1671 / 2009, of 6 November.

(g) SEITE will include as a minimum the contents and services related to article 3 of the present resolution.

(h) access channels to services available at Headquarters shall be: 1. for electronic access, through the Internet, with features defined in the present article.

2. for face-to-face care, in the offices of the Tourism Institute of Spain, Turespaña, located at its headquarters in calle José Lázaro Galdiano, 6, Madrid, without prejudice to the access through the legal regime of public administrations and common administrative procedure regulated in article 38 of the law 30/1992, of November 26,.

3. for the phone service, phone numbers are expressed in headquarters.

(i) the information and services included in the SEITE should follow the principles of accessibility and usability, laid down in law 11/2007, of 22 June, electronic access of citizens to public services, on the terms dictated by the current legislation on this matter at any time.

(j) the contents published in the SEITE will respond to the criteria of security and interoperability that arise out of law 11/2007, of 22 June, and the Royal Decree 1671 / 2009, dated November 6, and according to which, where appropriate, establish national interoperability and security schemes.

Article 3. Contents of the electronic site of the Institute of tourism of Spain, Turespaña.

1 content and services to be included in the SEITE are: to) headquarters, as well as titular organ and identification of those responsible for the management of the content made available therein.

(b) information necessary for the correct use of the venue including the electronic site map as well as the related intellectual property.

(c) the certificate of the SEITE verification system.

(d) system of verification of the certificates of electronic seals used in the SEITE.

(e) Advisory services electronic to the user for the correct use of the SEITE.

(f) ratio of systems of electronic signature to be admitted or used in the SEITE.

(g) catalog of formalities and services available at the SEITE.

(h) list of services of the Tourism Institute of Spain, Turespaña, and list of electronic services of the SEITE.

(i) date and time, and officially declared as non-working days. The date and hour of the SEITE corresponds to the of Spain peninsular in accordance with which, in his case, establish the national interoperability scheme.

j) general mailbox of suggestions and complaints.

(k) information related to the protection of personal data.

(l) link with the Spanish Agency of data protection.

(m) creation of the SEITE resolution.

(n) resolution of creation of the electronic record.

or) resolution of the President of the Institute of tourism of Spain that creates electronic seals, as well as those standards by which the implementation of secure verification code system is agreed.

(p) access to the status of processing the case.

q) service of verification of the authenticity and integrity of documents authenticated through secure verification code.

(r) relationship of the electronic media that the citizens can be used in each course to communicate with headquarters.

2 also, the SEITE shall have the following additional services available to citizens: to) electronic record of the Tourism Institute of Spain, Turespaña, with detailed information on the calendar of non-working days for the purpose of filing electronic documents in saying record.

(b) access to information on performances and procurement procedures under the terms of the law 30/2007, of October 30, of Public Sector contracts.

(c) electronic access by interested parties to the contents of the administrative proceedings with the effects of the notification by electronic appearance.

(d) links with the «Official Gazette» and the point of General access of the General Administration of the State.

(e) service of notice of necessary interruptions for necessary technical reasons.

(f) such other services or contents that are including through resolution of the Institute of tourism of Spain, Turespaña.

3. gradually the SEITE will provide access to their content and services in the co-official languages.

Article 4. Means for the formulation of suggestions and complaints.

1 the resources available for the formulation of suggestions and complaints in relation to the content, management and services offered at Headquarters which is created in the present resolution, shall be the following: to) electronic filing through the general mailbox of suggestions and complaints from the SEITE.
(b) presentation face-to-face or by postal mail to the records of the central services and offices outside the Institute of tourism of Spain, Turespaña or the registration of any other administrative body, in accordance with article 38 of the law 30/1992, of 26 November, taking into account the procedure laid down in article 15 of the Royal Decree 951/2005 , July 29, which sets out the general framework for the improvement of the quality in the General Administration of the State.

2. no means for the formulation of suggestions and complaints will be considered advisory services electronic to the user for the correct use of the headquarters, without prejudice to their obligation, when they exist, problems arising in citizens.

First final provision. Adaptation of certain characteristics of the venues and sub-venues.

(d) any other characteristic that is not of compulsory entry in accordance with the provisions of article 3(2) of the Royal Decree 1671 / 2009, dated November 6, which is partially developed law 11/2007, of 22 June, electronic access of citizens to public services.

Second final provision. Entry into force.

This resolution shall enter into force the day following its publication in the "Official Gazette".
