The organic law 2/2006, of 3 may, education, provides in article 39.6 to the Government, after consultation with the autonomous communities, establish qualifications corresponding to the studies of vocational training, as well as the basics of the curriculum of each of them.

The organic law 5/2002, of 19 June, qualifications and vocational training, establishes in article 10(1) that the General Administration of the State, in accordance with the provisions of article 149.1.30. 1st and 7th of the Constitution and after consultation with the General of the vocational training Council, shall determine the titles and certificates of professionalism, which will constitute vocational training offers relating to the national catalogue of professional qualifications.

Law 2/2011, 4 March, sustainable economy, and the organic law 4/2011, 11 March, of the law of sustainable economy, by which modify the organic law 5/2002, of qualifications and vocational training, and 2/2006, of education, introduced an ambitious set of legislative changes needed to foster and accelerate the development of a more competitive economy more innovative, able to renew the traditional productive sectors and make their way towards new activities demanding employment, stable and quality.

The Royal Decree 1147 / 2011, July 29, establishes general vocational education system management and defines the structure of the titles of vocational training, on the basis of the national catalogue of professional qualifications, the guidelines laid down by the European Union and other aspects of social interest in article 9.

On the other hand, this Royal Decree embodied in article 7 the professional profile of such securities, which will include the general competence, professional, personal and social competences, qualifications and, where appropriate, units of competence of the national catalogue of professional qualifications included in the titles, so that each title will incorporate at least a vocational qualification complete, in order to achieve vocational training titles to respond effectively to the needs demanded by the system productive and personal and social values that enable to exercise democratic citizenship.

This regulatory framework requires that now the Government, after consulting to the autonomous communities, set each of the titles which form the catalog of titles of the vocational training of the educational system, its minimum teachings and other aspects of the academic planning which, without prejudice to the powers conferred to education in this area administrations, constitute the basic aspects of the curriculum to ensure a common training and guarantee the validity of certificates , in compliance with the provisions of article 6.2 of the organic law 2/2006 of 3 may, education.

For this purpose, it should be laid down for each title your identification, your professional profile, professional environment, foresight of the title in the sector or sectors, the teachings of the training cycle, the correspondence of professional modules with units of competence for its accreditation, validation or exemption, and the basic parameters of formative context (spaces and minimal equipment, qualifications and specialties of faculty and their equivalents for the purpose of teaching) prior consultation with the autonomous communities, as provided for in article 95 of the organic law 2/2006 of 3 may, education.

In addition, in each title will be determined access to further studies and, where appropriate, modalities and high school materials which facilitate the admission in the case of competitive, the validations, exemptions and equivalents and, where appropriate, information on the requirements for professional practice, according to the legislation in force.

In order to facilitate the recognition of credits between the titles of technical superior and teachings leading to degrees and vice versa, in the vocational training of top grade shall be established the equivalence of each professional ECTS European credits module, as defined in the Royal Decree 1125 / 2003 of 5 September, which establishes the European credit system and the system of scores of official university qualifications and validity throughout the national territory.

Thus, the present Royal Decree, in accordance with the provisions of the Royal Decree 1147 / 2011, of 29 July, establishes and regulates, in aspects and basic elements indicated above, the title of professional training of the educational system of senior technician in consulting for corporate and Personal image.

It has resorted to a statutory rule to establish State databases complies with the Constitutional Court, admitting that "exceptionally" bases may be established through regulations in certain cases, such as in the present case, when «is an essential complement to ensure the lowest common denominator established on the basic legal standards» (thus, among others, in the SSTC 25/1983, 1983/32 and 48/1988).

By virtue, on the proposal of the Minister of education and prior deliberation by the Council of Ministers at its meeting of November 18, 2011, available: chapter I General provisions article 1. Object.

1. the present Royal Decree aims the establishment of the title of technician in consulting for corporate and Personal image, official character and validity throughout the national territory, as well as their corresponding minimum educations.

2. the provisions of this Royal Decree replaces the regulation of the title of technician in consulting for Personal image, contained in Royal Decree 627/1995, of 21 April.

Chapter II identification of the title, professional profile, foresight and professional environment of the title in the sector or sectors article 2. Identification.

The title of technician in consulting for corporate and Personal image is identified by the following elements: name: corporate and Personal image consulting.

Level: Higher-level vocational training.

Duration: 2000 hours.

Professional family: Personal image.

Reference in the international standard classification of education: film-5b.

The Spanish qualifications framework for higher education level: level 1 technical Superior.

Article 3. Professional profile of the title.

The professional profile of the title of technician in consulting for corporate and Personal image is determined by their general competence, their competencies, professional, personal and social, and the relationship of qualifications and, where appropriate, units of competence of the national catalogue of professional qualifications included in the title.

Article 4. General competition.

General competition of this title is to design and organize advice projects in personal, business and institutional image, organize events and plan the processes of personal training in communication skills, Protocol and social uses, according to criteria of quality, safety, respect for the environment and design for all.

Article 5. Professional, personal and social competences.

Professional, personal and social competences of this title are which are listed below: a) directing and managing the activities, organizing materials, personnel and technical resources.

(b) analyse the changes in fashion, adapting the market trends to the expectations and needs of customers.

(c) manage the documentation, using information and communication technologies.

(d) identify the customer's needs, analyzing its features and requirements.

(e) train the client in communication skills, developing a plan for the acquisition of new communication techniques.

f) advise on organizing events Protocol and events, developing a project and coordinate activities.

(g) advise the companies for the creation of a corporate image, playing your requests.

(h) develop makeover projects, controlling quality and documentation.

(i) advise and train make-up, hairdressing and aesthetics, customer response to requirements.

(j) to market products and services of personal image, using marketing techniques.

(k) make changes of styles through the locker room, advising on clothing and accessories.

(l) Guide in buying apparel, accessories and cosmetics, calibrating the needs of the client to meet their expectations.

(m) adapted to the new work situations, maintaining updated scientific, technical and technological knowledge relating to their professional environment, managing their training and resources in life long learning and using information and communication technologies.

(n) resolve situations, problems, or contingencies with initiative and autonomy in the sphere of its competence, creativity, innovation and spirit of improvement in personal work and the members of the team.
n) organize and coordinate teams with responsibility, overseeing the development of the same, to maintain smooth relations and assuming the leadership, as well as providing solutions to group conflicts that arise.

(o) communicate with peers, superiors, clients and people under its responsibility, using effective means of communication, transmitting information or adequate knowledge and respecting autonomy and competence of persons involved in the scope of their work.

(p) generate secure environments in the development of their work and that of his team, overseeing and implementing procedures for the prevention of occupational and environmental risks in accordance with the rules and objectives of the company.

(q) supervise and implement procedures of management of quality, universal accessibility and "design for all", in the professional activities included in the processes of production or provision of services.

(r) to perform basic management for the creation and operation of a small business and be proactive in their professional activity with a sense of social responsibility.

Article 6. List of qualifications and units of competence of the national catalogue of professional qualifications included in the title.

2 incomplete professional qualifications: to) technical and artistic hair salon IMP249_3 (Royal Decree 790/2007, of 15 June): UC0793_3: advising clients on their personal image, using care and aesthetic transformation of hair and facial hair.

UC0795_3: Direct and manage activities in companies of personal image.

(b) cosmetic hair treatments IMP397_3 (Royal Decree 327/2008, of 29 February): UC0352_2: advise and sell products and services for the Personal image.

Article 7. Professional environment.

1. persons who obtain this title exert their activity in companies in the service sector who are dedicated to the personal image consulting, corporate and public, or are integrated into multidisciplinary teams of any company in communication or marketing departments. Similarly, you can carry on business in establishments engaged in the sale of clothing, accessories and cosmetics, which develops in the functional areas of a new personal, public and corporate image design, and in the Organization and provision of services. Acting on their own, with a high degree of autonomy, assuming management tasks and direction; or paid employment, integrating in a team with people from your same, lower or higher level of qualification.

Article 8. Foresight of the title in the sector or sectors.

The educational administrations shall take into account, when developing the appropriate curriculum, the following considerations: to) the concept of image is evolving, not limited only to beauty (hairdressing, makeup, cosmetic care and others), but it is being expanded to style (clothing, accessories, social uses), and above all to the way of communicating (communication skills). The Advisor must integrate and create a personal identity with the image.

(b) the professional profile of this title marks an evolution towards skills related to coordination, organization and planning of the image of persons, groups and companies, being not only an adviser, but "Manager image" that will establish the process for its implementation.

(c) the workplace expands into three fields of work: the personal image consulting, corporate image consultancy and advice of public image.

(d) the increase in people who consume products and services of personal image, the wide range of companies related to clothing, cosmetics and gifts, among others, the ephemeral and temporary nature of fashion, coupled with changes in the traditional purchasing process raises the figure of the guide in buying or 'personal shopper'.

Chapter III teachings of the training cycle and basic parameters of context article 9. General objectives.

(e) analyse communication techniques, selecting activities to design a communication skills training plan.

(l) conduct beautification process, identifying the technical requirements for training in makeup techniques and aesthetic care.

(m) establish advisory guidelines in hairdressing and face hair care, identifying the technical requirements to develop a training plan for the maintenance of the new style.

(n) identify sales and advertising techniques and merchandising, operations, assessing the characteristics and demands of the market to market products and services of personal image.

(n) establish guidelines to advise on clothing, recognizing and selecting clothes, fabrics, accessories and accessories to make lifestyle changes through the wardrobe.

(o) establish the working procedure of the personal shopper, identifying the stages to guide in the purchase of clothes, accessories and cosmetics.
(p) to analyze the cosmetic lines, relating the properties of cosmetics with the cutaneous features, to assist in the purchase and application of cosmetics and perfumes.

(r) developing creativity and spirit of innovation to respond to the challenges that arise in processes and in the Organization of work and personal life.

(s) make decisions grounded way, analyzing the variables involved, integrating knowledge from different scope and accepting the risks and the possibility of mistake in them, to confront and resolve different situations, problems, or contingencies.

(t) to develop leadership, motivation, supervision and communication techniques in contexts of group work, to facilitate the Organization and coordination of work teams.

(u) strategies and communication techniques, adapted to the contents that will transmit, to the purpose and characteristics of the recipients, to ensure efficiency in communication processes.

(v) evaluate situations of prevention of occupational hazards and environmental protection, proposing and implementing measures to prevent personal and collective, in accordance with the applicable legislation in work processes, to ensure safe environments.

(w) identify and propose professional actions necessary, to respond to the universal accessibility and "design for all".

(x) identify and implement parameters of quality in work and activities in the learning process, to value the culture of evaluation and quality and be able to monitor and improve quality management procedures.

and use procedures related to enterprising, entrepreneurial culture and professional initiative, to carry out the basic management of a small business or undertake a work.)

(z) recognize their rights and duties as an active agent in society, taking into account the legal framework that regulates the conditions of social and labour, to participate as a democratic citizen.

Article 10. Professional modules.

1 Professional modules of this training cycle: to) are developed in the annex I of the present Royal Decree, fulfilling the provisions of article 10 of the Royal Decree 1147 / 2011, July 29.

(b) are those that then relate: 1181. Cosmetic advice.

1182 integral image design.

1183 style in clothing and accessories.

1184 Barber consulting.

1185 Protocol and organization of events.

1186 social uses.

1187 aesthetic advice.

1188. communication skills.

1189. corporate image.

1071 direction and marketing.

1190 project of personal and corporate image consulting.

1191 training and labour orientation.

1192 enterprise and entrepreneurship.

1193 workplace training.

2. the educational administrations shall establish the corresponding curricula, respecting the provisions of this Royal Decree and pursuant to article 8 of the Royal Decree 1147 / 2011, July 29, which establishes the general management of the vocational training of the educational system.

Article 11. Spaces and facilities.

1. the necessary spaces for the development of the teachings of this formative cycle are those set out in annex II of this Royal Decree.

2. the spaces will benefit from the necessary surface and enough to develop the teaching and activities arising from the learning outcomes of each of the professional modules that are taught in each of the spaces. In addition, you must meet the following conditions: to) the surface will be established based on the number of people who take the training area and should allow the development of the activities of teaching learning with ergonomics and mobility required within the same.

3. the established educational spaces can be occupied by different groups that pursue the same or other vocational training or educational stages.

4. the identified training spaces not must differentiate necessarily through closures.

5. the facilities included in each space have the necessary and sufficient to ensure the acquisition of learning outcomes and the quality of education students. 6. the competent authorities shall ensure that the spaces and equipment are appropriate in quantity and characteristics for the development of the processes of teaching and learning that are derived from the results of the modules for learning and thus guarantee the quality of these teachings.

Article 12. Faculty.

1 teaching of professional modules that constitute the teachings of this formative cycle corresponds to the Faculty of the body of professors of upper-secondary education, the body of teachers of secondary education and vocational training technical body of teachers, as appropriate, laid down in annex III A specialty) of this Royal Decree.

2. the qualifications required for access to these educational bodies are, in General, those laid down in article 13 of Royal Decree 276/2007 of 23 February, which approves the regulation of entry, access and acquisition of new specialities in the teaching bodies concerning the organic law 2/2006 of 3 may , of education, and regulates the transitional regime of income referred to in the seventeenth transitory provision of the Act. Qualifications equivalent to the above to those same effects are, for the various specialities of the faculty, the gathered in annex III B) of the present Royal Decree.

3 for teachers in privately owned workplaces or public ownership of other than the educational administrations, required qualifications and the requirements for the delivery of professional modules that make up the title, are those included in annex III C) of the present Royal Decree. In any case, be required that leading teachings to the aforementioned qualifications include the objectives of professional modules, and if these objectives are not included, in addition to the degree must demonstrate, through «certification», a work experience of at least three years in the sector linked to the professional family, productive activities in companies implicitly related learning outcomes.

4. the competent authorities shall ensure that the teaching staff that imparts professional modules comply with specified requirements and thus guarantee the quality of these teachings.

Chapter IV access and linkage to other studies, and correspondence of professional modules with competition article 13 units. Preferences for access to this training cycle in relation to modalities and high school courses taken.

Article 14. Access and linkage to other studies.

3. the Government, heard the Council of universities, will regulate, in specific legislation, the recognition of credits between the titles of senior technical vocational training and university teaching of degree. For the purpose of facilitating the validation regime, in this Royal Decree have been assigned 120 ECTS credits among all professional modules of this training cycle.

Article 15. Cross credits and exemptions and waivers.

1. the validation between modules professional of vocational training qualifications established under cover of the organic law 1/1990 of 3 October, General Organization of the educational system, and the professional title referred to in this Decree are those indicated in annex IV.
2. those who had passed the vocational training and labour orientation module or the professional module of enterprise and entrepreneurship in any of the training courses for established titles under cover of the organic law 2/2006 of 3 may, education, have confirmed these modules in any other training cycle established under the same Act.

3. those who have obtained the accreditation of all units of competence including in the title, by the procedure laid down in the Royal Decree 1224 / 2009 of 17 July, of recognition of the skills acquired by experience, can validate professional training and labour orientation module always that:-credited, at least one year of work experience.

-Are in possession of the accreditation of the training set for the performance of the functions of basic level of activity preventive, issued in accordance with provisions in Royal Decree 39/1997 of 17 January, which approves the regulation of the prevention services.

4. in accordance with the provisions of article 39 of the Royal Decree 1147 / 2011, July 29, may be determined the total or partial exemption from the professional training module in workplace by his correspondence with work experience, provided that credited an experience related to this training cycle in the terms laid down in that article.

Article 16. Correspondence of professional modules with units of competence for its accreditation, validation or exemption.

2. the correspondence of professional modules which form the teachings of the title of technician in Personal and corporate image with competition for their accreditation units, consulting is determined in annex V B) of this Royal Decree.

First additional provision. Reference of the title in the European framework.

Once established the national framework of qualifications, in accordance with European recommendations, will determine the appropriate level of this degree in the national framework and its equivalent in the European.

Second additional provision. Offer remote of this title.

Professional modules that form the teachings of this training cycle may offer distance, provided to ensure that students can get the learning outcomes thereof, in accordance with the provisions of this Royal Decree. For this purpose, the educational administrations, in the field of their respective competencies, shall take measures that they deem necessary and will give detailed instructions.

Third additional provision. Equivalent qualifications and linkage with occupational skills.

1. the title of technician in Personal image consulting, established by Royal Decree 627/1995, of 21 April, will have the same effects professionals and academics as the title of technician in corporate and Personal image consultancy established in the present Royal Decree.

2. the training established in Royal Decree in the vocational training and labour orientation module enables to carry out professional responsibilities equivalent to the activities of basic level in prevention of occupational risks established in Royal Decree 39/1997, of 17 January, which approves the regulation of the prevention services that require , provided that you have at least 45 hours.

Fourth additional provision. Regulation of the practice of the profession.

1. the title established in the present Royal Decree does not constitute regulation of the exercise of a regulated profession.

2. Likewise, the equivalence of academic qualifications established in paragraph 1 of the third additional provision of this Royal Decree shall be without prejudice of compliance with the provisions that they are enabled for the regulated professions.

Fifth additional provision. Equivalents for the purpose of teaching in the selective procedures of entry into the body of teachers technical vocational training.

The title of technician or technician is declared equivalent to those required for access to the body of professors technicians in training, when the entitled has served as acting teacher in public schools in the territory of the host administration, in teaching specialty which is seeking to access and for a minimum period of two years before the August 31, 2007.

Sixth additional provision. Universal accessibility in the teachings of this title.

1. the educational administrations, in the field of their respective competencies, be included in the curriculum of the training cycle the elements needed to ensure that people who take it develop competencies included in the curriculum in «design for all».

2. Likewise, those administrations shall take measures that they deem necessary so that the students can access and study the training cycle in the conditions established in the tenth final provision of the Law 51/2003, of December 2, of equal opportunities, non-discrimination and universal accessibility of persons with disabilities.

Sole transitional provision. Applicability of other regulations.

1. until it's application the provisions of this Royal Decree, pursuant to its final provisions second and third, shall apply the provisions in Royal Decree 627/1995, of 21 April, by which establishes the title of technician in Personal image consulting and the corresponding minimum teachings.

2. Likewise, until it is of application standard regulating, for the field of management of the Ministry of education, curriculum corresponding to the title of senior technician in corporate and Personal image consulting shall apply as established in the Royal Decree 197/1996, 9 February, which establishes the curriculum of the training cycle of top grade corresponding to the title of senior technician in Personal image consultancy.

Sole repeal provision. Repeal of rules.

1 be repealed the Royal Decree 627/1995, of 21 April, by establishing the title of technician in Personal image consulting and the corresponding minimum teachings and many provisions of equal or lower rank is contrary to the provisions of this Royal Decree.

2 repealed the Royal Decree 197/1996, 9 February, which establishes the curriculum of the training cycle of top grade corresponding to the title of senior technician in Personal image consultancy.

First final provision. Skill-related title.

The present Royal Decree has character of basic standard, under cover of the competences attributed to State article 149.1.1. and 30.º of the Constitution. He is excepted from basic standard the sole transitory provision point 2.

Second final provision. Implementation of the new curriculum.

The educational administrations implemented the new curriculum of these teachings in the academic year 2012 / 2013.

Third final provision. Entry into force.

This Royal Decree shall enter into force the day following its publication in the "Official Gazette".
