The State of Aviation Safety Agency (AESA), created by Royal Decree 184/2008, of 8 February, aims at the execution of the functions of management, supervision and inspection of the safety of air transport and air navigation and airport security systems, in its aspects of inspection and control of aeronautical products and air activities of the aeronautical personnel as well as the functions of detection, analysis and evaluation of the risks of this mode of transport security.
For to reach this objective it AESA has assumed certain powers as: it expedition, renewal, suspension, maintenance and revocation of authorizations, ratings, licenses, certifications and others titles enabling for the realization of activities aeronautical civil, such as the operation of aircraft, of airports and of services of navigation air, as well as for the design, manufacturing, maintenance, and use of them aircraft products, components, and civil aviation equipment.
Corresponds to this agency the recognition and acceptance of titles, licenses, authorizations or certificates issued by other authorities and which are required for aviation professions.
So as, the AESA determines and guarantees that is reach high standards of knowledge enforceable to them members of the crew of them aircraft to through, among others things, of a system of tests of knowledge theoretical. Theoretical knowledge exams system established EFSA does not form part of the system of evaluation of the training provided by the industry. EFSA tests are a public audit tool to determine that the standards of knowledge achieved in the processes of training in approved training centres are guarantee of security.
Until the year 2011, the EFSA has come developing them tests of knowledge theoretical for the expedition of qualifications and ratings aeronautical civil, publishing is annually by resolution of this address them calls of tests to them cited tests.
A examination of knowledge theoretical typical of AESA for the obtaining of a license or certified for members of the crew of aircraft, consists in the approach to the student of a determined number of questions referred to different materials of a program approved, that will serve to check the level of knowledge theoretical reached in relation to those programs published, trying to of cover all their contained until where is possible , because of the development and duration of the sessions of examinations.
Programs of theoretical knowledge for obtaining different licenses, permits or certificates they serve tests, have been created and structured, in large part, by the Joint Aviation Authority (JAA) authorities assumed by the European's Aviation Safety Agency (EASA) and reviewed periodically to place the emphasis on the elements of security.
He system of examinations, currently, is regulated basically in them standards relating to each license, enabling or certified, leaving to criterion of the authorities national the methodology for it put in practice of procedures specific that lead to the end intended.
The questions that can be made to students who are undergoing tests for regulated by JAR-FCL pilot licensing are stored in the CQB (Central Question Bank) or Central Bank of questions, guarded by the authorities of the European Aviation Safety Agency and to which have access only and under certain conditions the national authorities. The elaboration of the questions is due to a procedure established by the own authorities European.
Thus, from the year 2012, the development of the above mentioned exams will take place through a system of examinations online whose characteristics are specified below.
The electronic system of theoretical knowledge exams refers to which this resolution, it is a component integrated into AESA policy and demands for control and supervision of the fulfilment of the requirements established for the issuance of licenses, certificates and permits. It aims to serve as a tool: it's an automated system established primarily as a means of test your skills of applicants who receive their training in Spain. By this reason the tests only may be made in the territory Spanish in them locations that are designated.
On theoretical knowledge exams system line involves two institutions. On the one hand, it AESA that sets them rules and procedures, along with them authorities European as well as the Bank of questions and, by another SENASA, that, in its condition of Ente provider of services to it administration, runs them performances materials own of it inspection aeronautics, in this case the realization of them tests in all their categories low it supervision of the AESA in accordance with them rules and them procedures established in it order FOM / 2140 / 2005 , of 27 of June, by which is regulate them orders to perform by the society State of teachings aeronautical civil, S.A. (SENASA) for the execution of performances materials own of the inspection aeronautics.
Thus, the theoretical knowledge exams are required for the demonstration of the necessary theoretical knowledge to obtain the following licenses, certificates or permits: to) JAR-FCL licences.

II. private licenses.
• Private pilot license.
• Private helicopter pilot license.
b) ratings JAR-FCL.
• Empowerment of instrument flight.
From the regulatory point of view, have to meet requirements and specific criteria regarding the content and format of the questions asked, time allocated to each examination, values for the assessment of knowledge, periods of validity of the obtained fitness and supervision of examinations, whose standards are fixed at European level through the corresponding JAR and its implementing rules and at the national level through appropriate regulations.
