The publication, after Order ITC/3124/2010 of 26 November, of twenty regulations (EU), three new directives of the European Union, a decision of the Commission and a decision of the Council, makes the approval of a provision amending Annexes I and II to Royal Decree 2028/1986 of 6 June to bring them into line with those provisions. In particular, the content of these Annexes is, in this order, in accordance with the following rules of law of the European Union:
(a) Commission Regulation (EU) No 672/2010 of 27 July 2010 concerning the type-approval requirements for the use of de-icing devices and the removal of the windscreen of certain vehicles the engine and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning the type-approval requirements for the general safety of motor vehicles, their trailers and their systems, components and Separate technical units to which they are intended.
(b) Commission Regulation (EU) No 1003/2010 of 8 November 2010 concerning the requirements for the type-approval of the site and the installation of rear registration plates on motor vehicles and their vehicles trailers and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning the type-approval requirements for the general safety of motor vehicles, their trailers and their systems, components and separate technical units intended for them.
(c) Commission Regulation (EU) No 1005/2010 of 8 November 2010 on the type-approval requirements for the towing devices for motor vehicles and for which Regulation (EC) No 101/2010 applies. 661/2009 of the European Parliament and of the Council concerning the type-approval requirements for the general safety of motor vehicles, their trailers and their systems, components and separate technical units intended for them.
(d) Commission Regulation (EU) No 1008/2010 of 9 November 2010 concerning the type-approval requirements for the windscreen wipers and windscreen wipers for certain motor vehicles and for which the type-approval requirements are to be applied Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning the type-approval requirements for the general safety of motor vehicles, their trailers and their systems, components and technical units applies independent to them intended.
(e) Commission Regulation (EU) No 1009/2010 of 9 November 2010 on the type-approval requirements for the type of fenders of certain motor vehicles and for which Regulation (EC) No 661/2009 applies of the European Parliament and of the Council concerning the type-approval requirements for the general safety of motor vehicles, their trailers and their systems, components and separate technical units intended for them.
(f) Commission Regulation (EU) No 19/2011 of 11 January 2011 concerning the type-approval requirements for the manufacturer's statutory plate and the frame number of the motor vehicles and their vehicles trailers, and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning the type-approval requirements relating to the general safety of motor vehicles, their trailers and their systems, components and Separate technical units to which they are intended.
(g) Commission Regulation (EU) No 109/2011 of 27 January 2011 implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council with regard to type-approval requirements for certain categories of motor vehicles and their trailers in relation to the spray-suppression systems.
(h) Commission Regulation (EU) No 183/2011 of 22 February 2011 amending Annexes IV and VI to Directive 2007 /46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, systems, components and separate technical units intended for such vehicles (Framework Directive).
(i) Commission Regulation (EU) No 407/2011 of 27 April 2011 amending Regulation (EC) No 661/2009 of the European Parliament and of the Council with regard to the inclusion of certain Commission Regulations Economic for Europe of the United Nations, on the type-approval of motor vehicles, their trailers and systems, components and separate technical units intended for them.
(j) Commission Regulation (EU) No 458/2011 of 12 May 2011 concerning the type-approval requirements for motor vehicles and their trailers in relation to the installation of tyres and for which they are intended to be fitted applies Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and technical units independent to them intended.
k) Commission Regulation (EU) No 459/2011 of 12 May 2011 amending the Annex to Regulation (EC) No 631/2009 laying down detailed rules for the development of Annex I to Regulation (EC) No 78/2009 Council Directive of the European Parliament and of the Council of 10 July 1993 on the protection of pedestrians and other vulnerable road users.
(l) Commission Regulation (EU) No 566/2011 of 8 June 2011 amending Regulation (EC) No 715/2007 of the European Parliament and of the Council and Regulation (EC) No 692/2008 as regards access to the information regarding the repair and maintenance of vehicles.
(m) Commission Regulation (EU) No 582/2011 of 25 May 2011 implementing and amending Regulation (EC) No 595/2009 of the European Parliament and of the Council on emissions from heavy vehicles (Euro VI) and amending Annexes I and II to Directive 2007 /46/EC of the European Parliament and of the Council.
(n) Commission Regulation (EU) No 678/2011 of 14 July 2011 replacing Annex II and amending Annexes IV, IX and XI to Directive 2007 /46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, systems, components and separate technical units intended for such vehicles (Framework Directive).
(n) Commission Regulation (EU) No 64/2012 of 23 January 2012 amending Regulation (EU) No 582/2011 implementing and amending Regulation (EC) No 595/2009 of the European Parliament and of the Council on emissions from heavy goods vehicles (Euro VI).
(o) Commission Regulation (EU) No 65/2012 of 24 January 2012 implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council as regards speed change indicators and amending the Directive 2007 /46/EC of the European Parliament and of the Council.
p) Commission Regulation (EU) No 130/2012 of 15 February 2012 concerning the type-approval requirements for certain motor vehicles with regard to access to the vehicle and its manoeuvrability and for which it is applies Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and technical units independent to them intended.
(q) Commission Regulation (EU) No 249/2012 of 21 March 2012 amending Regulation (EU) No 19/2011 as regards the type-approval requirements for the regulatory plate of the manufacturer of the motor vehicles and their trailers.
(r) Commission Regulation (EU) No 347/2012 of 16 April 2012 implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council as regards the requirements for type-approval for certain categories of motor vehicles with regard to advanced emergency braking systems.
s) Commission Regulation (EU) No 351/2012 of 23 April 2012 implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council as regards the type-approval requirements for the installation of lane departure warning systems on motor vehicles.
t) Directive 2011 /72/EU of the European Parliament and of the Council of 14 September 2011 amending Directive 2000 /25/EC as regards the provisions relating to tractors placed on the market with the flexibility mechanism of the Commission of 14 July 2011 replacing Annex II and amending Annexes IV, IX and XI to Directive 2007 /46/EC of the European Parliament and of the Council establishing a framework for the approval of the motor vehicles and their trailers, systems, components and separate technical units intended for use such vehicles (Framework Directive).
(u) Directive 2011 /87/EU of the European Parliament and of the Council of 16 November 2011 amending Directive 2000 /25/EC as regards the application of emission phases to narrow-track tractors.

The amendments resulting from these regulations, directives and decisions are intended to ensure the safety of vehicles, other users of public roads and the protection of the environment. It is a question of adapting the rules in these matters to technical progress. In particular, for vehicles of categories M, N and O, type-approval procedures have been updated with regard to the devices for defrosting and the removal of the windscreen, the location and the installation of the devices. rear registration plates, towing devices, windscreen wipers and windscreen wipers, fenders, the manufacturer's statutory plate and the frame number, the type-approval requirements, the individual approval, the type-approval requirements relating to general safety, the installation of the tyres, the protection of pedestrians and other vulnerable road users, information on the repair and maintenance of vehicles, emissions from heavy goods vehicles (Euro VI), anti-screening systems, speed change indicators and access to the vehicle and its manoeuvrability.
in addition, in the case of agricultural vehicles, directives have been updated concerning the mechanisms for flexibility (pollution of diesel engines) and the application of emission phases to narrow-track tractors and, in the case of The provisions on engines placed on the market under the flexible system have been updated with regard to the pollution of non-road mobile machinery.
On the other hand, the dates of entry into force of the regulations that appeared without a certain date are consolidated but, at present, have already entered into force or are very close to doing so. In this way, the content of Annexes I and II to Royal Decree 2028/1986 of 6 June 1986 is updated in accordance with the rules of European Union law and the regulations of the Economic Commission for Europe of the United Nations (UN/ECE), in the parts of them which refer to what is set out in those Annexes.

(D) ITV cards and/or carroking certificates may be issued to vehicles manufactured or imported before the dates specified in column 3, which are to be registered after that date, even if they do not comply with the rules that are required from those dates. In this case, the approval authority of the approval authority shall be required to carry out a list of those vehicles, indicating their number of frames, as well as the date of their manufacture or import within the limits of the vehicle. laid down in Directive 2007 /46/EC.
(F) The rules referred to in Article 4.3 of Royal Decree 2028/1986 of 6 June 1986 shall be an alternative to that specified in column 1 for the categories of vehicles included in the field of application of both (a) a condition which meets the same level of requirements as set out in column 1. This acceptance of equivalence does not presuppose that these regulations may have identical technical or administrative requirements.
(H) It may be accepted as an alternative and subject to the approval of the approval authority, a favourable report of the technical service assessing the discrepancies with the rules referred to in columns 1 and 4.
(L) UN/ECE regulations to which the European Union has acceded to its recognition and approval, according to Council Decisions. Where the regulatory acts to which they are alternative contain administrative or installation requirements, they shall also apply to components and separate technical units approved in accordance with UN/ECE Regulations.
(M) In cases where no version of a regulation is specified, it must be understood to refer to the latest version in effect.
(N) Mandatory for placing on the market in Spain where they are intended for use in or by motor vehicles.
(N) Mandatory for marketing in Spain.
(O) For chapter 4 "several" the title of column 3 "New Tuition", should be understood as "Date of entry into service".
(P) The ITV station, subject to documentary input from an authorised technical service or vehicle manufacturer, and certificate of installation or exemption, shall, where appropriate, verify the existence of the retrofitting system, a provision to the effect of the steering centre responsible for the Ministry of Industry, Energy and Tourism.
(Q) As regards the administrative procedures required for compliance with this provision, the Ministry of Agriculture, Food and the Environment will be responsible for the case.
(R) For the purposes of EC type-approval of vehicles, their trailers and systems, components and separate technical units intended for them, as regards the UN/ECE Regulations, shall be applied at least, the series of amendments and/or supplements referred to in Regulation (EU) No 407/2011.
(S) The dates of mandatory application (A) of the UN/ECE Regulation shall be those laid down in Article 13 of Regulation (EC) No 661/2009 or in its last amendments.
