In exercise of the powers conferred by Article 10.2.b) of Law 10/1990 of 15 October of the Sport, the Board of Directors of the Superior Council of Sports, in its session of 17 May 2012, has approved the of the Spanish Federation of American Football, authorizing their registration in the Register of Sports Associations.

In compliance with the provisions of article 31.7 of the Law of Sport and article 12.3 of Royal Decree 1835/1991 of 20 December, on Spanish sports federations and the Register of Sports Associations, I have the publication of the Statutes of the Spanish Federation of American Football, contained in the Annex to this Resolution.

Statutes of the Spanish Federation of American Football

TITLE I

General principles

CHAPTER I

Definition and Legal Regime

Article 1.

The Spanish Federation of American Football (FEFA) is an entity of an associative nature of private law, non-profit and declared of public utility that has as object the promotion, management, coordination and organization throughout the national territory of the sport of American Football, in any of its manifestations and variants, in accordance with the legal provisions in force.

Article 2.

The Spanish Federation of American Football, as an associative nature entity, is composed of the Federations of the Autonomous Community constituted, Professional Leagues if any, and other entities of State have as their object the promotion or practice of American Football and contribute to its development and are attached to the Federation in accordance with the provisions of these Statutes.

Equally, they will be integrated into the federation, sports clubs, athletes, coaches and referees who participate in state competitions organized by it.

Article 3.

The Spanish Federation of American Football has its own legal personality and full capacity to act for the fulfillment of its purposes, governed by the current sports regulations, by the present Statutes, Rules Regulations that develop them and by agreements that are validly adopted by their Governing Bodies.

Article 4.

The Spanish Federation of American Football is affiliated with the European Federation of American Football and the International Federation of American Football to which it belongs as a member, thereby obliging itself to comply with the law. of the regime which they establish through their Statutes and Regulations in all matters concerning the technical order and international relations.

CHAPTER II

Home

Article 5.

The Spanish Federation of American Football has its registered office in Calle Sepulveda, 93, 2. º 1. 08015 Barcelona. The agreement of the General Assembly shall be specified in order to transfer this address unless it is within the same municipal term as the agreement of the Delegate Commission.

CHAPTER III

Competencies and Functions

Article 6.

Without prejudice to the competencies that may correspond to the Autonomous Federations in their respective territorial areas, and of which the professional associations assigned to this Federation have attributed, they are functions. of the Spanish Federation of American Football the governing, administration, management, organization and regulation of the sport of American Football in all the national territory and with respect to the competitions and championships for the same organized.

Likewise, it is the Federation's own competence to issue the corresponding licenses that are necessary to be able to participate, as a player, coach or referee, in official competitions and championships state.

Article 7.

In addition to its own activities, it corresponds to the FEFA, under the coordination and tutelage of the Superior Council of Sports, the following administrative functions of an administrative nature:

a) Qualify official state-wide competitions and championships.

b) Organize state-wide competitions.

c) Act in coordination with the Autonomous Federations for the general promotion of the sport of American Football throughout the national territory.

d) Design, develop and execute, in collaboration with the regional federations, the plans of training and preparation of the athletes.

e) To collaborate with the State Administration and the Autonomous Communities in the training of technical personnel, in the prevention, control and repression of the use of prohibited pharmacological substances and non-regulatory methods in sport.

f) Organize or protect official international competitions to be held throughout the territory of the state.

g) Regular and exercise disciplinary authority.

h) Exercise the control of the grants that the Federation assigns to the clubs, associations and sports entities, under the conditions set by the Superior Council of Sports.

i) To execute, as appropriate, the resolutions of the Spanish Sports Discipline Committee.

Article 8.

Spanish Federation of American Football will hold the representation of Spain in the international football competitions and championships that take place inside and outside the Spanish territory. To these effects, it is the competence of the Federation:

a) Designate players, coaches, and other members to integrate and train different national teams.

b) Participate with the various national teams in competitions, championships and international meetings.

c) Maintain relationships with IFAF and EFAF and National Federations affiliated with them.

Article 9.

The Spanish Football Federation will encourage the development and practice of American Football in all its modalities and regulations. In addition, he/she will exercise as many functions as delegated to him, and may delegate those that are his/her own.

CHAPTER IV

Territorial and Personal Scope

Article 10.

The Spanish Federation of American Football, within its sphere of competence, and without prejudice to those that correspond to the Federations of the Autonomous Community, has jurisdiction throughout the Spanish territory and even outside the on the natural and legal persons integrated therein.

CHAPTER V

Organic Structure

Article 11.

They are organs of the Spanish Federation of American Football:

1. Governing and Representation Bodies:

a) The General Assembly and its Delegate Committee.

b) The President.

2. Management Bodies:

a) The Executive Commission.

b) The Commission of Autonomous Federations.

3. Consultative Bodies:

a) The Areas Directive Commission.

4. Internal Regime Administrative Bodies:

a) The General Secretariat.

b) The Management.

c) Those others that could be created for better compliance with federative purposes.

5. Technical-sports Bodies:

a) Sports Address.

i. Competitions.

ii. Referees.

iii. Coaches.

6. Anti-Doping Commission.

7. Disciplinary Bodies:

a) Comité Nacional de Competition.

b) National Appellate Committee.

TITLE II

Government and Representation Bodies

CHAPTER I

The General Assembly

Article 12.

1. The General Assembly is the Upper Body of representation of the FEFA in which the natural persons and entities referred to in Article 1 of the R.D. 1835/91, of 20 December, on Spanish Sports Federations shall be represented.

The number of assemblymen, as well as their distribution, shall be carried out in accordance with the provisions of the Electoral Regulation, in accordance with the Ministerial Order to be drawn up for the implementation of the federative electoral processes.

The Presidents of the Autonomous Federal Federations will be part of the General Assembly as full members, with the representation of those members.

2. The members of the General Assembly are elected in accordance with the provisions of these Statutes and other implementing rules.

3. The General Assembly may meet in plenary session or in a delegated committee.

4. Members of the General Assembly will cause low in the following cases:

a) Expiration of the term of office by which they were elected.

b) Death.

c) Dimission.

d) Incapacity to prevent charge performance.

(e) Absolute or special disablement declared in a firm court judgment or disciplinary sanction that carries non-perpetuity to occupy positions in the sports organization or federal license deprivation.

f) Incur any cause of ineligibility from those set forth in these Statutes.

Article 13.

The General Assembly shall meet in plenary session and with regular character once a year for the purposes of its competence.

The other meetings shall be extraordinary and may be convened at the initiative of the President, the Commission Delegate by a majority, or by a number of members of the General Assembly not less than 20 per 100.

All convocation must be carried out by written communication to all its members with express mention of the place, day and time of celebration in first and second convocation, as well as the order of the day of the matters to be dealt with.

Calls shall be made at a notice of no less than 15 calendar days, except in the case referred to in Article 28 of the motion of censure.

Between the first and second convocation must mediate at least a 30-minute difference.

The General Assembly shall be validly constituted when the majority of its members are present on the first call, or at the second, whatever the number of attending members.

Notwithstanding the foregoing, the General Assembly shall be validly constituted to deal with any matter when all its members are gathered and so agree unanimously.

Article 14.

It's exclusive and inselectable competition from the General Assembly:

a) Approval of the annual budget and its liquidation.

b) Approval of the sports calendar.

c) Approval and modification of its Statutes.

(d) The election and the end of the President.

e) The election and renewal of the members of the Delegate Committee.

f) Debate and, if necessary, approve the President's motion of censure.

g) Adopt the voluntary dissolution agreement of the Federation or know of the non-voluntary dissolution and articulate the settlement procedure.

(h) To fix the economic conditions for the integration and/or participation in the Spanish Federation of American Football for these categories and categories, in licenses issued by the FEFA itself.

i) Approve, with the mandatory authorization of the Superior Council of Sports, economic operations involving the lien or disposal of his immovable property for an amount equal to or greater than the amount or percentage of the budget provided for in the current legislation at any time.

(j) Approve, subject to submission of the matter to the High Council of Sports for authorisation, economic operations involving the commitment of expenditure of a multiannual nature, in its term of office, when the annual expenditure committed to exceed 10 per 100 of its budget and the President's term of office is exceeded.

k) Solve on those other issues that have been subject to their consideration in the call and are included in the Order of the Day.

l) Any other that is attributed to them in the present Statutes or are granted regulentarily and all those that are not specifically attributed to another organ.

Article 15.

The president of the FEFA will preside over the General Assembly meetings and conduct the debates, regulating the use of the word and submitting to the vote the proposals or measures to be adopted. The President shall resolve the questions of order and procedure that may arise.

Article 16.

Before entering into the debate on the cases provided for in the agenda, the counting of assistants will be verified, with the President resolving the challenges or complaints that could be made regarding the inclusion or exclusion of any wizard.

The President will have a vote of quality in the event of a tie in the adoption of the General Assembly agreements.

Article 17.

1. The President may, on his own initiative or at the request of twenty per cent of the members of the General Assembly, convene the sessions of the General Assembly to persons other than members of the General Assembly, to report on the subjects to be requested.

2. The following persons may also attend the meetings of the General Assembly, with a voice and without a vote:

• The outgoing President of the last command.

• Members of the Executive Committee who are not members of the General Assembly.

Article 18.

The agreements must be expressly adopted, after the drafting of the agreements and after the subsequent vote.

The vote will be secret in the election of the President and members of the Delegate Committee and in the motion of censure.

It will be public in the remaining cases, unless the third party of the attendees requests a secret ballot.

The vote of the members of the General Assembly is personal and inselectable.

The General Assembly agreements shall be adopted by a simple majority of the members present, except in cases where the present Statute requires a qualified majority for its adoption.

The President will have a quality vote in case of a tie.

Article 19.

The Secretary of the FEFA will act as Secretary of the General Assembly. In his absence, he shall act as Secretary of the Assembly.

It is the role of the Secretary to assist the President in verifying the attendance count and in making the minutes of the meeting.

The minutes of each meeting shall contain the names of the assistants, specify the name of the persons involved and other circumstances deemed appropriate, as well as the text of the agreements to be adopted and the outcome of the meeting. the votes and, where appropriate, the special votes contrary to the agreements adopted.

The votes contrary to the agreements adopted or the reasoned abstentions shall exempt from the responsibilities which may be derived, where appropriate, from the agreements of the collegiate bodies.

The minutes of the meeting may be approved at the end of the session of the corresponding plenary session, without prejudice to its subsequent referral to the members of the plenary session.

If the minutes are not approved at the end of the meeting, it shall be forwarded to all members of the Assembly within a maximum of 15 days.

The minutes shall be deemed to have been approved if, after 30 calendar days after their referral, no comment has been made on their content.

This is without prejudice to the right of the members of the Assembly and/or other natural or legal persons affiliated with the FEFA to challenge the agreements adopted in accordance with the procedures provided for in the legislation in force.

The impeachment of the adopted agreements will not suspend the effectiveness of the agreements.

CHAPTER II

The Delegation of the General Assembly

Article 20.

The Delegate Commission is an elective body of FEFA with the specific function of attending the General Assembly.

Members of the Delegated Commission shall be elected in accordance with the provisions of these Statutes and other implementing rules.

The Delegated Commission shall be subject to the provisions of Article 12 of these Statutes as to the grounds for the discharge of its members.

Article 21.

1. The Delegated Commission shall meet at least once every four months at the request of the President.

2. Other meetings may be convened at the initiative of the President or at the request of at least three of its members.

3. The calls shall be made at least eight days in advance, except for urgent cases, in which it shall be sufficient for forty-eight hours.

4. The delegated Commission shall be applicable to the provisions of Article 13 of these Statutes as regards quorums to give validity to the meetings.

Article 22. The following are the functions of the Commission Delegated:

a) The elaboration of a report prior to the approval of the budgets.

b) The monitoring of the sports and economic management of the Federation, through the elaboration of an annual report to the General Assembly, on the memory of activities and the liquidation of the budget.

c) The modification of the sports calendar.

d) The approval and modification of the Regulations.

e) The modification of the budget. While it may not exceed the limits and criteria laid down by the General Assembly.

The proposal on the issues of paragraphs (c), (d) and (e) corresponds exclusively to the President of the Federation or two-thirds of the members of the Delegation.

Article 23.

1. The President of the FEFA shall preside over the meetings of the Delegation and conduct the debates, regulating the use of the word and submitting to the vote the proposals or measures to be adopted. The President shall resolve the questions of order and procedure that may arise.

2. The President shall have a vote of quality in the event of a tie in the adoption of the agreements of the Delegate Commission.

3. The agreements shall be expressly adopted, after the drafting of the agreements and after the subsequent vote, which shall always be public, unless the third party of the attending members requests a secret ballot.

4. The vote of the members of the Delegate Committee is personal and inselectable.

5. The agreements shall be adopted by a simple majority of the members present, except in the case of the taxation or disposal of immovable property of the FEFA, which shall require the express authorisation of the Commission delegated by majority agreement a qualified two-thirds of the members present at the meeting, where the authorization of the High Council for Sport is required.

6. The President may, on his own initiative or at the request of at least three members of the Delegate Committee, convene the sessions of the delegation to persons other than members of the Commission, in order to report on the topics to be requested.

7. The Secretary of the FEFA will act as Secretary of the Delegate Commission. In his absence, he shall act as Secretary a member of the delegated Commission expressly designated at the meeting.

8. The minutes of each meeting shall be drawn up by the Registrar, who shall specify the name of the assistants, the persons involved in the meeting, a brief summary of the statements, the specific text of the agreements adopted with the result of the votes and, where appropriate, of the special votes contrary to the agreements adopted, which shall exempt the signatories from the responsibilities which may be derived.

9. At the end of each meeting, the minutes of the meeting shall be drawn up and approved, where appropriate.

In the event of impossibility and by express agreement of those present, the minutes may be approved at the beginning of the next meeting of the Delegate Committee.

CHAPTER III

The President

Article 24.

The President of the FEFA is the governing body of the FEFA. It holds its legal representation, convenes and presides over the governing and representation bodies, and executes the agreements thereof. It grants the powers of representation and administration that are accurate and holds the top management of the federal administration, hiring the administrative and technical personnel who need to.

Article 25.

In case of absence, illness or vacancy, the First Vice President and the other Vice-Presidents shall be replaced by their order, provided they are members of the General Assembly's right, without prejudice to the delegations that you consider appropriate to do.

Article 26.

1. The President shall be elected in accordance with the provisions of these Statutes.

2. The President thus elected shall cease in his/her duties in the following cases:

a) For compliance with the deadline for which you were elected.

b) By death.

c) By resignation.

d) For permanent incapacity to prevent the development of its mission.

e) By approval of the motion of censure in the terms that are governed by these Statutes.

f) Absolute or special disablement declared in a firm court judgment or disciplinary sanction that carries non-perpetuity to occupy positions in the sports organization or federal license deprivation.

g) By incurring ineligibility or incompatibility established in these Statutes or in the legislation in force.

Produced the president's dismissal, the Executive Committee will be transformed into a Gestora Commission, which will convene the General Assembly in a period not exceeding two months.

Article 27.

The President of the Federation will also be from the General Assembly and the Delegate Commission, and will have a vote of quality in the event of a tie in the adoption of agreements by these elective bodies.

The charge may be remunerated, provided that such an agreement, as well as the amount of the remuneration, is approved by half plus one of the members present in the General Assembly.

In any case, the remuneration of the President shall end with the end of his term of office, not being able to extend beyond the duration of the term of office.

The President of the FEFA will be able to create the technical committees that he considers precise for the execution, development and advice of the governing functions of the Federation.

It will also determine its composition, operating system, and freely designate and revoke the members who compose them.

Article 28.

According to the provisions of Article 14 of these Statutes it is for the General Assembly to know and decide on the motion of censure against the President.

The motion of censure shall be proposed and submitted by at least one third of the members of the General Assembly and shall necessarily include a candidate for the Presidency of the Federation.

Proposal in these terms the motion of censure, the President will convene Extraordinary General Assembly in time not exceeding forty-eight hours, to count since the presentation of the same one for his Conclusion within a period of not less than 15 days and not more than 30 days.

Once the extraordinary Assembly has been convened for the debate and decision of the motion of censure, and within the first 10 days following the convening of the Assembly, alternative motions may be submitted.

In no case will the alternative censorship motion be subscribed by those who have promoted the initial one.

In order for the motion of censure to prosper and automatically cease the President, it will be required, put to the vote, to be approved by an absolute majority of the members of the General Assembly.

If the motion of censure is rejected by the General Assembly, its signatories will not be able to present another one year, to count from the day of their vote and rejection.

If the motion of censure is passed, the candidate chosen will remain in office for the time remaining from the Olympic period.

CHAPTER IV

Election Of Government And Representation Organs

Section first. General Standards

Article 29.

1. Elections to the General Assembly, Delegate Commission and President of the FEFA shall be held every four years, coinciding with those in which the Summer Olympic Games are held, by free, equal, direct and secret suffrage, among the components of the various Spanish American Football Staments.

2. The development of the electoral process will be in accordance with the provisions of these Statutes and the Electoral Regulations.

Article 30.

1. The constituents of the various Spanish American Football establishments that meet the requirements set out in the following paragraph shall be eligible and eligible. In any case, voters must be older than sixteen years and those eligible must be of the age majority.

2. They will hold the condition of electors and eligible:

(b) Sports clubs registered in the FEFA under the same circumstances as those referred to in paragraph (a), in so far as they are applicable to them.

(c) Trainers who are in the same circumstances as referred to in paragraph (a), as far as they are applicable.

(d) Arbitrators who are in the same circumstances as referred to in paragraph (a), in so far as they are applicable.

3. In addition, the Presidents of the Federations of Communities and Autonomous Cities integrated in the FEFA will also be eligible for the role of the FEFA President.

Article 31.

1. People will not be eligible who:

(a) Do not hold the Spanish nationality or nationality of any member country of the EU.

(b) Have been convicted by a firm criminal sentence that bears the principal or ancillary penalty of absolute or special disablement for public office.

c) Hayan declared incapable by firm judicial decision.

d) Be subject to disciplinary disciplinary action involving ineligibility for federal governing bodies.

e) Any other that is established in the current regulations.

2. No person may be a candidate for two separate estates or be presented by two different constituencies.

3. The President and the members of the Executive Committee or any of the administrative, technical or judicial bodies of the Spanish Federation of American Football who intend to present themselves as candidates for the Presidency of the Federation must resign in advance of his/her position.

Article 32.

Constituencies will be as follows:

(a) Autonomic, for club estates, with the exception of those participating in professional competition.

b) State, for the players, coaches and referees and for clubs participating in professional competition.

Article 33.

The electoral process of the governing and representation bodies will be controlled by an electoral board, made up of three members of the FEFA's disciplinary bodies, who will be the president of the Committee of Competition and two Members of the Appeal Committee.

He will be Chairman of the Electoral Board the Chairman of the Committee of Competition. He will act as secretary, with voice and no vote, the Secretary General of the FEFA. He will be an adviser to the Electoral Board of the Federation's Legal Counsel, who will have a voice, but he did not vote.

Section 2. General Assembly

Article 34.

1. The General Assembly shall consist of the following members:

a) The President of the FEFA.

b) 17 Presidents of the Autonomous Federations. 2 Presidents of the Federations of the Autonomous Cities.

c) The composition of the remaining members shall be made between the estates (clubs, players, coaches and referees) to be chosen by and from among the components of each of them.

The number of representatives will be detailed in the electoral regulation for each of the Ears, as well as the constituencies in which their election must be held.

2. The vacancies that occur within the General Assembly may be filled every year, by means of partial and sectoral elections. Those who are elected to fill vacancies shall exercise the position for the same time as they do for the replacement of the replacement, who shall not be able to present themselves to a new election until the Olympic period for which they were elected elapses.

Section 3. Election of the President

Article 35.

1. The President of the FEFA will be elected by the General Assembly in plenary, with the presence, at the time of the beginning of the vote, of at least half of the total of the members of the Assembly.

5. The person who has held the Presidency of the Spanish Federation of American Football may be appointed President of Honour, appointed by the General Assembly of the FEFA with the agreement of the Delegate Commission.

The President of Honor will perform those functions, usually of a representative character, that are entrusted to him by the President of the Federation. In addition, it may assume the "Presidency of Honour" of the various collegiate bodies and federative delegations that are deemed relevant.

Section 4. Delegated Commission

Article 36.

1. The Delegation of the General Assembly shall be composed of the President of the FEFA and the members who are detailed in the Electoral Regulation.

2. The members of the Delegation, who shall be members of the General Assembly, shall be elected as follows:

a) One third must be chosen by and from among the autonomic Federations.

(b) One third must correspond to sports clubs by choosing this representation by and from among them, without in any case those corresponding to an Autonomous Community can hold more than 50% of the representation.

c) One third shall be for the rest of the estates (players, coaches and referees), in proportion to their representation in the General Assembly, being chosen by and from among the members of each unit.

3. Vacancies that occur within the Delegated Commission may be covered annually.

TITLE III

Management Organs

CHAPTER I

The Executive Commission

Article 37.

1. The Executive Committee is the collegiate body of management of the FEFA. It shall be chaired by the President of the FEFA and composed of the members of the FEFA.

Members of the Executive Committee may be freely revoked by the President.

The President of the FEFA may be assisted by the people who in each case consider it appropriate, who will have a voice but no vote.

To be a member of the Executive Committee, the status of a member of the General Assembly is not required, although at least one member of the Commission must meet the above condition and hold the position of First Vice-President.

It is up to the Executive Commission to manage the activities of the Federation, interpret the regulations and assist the President.

May be called to the Executive Committee sessions as advisors, with voice and without the right to vote, those persons whom the President deems appropriate.

Members of the Executive Committee, with the exception of their President and in the cases expressly provided for, shall not be remunerated.

2. It is for the President, on his own initiative or at the request of the third party of its members, to convene the Executive Committee, which shall contain the place, date and time of its conclusion, as well as the agenda.

The call must be communicated at least seven days in advance, except in the case of urgent cases, where a 48-hour notice will be sufficient for the attending members.

It will be validly constituted with a minimum of three attending members. The Executive Committee shall also be validly established, even if the requirements for such convocation have not been met, if all its members are present, and so agree unanimously.

Of the meetings, the corresponding minutes will be raised to be submitted for approval at the end of the respective session or at the beginning of the next session as the first item on the agenda.

CHAPTER II

The Autonomic Federations Commission

Article 38.

1. The Commission of Autonomic Federations shall be constituted by the Presidents of the Federations of the Autonomous Communities or its Vice-Presidents and presided by that of the Spanish Federation, who may be assisted by the members of the Commission Executive who, in each case, sees fit, who will have a voice but no vote.

2. The following are the functions of the Commission of Autonomous Federations:

a) Analyze the annual sports program and the schedule of tests and competitions organized by the Spanish Federation of American Football.

b) Develop how many reports and proposals relate to subjects within the scope of their competencies.

c) Facilitate the exchange of experiences and consultations between the Federations of the Autonomous Communities as well as coordinate the same between them and the Spanish Federation of American Football.

d) To study any other sports matters that may be submitted to the Delegate Committee and the General Assembly.

3. The Commission of Autonomous Federations shall meet regularly at least three times a year. Other meetings may be convened at the initiative of the President or at the request of at least two-thirds of its components. The call will correspond to the President of the Spanish Federation, stating in the same place, date, time and order of the day with the subjects to be debated. The call shall be communicated at least seven days in advance. The Commission of Autonomous Federations shall be validly constituted with the presence of half more than one of its members.

However, the Commission of Autonomous Federations will be validly constituted even if all the requirements of convocation have not been met, if all its members are present and so agree unanimously.

The agreements of the Commission of Autonomous Federations shall be adopted by a simple majority.

TITLE IV

Organs of Query

CHAPTER I

Area Directives Commissions

Article 39.

They may be created in each of the FEFA's Commissions Directives, chaired by the President of the FEFA or by the person designated by it. The powers of these Commissions shall be defined by the President of the FEFA.

It will be up to these Commissions to draw up how many reports and proposals relate to subjects within the scope of their competencies.

The Commissions Directives shall apply to them the provisions of Article 37 (2) of these Statutes as regards the convening of the Constitution and agreements in their meetings, as well as the approval of their corresponding minutes.

TITLE V

Administrative, Technical and Disciplinary Bodies

CHAPTER I

Administrative Organs

Section first. General Secretariat

Article 40.

The Secretary-General, appointed by the President of the Federation, is the Fedeator and advisor to the FEFA, taking charge of the administrative organization of the FEFA.

The functions that are set out in the General Regulation of the FEFA and, in any case, the following:

(a) To draw up the minutes of the sessions of the General Assembly, its Delegate Commission, the Executive Committee, its Executive Committee and how many other government and representation and management bodies can be created in the Federation, acting as Secretary of the same with voice but no vote.

(b) To request the appropriate certification of the acts and agreements adopted by those bodies.

c) Vellar for compliance with the above mentioned agreements.

d) Take the Federation log books and files.

e) Resolving and dispatching the general affairs of the Federation.

f) Provide timely advice to the President in cases where he is required to do so.

g) Exercise the leadership of the Federation's staff.

Section 2. Management

Article 41.

Management is the organ of management of the FEFA. A Manager-Economic Director, appointed by the President of the FEFA, shall be present at the head of that body.

They correspond to the functions that are established in the General Regulation of the FEFA or entrusted to it by the President and in any case, the following:

a) Directing and coordinating the development of accounting and the administrative responsibilities arising from it.

b) Exercise the economic inspection of all the organs of the Federation.

In the event of a vacancy, the President may delegate those powers to another body or management position of the FEFA.

Section 3. Other Administrative Bodies

Article 42.

The President of the FEFA will be able to create the administrative bodies that he sees fit for the functioning of the Federation, as well as to designate and freely separate the persons who have to occupy them.

CHAPTER II

Technical-sports Bodies

Section first. Sports Address

Article 43.

The Sports Directorate is the sports organization organ of the FEFA. A sporting director, appointed by the President of the FEFA, shall be at the head of that body.

They correspond to the functions that are established in the General Regulation of the FEFA. or is entrusted to you by the President and in any case, the following:

• Competitions.

• Referees.

• Trainers.

In case of vacancy, the President may delegate those powers to another organ or management position of the FEFA.

Section 2. Competitions

Article 44.

1. The area of competitions is constituted as an organ of management and management of the competitions organized by the FEFA as well as the international competitions in which the different selections participate.

The area of competitions will be made up of the Sports Director and a Secretary who will be appointed by the President of the FEFA. In addition, on a proposal from the Director of Sport, the President of the FEFA may appoint the members of the Board of Directors.

2. They will be the functions of the National Competition Area:

a) Develop the preliminary draft of the national competitions and the preliminary draft of the General Regulation and competitions.

b) Solve the incidents and complaints that take place on the occasion of the competitions, the organisation of which corresponds to the FEFA, even if it has been entrusted to another entity.

c) To resolve disputes arising between autonomous federations integrated in the FEFA, on the occasion of the subscription and issuance of licences.

d) Adopt all necessary agreements for the execution and development of competitions.

3. They will be the functions of the International Competition Area:

a) Designate players, coaches, and other members to integrate and train the various international selections.

b) Manage the sports activities of the different selections.

Section 3. Technical Committee Of Referees

Article 45.

1. Within the Spanish Federation of American Football the Technical Committee of Referees will be constituted, as an organ responsible for regulating the activity of the arbitration in the competitions organized by this and to promote the formation of arbitration in collaboration with the autonomic Federations.

2. The Technical Committee of Arbitrators shall be composed of a President who shall be the Sports Director of the FEFA, a Vice-President and a Secretary appointed by the President of the Federation and two vowels to be appointed according to the following criteria:

• The representative of the arbitration panel in the Delegate Commission.

• The technical director of referees.

The members appointed by the President of the FEFA may be terminated by him. The Registrar shall have the right to vote.

It will be the role of the Technical Committee of Referees:

a) Set the levels of training.

b) To technically classify the commissars, informers, board officers or arbitrators, proposing the membership of the relevant categories.

c) Propose the candidates for the international commissioner or referee.

d) Approve the administrative rules governing arbitration.

e) Coordinate with the autonomic Federations the levels of training.

f) Designate arbitrators in state-wide competitions except where this function is delegated by convention.

g) Propose annually to the FEFA Executive Commission the criteria for the technical classification of the arbitrators to participate in the FEFA competitions.

Article 46.

1. The Commission shall be appointed by the President of the EFFA, whose members shall be appointed and revoked, where appropriate, by the President of the FEFA. His duties shall include advising and informing the President, the Technical Committee of Arbitrators and other FEFA Commissions in arbitral matters and any other matters which he or she may regulate.

2. The members of the arbitration panel, established under the FEFA agreement, shall be part of the Commission's Board of Directors and are responsible for the coordination of the arbitrators ' training programmes for both entities.

Article 47.

1. It is the National School of FEFA referees as a training organ for referees and teachers (trainers). The President of the FEFA or person appointed by him shall determine the establishment plan and the operating rules and appoint the Director and Registrar of the school.

2. The teachers of the National School of Referees shall be appointed by the Chair of the Technical Committee of Referees on the proposal of the Head of the School.

3. Its functions and powers shall be established in accordance with the provisions in force at any time, and shall be responsible for developing the programmes and teaching materials following the indications given by the Technical Committee of Referees.

Section 5. Coach Area

Article 48.

1. It is the FEFA's Area of Coaches as an organ responsible for ensuring the activity of the trainers of the FEFA competitions and promoting and facilitating their integral training in collaboration with the Autonomous Federations.

2. The Board of trainers and its members are appointed and revoked by the President of the FEFA. Their duties are to advise and support the President, the Area of Coaches and the other FEFA Commissions in matters relating to the coach and any other entrusted to him by the Statutes or the General and Competition Regulations.

3. The National School of Coaches shall be composed of a Director and a Secretary who shall be appointed by the President of the FEFA or the persons designated by it.

4. The teachers of the National School of Coaches shall be appointed by the Chair of the FEFA on a proposal from the Head of the School, provided that they meet the qualifications and curriculum conditions set out in their own Rules of Procedure.

5. Its tasks and powers shall be established in accordance with the necessary provisions governing the development and application of the legislation in force on the teaching and qualifications of sports technicians, and also on teaching corresponding to the federative degrees.

The continuing training of trainers will be one of the functions of the trainers ' area and will be carried out by means of refresher conferences, specialization courses, seminars and publications.

Section sixth. Anti-Doping Commission

Article 49.

1. Apart from the mandatory controls to be determined by the National Anti-Doping Commission of the Superior Council of Sports, in and out of competition, the FEFA Anti-Doping Commission will be in charge, in the federative field of ordering the carrying out additional doping controls. It is also up to them to monitor the development of how many doping controls are carried out in official state-wide competitions, and of the checks carried out outside competition, to athletes with a licence to participate in such competitions. competitions.

2. In accordance with paragraph 1, in the field of doping controls ordered by the Anti-Doping Commission, the Anti-Doping Commission shall determine the competitions in which doping control is to be carried out, as well as the number of samples to be taken in each of them. It will also determine the amount of checks to be carried out outside the competition.

3. Their competencies will be further developed in the Federative Doping Control Regulation.

CHAPTER III

Disciplinary Bodies

Section first. Common Rules

Article 50.

The Disciplinary Bodies of the FEFA are the National Competition Committee and the National Appeal Committee. These bodies shall enjoy absolute independence and their members, once appointed, shall not be removed from their position until the end of the relevant season, unless they incur any of the alleged ineligibility provided for in the present Statutes for the management positions.

Members of these Committees will have to be licensed in law with sufficient knowledge of American Football. Their Presidents shall be appointed by the General Assembly on a proposal from the President of the FEFA, and the other members shall be appointed by the latter on a proposal from the Committee's Presidents.

The vacancies produced during the sports season in the Presidencies of these Committees, will be provisionally covered by the Delegation Commission, on a proposal from the President of the FEFA, until the conclusion of the following General Assembly.

The quality of the member of both the jurisdictional Committees cannot be matched in the same person.

Your administrative organization and operating system will be determined regulatively.

Section 2. National Competition Committee

Article 51.

The National Competition Committee shall be composed of a single Judge or a collegiate body with a minimum of three members and a maximum of five. In this case, a Vice-President may be appointed.

It is the competence of the single Judge or the National Competition Committee, where appropriate, to resolve in the first instance the disciplinary questions arising as a result of the infringement of the rules of the game or of the competitions, or general sports rules.

Item 52.

They will be sections of the National Competition Committee for all intents and purposes, the competition committees that will be formed in the sector and the final stages of the Spanish Championships, as well as those that know of the pretensions that subscribe in relation to certain competitions.

Section 3. National Appeal Committee

Article 53.

The National Appeal Committee shall be composed of a minimum of three members and a maximum of five, among which a Vice President may be appointed.

Article 54.

It is the competence of the National Appeal Committee to know of all the appeals filed against the resolutions handed down by the sole Judge or the National Committee of Competition, if any. The resolutions of the National Committee of Appeal shall be subject to appeal to the Spanish Committee for Sports Discipline within a period of 15 days.

TITLE VI

Territorial Organization

CHAPTER I

General Rules

Article 55.

The territorial structure of the Spanish Federation of American Football accommodates the territorial organization of the State, articulating through the Federations of the Autonomous Communities.

Article 56.

The autonomous sports federations, integrated in the Spanish Federation, will have the representation of these in the territorial scope of the respective Autonomous Community.

In this sense, there will be no territorial delegation of the Spanish federation in the autonomous territorial area when the autonomous federation is integrated.

Article 57.

When in an Autonomous Community there is no Autonomous Federation of the FEFA, it may establish in that Community, in coordination with the Sports Administration of the same, a territorial delegation, respecting in any case the State autonomic organization.

CHAPTER II

Autonomic Federations

Article 58.

The Federations of the different Autonomous Communities will be governed by their own rules and will retain, even if they are integrated in the Spanish Federation, their own legal personality, their own and differentiated patrimony, their own budget and its particular legal regime, being subject to its own responsibilities.

Article 59.

Federations of the Autonomous Communities may participate in international competitions in accordance with the requirements laid down in the current regulations.

Article 60.

Those federations of territorial scope other than the autonomous one, will not be integrated directly into the Spanish Federation but will do so necessarily through their respective Autonomous Federation.

CHAPTER III

Territorial Delegations

Article 61.

By agreement of the Delegation of the General Assembly, in the territorial area of a Autonomous Community where there is no legally constituted federation or is not integrated into the Spanish Federation, it may establish a territorial delegation which does not have its own legal personality.

Article 62.

In the agreement of creation of a certain territorial delegation, its organic structure will be established, with concrete expression of the organs of government, representation, administration and control that will exercise its functions, in all Case by delegation of the Spanish Federation.

Article 63.

The members of the Governing Bodies and representation of the territorial delegations shall be elected in the corresponding Autonomous Community, according to democratic and representative criteria, and in accordance with the principles that As regards the present Statute for the same bodies of this Spanish Federation.

Article 64.

The agreement to create a certain territorial delegation will be immediately revoked when the respective Autonomous Community is legally constituted by the corresponding Autonomous Federation of American Football. integrated into the Spanish Federation.

CHAPTER IV

Integrating Autonomic Federations

Article 65.

1. The Autonomous Federations will be able to request their integration in the Spanish Federation of American Football, after agreement of the organ that, according to its Statutes, corresponds. Such integration will be a prerequisite for its members to be able to participate in official state or international competitions.

2. The integration of an autonomous federation into the Spanish Federation of American Football will take into account that:

(a) The autonomic federations shall retain their legal personality, their own and differentiated assets, their budget and their particular legal status.

b) The presidents of the regional federations will be part of the General Assembly of the FEFA, with the representation of those. In any case, only one representative will exist for each one.

c) The sports disciplinary regime, in the case of official state-wide competitions, will in any case be that provided for in the Law of Sport, in the Royal Decree for which the Regulation of Sports Discipline is adopted, in these Statutes and in the General Regulation, regardless of the content of the provisions in force in the respective autonomous areas.

(d) The regional federations, integrated into the FEFA, will be represented in the respective Autonomous Community.

Article 66.

The American Football Federations of regional autonomy that can be constituted in the future, according to the regulations of their respective Autonomous Community, will be able to request their integration in the FEFA, as long as they comply with the requirements set out in Article 65.

Article 67.

By agreement legally adopted by a Federation of Autonomous Community, this will cause the Spanish Federation of American Football to be discharged from the moment when the corresponding certification of the Spanish Football Federation has been notified agreement.

Article 68.

For the participation of the clubs, in official competitions of state or international level, the Federations of American Football of autonomy to which they belong must be integrated in the Spanish Federation American Football.

TITLE VII

Economic and documentary regime

CHAPTER I

Economic, Financial and Heritage Regime

Article 69.

1. The FEFA has its own and independent assets, consisting of the assets owned by it.

2. They are resources of the FEFA, among others:

a) The grants that public entities grant to you.

b) Donations, inheritances, legacies, and prizes awarded to you.

c) The derivatives of the sports activities and competitions that you organize, as well as the contracts you make.

d) The fruits of your heritage.

e) The loans or credits they obtain.

f) Any others that are attributed to you by legal disposition or by convention.

Item 70.

1. The FEFA is a non-profit entity.

2. The economic returns resulting from the activities and sports competitions which it organises and the complementary activities of an industrial, commercial, professional or service nature which it may exercise must be applied to the performance of the its purposes, without in any case being able to spread benefits among its members.

Article 71.

1. The annual budget of the FEFA will be approved by the General Assembly at a plenary meeting, after a report from the Delegate Committee.

No loss-making budgets may be approved unless prior authorisation of the C.S.D.

2. The annual accounts and the settlement of the budget shall be approved by the General Assembly, after a report from the Delegation Committee.

Article 72.

1. The FEFA may tax or dispose of its movable and immovable property, take money on a loan and issue securities representing debt or equity, provided that such legal businesses do not irreversibly commit the assets or the object of the Entity.

2. Specifically, the lien or disposal of your immovable property shall require compliance with the following requirements:

(a) In any case, it shall be authorized by the Delegate Commission, by a two-thirds majority of its members.

(b) If the amount of the operation is equal to or greater than the percentages or amounts provided for in the current sports regulations, approval of the General Assembly shall be required at a plenary meeting.

(c) In the case of real estate that has been financed, in whole or in part, with public funds from the State, the prior authorization of the C.S.D. shall be required.

3. The commitment of multi-annual expenditure shall be authorised by the C.S.D. when the committed annual expenditure exceeds the percentage determined by that body at any time and its period of duration exceeds the term of office of the President.

Article 73.

The FEFA will exercise control of the grants it assigns to the Associations and Sports Entities, in the terms established by the C.S.D.

Article 74.

The economic resources of the FEFA must be deposited in banks or savings institutions in the name of "Spanish Federation of American Football", with two joint signatures, authorized by the President, being necessary for the disposition of the same.

Article 75.

1. The accounting of the FEFA will be adjusted to the standards of adaptation of the General Plan of Accounting to the Spanish sports federations that the Institute of Accounting and Audit of Accounts of the Ministry of Economy and Finance develops.

2. The EFFA shall be submitted annually to financial and, where appropriate, management audits, as well as to limited review reports, on all expenditure.

CHAPTER II

Documentary Regime

Article 76.

1. The FEFA will carry the following books:

a) Book of registration of autonomous federations, in which they will reflect their denominations, registered office and affiliation of those who hold their positions of government and representation, with specification of their dates of possession and cessation.

b) Book of clubs, in which it will consist of its name, registered office and affiliation of its Presidents and members of the Boards of Directors, with specification of their dates of inauguration and cessation.

c) Book of minutes, which shall include those of the meetings of the General Assembly, the Delegate Commission and the Executive Committee and other collegiate bodies provided for in these Statutes.

(d) Accounting books, in which the assets, rights, obligations, revenues and expenses of the FEFA shall be included, in accordance with the requirements of the legislation in force.

e) Correspondence input and output book.

All books must be completed in the legally intended legal form.

2. They shall be the cause of information or examination of the federative books as legally established, as well as the pronouncements of the courts, the competent sporting authorities or, where appropriate, the auditors.

Article 77.

The Secretary of the FEFA will perform the duties of Fedeatary of the Federation, being of his competence.

(a) To draw up minutes of the meetings of the Federation's collegiate bodies, in which the members who have attended, the results of the votes, the agreements adopted, the other circumstances which are consider appropriate and, where appropriate, the special votes contrary to the approved agreements.

b) Exorder the certifications of the agreements adopted by the governing and representation bodies.

TITLE VIII

Personal Statutes

CHAPTER I

Of the clubs

Article 78.

For the purposes of these Statutes, private associations with the purpose of promoting and practicing this sport, as well as participation in the sport, are considered to be the sports clubs of American Soccer. activities and sports competitions, and are registered in the Spanish Federation of American Football through the respective autonomous Federations, integrated in those.

Article 79.

The clubs, whatever the legal form they adopt, according to the autonomy legislation or, if applicable, state, they must register in the corresponding Register of sports associations.

In addition to the above, in order to participate in official state-wide competitions, they must provide for a system of constitution of governing bodies and representation in accordance with democratic principles, and a system of responsibility of managers and partners.

Item 80.

In the jurisdiction of the Spanish Federation of American Football, the clubs registered in the Spanish Federation will have to submit to the rules, provisions and agreements emanating from their governing bodies, and will be subject to the disciplinary action of the Federation in accordance with the rules in force and the provisions of the Disciplinary Regulation.

Article 81.

The participation of clubs in official, non-professional, official competitions will be regulated by these Statutes, by regulations approved by the competent bodies and other implementing rules.

Article 82.

Clubs, when they consider it beneficial for their social purposes, may be merged and in the event that they practice various sporting modalities, split up, according to the rules that they regulate.

The transformation of a sports club into a sports limited company, or the attachment of a team to a newly created sports public limited company will be regulated by the provisions of the legislation in force.

In addition, clubs may transfer or assign to another club the rights to participate in an official, non-professional, official competition in accordance with the procedure provided for in the Federation Regulations.

Article 83.

Clubs are particularly obliged to maintain the harmony between themselves and the federative organization, and cannot carry out actions or omissions that are against it, and must cooperate actively in their achievement and maintaining and responding to the actions carried out in this respect by the persons subject to their discipline.

Article 84.

They are club rights:

(a) To intervene in the elections of the Federation, in the terms set out in Title II of these Statutes.

b) Participate in the official state-wide competitions that correspond to their status.

c) Organize and participate in non-official competitions and in any other activity of American Football, with observance, if any, of the federal provisions, and subject to the corresponding authorization.

d) Receiving assistance from the Spanish Federation of American Football in matters of competition from the Spanish Federation.

Article 85.

They are club duties:

(a) Meet the rights and fees that correspond to them, as well as the fines imposed on them by the corresponding bodies.

b) Facilitate the assistance of your players and technicians to national teams.

c) Facilitate the assistance of your players to the TNFE plans that are approved by the General Assembly for non-senior players.

d) Take care of the sports training of your players and technicians.

e) Communicate to the federation the statutory amendments, the appointment and termination of directors or administrators and the merger, division or dissolution agreements.

f) Cover by compulsory insurance the risks arising from the practice of sports modality for players and coaches.

g) Those other who are taxed by the legislation in force, by the present Statutes or by the agreements adopted by the organs of the Spanish Federation of American Football.

CHAPTER II

Of the players

Article 86.

Natural persons who practice this sport mode and are in possession of the corresponding federal license will be considered as American Football players.

Item 87.

They are basic players ' rights:

a) Freedom to subscribe to the license in the established terms.

b) Participate in the election of the governing bodies and representation of the Spanish Federation of American Football, in the terms set out in Title II, of these Statutes.

(c) Be in possession of a compulsory insurance covering the risks arising from the practice of the relevant sports modality.

d) Receive sports attention from your club and the federal organization.

Article 88.

They are basic players ' duties:

(a) Submit to the discipline of the sports entities for which you have signed a license.

b) Do not intervene in sports activities of American Soccer with a club other than its own, without prior authorization.

c) Attend the calls for national sports teams for participation in competitions of an international character, or for the preparation thereof.

d) Those other who are taxed by the current legislation, by the present Statutes or by the agreements adopted by the organs of the Spanish Federation of American Football.

Article 89.

Players will be classified according to their gender and age, and within them, by the category of the competition in which they participate. No player may subscribe more than within the category to which he belongs, or align himself with a team other than the one that links his license, except for exceptions that are regulated.

Article 90.

The link between the player and the club shall end by the expiration of the period established, by mutual agreement or by decision of the competent federal or judicial body as well as by the other causes established by the law in effect.

CHAPTER III

From trainers

Article 91.

The natural persons with title recognized by the Spanish Federation of American Football, dedicated to the teaching, preparation and technical direction of American Football, are coaches, both at the club level and in the Spanish Federation of American Football and/or the Autonomous Federations integrated into it.

Article 92.

These are basic rights for trainers:

a) Freedom to subscribe to the license in the established terms.

b) Participate in the election of the governing bodies and representation of the Spanish Federation of American Football, in the terms set out in Title II, of these Statutes.

(c) Be in possession of a compulsory insurance covering the risks arising from the practice of the relevant sports modality.

d) Receive sports attention from your club and the federal organization.

Article 93.

These are basic duties of trainers:

(a) Submit to the discipline of the sports entities for which you have signed a license.

b) Do not intervene in sports activities of American Soccer with a club other than its own, without prior authorization.

(c) Those other than those who are taxed by the legislation in force, by the present Statutes or by the agreements adopted by the organs of the Spanish Federation of American Football.

Article 94.

The qualification of the trainers will be awarded by the FEFA, which in any case recognizes, the qualification issued by the legally recognized centers in accordance with the provisions of article 55-4 of Law 10/1990, of 15 of October, the Sport. The General Regulation and the Competitions Regulation shall determine the degree of qualification corresponding to each category.

Article 95.

The relationship between coach and club or federation shall end by the expiration of the period established, by mutual agreement or by decision of the competent federal or judicial body as well as by the other causes established by the rules in force.

Article 96.

The Spanish Federation of American Football will seek the best training for qualified trainers, providing them with courses to obtain higher qualification and organizing other courses, seminars and publications. that they help to this end.

CHAPTER IV

Referees

Article 97.

Are arbitrators or arbitrators, with the categories that are regulated, natural persons who have obtained the corresponding federative license take care of the application of the rules of the game.

Article 98.

These are the basic rights of arbitrators, table officers, and referee technicians:

(a) Participate in the election of the governing bodies and representation of the Spanish Federation of American Football, in the terms set out in Title II, of these Statutes.

(b) Be in possession of a compulsory insurance covering the risks arising from the practice of the sports modality concerned.

c) Receive sports attention from the federative organization.

Article 99.

They are the basic duties of referees, table officers and referee technicians:

a) Somewhat to the discipline of the FEFA.

b) Attend the tests and courses to be submitted by the FEFA.

c) Knowledge of the rules of play and regulations.

d) Those other who are taxed by the legislation in force, by the present Statutes or by the agreements adopted by the organs of the Spanish Federation of American Football.

Article 100.

The qualifications of the arbitrators and table officers shall be awarded by the corresponding autonomic Federation in collaboration with the entities that have such power conferred by the provisions in force.

Item 101.

The Spanish Federation of American Football will collaborate with the autonomic Federations in the activities aimed at training and technical training of the referees and table officers.

TITLE IX

Disciplinary regime

Article 102.

1. In the relevant Regulation, the FEFA will, in the field of its powers, develop the disciplinary system, in accordance with the provisions of Law 10/1990 of 15 October 1992 on Sport and Royal Decree 1591/1992 of 23 December 1992 on the Sports Discipline.

2. This Regulation should provide for inexcusably:

a) A standardized system of faults or violations by graduating them according to their severity.

b) The principles and criteria to ensure:

1. The differentiation between the minor, severe and very serious nature of the violations.

2. The proportionality of the penalties applicable to them.

3. The absence of a double penalty for the same facts, without the imposition of an ancillary sanction to the principal, in the terms of Article 27.2 of Royal Decree 1.591/1992.

4. The application of favourable retroactive effects.

5. The prohibition on penalties for non-criminalised infringements at the time of their commission.

(c) A system of penalties corresponding to each of the infringements, if as the causes or circumstances they exempt, attenuate or aggravate the liability of the infringer and the extinction requirements of such liability.

(d) The various disciplinary procedures for the processing and imposition of sanctions, where appropriate.

Such procedures shall ensure that the persons concerned are entitled to assistance by the person they appoint and the hearing prior to the decision of the file.

e) The system of remedies against imposed sanctions.

Article 103.

In any event, it will be necessary, in accordance with the disciplinary regime in force, any infringement of the rules contained in the present Statutes, in the Regulation cited in the previous article and in the any other federative provision that points to it.

Article 104.

1. The knowledge and failure of the infringements corresponds to the National Committee of Competition, or to the Competition Committee of the integrated Federation of Autonomous Regional, according to the rank and scope of the competition or entity in which they have been committed.

2. The decisions to be taken by these courts shall be enforceable, without prejudice to the possibility of suspension of such decisions in cases and in such a way as to be provided for in regulation.

Article 105.

1. Decisions to be made by the National Committee on Competition or by the Single Judge, where appropriate, shall be brought before the National Appeal Committee within 10 working days and in the manner in which it is provided for.

2. The decisions given by the National Appellate Committee in the case of the previous paragraph may be appealed to the Spanish Committee for Sports Discipline within a maximum period of 15 working days from the following working days. notification, in accordance with the provisions of the rules in force.

TITLE X

Extinction and dissolution of the Federation

Article 106.

The Spanish Federation of American Football will be extinguished or dissolved in cases and by the procedure provided for in the general legal order.

Article 107.

In the cases of extinction or dissolution of the Federation, its net worth, if any, will be applied to the carrying out of similar activities by the Superior Council of Sports, its specific destination being determined, complies with the provisions of Law 49/2002, of 23 December, of Tax Regime of non-profit entities and of tax incentives to patronage.

TITLE XI

Reform of the Statutes

Article 108.

The initiative to reform the Statutes will be verified on the sole proposal of the President, the Commission Delegate by a majority, or 20% of the members of the General Assembly.

Article 109.

1. The President or the Delegate Committee shall raise the relevant draft to the consideration of the General Assembly for discussion and approval, if any, at the meeting that is to take effect.

2. Together with the call, the text of the draft will be forwarded to all the members of the General Assembly, giving a period of 15 days, so that they will formulate the amendments or suggestions that they consider relevant.

Item 110.

The reform bill must be approved by an absolute majority of the members of the General Assembly.

Article 111.

It will not be possible to initiate the reform of the Statutes once the elections to the General Assembly and the Presidency of the Federation are called, or a motion of censure has been tabled.

Additional disposition first.

The clubs, leaders, players and coaches of the Principality of Andorra, who voluntarily participate in official state-wide competitions of the FEFA, will be subject to the jurisdiction of the FEFA, whose Statutes, Regulations and other provisions recognize, through the Catalan Federation of American Football.

Additional provision second.

For the purposes of the first section of Chapter I of Title VII of these Statutes, the same consideration shall be given to clubs as public or private entities which carry out sporting activities of ancillary character in relation to its main object, which shall incorporate a differentiated budget.

First transient disposition.

the Autonomous Federations and Federations of the Autonomous Cities that are currently integrated into the Spanish Association of American Football will continue to be part of the same, except express manifestation in

Second transient disposition.

Those Associations which have been constituted prior to the entry into force of these Statutes, must proceed within six months to the modification of their statutory norms and request their recognition to the Spanish Federation of American Football.

First disposition first.

This Statute shall enter into force on the same day as its approval by the Commission's Board of Directors, without prejudice to its publication in the "BOE".

Final disposition second.

The Delegated Commission is hereby authorized to amend these Statutes, exclusively as a consequence of the indications of the Superior Council of Sports for the approval of these Statutes.
