The Law 10/1990 of 15 October of the Sport, entrusted to the Government the regulation of the teachings of the sports technicians according to the requirements marked by the different educational levels.

The Organic Law 2/2006, of 3 May, of Education, provides in its article 64.6 that the Government, after consulting the Autonomous Communities, will establish the qualifications corresponding to the studies of sports teachings, the basic aspects of the curriculum and the minimum requirements of the centres.

The Organic Law of 19 June, of the Qualifications and Vocational Training, establishes the National System of Qualifications and Vocational Training as a framework for training actions aimed at responding to the demands of the productive sector. Some modalities of the sports lessons have characteristics that allow them to be related to the generic concept of vocational training, without it being necessary to renounce their condition of specific offer directed to the sports system and differentiated from the offer which, within the vocational training of the educational system, performs the professional family of Physical and Sports Activities for the rest of the sector. Therefore, the aforementioned Organic Law 2/2006 of 3 May of Education provides for the possibility of sports teaching referring to the National Catalogue of Professional Qualifications.

This normative framework makes it necessary for the government, after consulting the autonomous communities, to establish each of the titles that will form the catalogue of the sports teachings of the educational system, its teachings (a) minimum and those other aspects of academic management which, without prejudice to the competences conferred on the educational authorities in this field, constitute the basic aspects of the curriculum which ensure a common training and guarantee the validity of the securities, in compliance with the provisions of Article 6.2 of the Law Organic 2/2006, of 3 May, of Education.

Royal Decree 1363/2007, of 24 October, establishing the general management of sports teaching of special status, defines in Article 4 the structure of sports teachings.

Moreover, in the same way, the professional profile of these titles, which will include general competence, professional, personal and social skills, qualifications and, where appropriate, the qualifications of the (a) the National Catalogue of Professional Qualifications included in the titles, in order to ensure that, in effect, the titles of sports teachings meet the needs demanded by the productive system and the personal and social values to exercise democratic citizenship.

To this end, it is necessary to determine for each title their identification, their professional profile, the professional environment, the teaching of the sports lessons, the correspondence of the sports teaching modules with the units of competence for their accreditation, validation or exemption, the accreditation of modules due to the teaching experience and the basic parameters of the training context for each sport teaching module (spaces, equipment qualifications, qualifications and specialties of teachers). The marked technical nature of these teachings, defined by the peculiarity of their procedures, materials, equipment and practices specific to each modality, makes it necessary for a development to guarantee a common minimum. The denominator, clear and guiding, through a regulatory standard.

In the process of drawing up this royal decree, the autonomous communities have been consulted within the Sectoral Education Conference, and the School Council of the State and the Ministry of Finance have issued a report. Public Administrations.

CHAPTER I

Object

Article 1. Object.

1. The purpose of this royal decree is the establishment of the title of Sports Technician in Esgrima, with official character and validity throughout the national territory, as well as its corresponding minimum teachings.

2. In accordance with the provisions of Royal Decree 1363/2007 of 24 October 2007 establishing the general management of special arrangements for sport, the elements set out in this royal decree do not constitute a Regulation of the exercise of profession entitled.

CHAPTER II

Identifying the title and organization of the teachings

Article 2. Identification of the title of Sports Technician in Esgrima.

The title of Sports Technician in Esgrima is identified by the following elements:

a) Denomination: Sports Technician in Esgrima.

b) Level: Middle-Grade Sports Teachings.

c) Duration: 1,005 hours.

(d) International Referred to (International Standard Classification of Education).

Article 3. Organization of the teachings leading to the title of Sports Technician in Esgrima.

The teachings leading to the Title of Sports Technician in Esgrima are organized in two cycles:

a) Average grade start cycle in Esgrima, having a duration of 400 hours.

b) Average grade end cycle in Esgrima, having a duration of 605 hours.

Article 4. Sports Technician title specializations in Esgrima.

1. The title of Sports Technician in Esgrima will have as specializations:

a) Adapted Esgrima.

b) Scenic esgrima.

c) Ancient Esgrima.

d) Children's Fencing.

2. The Ministry of Education, Culture and Sport, on a proposal from the Superior Council of Sports and after consultation of the competent bodies in matters of sports of the autonomous communities, and of the Royal Spanish Federation of Esgrima will establish the objectives, contents and evaluation criteria for these specialisations.

CHAPTER III

Professional profile and professional, personal and sports work environment of cycles

Article 5. Professional profile of medium grade cycles in fencing.

The professional profile of the initial and final cycle in fencing is determined by its general competence, its professional, personal and social competences, by the relationship of qualifications and, where appropriate, units of Competence of the National Catalogue of Professional Qualifications included in the title and the professional, employment and sports environment.

Article 6. General competence of the initial degree cycle in fencing.

The general competence of the initial stage of the medium degree in fencing consists in dynamizing, instructing, directing and concretizing the sports initiation in the fencing; in organizing, accompanying and tutoring the fencers during their participation in activities, competitions and events of this level, all in accordance with the guidelines set out in the reference programming, under security conditions and with the optimum level of quality that allows the satisfaction of the fencers in the activity.

Article 7. Professional, personal and social competencies of the initial mid-grade cycle in fencing.

The professional, personal, and social competencies of the mid-grade initial cycle in fencing are as follows:

a) Dominate the basic techniques of fencing with sufficient level for the development of the tasks of the sport initiation.

b) To tend to the fencer by reporting the characteristics of the activity, gathering information about their motivations and interests and motivating them towards the practice of fencing.

c) Value the specific skills and abilities of the fencers in order to determine their level to propose their incorporation into a group and take appropriate corrective measures.

d) To establish the teaching session for the initiation in fencing according to the reference programming, adapting to the group and the existing material conditions, taking into account the transmission of values of healthy practice and the respect and care of the body itself.

e) To direct the teaching session of learning initiation in fencing, solving existing contingencies, achieving the participation and performance according to the proposed objectives of the same, and within the margins Required security.

f) Lead the fencing lesson, mastering the basic techniques of assistance in collaboration-opposition situation and knowing the technical-tactical concepts associated with fencing initiation.

g) Conditioning, preparing, and transporting the means necessary for the practice at the level of initiation to fencing by ensuring its availability and safety.

h) Control the security in practice at the level of initiation to fencing, monitoring the facilities and means used and intervening through the help in the detected risk situations.

i) Attend as first intervener in case of accident or emergency situation.

l) Lead the fencers in initiation level competitions within the ethical values linked to fair play and respect for others by reinforcing their personal responsibility and effort.

m) Collaborate and intervene in the organization and management of competitions and events of the initiation to fencing, with the aim of capturing, adhering and fidelizing the fencer in the practice of fencing.

n) To know the legal framework of the industrial relations and the structure of the autonomous federations to facilitate their professional development, to be able to correctly direct the requests or appropriate claims, as well as participate in the processes of election of the governing bodies of the autonomic federations.

n) To value the development of the session, collecting and processing the necessary information for the elaboration of judgments that allow the permanent adjustment and improvement of the teaching-learning process and the activities of the initiation to fencing.

o) Transmit through the ethical behavior personal values linked to fair play and respect to others, traditional and historical values of fencing and respect and care of the body itself.

p) Maintain the spirit of individual responsibility, personal effort and innovation in the field of your work as a sports technician.

q) Maintain initiative and autonomy within team work for the performance of their duties.

Article 8. Relationship of qualifications and competence units of the National Catalogue of Professional Qualifications of the average grade-grade initial cycle.

The mid-grade initial cycle in fencing includes complete professional qualification AFD612_2 in fencing, comprising the following competitive units:

a) UC2026_2: Run fencing-specific techniques with efficiency and security.

b) UC2027_2: Concrete, direct and dynamize sports initiation sequinned sessions in fencing.

c) UC2028_2: Dynamize promotion actions and accompaniment to athletes at events and fencing competitions.

d) UC0272_2: Attend as first intervener in case of accident or emergency situation.

Article 9. Professional, work and sports environment of the initial mid-grade cycle in fencing.

1. This professional develops his or her professional activity both in the public sphere, either the General Administration of the State, the regional or local authorities, or in private entities, whether large, medium or small. companies, in sports employers, municipal sports entities, sports and social federations, educational establishments, after-school activities, house of colonies, which offer sports-recreational activities of initiation into fencing.

2. It is located in the fields of sport, leisure and leisure and tourism.

3. The most relevant occupations and jobs for these professionals are as follows:

a) fencing monitor.

b) Auxiliary control of competitions, etc.

4. The development of these occupations and jobs in the public sphere shall be carried out in accordance with the principles and requirements for access to public employment provided for in the current legislation.

Article 10. General proficiency of the average grade end cycle in fencing.

The overall competition of the final degree cycle in fencing consists in adapting, directing and dynamizing the basic training and technical improvement in the stage of sports technology of fencing; organizing, accompanying and tutoring the fencers during their participation in activities, competitions and events of this level; managing the necessary material resources and coordinating the activities of the technicians in charge; organizing activities, competitions and events of the level of sport initiation; all in accordance with the guidelines established in the reference programming, under security conditions and with the optimal level of quality that would allow the satisfaction of the fencers participating in the activity.

Article 11. Professional, personal and social competencies of the sports system of the mid-grade final cycle in fencing.

The professional, personal, and social competencies of the mid-grade end cycle in fencing are the following:

a) Value and select the fencer based on its level and its characteristics in order to adapt the reference programming of technical improvement in fencing.

b) Adapt and concretize the basic training session in fencing according to the reference programming, taking into account the transmission of values of healthy practice and the respect and care of the body itself.

c) Adapting and concretizing specific technical-tactical improvement programs for the stage of sports technology in fencing according to the general programming.

d) Designing sports initiation programs in accordance with sports technification processes, taking into account the transmission of values of healthy practice and the respect and care of the body itself.

e) Address the basic training session at the stage of sports technology in fencing, solving existing contingencies, in order to achieve the participation and performance according to the proposed objectives of the same, within the required safety margins.

f) Lead the fencing lesson, mastering the specific assistance techniques in collaboration-opposition and knowing the technical-tactical concepts associated with fencing.

g) Control the safety of the practice at the level of technology in fencing, monitoring the facilities and means used and intervening by assisting in the identified risk situations and attending as first intervener in case of an accident or emergency situation.

h) To accompany and direct the fencers in competitions of level of technification by carrying out the technical-tactical orientations and making the most appropriate decisions to the development of the competition, in order to guarantee their participation in the best conditions within the ethical values linked to fair play, respect for others and the body itself.

i) Organize events of the sports initiation and collaborate and intervene in the management of competitions and events of the fencing technology, with the aim of capturing, adhering and fidelizing the fencer in practice of fencing.

j) Participate in the associative life of the Royal Spanish Federation of Esgrima, within the limits of its regulations and in order to optimize the objectives of the promotion and development of fencing.

k) Coordinate other technicians responsible for sports initiation in fencing by reviewing their programming, organizing the material and human resources all in order to boost and promote the relations between them technicians.

l) Evaluate the process of sports technification, gathering the necessary information for the elaboration of judgments and adjusting programs that allow the permanent improvement of the basic training and improvement of the activities of the technology in fencing.

m) Transmitting through ethical behavior personal values linked to fair play, respect for others and respect and care of the body itself.

n) Maintain the spirit of individual responsibility, personal effort and innovation in the field of your work as a sports technician.

Article 12. Professional, work and sports environment of the mid-grade final cycle in fencing.

1. a) Fencing coach.

CHAPTER IV

Structure of the teachings of each of the sports teaching cycles leading to the title of Sports Technician in Esgrima

Article 13. Structure of the initial and final degree of fencing.

1. The cycles developed in this real fencing decree are structured in modules, grouped in common block and specific block.

2. The sports teaching modules of the initial degree cycle of fencing are the ones listed below:

a) Common block modules:

MED-C101: Bases of sports behavior.

MED-C102: First aid.

MED-C103: Adapted physical activity and disability.

MED-C104: Sports Organization.

b) Specific block modules:

MED-ESES102: Sword Technique.

MED-ESES103: Flore Technique.

MED-ESES104: Sable Technique.

MED-ESES105: Didactic on the initiation in fencing.

MED-ESES106: Regulation, history and material.

MED-ESES107: Organization of events.

MED-ESES108: Practical training.

3. The sports teaching modules of the final grade cycle of fencing are the ones listed below:

a) Common block modules:

MED-C201: Sports Learning Bases.

MED-C202: Sports training bases.

MED-C203: Adapted sport and disability.

MED-C204: Organization and sports legislation.

MED-C205: Gender and Sport.

b) Specific block modules:

MED-ESES201: School of fencing.

MED-ESES202: Physical preparation of the fencer.

MED-ESES203: Adapted Esgrima.

MED-ESES204: Organization of events.

MED-ESES205: Sword Technique.

MED-ESES206: Flore Technique.

MED-ESES207: Sable Technique.

MED-ESES208: Practical training.

4. The hourly distribution of the minimum teachings of the cycles developed in this royal decree are set out in Annex I.

5. The general objectives and the sports teaching modules of the average initial and final grade cycles in fencing are developed in Annexes II and III.

Article 14. Teacher/pupil ratio.

1. To impart the modules of the common block and the contents related to the learning outcomes of the conceptual character of the modules of the specific block, of the initial and final cycles of average degree in fencing, the relationship teacher/student will be 1/30.

2. In order to impart the contents related to the results of the procedural learning of the modules of the specific block of the initial and final cycles of the middle grade in fencing, the teacher/student relationship will be the collection in the Annex IV.

Article 15. Practical training module.

In order to start the practical training modules of the initial and final cycles of the medium degree in fencing, it will be necessary to have previously passed the common and specific modules of sport teaching that are established in the Annex V.

Article 16. Determination of the curriculum.

The educational administrations will establish the corresponding curricula, respecting, in any case, what is established in this royal decree and in accordance with the provisions of article 16 of Royal Decree 1363/2007, of October 24, laying down the general management of special arrangements for sports teaching.

Article 17. Sports spaces and equipment.

The minimum spaces and equipment required for the development of the teaching of the medium-grade cycles in fencing are those set out in Annex VIA and VIB.

CHAPTER V

Access to each of the cycles

Article 18. General requirements for access to the initial and final degree cycles in fencing.

1. In order to access the initial degree cycle in fencing it will be necessary to have the Graduate Degree in Secondary Education Required or equivalent to access effects.

2. In order to access the final grade cycle in fencing it will be necessary to prove to be over the middle grade starting cycle in fencing.

Article 19. Requirements for access to the initial grade-level cycle in fencing for persons without the Degree of Undergraduate in Compulsory Secondary Education.

The teaching of the average grade-level initial cycle may be accessed without the Degree of Undergraduate in Compulsory Secondary Education, provided that the applicant meets the other specific character requirements set out in the In this royal decree, it meets the age conditions and exceeds the test set out in Article 31.1.a) of Royal Decree 1363/2007 of 24 October, establishing the general management of the sports teaching of the special.

Article 20. Specific access requirements to the mid-grade initial cycle in fencing.

1. In order to access the initial medium-grade cycle in fencing, it is necessary to exceed the specific character test set out in Annex VII.

2. The specific character test of the initial cycle shows the professional competence of "Dominating the basic techniques of fencing with sufficient level for the development of the tasks of the sport initiation" as set out in Article 7 of the This royal decree, which is assigned a 70-hour training time load on the total duration of the initial grade half-cycle in fencing.

3. In order to overcome the specific character test, the positive evaluation shall be necessary in all the evaluation criteria described therein.

Article 21. Effect and validity of the specific character test.

1. The exceeding of the specific test, which is established for access to the initial grade-level cycle in fencing, shall have effects throughout the national territory.

2. The exceeding of the specific test, as set out in Annex VII, shall be valid for 18 months from the date of its completion.

Article 22. Exemption from exceeding the specific character test to high level and high performance sportsmen.

They will be exempt from passing the specific character test that is established to have access to the initial degree cycle in fencing those athletes who credit:

(a) The status of a high level athlete under the conditions established by Royal Decree 971/2007, of July 13, on high level and high performance sportsman for the sport of fencing.

b) The rating of high performance sportsman or equivalent in fencing, established by the Autonomous Communities in accordance with their regulations.

(c) Haber has been selected by the Royal Spanish Federation of Esgrima to represent Spain, within the last two years, in at least one international official competition of absolute category, in the corresponding modality. It is understood as " official competition, whatever is collected in the calendar of the International Federation of Esgrima.

d) Haber has been ranked in the last two years in the top 30 of the ranking of the Royal Spanish Federation of Esgrima, of the senior category or in the top 20 of the junior category.

Article 23. Access requirements for people who credit disabilities.

Persons with disabilities will be able to access the teachings of these cycles in accordance with the additional provision of Royal Decree 1363/2007, of 24 October, establishing the general management of the teaching (a) special arrangements for sport, with the obligation of the competent authorities to make reasonable adjustments to ensure that such access does not entail unjustified restrictions contrary to the principle of equal opportunities.

Article 24. Composition and profile of the specific test court:

1. The test court of a specific nature shall be appointed by the competent body of the autonomous community. and must consist of a minimum of three evaluators.

2. The evaluators of the specific character tests shall at least certify the qualification of the Senior Sports Technician in Esgrima.

Article 25. Functions of the specific character test evaluator tribunal.

1. The court of the specific test shall have, inter alia, the following functions:

(a) The organization of the specific test as specified in Annex VII.

b) Ensure the correct development of the specific tests, by checking that the objectives, the contents and the evaluation of the exercises that make up the tests are in accordance with the description of the same.

(c) The evaluators shall assess the actions of the applicants in accordance with the criteria for the assessment of the learning outcomes of the specific test.

d) The final evaluation of the applicants.

2. The court, as a collegiate body, shall be governed by the provisions of Title II, Chapter II of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

3. In the event that any of the applicants accredit any type of disability, the court will act in accordance with the provisions of the Additional Disposition third of Royal Decree 1363/2007, of October 24.

CHAPTER VI

Teachers

Article 26. Qualification requirements for teachers in public institutions.

Teachers ' qualification requirements in public institutions will be determined on the basis of the sports teaching block in which teaching is to be taught:

1. The teaching in public centers of the modules of the common block that constitute the sports teachings of the cycles developed in the present royal decree corresponds to the faculty of the specialties of the bodies of teaching officials, as set out in Annex VIII.

2. The teaching in public centers of the modules of the specific block that constitute the sports teachings of the cycles developed in this royal decree, is specified in Annex IX A, and corresponds to:

(a) Teachers of the specialty of Physical Education of the bodies of cathedrals and of secondary school teachers, who hold the Title of Superior Sports Technician in Esgrima.

(b) Specialist teachers who hold the Title of High Sports Technician in Esgrima, or those who do not have qualifications to credit the experience in the field of work and sport, or the teaching experience, detailed in Annex IX B.

3. The educational authorities may authorise the teaching of the modules of the specific block attributed to the specialist teacher, to the members of the Corps of professors and teachers of secondary education with the specialty of Education Physical, if they do not have the title of High Sports Technician in Esgrima, provided they possess the training designed to the effect or recognized by those educational administrations, or the work or sports experience or the teaching experience, detailed In Annex IX B.

Article 27. Qualification requirements for teachers in private and public schools of administrations other than education.

The qualifications required for the delivery of the modules of both the common block, and the specific block that form the cycles developed in this royal decree, for the faculty of the centers of ownership private or public ownership of other administrations other than educational ones, they are specified in Annex X.

CHAPTER VII

Linking to other studies

Article 28. Access to other studies.

The Title of Sports Technician in Esgrima will allow direct access to all forms of baccalaureate.

Article 29. Validation of these teachings.

1. The Ministry of Education, Culture and Sport shall establish the convalidations to be granted from the common block of the teachings regulated in this royal decree to those who certify studies or the title of: Physical Activity and Sport, regulated by Royal Decree 1670/1993, of 24 September; of Diplomacy in Physical Education and Bachelor of Physical Education, regulated by Royal Decree 790/1981, of 24 April; of Master Specialist in Education Physical, regulated by Royal Decree 1440/1991, of 30 August; of Superior Technician in Animation of Physical and Sports Activities, regulated by Royal Decree 2048/1995, of 22 December; Technical in Driving of Physical-Sports Activities in the Natural Environment regulated by Royal Decree 2049/1995, of December 22; and of regulated Graduate in the management of the official university education established in Royal Decree 1393/2007 of 29 October, which accredit the obtaining of the appropriate powers; as well as with the subjects of baccalaureate and the titles established under the Royal Decree 1913/1997 of 19 December.

2. The correspondence of the sports teaching modules which form this title with the units of competence for their accreditation is determined in Annex XI A.

3. The correspondence of the units of competence with the sports teaching modules which form this Title for their validation or exemption is determined in Annex XI B.

4. The common and specific modules for sports teaching with the same name and code shall be validated.

5. The exceeding of all the modules of the common block of 1.er or 2. º level, in any of the modalities or sports specialties of the titles established under the Law of the Organic Law 1/1990, of October 3, General of the Educational System, it will be validated by the totality of the modules of the common block of the corresponding initial or final cycle of sports teaching in fencing. The completion of all the modules of the common block of the initial and final cycles of the Title of Sports Technician in Esgrima, will be validated by the totality of the modules of the common block, of the corresponding level, of the titles established under the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

Article 30. Exemption from the practical training module.

May be the object of total or partial exemption of the module of practical training of the cycles developed in this royal decree, depending on their correspondence with the experience in the field of sport or work, detailed in Annex XII.

Article 31. Training correspondence of sports teaching modules with the teaching experience.

1. The training correspondence between the sports teaching modules of the cycles developed in the present royal decree and the teaching experience of the previous training of sports coaches to which the First transitional provision of Royal Decree 1363/2007 of 24 October 2007 establishing the general arrangement of special arrangements for sport and training of trainers referred to in the transitional provision Royal Decree 1913/1997, of 19 December 1997, is set out in Annex XIII.

2. The training correspondence will be applied by the centers, following the procedure established by the corresponding educational administration.

Additional disposition first. Title reference in the European framework.

Once the national qualifications framework has been established, in line with the European recommendations, the Minister for Education, Culture and Sport will determine the level of these qualifications in the national framework and their European equivalent.

Additional provision second. Distance offering of the sports teaching modules of this Title.

The sports teaching modules set out in Annex XIV may be offered at a distance, provided that it is ensured that the student can achieve the learning outcomes of the modules, in accordance with the provisions of the present royal decree.
