Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a unique organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.

Also, according to Article 4 of Law 13/2011 of 27 May, of the Regulation of the Game, the lotteries of State-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Fiscal, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011, of 27 May, of Regulation of the Game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013 and 1 August 2014; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by Royal Decree 1706/2011 of 18 December 2014. In November, and by Royal Decree 358/1991 of 15 March, of reordering of the ONCE, as well as by its This is the case in force, published by Order SPI/1015/2011 of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 30 June 2011 the "Procedures and control criteria common to the modalities of the game authorized to the ONCE" and the "ONCE instant lottery control procedures and criteria".

In accordance with the said framework of management, the ONCE must communicate in sufficient time the conditions of all its modalities of play authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the "Official Gazette of the State" consumers. Similarly, the ONCE must communicate to the Council of Protectorate the modifications of the regulatory regulations of its different modalities and game products, for its knowledge and verification of its conformity to the norms of ordination, before (a) to be published in the Official Gazette of the State, as a guarantee for consumers.

In compliance with the above forecasts, the Permanent Commission of the ONCE Protectorate Council, in an extraordinary meeting of 18 December 2014, has verified that the CEP.22 Agreement (E)/ 2014-2.1 of 27 November 2014) 2014, of the Permanent Executive Committee of the General Council of the ONCE, on the implementation of a new group of instant lottery products "with mechanics one or several winning numbers from 3 to 8" to three euros, class 4, and the corresponding amendment of the regulation of products of lottery mode called " Lottery Snapshot of the ONCE's Boletos ", by including a new appendix 16a complies with the set regulations. The amendment of these regulatory standards will enter into force on 1 March 2015, retaining an indefinite duration until the corresponding appendix to the regulatory regulation is repealed.

Consequently, the General Council Agreement of the ONCE and the reform of the regulation of the products of the lottery mode called "Instant Lottery of the ONCE", collected in the Annex accompanying this Resolution.

It is also in compliance with the agreement CEP.22 (E)/ 2014-2.2 of 27 November 2014 on the launch of the instant lottery product called 'Win for life') to be given advertising, as a guarantee for consumers. electronic ", adopted by the Permanent Executive Committee of the General Council of the ONCE.

The product "Win for life electronic" will have the characteristics of the group of instant lottery products "with mechanics one or several winning symbols from 3 to 8" to three euros, class 4, regulated in the appendix 16a of the Regulation of the products of the lottery mode called "Instant Lottery of the ONCE", appendix verified by the Permanent Commission of the Council of Protectorate of the ONCE at its extraordinary meeting of 18 December 2014 and that it is contained in the annex accompanying this resolution. The launch of this product, which will be marketed in electronic support, will take place on 2 March 2015.

Finally, the Resolution of Directorate-General 84/2014, of 16 December, of the Director General of the ONCE, collects that the date of completion of the marketing of tickets of the products of the so-called lottery mode "Instant Lottery of the ONCE": "Win with the Red" and "Letters of the Luck" will be on January 31, 2015, while the deadline for the award of prizes will be on March 2, 2015, having agreed the Permanent Commission of the Council of Protectorate held on December 18, 2015 to give publicity to these dates for the knowledge of consumers.

Appendix 16a

Product rules "with mechanics one or several winning numbers from 3 to 8" to three euros, class 4

1. General Aspects:

The general characteristics of the products covered by this appendix are as follows:

Product validity: March 1, 2015.

Marketing support: Electronic.

Price per ticket: 3 euros.

Series Tickets: 1,500,000.

Face value of the series: 4,500,000 euros.

Number of award-winning tickets per series: 390.575.

Prize amount per series: EUR 2,835,000.

Percentage of prizes over the value of the series: 63.0%.

2. Operating Mechanics:

2.1 The ticket for this product consists of a play area divided into two play areas, called "winning numbers" and "your numbers", the latter consisting of eight independent plays.

a) The "winning numbers" play area contains three figures. When the area is unveiled, a number expressed in figures is displayed under each of the figures.

b) The play area "your numbers" contains eight figures, one for each play. When the area is unveiled, a number, expressed in figures, is displayed under each of the figures and below an amount expressed in euro in figures. A special symbol may also appear on one or more plays.

2.2 Operation:

a) If by unveiling the play area "your numbers", the special symbol appears in three of the plays, the ticket is awarded with the first category award.

b) If by revealing the play area "your numbers", the special symbol appears in two of the plays, the ticket is awarded 20 euros, plus the prizes that can be obtained in the rest of the plays.

c) If when you unveil the two play areas, in some move of the zone "your numbers" the number matches one of the numbers of the zone "winning numbers", the play is awarded and the amount expressed in euros is earned move.

d) A single ticket may contain one or more award-winning plays.

e) The prize of the ticket will be the sum of the prizes of each of the awarded plays.

3. Specific Rules for the Payment of Prizes. The payment of the prize for the first category shall be as follows:

3.1 The amount of fifty thousand euros (50,000 €) in cash and the first payment of eighteen thousand euros (18,000 €) will be paid, once discounted the corresponding tax retention, through the user account, as stipulated in Article 15 (3) and (6) of this Regulation.

3.2 Payment of the annuities from the second to the 15th of the prize, both inclusive, net of tax withholding, will be executed by the credit institution designated by the agraciate of among the concerted by the ONCE for the payment of these prizes, during the following fourteen years. Such payment shall be made on the 15th or working day following the month of February, May, August or November of each year.

3.3 The farm will receive the amount of the first payment indicated in point 3.1 above as stipulated in Article 15.3 of the Regulation and, via the email account provided at the time of registration, a document supporting your right to collect the outstanding annuities. Once this document has been received, the user must, simultaneously, and through the form placed at his disposal together with the aforementioned supporting document, grant receipt of the first payment, net of tax withholding and communicate the entity of the credit designated by the ONCE to the successive payments.

3.4 The ONCE shall transfer the amount of the prize corresponding to the annuities from the second to the fifteenth of the prize, both inclusive, after the corresponding tax retention, to the designated credit institution for the agricultural sector, and shall liquidate the tax withholding of such annuities with the Treasury, and shall be released from its payment obligations.

3.5 For the case of death of the agraciate, ONCE is obliged to allow the latter to be entitled to the contributing entity of the prize.
