The additional provision of Law 39/2007, of 19 November, of the military career, establishes the status as an agent of the authority in the exercise of its functions to members of the Armed Forces who provide their services. services such as military, naval or air police, or who intervene in the operations described in Article 16 (e) of the Organic Law 5/2005, 17 November, of the National Defense, in the circumstances and with the conditions that they regulate determine.

The Royal Decree 194/2010, of 26 February, approving the Rules on Security in the Armed Forces, points out the basic precepts regarding the security of the units in the Armed Forces as a whole. excluding safety related to information, the specific operations, exercises and manoeuvres, as well as aircraft, and the safety and prevention of occupational hazards.

Chapter III of that royal decree deals with security guards and their components, establishing in Article 15 that they will serve as military, naval or air police, and therefore they will also have an agent character. of the authority.

In the first provision of the aforementioned royal decree, the circumstances and conditions of action of the members of the Armed Forces are collected as agents of the authority, when they intervene in the Unit Military of Emergencies (UME), under command or operational control of it in the operations described in article 16.e) of the Organic Law 5/2005, November 17, and in the assumptions of other public needs in support of Forces and Bodies State security. It is also established that the members of the Armed Forces who serve as military, naval or air police and the Navy's vessels will also have the status of an agent of the authority in the exercise of their duties. in the exercise of maritime surveillance and security functions legally attributed or by international conventions signed by Spain.

The additional provision second to Royal Decree 194/2010, of 26 February, states that, in order of the Minister of Defense, the means of identification referred to in the same and rules that he approves will be determined. In its virtue, I have:

Article 1. Approval.

The means of identification are approved which must be carried out on the uniform by the members of the Armed Forces who have the status of an agent of the authority in the performance of their duties.

Article 2. Object.

This ministerial order aims to determine the visible means of identification on the uniform that accredit as an agent of the authority to the personnel of the Armed Forces that has such consideration according to the established in Royal Decree 194/2010 of 26 February, which approves the Rules on Security in the Armed Forces.

Article 3. Scope of application.

This ministerial order applies to all military personnel who in the exercise of their duties are of an agent of the authority.

Article 4. Functions with the agent character of the authority.

According to Royal Decree 194/2010, of February 26, and for the purposes of this ministerial order, two groups of functions are established in which the military personnel acts as an agent of the authority:

(a) A group formed by the military who carry out the missions described in the first paragraph 1 and 4 of Royal Decree 194/2010 of 26 February.

b) Group consisting of military personnel serving Military, Naval or Air Police.

Article 5. Means of identification.

Four means of identification are established for the purposes of this rule:

a) Armband.

b) Chaleco.

c) Personal identification flag.

d) Personal identification card.

Article 6. Bracelet.

1. The bracelet allows a clear visual identification to the military officer of the authority, military, naval or air police, being carried out when performing functions of those included in article 4.

2. The bracelet will be worn on the left arm, as part of the uniform, and will include a 4-by-3-centimeter flag on its top. The Chief of the Defense Staff and the Chiefs of Staff of the Army of the Earth, the Navy, and the Air Force will regulate their design, including color and way of fixing it to the uniform, based on what is established in this order. ministerial.

3. Two different models are established for the groups set out in Article 4. For the military member included in the group of Article 4 (a), the armband shall be marked with the words "ARMED FORCES" and below this inscription, the "AGENT OF THE AUTHORITY" shall be labeled. For the staff of the Article 4 (b) group, only the letters "PM", "PN" or "PA", respectively, correspond to Military Police, Naval Police or Air Police. All roadouts will be blank.

Article 7. High visibility vest.

1. The high visibility vest is a means of identification that allows the display and individual protection of the military, facilitating its location.

2. It will be used in traffic control missions, actions in case of natural emergencies and others where their employment implies a reduction of the military's job risk.

3. This vest shall be in accordance with the specific rules and with two horizontal bands. Two models will exist according to the groups described in Article 4, with the sign "ARMED FORCES" and below "AGENT OF THE AUTHORITY", for the group of article 4 (a), or the tag of "Military Police", "Naval Police" or "Air Police" for the Article 4 (b) group. These rutations will be centered on the back of the vest. On the front part will be in the upper left corner. The Chief of Staff of the Defense and the Chiefs of Staff of the Army of the Navy and the Army of the Air, will regulate their design, including color, in accordance with what is established in this ministerial order.

Article 8. Personal identification flag.

1. The personal identification mark serves to accredit the bearer as an agent of the authority, by means of a support on which a personal identification number, coincident with the one set out in point 5 of this article, will be recorded. Article.

2. The identification mark shall be of exclusive use to personnel who are Military, Naval or Air Police, in the performance of their duties.

3. The dimensions of the stand will be 30 × 10 mm, taking over the uniform, in the upper left pocket of the chest.

4. Its use shall be indicated in the actions of the military when it has the status of an agent of the authority in accordance with the provisions of Chapters III and IV of Royal Decree 194/2010 of 26 February, approving the Rules on security in the Armed Forces, which includes the security guard components for their police character during the execution of the security.

5. The numbers of the personal identification flags, which will not coincide with those of the military identification card, will be granted by the Army of Land, Navy, and Air Force Chiefs of Staff, after the acquisition of appropriate training and preparation, provided by military education and the corresponding training and training plan as Military, Naval or Air Police.

Article 9. Personal identification card.

1. The personal identification card credits the Military, Naval or Air Police condition of the military officer in favor of which it is issued. It will serve as an additional means of identification of the military, naval or air police wearing uniform and unique when they do so from country.

2. The personal identification card shall include the number of the personal identification mark referred to in Article 8 and the condition of the escort of military authorities to the members of the military, naval or military police. air to perform duties of protection of members of the Armed Forces.

3. It will be used in conjunction with the national identity card.

4. The personal identification card model will be developed by the Minister of Defense.

5. The Chiefs of Staff of the Army of the Earth, the Navy and the Air Force will be authorized authorities to issue, within their competencies, the personal identification card prior to the corresponding instruction plan. as Military, Naval or Air Police.

Additional disposition first. PM indication set usage.

The units of the Central Organ of Defense and Royal Guard may bear the indication "PM" on the bracelet and high visibility vest, regardless of the army of origin of the military that carries it.

Additional provision second. International missions.

In the performance of international missions, the visual identification means to be used shall be based on their own rules, which may be guided by this rule, in those that are established for each operation and in the mandates of the organisation, host nation or international coalition responsible for the organisation.

Additional provision third. No increase in public spending.

The approval of this provision will not increase public spending.

First transient disposition. The identity card of the escort.

Members of the Military, Naval or Air Police designated as escorts of military authorities will continue to use the School's Identity Card regulated by Order 33/1987 of June 12, creating the card of the identity of the escort of military authorities and determines the authorities empowered to issue them, until the development and implementation of the personal identification card referred to in Article 9 of this ministerial order.

Second transient disposition. Curricula.

Members of the Armed Forces currently engaged in Military, Naval or Air Police, including the escorts of military authorities and the components of the security guards, will continue to lend their services until the corresponding plan of studies of the military teaching and necessary instruction and training, which will be developed by the Chiefs of Staff of the Army of the Earth, the Navy and the Army of Air in the field of its competences.

Single repeal provision. Regulatory repeal.

1. The following provisions are repealed:

a) Order 54/1986, of July 3, on the performance of escorts in the protection of military authorities.

(b) Order 33/1987 of 12 June establishing the identity card of the escort of military authorities and determining the authorities empowered to issue them.

2. Likewise, all provisions of equal or lower rank which are contrary to the provisions of this ministerial order shall be repealed.

Final disposition first. Application instructions.

1. The Chief of Defense Staff, the Deputy Secretary of Defense, the Chief of Staff of the Army of the Earth, the Navy and the Air Force, the Chief of the Fourth Military of His Majesty the King's House, will establish the instructions for the application of this ministerial order, in relation to the staff of them dependent.

2. The Secretary of State for Defence is hereby authorised to draw up the technical provisions and procedures necessary for the implementation of this ministerial order.

Final disposition second. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".
