Key Benefits:
The third provision of Law 22/2013, of 23 December, of the General Budget of the State for the year 2014, created the budget service 05 " Directorate-General for Rationalization and Centralization of the Procurement "in Section 31" Expenditure on various Ministries ".
This budget service will be financed by those centralized contracts as outlined in article 206.3.a) of the recast of the Law on Public Sector Contracts, approved by Royal Decree Regulation No 3/2011 of 14 November 2011, which, by virtue of its characteristics, allows for centralised financing. In particular, at the moment, it is anticipated that the centralized contracts of comprehensive and auxiliary security services, comprehensive cleaning of buildings, postal services, and impact assessment of the campaigns will be financed. of institutional and telecommunications services.
The financing scheme provided for in these contracts consists of a centralised management by the Directorate-General for Rationalization And Centralisation of Recruitment up to the commitment phase of expenditure and management. decentralised by those responsible for the services in each department or body in the phase of recognition of the obligation and proposal for payment. This decentralisation also affects the powers relating to the conformity of invoices and other powers provided for in Article 222 of the recast of the Law on Public Sector Contracts, approved by the Royal Legislative Decree 3/2011 of 14 November, which have been specified in the procurement documents.
It is also envisaged that the possibility of signing up to management starts, the financing of which will be carried out through this section, such as the provision of services, technical and security, applicable to the certification of electronic signatures and in the field of electronic administration, to be carried out by the National Mint and Timbre.
To this end, it is necessary to delegate the corresponding powers to budgetary economic management, by amending the Order HAP/1335/2012 of 14 June, of delegation of powers.
On the other hand, the creation of the Directorate-General for Rationalization and Centralization of the Recruitment has resulted in a new budget service within budget section 15 " Ministry of Finance and General Government '. This implies the need to delegate the relevant powers in relation to that budget service, by amending the existing power delegation order.
This Order aims at the delegation of powers in the field of economic and budgetary management by the head of the Department in the head of the Directorate-General for Rationalization and Centralization of the Contracting, in general terms, and in the holders of specific bodies of the Departments and bodies affected by the centralised contracts of integral and auxiliary security services, integral cleaning of buildings, postal services and telecommunications services.
The same is issued under Article 13 of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and the Common Administrative Procedure and of the additional provision of the Law 6/1997, of 14 April, of the Organization and the Functioning of the General Administration of the State.
In its virtue, I have:
Single item. Amendment of the HAP/1335/2012 Order of 14 June, delegation of powers.
Order HAP/1335/2012 of 14 June, delegation of powers, is amended as follows:
One. A seventh paragraph is added to Article 6 of the HAP/1335/2012 Order of 14 June for the delegation of powers, and the following shall be renewed:
" 7. The powers recognised in paragraphs (b), (c) and (d) of paragraph 2 of this Article shall be delegated to the head of the Directorate-General for the rationalization and centralisation of the contracting authority in respect of the appropriations entered in his service. budget of Section 15, for a limit of less than EUR 300 000. Additionally, it is delegated:
(a) Competition for the approval and commitment of expenditure under the service appropriations of the service 05 "Directorate-General for Rationalization and Centralisation of Recruitment" in Section 31 "Expenditure on various Ministries".

Two. The sixteenth, seventeenth, eighteenth and nineteenth paragraphs of Article 6 of the HAP/1335/2012 Order of 14 June of the delegation of powers are added:
