Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a unique organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In this matter the actions of the Organization must conform to the requirements of the current order, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Fiscal, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011, of 27 May, of regulation of the game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013 and 1 August 2014; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by Royal Decree 1706/2011 of 18 December 2014. In November, and by Royal Decree 358/1991 of 15 March, the ONCE was reordained, as well as by its This is the case in force, published by Order SPI/1015/2011 of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 18 December 2014 the " Procedures and Criteria of Control common to the three modalities of lottery is the ONCE holder "and the" Procedures and Criteria for the control of the lottery mode called "Instant Lottery of ONCE tickets".

In accordance with the said framework of management, the ONCE must inform in advance the conditions of all its lottery modalities authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the "Official Gazette of the State" consumers. Similarly, the ONCE must inform the Council of Protectorate of the modifications of the regulatory regulations of its different modalities and lottery products, for its knowledge and verification of its conformity to the rules of ordination before (a) to be published in the "Official State Gazette" as a guarantee for consumers.

In compliance with the above forecasts, the Permanent Commission of the ONCE Protectorate Council, in an extraordinary meeting of 2 March 2015, has verified that the Agreement CEP.4 (E) /2015 -3.5 of 4 February 2015 Permanent Executive Committee of the General Council of the ONCE on the implementation of a new group of instant lottery products "with mechanics gets a seven by adding two figures in 6 opportunities" to two euros, class 1 ", and the corresponding amendment of the regulation of products of lottery mode called " Lottery Snapshot of the ONCE's Boletos ", by including a new Appendix 6, complies with the set regulations. The amendment of these regulatory standards will enter into force on 6 May 2015, retaining an indefinite duration until the corresponding Appendix to the Regulatory Regulation is repealed.

Consequently, the General Council Agreement of the ONCE and the reform of the regulation of the products of the lottery mode called "Instant Lottery of the ONCE", collected in the Annex accompanying this Resolution.

It is also appropriate to give publicity, as a consumer guarantee, to CEP.4 (E) /2015 -3.6 of 4 February 2015 on the launch of the instant lottery product called 'Dice', adopted by the Commission. Permanent Executive of the General Council of the ONCE.

The product "Dice" will have the characteristics of the group of instant lottery products "with mechanics get a seven by adding two figures in 6 opportunities" to two euros, class 1, regulated in Appendix 6 of the Regulation Product regulator of the lottery mode called "Instant Lottery of the ONCE", an appendix verified by the Permanent Commission of the Council of Protectorate of the ONCE at its extraordinary meeting of 2 March 2015 and which finds contained in the annex accompanying this resolution. The launch of this product, which will be marketed in physical support, will take place on 6 May 2015.

2. Operating Mechanics:

2.1 This product's ticket consists of a play area consisting of six independent plays called "shots" and a special play called "Bonus".

a) Each independent play is listed from 1 to 6 with a figure in each. When scratching, under each of the figures, two dice with their respective values expressed in letters and an amount in euros expressed in figures and letters.

b) In the special play called "Bonus" a figure appears. When scratching, under the figure two dice appear with their respective values expressed in letters.

2.2 Operation:

a) If by scratching the independent plays called "shots", the sum of the values of the two dice that appear below one of them is equal to seven, the play is awarded with the amount expressed in euros in said move.

b) If by scratching the special play called "Bonus", the sum of the values of the given dice below is equal to the sum of the two dice of one of the six independent plays called shots, the ticket is awarded with the amount expressed in euro on that independent move.

c) A single ticket may contain one or more award-winning independent plays.

d) The prize of the ticket will be the sum of the prizes of each of the awarded plays.
