Organic Law 2/2006, of 3 May, of Education, establishes, in Article 1, that it is basic principles of the Spanish education system to promote education as a lifelong learning that develops throughout the whole the life, and the flexibility to adapt education to the diversity and circumstances of the students, as well as to the changes of society. As a result, the education system should facilitate the incorporation into the different teachings while at the same time facilitating the reconciliation of learning with other responsibilities and activities.

Royal Decree 1363/2007, of 24 October, establishing the general management of sports teaching of special regime, concrete these principles by providing in its chapter VII that the offer of the teachings It may be made more flexible in order to allow the study to be compatible with other sports, work or other activities, mainly for adults and high performance athletes, and for this purpose it includes, among other types of offers, the offer in distance learning. To this end, it determines that the modules of the common block and those of the Royal Decree establishing the title and the corresponding minimum teachings may be offered at a distance, and confers jurisdiction on the authorities. (a) in the field of their competence, to adopt the necessary measures and to lay down the precise instructions for the implementation and operation of the supply of distance sports teaching modules.

In the light of the above, it is appropriate, in the context of the regulatory framework described, to fix the rules governing the distance learning system of special arrangements for sports, in the field of management of the Ministry of Education. Education, Culture and Sport. In the process of drawing up this ministerial order, the State School Board has issued an opinion.

By virtue of the above, I have:

Article 1. Object and scope of application.

The purpose of this order is to establish the organisation and organisation of the system of distance learning of special-regime sports teaching, and it will be applicable in the educational institutions which belong to the field of education. Management of the Ministry of Education, Culture and Sport, and of those established under the additional 43rd of the Organic Law 2/2006, of 3 May, of Education.

Article 2. Distance teaching of sports teachings.

1. For the purposes of this order, it is understood as distance learning, which is pursued, preferably, through the use of information and communication technologies and will be carried out through a virtual platform. learning, enabling the interaction of students and teachers located in different places.

2. To this end, account shall be taken of the special characteristics and professional competence of each title and the pedagogical guidelines laid down for it shall be followed in the curriculum for the management of the Ministry of Education, Culture and Sport.

3. The modules of the common block and those other than the actual decree establishing the title of Sports Technician or Superior Sports Technician may be offered under a distance or semi-face-to-face teaching system in the corresponding mode or Sports specialty.

4. The organization and development of distance learning will be based on the tutorial action and on the application, by the Professor, of pedagogical methods based on:

a) Autonomous learning combined with collaborative learning shared with the rest of the students.

b) Learning based on the execution of tasks or projects by telematics or in person, supported by the constant help and guidance of the Professor.

c) The use of multimedia curricular materials, put at the service of tasks or learning projects via telematics.

d) The implementation of mandatory and tutored face-to-face practical activities, where the acquisition of specific skills of a more technical nature is possible, as they so require.

Article 3. Centers.

1. Higher-grade sports lessons in distance learning will be offered only by the centres set up under the additional 43rd of the Organic Law 2/2006 of 3 May, of Education.

2. Distance-based sports lessons may also be provided by the public institutions which are authorised to do so by the Directorate-General for Evaluation and Territorial Cooperation, on a proposal from the Provincial Directorates, which they have the authority to teach these same teachings on a face-to-face basis and have been informed by the Education Inspectorate.

3. In order to obtain the authorization referred to in the previous paragraph, the centres shall draw up a project in which they specify:

(a) Sports teachings and the modules of the same that request to be taught at a distance.

b) Proposal for the organization of schedules and the school calendar.

(c) Teaching means used, in accordance with the provisions of Article 7 of this order.

d) Professor in charge of the distance learning regime.

e) Organization of mentoring and guidance, including the schedule of mandatory in-person tutoring, all in accordance with the provisions of Article 8.

(f) Curricular materials, which shall be adapted to the requirements of the fourth additional provision of Organic Law 2/2006 of 3 May of Education, and to the provisions of Article 7 of this order.

Article 4. Teachers.

The qualification requirements of the Teacher will be the same as for the corresponding teachings in the in-person regime.

Article 5. Curriculum.

The application curriculum in the field of distance learning will be established in the field of territorial management of the Ministry of Education, Culture and Education. Sport.

Article 6. Registration.

1. Those who are to take up the sports teaching at the approved secondary education institutes shall be registered in the centres they have chosen, within the time limits laid down by them.

2. Those who are going to pursue the higher-grade sports teaching in distance learning, in the centers created under the additional 43rd of the Organic Law 2/2006, of 3 May, of Education, will carry out the registration by means of telematics within the time limits indicated by the approved centres.

3. The registration fee shall be entitled to an ordinary final assessment and another extraordinary assessment.

4. The maximum number of calls shall be four calls to exceed each of the sports teaching modules, except for the practical and final project training modules, the maximum of which shall be two calls. By way of exception, the Directorate-General for Territorial Assessment and Cooperation may provide for extraordinary calls or, where appropriate, for the possibility of cancelling the registration, where circumstances advise.

5. Each student may be enrolled in the number of sports teaching modules that he wishes, provided that he or she meets the general and specific access requirements of the corresponding sports teaching cycle.

Article 7. Didactic media.

1. The centre authorised to teach sports lessons in distance learning must necessarily have the following teaching methods: virtual learning platform, specific curriculum materials and guides. didactic.

2. The virtual learning platform will enable:

a) Communication between students and teachers, and vice versa.

b) Collaborative work among students.

c) Monitoring the activity of participating students.

d) The use of interactive activity self-correction tools.

e) Sending and evaluating tasks and activities.

f) The use of student assessment instruments.

3. The curricular materials used in distance learning will have a structure and format adapted for use in the virtual platform, they will be adapted to the precept in the fourth provision of the Organic Law 2/2006, of 3 of May, Education and the curriculum of the corresponding title approved for the territorial scope of management of the Ministry of Education, Culture and Sport, and must incorporate:

a) Multimedia elements and use of resources on the Internet.

b) Collaborative work activities among students.

c) Interactive and self-assessment activities.

4. The didactic guides for each module. They are the guidance documents for the student's self-employment. Its elaboration will be the responsibility of the corresponding didactic coordination departments, under the direction of the Head of Studies. The student must have access to them from the beginning of the course. These guides shall include at least the following contents:

a) Presentation of the module and relationship to the professional profile.

b) Objectives.

c) Contents.

d) methodological guidelines. Teaching resources.

e) Tutorial:

1. Telematics Calendars by Telematics (Schedule).

2. th Calendar of mandatory in-person tutoring (place and time).

3. Non-mandatory in-person tutoring calendar (place and time).

f) Criteria, procedures and assessment instruments.

g) Qualification criteria.

h) Calendar of in-person tests.

5. Measures to allow universal accessibility of students with disabilities to the distance learning regime will be adopted.

Article 8. Tutoring.

1. The tutorial action is part of the teaching function, aims to develop actions of a guiding and formative character, is the instrument that enables the continuous interaction of the teacher with the students, and must allow the follow-up individualised learning process for each pupil.

2. Due to the specific characteristics of the special-regime sports teaching, its professional skills and the sports learning processes, the tutorial action will be carried out by means of the combination of tutoring telematic, tutoring in a mandatory form, or by means of tutoring of both types, being of an individual or collective nature.

(a) Telematics Tutoring: These are the guiding actions that correspond to the learning outcomes that the student can overcome in a self-sufficient way and that will be articulated through the materials curricular. They will be able to be completed with non-compulsory in-person tutoring for the student, who will have the same purposes as tutoring by means of telematics and which will give students the opportunity to go to the centre and have both their facilities and the presence and direct help of a tutor. The centre, with a compulsory nature, will offer this type of tutoring in its calendar.

b) Mandatory in-person tutorials: Guidance and support actions that correspond to learning outcomes that, by their procedural nature and to their achievement, require learning activities Mandatory in-person.

3. There shall be a tutor or teacher for each sport teaching module which is provided at a distance, which shall be designated by the Director of the Centre. The tutor or teacher of each sport teaching module shall have the following functions:

a) Elaborate the didactic materials of your module, which will include the study materials.

b) Schedule and prepare mentoring sessions for the module assigned to you, as well as participate in teacher team meetings and other coordination activities.

c) Provide teaching materials for support when necessary.

d) Dynamize the learning activities of your module, individual and collective, and stimulate participation in them.

e) Bring an incident record of the tutoring, both individual and collective, to be made available to the distance learning coordinator when requested by the tutor.

f) Facilitate all data requested by the distance learning coordinator, referring to the modules that you provide for reporting.

g) Take care of the evaluation of the module.

4. The distance learning coordinator shall be appointed by the Director from among the tutors who provide teaching in each group. The distance learning coordinator shall have the following functions:

a) Orienting and supporting the students in their learning process for the acquisition of the terminal capabilities, using the information and communication technologies, as well as the tools that provides the Internet from established teaching materials.

b) Guide and advise students on the use and familiarisation of the tools of the virtual learning platform, the structure and characteristics of the teaching materials housed in this and the communication tools which you have.

c) Promoting and energizing the participation of students, as well as stimulating collective activities and communication, through forums, real-time conversation sessions or in-person sessions, promoting activities that generate reflection and debate.

d) Resolve doubts and track the progress of the students.

e) To inform the students about all aspects related to the schedule of tasks and activities to be performed during the course, the conduct of the in-person tests and the evaluation and qualification procedures.

f) Collaborate in the organization and development of in-person testing.

g) Coordinate the evaluation of the students in the assigned group.

h) To participate, in the terms in which they are established, in the review, updating and evaluation of the didactic material in a coordinated manner, as well as in the programming and design of activities, the works, tasks and projects that Students must perform throughout the course.

Article 9. Assessment.

1. The general references of the assessment shall be those laid down in Article 27 and Chapter IV of Royal Decree 1363/2007 of 24 October 2007 establishing the general management of special arrangements for sport. In addition, the evaluation will take as a reference the overall objectives of the cycle, and the objectives and evaluation criteria set out in the curriculum for each sport teaching module, in relation to the competences to be established in the the professional profile of the corresponding title.

2. The evaluation of the student will combine both the continuous and formative evaluation with the carrying out of necessarily in-person evaluation activities, with a proportional weighting of the elements involved in distance learning.

3. The obtaining and the effects of the certificates and certificates shall be the same as those laid down for the system of face-to-face education.

Single additional disposition. Generic references.

All references to students, and tutor teachers for whom the form of generic male is used in this order must be understood to apply indistinctly to women and men.

Final disposition first. Development authorization.

It is up to the Secretary of State for Education, Vocational Training and Universities to dictate how many provisions and instructions are required for the implementation of this order.

Final disposition second. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".
