I. justification preamble the National Library of Spain (BNE) keeps the memory of the Spanish State. It retains knowledge and disseminates knowledge. It is an institution open to the service of the citizens who, over time, it has known how to adapt permanently to a future of innovation and the scientific, technological and cultural changes in society. The Centre of reference is also informational and documentary on culture written in Spanish at the national and international levels.

The National Library of Spain guarantees for more than 300 years the preservation of cultures of Spain and its transmission to future generations. Its history during this long period of time has been parallel to the history of Spain and its collections reflect the evolution of literary creation, thought, art, music and Spanish science.

The National Library of Spain must now and in the future, continue to perform their specific mission in the context of technological change and ongoing innovation, adapting to an environment in which there have been radical changes in the way to create, edit, disseminate and access to culture, which has generated new forms of storage, conservation and transmission of knowledge in a world where prevail the contents and not brackets.

At present, the National Library of Spain develops its mission in a changing environment that requires to define a new model of library. In a context in which culture is generated in different types of brackets and that the contents have a high degree of obsolescence, the National Library of Spain must ensure the conservation, preservation and transmission of information and knowledge through a model with more agile functional and organic structures. On the other hand, there has been a significant change, both in the internal working procedures and services to users. Adaptation to the technologies of the information and knowledge requires new approaches to public service, with higher levels of demand, ensuring the accessibility of its collections and services not only in person, but also through the development of technological innovation projects that facilitate greater accessibility and use of its collections from anywhere in the world.

Spanish library becomes your consideration as first institution itself centre reference and advice for the development of policies library aimed to generate improvement in the Spanish field projects. It is equally necessary to strengthen its role as generator of normative professional and coordinator of cooperation projects which involve putting up of common instruments of access to information and provide effective services to other Spanish institutions.

The important task that has to be the National Library of Spain as a support to the scientific and technical research centre, recognized by law 14/2011, of June 14, the science, technology and research, encouraging the creation and dissemination of knowledge about Spanish culture and science and promoting the reuse of the information generated as the strategic value of development should also be promoted.

This should add the role that must comply with the National Library of Spain as a center of international reference in access to information and knowledge in Spanish, especially in relation to those countries with which is shares a history and a language common in a globalized world.

On the other hand, the National Library of Spain, as a public institution, should adopt necessary evaluation mechanisms that provide you maximum efficiency in its management, in such a way that improve both internal processes and the service provided to the public.

The National Library of Spain should also continue to promote its policy of openness and the citizenship approach, favouring the attainment of their goals and the dissemination of its collections through the development of a cultural programme aimed at different audiences, which result in more training and better access to culture. Similarly, it is necessary to work in actions that support and encourage research on the collections preserved in such way that will generate awareness and dissemination of Spanish culture.

II. of the Royal Library public at the National Library of Spain was created in 1711 by Felipe V as a Real public library. Since then it has always been true to his basic principle gather, catalogue, preserve, disseminate and transmit the Spanish bibliographic and documentary heritage.

The National Library of Spain opened its doors to the public from March 1, 1712. In 1761, the Foundation of the Royal printing press linked the library printer work leading printers, binders and engravers of the era.

During the 18th century its collections increased and it was stabilizing your internal organization, which enabled him in the second half of the 19th century to evolve to become national library, consolidate its mission as an institution responsible for the preservation and dissemination of the Spanish bibliographic and documentary heritage, and enhance their character of public library in the service of the citizens. Also during the 19th century and as a result of the successive confiscations, entered in the national library funds from convents, cathedrals, cabildos and military orders, which meant a significant increase in their collections, both by the number of volumes and the equity value of the same. Private collections in scholars and bibliophiles of great heritage value were also purchased at this time. The growth of their collections at a time of stability and consideration as public library and fundamental institution for the Spanish culture gave rise to an era of splendour and the consolidation of the national library as a fundamental institution for the history of Spain.

In 1985, through the Royal Decree 565/1985, of 24 April, are integrated in the national library, the national library, the Hispanic bibliographic Institute and the Centre of the treasure documentary and bibliographic.

Throughout his long life, the National Library of Spain has gone through different periods and has changed its name from agreement both to changes as its reliance in its consideration. Between 1712 and 1836 was Real public library, to spend in 1836 was renamed National Library and in 2009, following the adoption of its new statute, national library of Spain.

The National Library of Spain, which currently has two offices, the building of the Paseo Recoletos, opened to the public in 1896, and its second headquarters in Alcalá de Henares, opened in 1993, is the institution where it is kept, broadcasts and transmits culture written, graphic and audiovisual Spanish and reference centre for the international hispanism. III. legal history. The first formal organization of the library administrative evolution took place by means of Royal Decree founding 2 January 1716, which served also to approve the so-called first constitutions. These, twenty articles, already declared the public character of the library, open to «all kinds of teachers» or «all scholars», and establishing the powers and duties of the different «official». That same year, by Royal Decree of 15 October, was regulated mandatory deposit in the library a bound copy of all what will print in the Kingdom.
Within eight days so the Real public library to exercise the right of first refusal on the copies offered for sale, thus allowing the acquisition, through auctions, heritage copies of value for the Spanish culture was established in 1750.

In 1761 Carlos III adopted a new constitutions that modified the 1716, by which settled new operating rules, and they underlined the character of public institution at the service of users, and founded the Royal printing press.

In 1836 the Royal public library became dependent on the Ministry of the Interior and changed its name to the national library, consolidating its mission as an institution responsible for the preservation and dissemination of the Spanish bibliographic and documentary heritage.

The organic Decree of 1856 and the regulation for functioning of 1857, which replaced the old constitutions of 1761, reinforced it its commitment of public library and its role as Spanish bibliographic Centre.

In 1896 a new Royal Decree regulated the obligation of delivering every printed work to the National Library and its Board of Trustees was created in 1930.

In 1932, it was established that the address of the National Library should be played by a member of the optional body.

A new organic Decree and a regulation of the library who tried to modernize its structure was adopted in 1957. In that same year the regulatory regulation of the Legal deposit was approved.

By means of Royal Decree 848/1986, of 25 April, the functions are determined and approved the basic structure of the library, then developed by ministerial order adopted the same year.

Law 31/1990, of 27 December, the State budget for 1991, transformed the national library in autonomous agency and by Royal Decree 1581 / 1991, of 31 October, approved its regulatory statute. Recently, through the Royal Decree 1638 / 2009, of 30 October, approved the new statute, whereby the Agency went on to adopt its current name, national library of Spain.

On July 29, 2011 was approved the law on legal deposit, including electronic documents and web sites, thus adapting the conservative and sending mission of the National Library of Spain to new media knowledge.

IV. content of the law with this law, as laid down in article 63.1 of the law 6/1997, of 14 April, of organization and functioning of the General Administration of the State, without altering the character of the organisation of the institution, establish certain peculiarities relating to their organization and their resources, in order both to the achievement of the stability necessary for compliance with the National Library of Spain from their purposes, as a more efficient management of their resources.

Chapter I regulates the denomination, nature, status, autonomy and purposes and functions of the National Library of Spain. The institution will maintain its nature of autonomous organization and legal personality with management autonomy in accordance with the provisions in this law and other applicable standards.

Consistent general purpose are collected in: «meet, describe and guarantee protection, enrichment, conservation and transmission in the exercise of its functions, the bibliographic and documentary, heritage produced in Spain as well as the generated about Spanish culture», «secure access and dissemination of its collections in order to encourage its use, as a means of cultural enrichment social and economic, as well as «to promote and develop policies in relation to the Spanish bibliographic and documentary heritage library».

The Organization of the National Library of Spain is regulated in chapter II, and sets that governing bodies will be the Presidency, the Royal Trust and address.

The Presidency of the National Library of Spain corresponds to whoever is holder of the Ministry of education, culture and sport, corresponding to «top Agency management», «the adoption of the multiannual strategic plan, annual plan of objectives, annual activities report and the preliminary draft budget of the Agency», 'the effectiveness of the management of the body control' and 'rise to the Council of Ministers proposed appointment of the person holding the address of the national library in Spain, after consultation with the Royal Board whose consideration submit the criteria to be considered for appointment".

Is a detailed regulation of the Royal Board, whose presidency of honour corresponds to SS. Mm. los Reyes of Spain. The Royal Board may act in plenary and in the Standing Committee. The Presidency of the institution 'will hold the institutional representation of the National Library of Spain and shall convene and preside over the Royal Board in plenary session and Standing Committee'; Plenary 'shall be established in the framework of this law and the Statute, the principles of organization and management of the National Library of Spain, will determine the guidelines of their performance and will ensure their compliance in the terms fixed by the Statute', and the Standing Committee 'will boost and will oversee the strategy and the lines of action of the National Library of Spain set by the plenary of the Royal Board «, on terms to be determined by the Statute ".

As head of the Agency, there will be a person in charge of handling with category of Director-General, which will be named and separated by Royal Decree agreed in Council of Ministers. His appointment will serve the principles of merit, ability and fitness.

It corresponds to the direction of the National Library of Spain lead the management of the Agency, to take measures that will lead to the fulfilment of the aims and objectives identified by the Royal Board, flaunting its official representation in the absence of the person holding the Presidency, the recruitment on behalf of the Agency, the disposition of costs, authorising payment and accountability to the Court of Auditors through the general of the administration of the State intervention, in the terms established in the Law 47/2003, of 26 November, General budget, as well as other functions assigned to it by statute.

He is envisaged in the Statute of the National Library of Spain is regulated the composition and functioning of a Scientific Committee with advisory functions. Also sets the Statute shall constitute and shall be regulated by the Board of Directors.

Chapter III regulates the regime of staff of the National Library of Spain. Such personnel, in accordance with the provisions of article 47.1 of the Act 6/1997, of 14 April, of organization and functioning of the General Administration of the State, will be official or staff, in the same terms established for the General Administration of the State.

In chapter IV, is regulated regime, recognizing that the National Library of Spain will have an own patrimony and that also have, on quality of assigned assets, assets of the State.

The management and administration of these goods shall be exercised in accordance with the provisions in the Act 33/2003, 3 November, the heritage of the public administrations, and, with respect to the assets of cultural interest, shall be put to the regime established in law 16/1985, of 25 June, the Spanish historical heritage.

Chapter V regulates the regime of hiring, economic resources, revenues from activities and spaces, participation in societies and foundations, the budgetary regime, the regime of accounting and financial control.

In the regulation of the procurement regime is a general remission to the consolidated text of the law of contracts in the Public Sector, approved by Royal Legislative Decree 3/2011, from 14 November.

Among economic resources is expected to the Royal Board "will carry out an active work of own resources, especially derivatives of the free paid by private entities and individuals and the income received as a result of the patronage of facilities».

Establishes that the National Library of Spain can participate in corporations or foundations that have common purpose with the library.

The financial control shall be laid down in the Law 47/2003, of 26 November, General budget and other legislation resulting from application.

The provision additional first provides that, to contribute to the dissemination of multilingual heritage of the Spanish State, will promote the use of the different official languages of the State. The provision contemplates additional second that facilities and services will be accessible to persons with disabilities. In the single transitional provision regulates the appointment of the new members of the Royal Board.

Chapter I General provisions article 1. Name and nature.

The National Library of Spain is an autonomous body under the law 6/1997, of 14 April, of organization and functioning of the General Administration of the State, attached to the Ministry of education, culture and sport and form part of the Spanish library system, in accordance with the provisions of law 10/2007, of 22 June reading the book and libraries.
The National Library of Spain is the depositary Center of Spanish bibliographic and documentary heritage that occurs in any medium or medium. It aims to gather, catalogue, preserve, increase, manage, disseminate and transmit, in fulfilment of its purposes, the bibliographic and documentary heritage Spanish and Spain published abroad, as a source of knowledge for all Spanish and international society, ensuring its integrity and facilitating access to all citizens and future generations.

Article 2. Legal status and autonomy.

1. the National Library of Spain has differentiated public legal personality, own patrimony and Treasury, as well as autonomy of management, and will adjust their actions to provisions of this law; the law 16/1985, of 25 June, on Spanish historical heritage; Law 10/2007, of 22 June, reading, book and libraries; Law 33/2003, 3 November, heritage of the public administrations; Law 6/1997, of 14 April, organization and functioning of the General Administration of the State; in the Law 47/2003, of 26 November, General budget; the law 23/2011, July 29, of legal deposit; in Royal Decree 3/2011, of 14 November, which approves the revised text of the law of contracts in the Public Sector and other provisions applicable to autonomous bodies.

2. in accordance with the provisions in article 63.1 of the law 6/1997, of 14 April, organization and functioning of the General Administration of the State, the National Library of Spain, for the performance of its functions and the fulfilment of its purposes, shall be governed in its performance, in addition, by specialties provided for in this law.

Article 3. Purposes and functions.

They are essential for the National Library of Spain ends as follows: 1. collect, describe and guarantee protection, enrichment, conservation and transmission, in the exercise of its functions, the bibliographic and documentary, heritage produced in the Spanish State as well as the generated on their different cultures. To achieve this end develops the following functions: to) Act as central depository and conservation of Spanish cultural production in any medium, including electronic documents and web sites, in the terms established by the legislation on legal deposit and exercising high inspection and monitoring of compliance.

(b) cataloguing and describing the physical and digital collections in such a way that it is guaranteed access and retrieval of the information on the bibliographic and documentary heritage.

(c) develop the literature of the Spanish State so that it serves as a reference tool updated for the bibliographic control of publishing and the creation of catalogues of their libraries.

(d) increase their collections, especially those of higher value and meaning for the bibliographic and documentary heritage.

(e) ensure the preservation and conservation of its collections through the realization of the necessary preservation plans and security measures.

(f) collect, preserve and store digital content on Spanish cultures and ensure its preservation and accessibility for economic, cultural, research or information purposes.

2 ensure the access and dissemination of its collections in order to encourage its use as a means of economic, social and cultural enrichment. To achieve this end develops the following functions: to) promote scientific research and knowledge about the different cultures of the Spanish State, providing quality services to researchers.

(b) develop a policy active digitization of their collections to ensure its preservation and promote the creation of the digital library of the bibliographic and documentary heritage of the Spanish State.

(c) develop a programme of exhibitions and cultural activities that meet the objective of spreading the value of their collections and provide the institution citizens.

(d) promoting and supporting research programmes aimed at generating knowledge about their collections, established spaces of dialogue with research institutions and researchers from around the world.

3. to promote and develop policies librarians for bibliographic and documentary heritage of the Spanish State. To achieve this end develops the following functions: to) exert from center of reference in the field of normative Technical Librarian, through its development and updating, in order to promote cooperation projects.

(b) participate actively in forums, federations, foundations, colleges, associations and other professional organizations, as well as programmes and projects, both nationally and internationally, primarily those of European and Latin American.

(c) promote and cooperate in training programs linked with the library profession and science of documentation.

(d) to promote and collaborate in the creation of bibliographic catalogues and collective databases, as well as the unification of libraries and digital repositories, in such a way that it contributes to improving access to the bibliographic and documentary heritage.

Chapter II Organization and function of the National Library of Spain article 4. Governing and advisory bodies of the National Library of Spain.

1 the governing bodies of the National Library of Spain are the following: to) the Presidency.

(b) the royal patronage).

(c) the address.

2. the advisory bodies are the Board of Directors and the Scientific Committee. The Statute of the National Library of Spain shall regulate the composition and functioning of the same.

Article 5. The Presidency of the National Library of Spain.

1. the Presidency of the National Library of Spain is who is head of the Ministry of education, culture and sport.

2 corresponds to the Presidency: to) the senior management of the Agency.

(b) the adoption of the multi-annual strategic plan, annual plan of objectives, annual activities report and the preliminary draft budget of the Agency.

(c) the control of effective management of the Agency.

(d) raise to the Council of Ministers proposed for the appointment of the person holding the address of the National Library of Spain, after consultation with the Royal Board whose consideration submit the criteria to be considered for the appointment.

Article 6. The Royal Board of Trustees of the National Library of Spain. Composition.

1. the Real Board is the collegiate governing body of the National Library of Spain.

2. the Presidency of honour of the Royal Board corresponds to SS. Mm. los Reyes of Spain.

3. the plenum of the Royal Board consists of a minimum of seventeen members and a maximum of thirty, eleven of which have the character of ex officio in accordance with the Statute, three of them representatives of the libraries of the autonomous communities, rotational designated by the Sectorial Conference of culture.

4. the rest of the members will have the character of designated and shall be appointed and separated by the titular person of the Ministry of education, culture and sport among people of recognised prestige or competence in the field of culture, scientific research and the economy or who have distinguished themselves by their collaboration or support of the National Library of Spain taking into account the principle of balanced presence of men and women. The appointed members will play three years his mandate, which may be renewed for periods of the same duration. Its cessation will occur at the end of his term of office or resignation, revocation of the mandate, death or incapacity.

5. the plenum of the Royal Board shall elect from among the members by appointment, to those who occupy the Chair and Vice-Chair, who shall be appointed by the titular person of the Ministry of education, culture and sport for a period of five years. Also the plenary, on the proposal of the Directorate, shall appoint the titular person of the Secretariat, which will be official of the National Library of Spain and do not hold the status of Member of the Board of Trustees.

6. the Board of Trustees shall be a Standing Committee whose composition will be which is established in the Statute.

Article 7. Operation of the Royal Board of Trustees of the National Library of Spain.

The Royal Board acts in plenary sitting and Standing Committee. The plenary shall consist of all its members.

The Board shall meet at least twice a year in ordinary session and few necessary prior calls for special session of the Presidency.

Article 8. Functions of the Royal Board.

1. the Presidency of the Royal Board will hold the institutional representation of the National Library of Spain and shall convene and preside over the Royal Board in plenary session and Standing Committee.

2. the plenum of the Royal Board shall establish, in the framework of this law and the Statute, the principles of organization and address of the National Library of Spain, will determine the guidelines of their performance and ensure their compliance in the terms fixed by the Statute.

3. the Standing Committee will promote and oversee the strategy and the lines of action of the National Library of Spain set by the plenary of the Royal Board, on terms to be determined by the Statute.

Article 9. The address of the National Library of Spain. Appointment and functions.
1. the person holding the address, which will be director-general category, will be named and separated by Royal Decree agreed in Council of Ministers, on the proposal of who is head of the Ministry of education, culture and sport, according to criteria of professional competence and experience in relation to the aims and objectives of the National Library of Spain.

Article 10. The Scientific Committee.

The Statute of the National Library of Spain shall regulate the composition and functioning of a Scientific Committee responsible for advice on participation of programmes and research projects national and international studying the collections of the National Library of Spain, as well as in all the aspects related to the generation of content aimed to provide a better understanding of the collections and to develop projects of technological development and innovation.

Staff article 11 Chapter III regime. Staff of the National Library of Spain.

1. in accordance with the provisions of article 47.1 of the Act 6/1997, of 14 April, staff at the service of the National Library of Spain will have consideration of public employee subject to law 7/2007, of October 12, the Basic Statute of the public employee, and other concordant regulations.

2. the staff of the National Library of Spain will be subject to the incompatibilities regime established a general rule for the staff at the service of the public administrations.

Chapter IV patrimonial regime article 12. Patrimonial regime.

1. the National Library of Spain will have, for the fulfilment of its purposes, a heritage own, different from the from the General Administration of the State, composed of all property and rights which owns.

2. in addition, they will be assigned to the Agency for the fulfilment of its purposes the assets of the estate of the State which agreed the corresponding organ.

3. the management and administration of the goods and rights, as well as those of the patrimony of the State which is signatory to it for the fulfilment of its purposes, shall be exercised in accordance with the above Statute, subject in all cases to provisions for public bodies Act 33/2003, 3 November, of the heritage of the public administrations.

4. those assets of cultural interest which form part of the heritage of the National Library of Spain or are attached to it, whether movable or immovable, shall be subject to the special regime of protection and guardianship law 16/1985, of 25 June, the Spanish historical heritage.

Chapter V procurement regime, budgetary and financial article 13. Procurement regime.

The system of recruitment of the National Library of Spain is governed by the provisions of the law of contracts in the public sector.

Article 14. Economic resources.

1 the financial resources of the National Library of Spain may come from the following sources: to) goods and values that constitute its heritage.

(b) products and incomes from that heritage.

(c) the specific appropriations which had assigned in the General State budget.

(d) the current or capital transfers coming from Governments or public entities.

(e) ordinary and extraordinary income whether they are public or private law, according to the provisions by which it is governed, the National Library of Spain is authorized to receive, and, in particular, that come from the sale of publications in any medium or support and other kind of objects, of the preparation of courses, conferences and seminars agreements of cooperation and the activities of this Organization as interlibrary loan, the reproduction of documents, delegated bibliographic searches and selective dissemination of information, or any other activity or service related to the functions of the organism.

(f) subsidies, voluntary contributions, donations, inheritances, bequests and other contributions by private entities and individuals.

(g) income received from natural or legal persons as a result of the patronage of the sponsorship of activities or facilities.

(h) any other resource that could be attributed.

2 the resources specified in the previous paragraph, with the exception of those listed in paragraphs c) and (d)), shall constitute the Agency's own resources.

3. the Royal Board of the National Library of Spain will carry out an active work of own resources, especially derivatives of the free paid by private entities and individuals and the income received as a result of the patronage of facilities.

Article 15. Income from activities and spaces.

1 the Biblioteca Nacional of Spain revenues arising from the activities of the library will have the nature of rates or prices public, under cover of the law 8/1989 of 13 April, rates and prices public.

The establishment or modification of the amount of the public prices will be for the National Library of Spain, prior authorization from the Ministry of education, culture and sport.

2. revenue arising from the use or transfer of areas of real estate, own or attached, which are qualified as demaniales, the nature of rate and are regulated in chapter VI of title I of law 25/1998, of July 13, modification of the Legal regime of State and local rates and rearrangement of the economic benefits of public character. The determination of the amount or its modification will be done through ministerial order.

3. the Administration and collection of the prices and rates will be held by the National Library of Spain, who enter them in their heritage.

4 will be private law income others receiving the National Library of Spain by the provision of services or activities which, in accordance with the law, do not have tax nature, do not constitute public prices, and not derived from the exercise of administrative powers.

Article 16. Participation in corporations or foundations.

When it is essential for the achievement of the purposes assigned, the National Library of Spain can participate in societies, foundations or other entities non-profit whose purpose is consistent with the purposes of the National Library of Spain, in the terms established by the legislation in force and the mode to be determined in its Statute.

It will be up to the Council of Ministers, on a proposal from the Minister of finance and public administration and on the initiative of the person holder of the Ministry of education, culture and sport, authorize acts of acquisition of securities representing the capital of commercial companies, either by subscription or purchase, in the event that the authorization of the Council of Ministers is not mandatory in accordance with provisions in Act No. 33/2003 , 3 November, the heritage of the public administrations.

Article 17. Budgetary regime.

The National Library of Spain shall annually draw up a preliminary draft budget and forward it to the Ministry of education, culture and sport for further processing in accordance with provisions in the Law 47/2003, of 26 November, General budget.

Once the budget is approved, this will be made public on the website of the National Library of Spain, according to the principles of transparency and good governance.

Article 18. Accounting.

The National Library of Spain is subject to the General Plan of public accounting, in accordance with provisions in the Law 47/2003, of 26 November, General budget.

Article 19. Economic and financial regime.

1. the financial and economic management control regime financial of the National Library of Spain will be established for autonomous bodies in the Law 47/2003, of 26 November, General budget and other legislation resulting from application.

2. the exercise of the internal control of management economic financial, through the teacher role and permanent financial control, will be held by the Executive intervention in the National Library of Spain.

First additional provision. Use of the different official languages of the State.
In response to the essence of the National Library of Spain cultural benchmark of international scope, and in order to contribute to the dissemination and standardization of multilingual heritage of the Spanish State, will be promoted in the materials published by this organisation, as well as inherent to the exhibited work information and that which is offered to the visitors, the use of the different official languages of the State. A special attention to the Edition in co-official languages of materials in electronic format will pay.

Second additional provision. Accessibility for people with disabilities.

In accordance with the applicable sectoral legislation, facilities and services provided by the National Library of Spain will be accessible to persons with disabilities, which will constitute a social group of particular reference to the performance of this organism.

Sole transitional provision. Term of office of members of the Royal Board.

1. pending the entry into force of the new Statute of the National Library of Spain will continue as ex officio members of the Royal Board indicated in the Real Decree 1638 / 2009 of 30 October, which approves the Statute of the National Library of Spain.

2 to the entry into force of this law shall be appointed members of the Royal Board renewal. Those whose mandate was found to be current at the time of the entry into force of this law may be reelected to.

The duration of its mandate, regardless of their date of election, will be established in this law.

Sole repeal provision. Repeal legislation.

Article 97 of law 31/1990, of 27 December, of the State budget for the year 1991, as well as all the provisions of the same or lower rank which is contrary to the provisions of this law shall be repealed.

First final provision. Skill-related title.

This law is issued under cover of the provisions of article 149.1.28. ª of the Spanish Constitution, which attributes to the State exclusive competence in museums, libraries and State-owned files.

Second final provision. Maintenance of certain provisions.

The Royal Decree 1638 / 2009 of 30 October, which approves the Statute of the National Library of Spain, will remain in force, in what does not object to this law, until the entry into force of the new Statute of the National Library of Spain.

Third final provision. Adoption of the Statute.

Following the entry into force of this Act, the Government shall adopt as soon as possible the new Statute of the National Library of Spain, according to the same.

Fourth final provision. No increase in spending.

Implementation of the measures included in this law does not imply increased Endowment fees, or other staff costs.

Fifth final provision. Entry into force.

This law shall enter into force the day following its publication in the "Official Gazette".

Therefore, command to all Spaniards, private individuals and authorities, which have and will keep this law.
