The creation of an Honorary Consular Office of Spain in the city of Charlotte, the main city of the State of North Carolina, is justified by the need to provide effective and rapid assistance to the resident Spanish colony and registered in that State.

Therefore, on the initiative of the Directorate General of the Foreign Service, in accordance with the proposal made by the Embassy of Spain in Washington, with the favorable report of the Directorate General of Spanish on the Foreign and Consular and Migratory Affairs and the Directorate General for North America, Asia and the Pacific, I have had to arrange:

First

An Honorary Consular Office is created in the city of Charlotte (North Carolina State), (USA), with jurisdiction in Cherokee, Clay, Macon, Graham, Swain, Jackson, Transylvania, Haywood, Madison, Buncombe, Henderson, Polk, Rutherford, McDowell, Yancey, Mitchell, Burke, Cleveland, Gaston, Lincoln, Catabwa, Alexander, Caldwell, Avery, Watauga, Ashe, Wilkes, Iredell, Rowan, Cabarrus, Meclemburg, Wikes, Alleghany, Surry, Yadkin, Davie, Davidson, Randolph, Montgomery, Moore, Hoke, Scottland, Robeson and Rockingham, with category Viceconsulado Honorary and dependent on the Consulate General of Spain in Washington.

Second

The Head of the Honorary Consular Office of Spain in the City of Charlotte (State of North Carolina) (USA) shall have, in accordance with Article 9 of the Vienna Convention on Consular Relations of 24 April 1963, Honorary Viceconsul category.
