The Organic Law 2/2006 of 3 May of Education, in Article 102, provides that permanent training constitutes a right and an obligation for all teachers and a responsibility of the educational and administrative administrations. the centres themselves. Permanent teacher training is the way in which this can be incorporated into all processes that guarantee the dynamism, planning, updating and quality of education.

Therefore, it is necessary for the educational administration to build a training model in order to meet the needs of the educational system, which is derived from the institutional objectives, taking into account the needs of the teacher has in his daily professional performance.

To this end, Order ECI/30 88/2007, of 18 October, which regulates the structure and functioning of the Centres of Teachers and Resources in the field of management of the Ministry of Education and Science, created the Centres of Teachers and Resources in the territorial area of management of the Ministry of Education and Science in the cities of Ceuta and Melilla.

In a context of rationalisation and simplification of administrative structures, it is up to the services and the teacher training network to be reorganised and updated to meet the new needs of staff. teacher, adjusting the orientation of the training towards formulas that make it effective, balanced and sustainable.

In this respect, according to the first article of the aforementioned order ECI/30 88/2007, of 18 October, and Article 3 of Royal Decree 1693/1995 of 20 October, which regulates the creation and operation of the Teachers and Resources, corresponds to the Ministry of Education and Science itself, currently Ministry of Education, Culture and Sport, the creation, modification and suppression of the Centers of Teachers and Resources in its territorial scope management.

Under this competition, and with the prior approval of the Minister of Finance and Public Administrations, I have:

Article 1. Deletion.

The Centres of Teachers and Resources included in paragraph 1 of the Annex to Order ECI/30 88/2007 of 18 October 2007, which regulates the structure and functioning of the Centres of Teachers and Resources in the field of management of the Ministry of Education and Science.

Article 2. Function integration.

The functions that the Centres of Teachers and Resources have been carrying out are integrated into the Units of Educational Programs in the provinces of Ceuta and Melilla, which are regulated by the Order of 13 October. 1994 establishing the organization and functions of the Educational Program Units of the Provincial Directorates of the Department.

Article 3. Administrative dependency.

Provincial Directorates will reorganize, in coordination with the Ministry of Education, Culture and Sport's Directorate General for Evaluation and Territorial Cooperation, the Services and Departments of the Program Units to fully take on the roles of the former Teachers and Resources Centres, ensuring actions aimed at updating and continuing teacher education, innovation and educational experimentation.

Single repeal provision. Regulatory repeal.

Order ECI/30 88/2007, dated October 18, is hereby repealed, regulating the structure and functioning of the Centers of Teachers and Resources in the field of management of the Ministry of Education and Science.

Single end disposition. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".
