Royal Decree 1081/2014 of 19 December 2014 governing the direct award of grants for the carriage of industrial vehicles for the carriage of passengers and goods with their own traction capacity ' PIMA Transport ", approved the aid of this Plan of Impulse to the Environment.

Article 8.1 of that Royal Decree indicates that the competent body to order and instruct the concession procedure will be the Spanish Office of Climate Change of the Ministry of Agriculture, Food and Environment.

On the other hand, article 8.2 of that Royal Decree says that the competent body to resolve will be the Secretary of State for the Environment of the Ministry of Agriculture, Food and Environment, directly or by delegation, in accordance with the provisions of Order AAA/838/2012 of 20 April on the delegation of powers of the Ministry of Agriculture, Food and the Environment.

In order not to paralyse the administrative procedure, Article 13 of Law 30/1992 of 26 November, of the Legal Regime of the Public Administrations and Common Administrative Procedure, provides that the organs of the different public administrations may delegate the exercise of the powers conferred on them in other bodies of the same administration.

For all of the above, the Secretary of State for the Environment, after authorization from the Minister, resolves:

First.

Avocar the authorization of the accounting documents, in respect of the grants provided for in Royal Decree 1081/2014, of 19 December, for which the direct grant of subsidies for the achatarramiento of Industrial vehicles for the carriage of passengers and goods with their own traction capacity 'PIMA Transport'.

Second.

Delegate to the Director General of the Spanish Climate Change Office of the Ministry of Agriculture, Food and Environment, Ministry of Environment, in respect of the grants provided by the Royal Decree 1081/2014 of 19 December 2014 regulating the direct grant of subsidies for the removal of industrial vehicles for the carriage of passengers and goods with their own traction capacity 'PIMA Transport', and without limit amount, the following competencies:

a) Grant the grants.

b) Approve, commit, acknowledge the obligation and propose payment of the expenditure arising from such grants.

c) Authorize the corresponding accounting documents.

Third.

Publish this Resolution in the "Official State Gazette", producing effects from the day following its publication.
