Law 19/2013, of December 9, of transparency, access to public information and good governance, provides that its title I, dedicated to the obligations of transparency in public activity, will enter into force after one year since its publication, that is, on December 10, 2014. The National Commission for Markets and Competition is bound by this rule in accordance with the provisions of its Article 2.1.c).

Among the new obligations assumed by the National Commission on Markets and Competition under Law 19/2013 is to address requests for access to public information from citizens.

This delegation of powers is intended to be adapted to the new actions to be carried out in order to organise the management of these applications and to ensure that they are properly addressed in time and form. The purpose of this delegation is to identify a body for the exercise of the competence to resolve requests for access to public information for citizens in order to facilitate a clear framework for action to promote speed, efficiency and efficiency in the performance of the tasks entrusted to it by the Commission.

For all of this, pursuant to Article 19.p) of Law 3/2013, of 4 June, in conjunction with Article 15.2.p) of the Organic Statute of the National Commission on Markets and Competition, and in accordance with the provisions of the Article 13 of Law 30/1992 of 26 November of the Legal Regime of Public Administrations and of the Common Administrative

This Presidency agrees:

First.

Delegate to the Secretary of the Council of the National Markets and Competition Commission the resolution of requests for access to public information submitted under Law 19/2013, of December 9, of transparency, access to public information and good governance.

Second.

The holder of the Council Secretariat shall report on a quarterly basis to the Chairman of the National Markets and Competition Commission on the exercise of delegated powers.

Third.

Publish in the "Official State Gazette" this resolution that will take effect the day after its publication.
