Law 59/2003 of 19 December, of electronic signatures, in Article 19 requires that all providers of certification services formulate a declaration of certification practices and policies in which they are detailed obligations which they undertake to comply with in relation to the management of the data for the creation and verification of both the signature and the electronic certificates, the conditions applicable to the application, issue, use, suspension and termination of the the validity of the certificates and the procedures for coordination with the public registers corresponding.

Royal Decree 1553/2005 of 23 December 2005 on the issue of the national identity document and its electronic signature certificates, as amended by Royal Decree 1586/2009 of 16 October 2009, provides for the Article 13 that the said declaration of certification practices and policies shall be available to the public in a permanent and easily accessible manner on the Home Office's website.

Order INT/738/2006, of 13 March, approving the declaration of certification practices and policies of the Ministry of the Interior, sets out in paragraphs 2.3 and 6.1.4 that both the certificates of the hierarchy of the DNIe and the new ACs to the certification domain, such as fingerprint checking, will be published at the address of the DNIE (http://www.dnielectronico.es) and through the State's Official Gazette.

New changes are needed to affect certain data in the name of the document and identification, as well as to the root of the DNIE, which directly affect several sections of the Annex to Order INT/738/2006, 13 March.

In its virtue, I have:

" 1.3.2 Certification Authorities.

The Directorate General of the Police (Ministry of the Interior) acts as a Certification Authority (CA), linking two key pairs with a particular citizen through the issuance of certificates of conformity with the terms of this DPC.

The Certification Authorities that make up the DNIE PKI are:

"DNIE ROOT CI 2": Top-level Certification Authority. This CI only issues certificates for itself, its Validation Authority, Revocation Authority, and its Subordinated CIs. It shall only be in operation during the performance of the operations established. Your most relevant data are:
