Royal Decree 126/2014 of 28 February, establishing the basic curriculum for primary education, regulates in its fourth additional provision the official evaluation documents.

Order ECD/686/2014, of 23 April, establishing the curriculum for primary education for the management of the Ministry of Education, Culture and Sport and regulating its implementation, as well as the evaluation and certain organizational aspects of the stage, set the characteristics of the official documents of their assessment and regulate their fulfillment and custody.

The final provision of Royal Decree 126/2014, of 28 February, empowers the person holding the Ministry of Education, Culture and Sport to dictate how many provisions would require the application of the provisions of the quoted royal decree.

Therefore, it is appropriate to establish the models of the official documents for the evaluation process in accordance with the rules set out above to ensure that this process is consistent, as well as to fix their the characteristics and responsibility of their preparation and completion.

The School Board of the State has delivered an opinion on the order's processing.

In its virtue, I have:

Article 1. Object.

The purpose of this order is to establish the elements and characteristics of the official primary education evaluation documents.

Article 2. Scope.

This order will be applied in the teaching centers corresponding to the management of the Ministry of Education, Culture and Sport, both in the national territory and abroad, in which the teaching of Primary education established in Organic Law 2/2006, of May 3, of Education.

Article 3. Official evaluation documents.

1. The official education documents are:

a) The academic record.

b) The evaluation minutes.

c) The academic history of the stage.

d) The personal report per move.

e) The guiding council for the third course of Primary Education.

f) Primary Education Stage Final Documents: the report indicative of the level obtained in the final stage evaluation and the Primary Education stage final report.

2. The academic record, and in its case the personal transfer report, are considered as basic documents to guarantee the mobility of students throughout the national territory.

3. The official evaluation documents shall be endorsed by the Director or the Director of the Centre and shall bear the signatures of the persons concerned in each case. The name and surname of the signatory, as well as the reference to the post or the teaching assignment, shall be together with them.

4. At the end of each course the teaching team will carry out the evaluation of the results achieved by the students and students of each group. The assessment of the results shall be recorded in the assessment documents with the results obtained, both positive and negative.

5. The results of the assessment will be expressed in Primary Education on the terms Insufficient (IN) for negative, Sufficient (SU), Well (BI), Notable (NT), or Outstanding (SB) ratings for positive ratings.

Such terms shall be accompanied by a numerical rating, without using decimals, on a scale of one to ten, with the following correspondences:

Insufficient: 1, 2, 3, or 4.

Enough: 5.

OK: 6.

Notable: 7 or 8.

Outstanding: 9 or 10.

6. The average note of the numerical ratings obtained in each of the areas shall be the arithmetic mean of the ratings of each of them, rounded to the nearest hundredth and in case of equidistance to the upper one.

7. Where the areas not exceeded in one of the courses have been exceeded in subsequent courses, they shall be considered as recovered.

It is understood that the student or pupil has not achieved competence in linguistic communication if the qualification is negative in the area of Spanish Language and Literature.

It will be understood that the student or pupil has not achieved mathematical competence and basic competencies in science and technology if the qualification is negative in the area of Mathematics.

8. The teacher or teacher may grant Honorific Mention in the area that imparts to the student who has obtained a qualification of 9 or higher in the average note of that area, and has shown an interest for the same especially remarkable. In this case, the acronym MH shall be collected in the assessment documents.

The number of honorific mentions awarded for each course may not exceed 20% of the students enrolled in the sixth course.

Article 4. The academic record.

1. The academic record is the official document which includes the information regarding the evaluation process of each student or pupil; it will be opened at the time of the student or student's incorporation into the school.

2. The academic file shall include, together with the identification data of the centre and the personal data of the student or pupil, the number and the date of registration, the results of the assessment with the qualifications obtained, the decisions of the promotion or stay at the stage with indication, where appropriate, of the date on which the pupil or pupil is deemed to have exceeded the objectives of the course and acquired the relevant skills and, where appropriate, the educational support measures and the curricular adaptations that have been adopted.

3. The academic file shall be accompanied, where appropriate, by the following documentation:

a) The data collected in the final stage evaluation documents and the third course of Primary Education.

b) Psychopedagogical and medical reports.

c) A copy of the delivery diligence to the parents, mothers or guardians of the student or the student of the academic history of primary education, as well as the record of sending copies of the same to the secondary school where continue your studies.

4. The custody and archiving of the academic files corresponds to the teaching centers in which the students have completed their studies of primary education. The secretary or the secretary in the public centers, or who takes up his duties in the private centers, will be responsible for his fulfillment and custody and the certifications that are requested and will be endorsed by the director or director of the center.

The completion and custody of the academic record will be supervised by the Educational Inspectorate.

5. The academic record shall be adjusted in its content to the model set out in Annex I.

Article 5. The assessment minutes.

1. The evaluation reports shall include, for each pupil or pupil, the areas which need it, the measures of educational reinforcement or significant curricular adaptation, where appropriate, which have been adopted during the course of the course.

2. The minutes of the evaluation of the sixth course of primary education shall include the proposal. for access to compulsory secondary education for pupils who meet the conditions laid down in Article 11 of Royal Decree 126/2014 of 28 February establishing the basic curriculum for primary education.

3. The minutes of the regular evaluation shall be in accordance with the model set out in Annex II.a).

4. The minutes of the extraordinary assessment shall be in accordance with the model set out in Annex II.b).

5. The results recorded in the evaluation reports shall be reflected in the academic record and in the academic record of the students and students.

6. The evaluation minutes in the Primary Education shall be signed by the tutor or tutor of the group, and shall bear the approval of the Director or the Director of the Centre.

7. The Registrar or the Secretariat of the Centre shall enter and sign in the amendments section of the minutes the proceedings which are intended to correct any errors or errors.

8. A report of the results of the final assessment of pupils shall be drawn up on the basis of the data recorded in the minutes, in accordance with the model in Annex VII. This report will be sent to the Education Inspectorate only at the end of the regular final evaluation, and will be part of the Center's Annual Report.

Article 6. Academic history of Primary Education.

1. The academic record, which will have the accreditable value of the studies performed, at the end of the stage, will be extended on an official printed paper.

2. The completion of the academic record is the responsibility of the secretary or the secretary of the center or who takes up his duties in the private centers, and will carry the approval of the director or director of the center.

The academic record shall include at least the student's identifying data, the subjects in each of the years of schooling, the results of the evaluation in each call (ordinary or extraordinary), the decisions on promotion and permanence, the average of the qualifications obtained in each of the areas, the level obtained in the evaluation of the third course and the end of the Primary Education, the information concerning the changes of the centre, the curricular and organizational measures applied, and the dates on which the different milestones.

3. Where the pupil or pupil is transferred to another centre for further study, the centre of origin shall send the academic record of primary education to the destination, and at the latter's request. The receiving centre shall open the relevant academic record. The registration shall become final once the copy of the academic record has been received.

4. After the completion of the stage, the academic history of Primary Education will be given to the parents, mothers or legal guardians of the student or the student, and will be sent together with the report indicative of the level obtained in the final evaluation of the stage to the center Secondary Education in which its studies continue, at the request of the Secondary Education Centre.

5. The completion, safekeeping and archiving of academic records is the responsibility of the schools, and will be supervised by the Educational Inspectorate.

6. The academic record of Primary Education shall be adjusted in its content to the model set out in Annex III.

Article 7. Personal report by shipment.

1. In order to ensure the continuity of the learning process for pupils and pupils who move to another centre without having completed the Primary Education course, the centre of origin will forward to the destination centre, and at the request of a personal report of the transfer, along with the academic history of Primary Education printed on ordinary paper.

2. The personal transfer report will be prepared by the tutor or tutor, based on the data provided by the teachers of the different areas, and will have the approval of the director or director of the center.

3. The personal transfer report shall be adjusted in its content to the model set out in Annex IV.

Article 8. Changes in the center of the students.

1. Where a pupil or pupil moves to another teaching centre to pursue his/her studies at the end of a school year, the centre of origin will forward to the destination, and at the latter's request, the academic record of Primary Education, printed on paper ordinary.

2. Where a pupil or pupil is transferred to another teaching centre to pursue his/her studies before the end of the school year, the centre of origin will forward to the destination centre, and at the latter's request, a copy of the academic history of primary education. and the personal report by shipment.

3. The registration shall become final on the basis of the receipt of the academic history of primary education.

4. The receiving centre shall be responsible for the custody of the academic history of primary education and, where appropriate, the personal transfer report, and shall open the relevant academic record of the pupil or pupil, to which he will move from the track record. Article 9. The guidance board for the third course of Primary Education.

1. The tutor, at the end of the course, taking into account the results of the internal evaluation processes and the results of the individualized evaluation of the third course of Primary Education, will have to provide the families with a guiding council to be informed of the degree of achievement of the objectives and the acquisition of the relevant competences, the possible measures to be taken and the ways in which they can work together to alleviate the potential difficulties of learning found.

2. The guiding board for the third course of primary education shall be adjusted in its content to the model set out in Annex V.

3. A copy of the guidance board shall be part of the student's or pupil's file.

Article 10. Final Primary Education documents: the report indicative of the level obtained in the final primary education assessment and the final primary education report.

1. Indicative report of the level obtained in the final education assessment.

Primary:

At the end of the sixth year of Primary Education, the Ministry of Education, Culture and Sport will carry out an individual assessment of all the students, in which the degree of acquisition of the competition will be verified in language communication, mathematical competence and basic skills in science and technology, as well as the achievement of the objectives of the stage, as regulated in Article 21 of the Organic Law 2/2006 of 3 May, of Education, as amended by Organic Law 8/2013 of 9 December for the Improvement of Educational Quality.

The outcome of the assessment will be expressed at the following levels: Insufficient (IN) for negative, Sufficient (SU), Well (BI), Notable (NT), or Outstanding (SB) ratings for positive ratings.

The level obtained by each student or pupil will be recorded in a report, which will be given to parents, mothers or legal guardians and will be informative and guiding for the schools in which the students and students have completed a sixth course of primary education and for those in which the next school year is completed, as well as for the teaching teams.

A copy of the report will be part of the student's or student's file.

2. Primary Education Stage Final Report:

At the end of the sixth course of Primary Education, the sixth-course teaching team will produce an individualized final report on primary education, which relates to the achievement of the objectives and the degree of acquisition of the competencies of the primary school. the stage.

This report will take into account and value the results of the final stage evaluation report.

The level obtained by each pupil or pupil will be recorded in the report, which will be given to parents, mothers or legal guardians. A copy of the report shall form part of the case of the pupil or pupil.

The model for that report is the model in Annex VI.

Article 11. Information and participation of families.

1. After each evaluation session, and when circumstances are given, the tutor or guardian will inform parents, mothers and legal guardians of the students in writing about the academic use of the students and the march of their educational process. For this purpose, the information collected in the continuous assessment process will be used.

2. The report models will be established by the centers themselves in the curriculum proposal of the stage.

3. After the final evaluation of the course or stage, the result will be reported in writing to parents, mothers and legal guardians of the students, with the indication, at least, of the following extremes: the qualifications obtained in the different areas, the promotion or not to the next course or stage and the support measures taken, where appropriate.

4. Parents, mothers and legal guardians shall have access to the information collected in the official evaluation documents and to the examinations and documents of the evaluations to be carried out on their children or their daughters or tutored.

Article 12. Minutes of the evaluation sessions.

1. The evaluation sessions are the meetings of the group of teachers of each group of students, coordinated by their tutor and with the advice, if any, of the counselor or counselor of the center, to assess both the learning of the students in relation to the achievement of the objectives and the acquisition of the competences of the stage, as the information coming from the families and the development of their own teaching practice, and to adopt the appropriate measures for their improvement.

2. A report shall be drawn up for each of the evaluation sessions in which the assessments and conclusions on the level of performance of the group and its students, and the agreements adopted in relation to the group or in relation to the group, shall be recorded. students and students.

3. The minutes of the evaluation sessions shall be signed by the tutor and by all the teachers and teachers in attendance.

Article 13. The official evaluation documents in case of extinction of the teaching center.

The Provincial Directorates and the Board of Education, where appropriate, shall take appropriate measures for the conservation and transfer of the official evaluation documents in the case of the extinction of the teaching centre.

Additional disposition first. Personal data of students.

1. Regarding the obtaining of the personal data of the students, the transfer of the same data from some centers to others and the security and confidentiality of these, will be in accordance with the regulations in force in the field of data protection personal character and, in any case, as laid down in the additional twenty-third provision of the Organic Law 2/2006, of 3 May, of Education.

2. The centres shall ensure the confidentiality of the data contained in the official assessment documents.

Additional provision second. Evaluation documentation of students with special educational needs.

The completion of the evaluation documentation of students with special educational needs will be governed, in general, by the provisions of this order.

Additional provision third. Supervision of the Educational Inspection.

It is up to the Education Inspectorate to advise and monitor the development of the evaluation process and to propose the adoption of measures to improve it. To this end, in their visits to the centres, the inspectors will meet with the management team, with the teachers and the teachers and with the others responsible for the evaluation, paying special attention to the assessment and analysis of the results of the the assessment of pupils or students and the fulfilment of the provisions of this order.

Additional provision fourth. Adaptation for educational action abroad.

1. The Secretariat of State for Education, Vocational Training and Universities may adapt the requirements of this order to the special needs and characteristics of the institutions in which primary education is taught abroad, to the Article 107.4 of the Organic Law 2/2006 of 3 May and of Royal Decree 1027/1993 of 25 June, regulating the educational action abroad.

2. For Spanish centers abroad, the references that are made to the Educational Inspection in this order shall be construed as references to the Department of Education Inspection of the Department, integrated in the General Inspection Subdirectorate.

First transient disposition. Individual stage final evaluation report.

During the course of 2014/2015, the centres will draw up the individualised report referred to in the Resolution of 18 June 2008, by the Secretariat of State for Education and Training, setting out the report individualised end of stage and personal report by transfer in Primary Education, referring to the objectives of the stage and competencies achieved by each pupil or pupil.

Second transient disposition. Evaluation of second, fourth and sixth courses.

In the course of 2014/2015, the evaluation of the students of second, fourth and sixth courses will be carried out according to the order of ECI/2571/2007, of September 4, of evaluation in primary education.

Transitional provision third. Average note of the students who have been taught regulated in Order ECI/2211/2007, of July 12.

For students who have completed part of the teaching of primary education according to the curriculum set out in Order ECI/2211/2007, of July 12, which establishes the curriculum and regulates the ordination of education Primary, the calculation of the average note referred to in Article 3 of this order shall be performed taking into account the following correspondence: Insufficient = 4; Enough = 5.5; Well = 6.5; Notable = 7.5 and Outstanding = 9.

Single repeal provision. Repeal of regulations.

From the total implementation of the modifications indicated in the final provision, the Order ECI2571/2007, of September 4, of evaluation in primary education is repealed.

Final disposition first. Implementation schedule.

The modifications introduced in the Primary Education evaluations will be implemented for the first, third and fifth courses in the 2014-2015 school year, and for the second, fourth and sixth courses in the school year. 2015 -2016.

Final disposition second. Application of the order.

The head of the Secretary of State for Education, Vocational Training and Universities is empowered to issue any resolutions and instructions necessary for the application of the provisions of this order.

Final disposition third. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".
