Organic Law 2/2006, of 3 May, of Education, states in article 5 that all persons must have the possibility to be formed throughout life, in and out of the educational system, in order to acquire, update, complete and expand their skills, knowledge, skills, skills and competencies for their personal and professional development. It also states that the basic principle of the education system is to promote lifelong learning and that, to this end, it will prepare pupils to learn for themselves and will make it easier for adults to incorporate them into the various teaching, favouring the reconciliation of learning with other responsibilities and activities.

For the purpose of adapting the Order of 9 May 1991, for which the "Miguel Hernández" awards were created, to the current characteristics of adult education, the modifications contained in this order.

In its virtue, I have:

Single item. Amendment of the Order of 9 May 1991, for which the "Miguel Hernández" awards are created.

The Order of 9 May 1991, for which the "Miguel Hernández" awards are created, is amended in the following terms:

One. The first paragraph is worded as follows:

" First.

The "Miguel Hernández" awards are created, aimed at recognizing and disseminating the work done by those public institutions, private non-profit entities and public adult education centers throughout the country. State that they are distinguished by their effective contribution to learning throughout the lives of adults. The different forms of literacy and access to education for disadvantaged groups will be particularly valued. "

Two. The third paragraph is worded as follows:

" Third.

The selection of the recipients will be carried out in accordance with the principles set out in Article 8.3.a) of Law 38/2003 of 17 November, General of Grants. To this end, a jury shall be set up under the chairmanship of the head of the Directorate-General for Vocational Training and composed of the persons who hold the General Secretariat for Lifelong Learning and the General Secretariat. Deputy of the Spanish National Commission for Cooperation with UNESCO, three representatives of different federations, associations and institutions related to adult learning and two representatives of the General Learning Subdirectorate the Long Life of the Ministry of Education, Culture and Sport, one of which will act as Secretary.

Jury decisions will be unappealable. "

Three. The fourth paragraph is worded as follows:

" Fourth.

The award recipients will receive the prize money and an accredited distinction. "

Four.

The sixth paragraph is worded as follows:

" Sixth.

The Jury will choose, among the projects that are the subject of the annual call of the "Miguel Hernández" awards, the Spanish candidates for the UNESCO International Literacy Awards, called annually on the occasion of the International of Literacy. These candidates will receive a special mention, named Julian Sanz del Rio, without any additional economic remuneration. "

Single end disposition. Entry into force.

This order will take effect the day following your publication in the "Official State Bulletin".
