The Council of Ministers, at its meeting on June 13, 2014, has adopted an agreement establishing June 14 as the National Day of Spanish Sign Languages.

For the purposes of giving publicity to the said Agreement, this Secretariat of State for Social Services and Equality has resolved to provide for the publication of the Agreement in the "Official State Gazette" as an annex to this resolution.

ANNEX

Agreement establishing the day of June 14 as the national day of Spanish sign languages

With the approval of Law 27/2007 of 23 October, which recognises the languages of Spanish signs, in addition to providing linguistic and cultural status for these languages, the society also takes a clear stance in favour of of the promotion and protection of the same.

The history of the linguistic community of these languages, the language of Spanish signs and the language of Catalan signs, in the defense of their right to use them and to learn them has been quite complex, and the associative movement of The Commission has not been involved in its efforts to ensure that these language rights are important for the exercise of its citizenship. It is not in vain to defend any language, in addition to its care and good use, the maintenance of traditions and attitudes of cultural identification which, in the case of the collective of deaf people, has served to root a strong feeling of community.

The legal recognition of the Spanish language of signs in the Spanish State and the language of Catalan signs in the territorial scope of Catalonia has been one of the largest historical claims of the deaf community. The life of a language is but the life of its users and users, people who participate in a society and interact with each other through that language.

The aim of this commemoration is to not only share and promote, the spread of these long-minorized languages that are the best tool to build on equality but also to promote measures to normalize their use more In addition to the domestic, educational or social-health fields. The greater the knowledge of these languages and their transcendence for many deaf and deaf people, with more ease they will adopt attitudes of tolerance and empathy among the citizenry. An occasion to remind entities and institutions that the languages of signs in Spain have developed a fundamental role for the transmission of ideas, the personal and social relationship, the exchange of knowledge and to debug strategies of participation in a society in which an auditory vision of the world prevails and in which a perception of the most visual things would certainly enrich everyone.

The recognition of the National Day of Spanish Sign Languages will serve to draw the attention of society as a whole to deaf, deaf and deaf people who freely choose to use the language of signs as recognised in Law 27/2007 of 23 October. It will also serve to remind you of the need to join forces in each and every area so that these people can exercise their rights as citizens.

The date of June 14 is proposed because that same day of the year 1936 is constituted the State Confederation of the Deaf Persons (CNSE), the main catalyst of this movement towards the conquest of the rights of the people users of the Spanish sign language and the language of Catalan signs. This is a date to remember and honor the work, effort and teson of many people who continue to watch their language.

With initiatives of this kind, it emulates other countries in the European environment. Thus Iceland approved it in 2012 and celebrates it on 11 February, on the occasion of the creation of the Icelandic Association of the Deaf People, Iceland Association of the Deaf (Felag heyrnarlausra), in 1960. Sweden reserves the third weekend of September to celebrate, in addition to the International Day of the Deaf, the National Day of the Swedish Sign Language, on a proposal from the Swedish National Association of the Deaf (Sveriges Dovas Riksforbund, SDR), founded in 1922.
