Law 12/1989, of May 9, of the Civil Statistics Service establishes in its article 8 that the National Statistical Plan is the main computer instrument of the statistical activity of the General Administration of the State and will be in effect for four years. And in Article 8.2, the law provides that the government will approve by royal decree the annual program with the actions to be carried out in the implementation of the National Statistical Plan, as well as the forecasts that to this effect will have to be incorporated into the General Budget of the State. For its part, in Article 9 the law determines that, for the purposes of article 149.1.31. of the Spanish Constitution, all the statistics included in the Statistical Plan shall be considered for state purposes. National.

In turn, Royal Decree 1085/2014 of 19 December 2014 approving the 2015 Annual Programme of the National Statistical Plan 2013-2016 provides for the first additional provision of the statistical operations 6562 Statistics of Tourist Movements of the Spaniards (FAMILITUR), 6563 Statistics of Tourist Movements in Borders (FRONTUR) and 6564 Survey of Tourist Expenditure (EGATUR) currently competition of the Institute of Tourism of Spain will become competence of the National Institute of Statistics in the course of 2015. Consequently, this royal decree incorporates to the National Statistical Plan 2013-2016 the change of competence to carry out the operations 6562 Statistics of Tourist Movements of the Spaniards (FAMILITUR), 6563 Statistics Tourist movements in Borders (FRONTUR) and 6564 Survey of Tourist Expenditure (EGATUR) of the Institute of Tourism of Spain to the National Institute of Statistics to be carried out throughout 2015.

This royal decree has been ruled by the Superior Council of Statistics, as provided for in Article 3.b) of Royal Decree 1037/1990 of 27 July, regulating the composition, organization and functioning of the Council Superior of Statistics. It has also been informed by the Interministerial Committee of Statistics, in compliance with the provisions of Article 3.1 of Royal Decree 1036/1990 of 27 July, which regulates the nature, functions, composition, organization and The functioning of the Inter-Ministerial Statistics Committee, and the Interterritorial Committee of Statistics, in accordance with the provisions of Article 43.a) of Law 12/1989, of 9 May.

One. The name of the statistical operation 6562 Statistical of Tourist Movements of the Spaniards (FAMILITUR) is modified in the list of statistical operations of the Hostels and Tourism Sector of Annex II, as follows:

"6562 Resident Tourism Survey (ETR/familiUR)"

Two. The name and the "bodies involved" in the information sheet of the statistical operation 6562 Statistics on Tourist Movements of the Spaniards (FAMILITUR), of the Hotels and Tourism Sector of Annex II are amended as follows:

Three. The section 'bodies involved' in the information sheet of the statistical operation 6563 Statistics on Tourist Movements in Borders (FRONTUR), the Hostels and Tourism Sector in Annex II is amended as follows:

The following forecasts will have effect from 1 May 2015: paragraphs one and two of the single article; abolition of the Statistics of Tourist Movements of the Spaniards (FAMILITUR) in the corresponding section of the Secretariat of State of Tourism, Institute of Tourism of Spain, contained in Annex III of the Plan (section five of the single article); and inclusion of the Survey of Tourist of Residents (ETR/familiUR) in the corresponding section of the Sub-Directorate General for Enterprise Statistics of the National Statistics Institute, contained in the Annex III to the Plan (Article 6 (6)).

The following forecasts will have effect from 1 October 2015: paragraphs three and four of the single article; deletion of the corresponding full section of the State Secretariat of Tourism, Institute of Tourism Spain, contained in Annex III to the Plan (section five of the single article); and the inclusion of the Statistics of Tourist Movements in Borders (FRONTUR) and the Tourist Expenditure Survey (EGATUR) in the corresponding section of the Subdirection General of Statistics of Companies of the National Institute of Statistics, contained in the Annex III to the Plan (Article 6 (6)).
