The Armed Forces are in need of greater flexibility in dealing with the new risks and threats that occur in a globalized world, where action in distant complex and geographic scenarios, and the The need to solve new problems is a challenge that they need to face with the extensive training of their members. To generate it, they can no longer rely solely on internal expertise and capabilities, but need to go to different sources to gain the knowledge needed for their performance.

addition, the Armed Forces constitute a heterogeneous, sophisticated and dynamic organization in which multiple and differentiated fields of activity are incardinate, with the training acquired in each of them being necessary. Transcend the individual level and spread throughout the organization. It is therefore essential to strengthen the concept of knowledge management so that it contributes to updating, enriching and improving the organisation itself.

Once the condition of a professional military has been acquired, continuing training, in terms of teaching in the Armed Forces, is carried out through the teaching of further training and the teaching of high defense studies. national. The integration into the general education system of the above mentioned teachings must be an added factor of motivation for all its components, as it represents a more visible ingredient of its formation and a recognition of the effort brought to of each one of them.

Therefore, it is necessary, in accordance with Articles 43, 48 and 75 of Law 39/2007 of 19 November, of the military career, to develop further education by conceiving it on the basis of a design professional career for members of the Armed Forces who, in an initial, eminently operational stretch, will allow the acquisition of new skills in areas of activity that complement those obtained in training taught in military academies. Later, a second, more open and versatile section of trajectory will be accessed, which addresses another set of needs and profiles, such as those required by a broad and complex organization.

The defense policy must have the maximum social and legislative support to make it a real state policy, which sees the full identification of society with its Armed Forces, assuming the related to security and defense as their own, which is essential for the work of our Armed Forces to be carried out with the necessary support and adequate recognition.

To do this it becomes necessary to regulate under Articles 43 and 49.1 of Law 39/2007, of November 19, the high studies of national defense, which are those related to peace, security and defense and politics The military, which is aimed at both the members of the Armed Forces and those who come from civil society and the various areas of public administrations, with the aim of contributing to the confluence of the different social sectors in the country. the common task of national defense.

Likewise, it is necessary to order the military studies that, according to Article 49.2 of Law 39/2007, of 19 November, can be considered by high studies of national defense and complement the training of the military for the professional exercise of the advice and senior management in the higher organs and managers of the Ministry of Defense and of the international security and defense agencies of which Spain is a party.

On the other hand, it should not be ignored within the scope of these teachings, especially in the high studies of national defense, research, which is a key element in the knowledge society, forming part of the In addition, it should be considered in the field of the Ministry of Defence.

The training of researchers is a key element of a knowledge-based society. The social recognition of skills acquired at this formative stage, the need to substantially increase the number of people with competence in research and innovation and the drive to influence and employment both inside and outside of academic fields is one of the main challenges of teaching in the Spanish Armed Forces.

In addition, the experience accumulated in the four years that the new model has implemented in the training education advises to modify the regulation of income and promotion and the ordination of training in the Forces Armed, approved by Royal Decree 35/2010, of 15 January, to move from the concept of overcoming two curricula, that of general, specific and fundamental military training, and the corresponding to qualifications of the educational system general to access the scales of officers or officers of the general bodies and Marine infantry, to the concept of overcoming a single curriculum in which the teaching of general, specific and fundamental general military training and the qualifications of the education system are integrated general, eliminating the concept of dual subjects. This does not mean changes at the organisational level in training education, nor in any case increase in staff costs.

This royal decree has been reported by the Ministry of Education, Culture and Sport and by the Ministry of Health, Social Services and Equality.

Likewise, during its processing, this project was informed by the professional associations with representation in the Council of Personnel of the Armed Forces, in accordance with Article 40.2.b) of the Organic Law 9/2011, of 27 of July, the rights and duties of the members of the Armed Forces, and the rest of the professional associations registered in the Register of Professional Associations of members of the Armed Forces have been informed in accordance with the article 40.1.c) of the Organic Law 9/2011, of 27 July. Finally, as set out in the art.  49.1.c) of the aforementioned organic law, has been reported by the Armed Forces Staff Council.

In its virtue, on the proposal of the Minister of Defense, with the prior approval of the Minister of Finance and Public Administrations, according to the State Council and after deliberation by the Council of Ministers at its meeting of the April 30, 2015,
