Article 65.1 of Law 39/2007 of 19 November of the military career provides that it is up to the Minister of Defence to determine the general guidelines for drawing up the plans for military training. general, specific and, where appropriate, technical; and Articles 12.1.e) and 15.1, respectively, that the curricula must conform to the definition of skills and design of profiles for the professional exercise provided for by the Heads of State Major of the Army of the Earth, the Navy and the Army of the Air and, in the field of the bodies The Armed Forces, the Assistant Secretary of Defense.

Law 39/2007 of 19 November has meant that teaching in the Armed Forces is fully integrated into the general education system and, consequently, is inspired by its principles and is oriented towards the achievement of its aims. established in the legal system, with adaptations due to the military condition.

The changes in the field of education referred to in Law 39/2007 of 19 November are of such a broad nature that they not only affect the conditions of entry but also make it necessary to establish a all training in the Armed Forces, as set out in Chapter III of the Regulation on the entry and promotion and management of training in the Armed Forces, approved by Royal Decree 35/2010, of 15 January, facilitating, in this way, a joint vision for the benefit of future candidates for the race military.

Likewise, Royal Decree 35/2010, of 15 January, has an impact in greater detail on the teaching of two curricula: general, specific and fundamental military training, and the corresponding to qualifications of the general education system, introducing the concept of double qualifications.

On the basis of the above, Order DEF/1158/2010, of 3 May, was approved on general guidelines of the plans of studies of general, specific and technical training for the access to the different scales of officers, a reference framework for the preparation of the curricula, and in July of the same year the corresponding study plans, starting their implementation in September 2010.

The experience gained in the four years of the new model in training education has shown that the concept of double qualifications, based on the dual subjects, introduced by the Royal Decree 35/2010 of 15 January generates doubts in the student, which is why it is intended to eliminate and integrate into a single curriculum the curricula corresponding to the general, specific and fundamental general military training and, in its case, technique, and corresponding training for a university degree degree of the system General education, as provided for in Article 64 of Law 39/2007 of 19 November.

With the entry into force of Royal Decree 339/2015, of 30 April, which orders the teaching of improvement and of high studies of national defense, the regulation of income and promotion has been modified planning of training in the Armed Forces, approved by Royal Decree 35/2010, of 15 January, to move from the concept of overcoming two curricula, that of general, specific and fundamental military training, and, where appropriate, technical, and corresponding training to obtain a degree of university degree from the general education system, to access the scales of officers of the general bodies and marine infantry to the concept of overcoming a single curriculum in which all the lessons of these curricula are integrated, eliminating the concept of dual subjects, without any changes at the organisational level in training, nor in any case increase in staff costs.

Therefore, in line with the above, and in order to make it easier for the student to reach the established capacities, in military education, it is intended to design a new frame of reference for the elaboration of curricula, which can grouping together one or more curricula, so that, from an academic point of view, the most outstanding aspects can be achieved in a simple, clear and synthetic document, which is obtained from the supporting memory, the structure of which is determines in this ministerial order.

The supporting memory is a complex and thorough document that constitutes the commitment of the Department on the characteristics of the military training and the conditions under which it will be developed allowing the analysis of all of these didactic aspects that need to be considered in the elaboration of a curricular design, and in turn, in this way, to control the process of implantation and to evaluate the quality of the results, these fundamental aspects for the Detection of possible dysfunctions, enabling the adoption of corrective measures, with the precise opportunity and effectiveness, to maintain excellent military training.

Not included in this memory are issues related to quality assurance systems as, in accordance with the provisions of Article 43.3 of Law 39/2007 of 19 November, the assessment procedures To ensure the quality of the teaching by means of its validation with respect to its purposes, it must be determined regulatively.

The evaluations do not go deeper nor do they address the deadlines for overcoming the plans of studies for access to the different scales of officers, these aspects, which because of their complexity and transcendence in the final of the student, they are subject to specific regulations.

During its processing, this project was informed by professional associations with representation in the Council of Personnel of the Armed Forces, in accordance with Article 40.2.b) of the Organic Law 9/2011, of July 27, rights and duties of the members of the Armed Forces and the other professional associations registered in the Register of Professional Associations of members of the Armed Forces have been informed, in accordance with Article 40.1.c) of the Organic Law 9/2011 of 27 July. In its virtue, I have:

Single item. Approval of the general guidelines.

The general guidelines for the development of curricula in training education for access to the different scales of officers of the Armed Forces ' bodies are approved, the text of which is inserted into continuation.

Single additional disposition. Implementation of the curricula of training education for access to the different scales of officers.

Curricula developed in accordance with these guidelines will be implemented from the academic year 2015/2016.

Single transient arrangement. Extinction of the existing study plans.

Once the new curricula enter into force, the plans of previous studies will be extinguished by academic year.

Single repeal provision. Regulatory repeal.

1. Order DEF/1158/2010 of 3 May 2010 on general guidelines for the curricula of general, specific and technical military training for access to the different scales of officers is hereby repealed.

2. In addition, any other provision of equal or lower rank which is opposed to the provisions of this ministerial order is hereby repealed.

Final disposition first. Approval of the CVs.

Within a maximum of two months from the entry into force of this ministerial order, the Minister of Defense will approve the curricula of the training teaching for the access to the different scales of officers of the bodies of the Armed Forces, in accordance with the terms laid down in the single additional provision.

Final disposition second. Dispositive faculties

The Under-Secretary of Defense is empowered, within the scope of their respective powers, to dictate how many provisions are necessary for the implementation of this ministerial order.

Final disposition third. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".

GENERAL GUIDELINES FOR THE DEVELOPMENT OF CURRICULA IN TRAINING EDUCATION FOR ACCESS TO THE DIFFERENT SCALES OF OFFICERS OF THE ARMED FORCES CORPS

Article 1. Object.

1. The purpose of this ministerial order is to establish the general guidelines for the development of curricula in the education of training for access to the different scales of officers, of the bodies of the Armed Forces, which will understand the plans for studies of general, specific military training and for the acquisition of the fundamental and, where appropriate, technical, and, in the case of, technical and, the curricula corresponding to the university degree qualifications of the educational system general.

2. In the field of this ministerial order, provided that the term training of officers is used, it is understood that we are referring to the single curriculum, which includes the training referred to in paragraph 1 of this article.

Article 2. Guiding principles of education of training of officers.

Training education will be governed by the following principles:

a) Conforming a learning-oriented teaching of the student and based on a continuous process of mentoring and follow-up, in order to achieve the proposed goals.

b) Ensuring a sustained training in the transmission of values and in the acquisition of knowledge, skills and skills, in such a way as to favour a leadership based on the prestige acquired by example, the preparation and the decision for troubleshooting.

(c) to provide training based on respect for fundamental rights and freedoms, on equal rights and opportunities for men and women, on the protection of the environment, on non-discrimination on the part of women, persons by reason of birth, race or sex, religion, opinion or any other condition or personal or social circumstance and in respect for justice.

d) Generate a motivating disposition of future learning and able to adapt to changes that are experienced both in the social and professional fields.

e) To achieve training tailored to the objectives pursued, through a continuous process of validation of the quality of the teaching system.

f) Consider teaching function as an essential factor in the quality of military education, recognizing the work of teachers and supporting their work.

Article 3. Purpose of the training of officers.

The purpose of the training of officers is for students to acquire the skills that they agree with the profiles needed for the professional exercise they determine, the Assistant Secretary of Defense and the Heads of State. Article 4. Criteria to which the training of officers should be adjusted.

The training of officers will meet the following criteria:

a) Provide the training and specialization required for access to the different official scales.

d) Promote constitutional principles and values, contemplating the cultural plurality of Spain.

e) To ensure the knowledge of the missions of the Armed Forces defined in the Constitution and in the Organic Law 5/2005, of 17 November, of the National Defense.

f) Promote the military's values and behavior rules.

g) Develop in the student skills to take on the process of knowledge and adapt to its evolution.

Article 5. Definitions.

In the scope of this ministerial order:

a) Knowledge: Information assimilated into the learning process.

b) Ability: Interpretation and understanding of a knowledge applied to a context of reality.

c) Ability or skill: Application of knowledge to transform a specific reality.

d) Competencies: Faculties to be acquired by the student, demonstrated in the use of knowledge, skills and skills or skills necessary for their application in the field of activity in which they will perform their (a) to be used primarily for the first job of the level of officers to which it will be available. The competencies, which must be evaluable, are grouped in general and specific.

e) Curriculum: Set of objectives, competencies, contents, learning methodology and evaluation criteria for each of the teachings regulated in this ministerial order. You can group one or more study plans.

g) Module: It is a set of thematic content relating to a particular area of knowledge. It consists of subjects and subjects.

h) Materies: They are the didactic units that cover areas of knowledge characterized by the homogeneity of their object, with explicit evaluation criteria. They are composed of one or more subjects.

i) Assignatures: They are a set of learning units, activities, and evaluations in which a matter is divided. Within the structure of the subjects, at least training activities of a theoretical and practical nature, seminars, conferences and other activities of an individual or collective nature, as well as the personal work and the evidence of assessment.

The subjects can be:

1. Obligatory: Those included in the curriculum as imperative for the student.

2. Optional: Those included in the curriculum for the student to choose between them, in order to form their own curriculum and to design their academic record, without repeating contents already included in the obligatory ones. The number of appropriations allocated to optional subjects may not exceed 10% of the total European appropriations (ECTS-"European Credit Transfer System") of the training of officers. Some optional subjects may be part of homogeneous materials or modules, in such a way that, by opting for a subject or module, the subjects to be cured will already be determined.

Article 6. Structure of the education of training of officers.

1. Training courses to be incorporated at the level of officers entering without a university degree will include the plans for studies of general, specific military training and for the acquisition of the main specialty and, in its case, technique, and curricula corresponding to university degree degrees of the general education system. The total of training education will be integrated into a single curriculum.

2. Training courses to be integrated at the level of officers entering with a university degree requirement will comprise the curricula corresponding to the general military training, specific to the acquisition of the essential and, where appropriate, the technique to be completed by the previously accredited with the qualifications required for the entry, which, depending on the origin and taking into account the qualifications and recognitions which are applicable, integrate into a single curriculum.

3. The training courses for the military as a complement to the military, include the plans of studies of general and specific military training and the necessary technique. The total of training education will be integrated into a single curriculum.

Article 7. Military training centres for officers training.

1. The training of officers to be integrated or assigned to the officers ' scales of the specific corps of the armies and the common bodies of the Armed Forces will be provided in the training military training centers determined and which, in accordance with the current regulations, will be included in the corresponding curricula that make up the single curriculum.

2. Certain subjects or subjects in the curriculum of the training of officers may be taught in universities or in educational, civil or military institutions, national or foreign, with which the relevant convention has been concluded.

Article 8. Workload of curricula that make up the single curriculum.

1. In the case of curricula which make up the single curriculum for the education of training of officers to be incorporated or assigned to the officers ' scales, the credit (ECTS) unit of measure shall be used as a unit of measure. The number of hours for each ECTS credit will be 25.

2. Instruction and training shall be computed in days and weeks or, where appropriate, in hours, in accordance with the following:

(a) In days and weeks, when given with exclusive character, understanding this as that period of time in which this activity is unique and priority in the teaching of training. For computation purposes, a week will be equal to 7 days, one day equal to six hours.

b) In hours, in those cases where it is delivered discontinuously in different days, in this case, six hours will be equivalent to one day.

(c) None of the two cases referred to in paragraphs (a) and (b) above shall be computed within the teaching load of the curricula, but in the loading of instruction and training.

Article 9. Duration of the training of officers.

The training of officers to be incorporated or assigned to the different scales of officers will have the following duration:

a) Income without a university degree:

1. General Marine Corps and Marine Corps: The total of the training will be distributed in a maximum of five academic courses.

2. Military Corps of Health, major specialty Medicine: The total of the training will be distributed in a maximum of six academic courses.

b) Income with a university degree:

1. General Marine Corps and Marine Corps: The total of the training will be distributed in a maximum of two academic courses.

2. Intrend Corps and Army Engineers: The total of the teaching training will be distributed in a minimum of one academic year.

3. Common Corps of the Armed Forces: The total of the training will be distributed in an academic year.

(c) Adage to the different scales of officers as a complement military: The total of the training shall be distributed between 6 and 9 months, except where flight training is necessary, in which case it may be extend the upper limit without exceeding 15 months.

Article 10. ECTS credits for the single curriculum.

The maximum number of ECTS credits for the single curriculum, referred to in Article 6, shall be as follows:

a) Income without a university degree:

1. Access to the scale of officers of the general and marine corps: 380 ECTS, including the ECTS credits corresponding to the degree of university degree in the general education system.

2. º Access to the scale of officers of the Military Corps of Health, major medicine Medicine: 456 ECTS, including the ECTS credits corresponding to the university degree degree of the educational system general.

b) Income with a university degree:

1. º Access to the scales of officers of the specific bodies of the Armies: 76 ECTS per academic year.

2. Access to the scales of officers of the Armed Forces Common Corps: 76 ECTS.

c) Adage to the different scales of officers as a complement military: A maximum of 76 ECTS, except where flight training is required, in which case the maximum number will be 100 ECTS.

Article 11. Workload distribution.

In the education of training of officers, the workload that represents the execution of the curricula that make up the single curriculum will be distributed according to the following criteria:

(a) The maximum duration of the academic courses will be 41 weeks, including the periods of reading, those intended for evaluation, as well as those devoted to instruction and training. The duration of the first course may be extended for up to 43 weeks, provided the additional 2 weeks are spent on instruction and training.

b) The number of weeks for instruction and training to be contained in the training curricula of the training of officers, in order to access the different scales of officers will be those indicated to continuation:

1. Number of officers of the general and marine corps officers, when for admission no university degree is required: a minimum of 30 weeks, in the total number of weeks of the curriculum, without to record in this issue the additional two weeks that may be devoted, where appropriate, to instruction and training.

2. The number of officers of the general and marine corps officers, when university degrees are required for admission: It will not be less than 8 weeks per academic year.

3. Stairs of officers of the bodies of the Army and of engineers of the Army, of the Common Corps of the Armed Forces and of the military of complement: It will not be less than 8 weeks per academic year, except for the the scale of the officers of the Military Body of Health, a major medical specialist, when they have been admitted without requiring prior university degree, to which a minimum of 30 weeks will be applied in the total number of weeks of the studies plans, without accounting in this number for the additional two weeks that may be spent, in their case, to instruction and training.

(c) In the official teaching, the total number of ECTS credits per academic year shall not exceed 76 ECTS, nor the 2.2 ECTS/weekly.

Article 12. Modules for the training of officers.

The training of officers, the object of these guidelines, will be configured according to the modules described below:

a) General military training module: provides the basic knowledge that any officer must acquire for the fact of being professionally linked to the Armed Forces, including the essential ones that allow him provide services and guards to ensure the functioning and security of the units, centres and agencies.

Your workload will be 10 ECTS.

The subjects and subjects that make up this module shall have the same name, contents and workload, regardless of the scale of officers to which they are accessed, and are determined in Annex I.

b) Specific military training module: provides the specific knowledge of the army to which the student is to be incorporated or assigned, and in the case of the Common Corps, in which the content and workload will be identical in all the subjects and subjects that integrate it, provides the corresponding knowledge for their professional performance in the field of the Ministry of Defense.

c) Technical or major specialty military training module: provides training in the field of activity in which the future officer will perform the tasks of his/her body. In the case of studies, so many fundamental specialty modules should be included as fundamental specialties as determined.

d) Foreign language training module: provides the language skills in the English language, as well as, for those who have reached a minimum level of reference in this language, start or deepen knowledge of a second language considered to be of interest to the Armed Forces.

The students of the education of training of officers who are integrated in the general and marine corps, as well as in the Military Corps of Health, major medical specialty, entering without demand of (a) a university degree must acquire at least the competences of the Council of Europe's B2 level, as defined in the Common European Framework of Reference for Languages, being the minimum required for a second language.

In those curricula whose duration is equal to or less than 24 months, the level of English language required to be incorporated at the different scales will be the same as required for admission.

Your workload, in the middle of the courses, will be between 5 and 8 ECTS per academic year.

e) Working module for the purpose of training: original research work, to be carried out individually, presented and defended before a court, consisting of a project in the field of defence, of a professional nature, in which the skills acquired in the education of training of officers are integrated and integrated.

Your workload will be between 6 and 12 ECTS for integration on the officer scales and between 3 and 6 ECTS for attachment.

f) Instruction and training module: provides the acquisition of professional practice and skills, as well as adequate physical preparation to effectively perform the tasks of your body, scale and craft, and instructs in individual positions and movements, with and without weapons, on foot or by marching, that allow participation in military acts and ceremonies, contributing to the physical and integral formation of the student. Instruction and training activities include exercises and maneuvers, military acts and ceremonies and practices in units. In the first academic year, a phase of reception, orientation and adaptation to military life will be established, with a duration of two weeks.

Your duration will be:

1. For students in training who are integrated into any body, without requiring a university degree: A minimum of 30 weeks, with the possibility of reaching 32 in the cases referred to in Article 11.b.

2. For students in training who are enrolled or assigned to any body with a university degree requirement: A minimum of 8 weeks per academic year.

Article 13. ECTS credits for the subjects.

1. The minimum number of ECTS credits associated with a subject matter shall be 3.

2. For the internal distribution of the ECTS credits allocated to each subject, it shall be taken into account that for each hour of the student's classroom instruction, 1.5 hours of study shall be recorded.

Article 14. Design and content of curricula in the education of training of officers.

1. The curricula of the education of officers shall contain the following:

(a) The professional profiles to be achieved according to the fields of activity in which the military will perform, in the first job, the tasks of his/her body and fundamental specialty.

b) Temporary planning (as set out in Appendix 8 of Annex II).

c) The recognition of ECTS credits, considering the studies it provides or the military origin of the student.

2. The curricula shall determine the subjects or subjects likely to be imparted, partially or wholly, by distance learning, to female students in pregnancy, childbirth or postpartum who are unable to attend in person.

3. The curricula shall determine the subjects or subjects likely to be imparted, partially or wholly, in the English language.

In the curricula for access to general and marine corps, from the third course, 30% of the ECTS credits that make up these courses can be taught in the English language.

Article 15. Approval and publication of curricula in the education of training of officers.

1. The curricula of the training of officers conducted, in accordance with the provisions of this ministerial order, by the Assistant Secretary of Defense and by the Chiefs of Staff of the Army of the Earth, the Navy, and the Air Force, in the field of their respective powers shall be accompanied by a supporting document, the structure of which is specified in Annex II.

2. The Minister of Defence will approve the curricula of the training of officers, which will be published in the "Official Gazette of the Ministry of Defence". As for the supporting documents, they will be published on the Ministry of Defense's website.

Article 16. Calendar of activities.

Article 17. Recognition of ECTS credits.

Article 18. Effects of the improvement of curricula in the education of training of officers.

Article 19. Amendment of the curricula of the training of officers.

1. The modification of the curricula of training of officers, established in accordance with these general guidelines, shall be carried out in general in accordance with the following conditions:

2. Its structure, which responds to a curricular design that contemplates the objectives, contents, procedures and means involved in the teaching-learning process, will be as follows:

1. Curriculum description:

For pupils entering without prior university degree, at least they will be guaranteed to acquire the basic skills laid down in Section 3.2 of Annex I to Royal Decree 1393/2007 of 29 October establishing the ordination of official university teaching.

3. Student access:

5. Recognition of ECTS credits: It will be established, depending on the form of income, considering whether or not they belong to the Armed Forces and their scale of origin. Where prior certification has been required for the entry into training of officers of the general and marine corps, the knowledge branch to which the required title belongs shall be taken into account.

6. Expected results: Graduation rates, abandonment and efficiency.
