Transformed transformations in the last decades in the Spanish rural environment have led to changes in the orientation of rural women's employment strategies, which no longer regard the rural environment as a factor It is also a means of opportunities to explore where they can develop work and business initiatives.

The evolution of female employment strategies has helped rural women to become a priority focus in rural development programmes for community and national policies, as well as for rural women. the multiple programmes of promotion and training for the promotion of employment in rural areas.

The introduction of the principle of equal opportunities in all policies and actions, as well as the promotion of gender equality, have been the fundamental objectives of Community and national policy which has seen its reflected in the regulations developed, as well as in the plans to promote the equality of women and men in rural areas.

The situation of women living in rural areas has received particular attention in the Law of 3/2007 of 22 March on the effective equality of women and men, as well as actions aimed at improving the level of women and men. education and training, has taken into account actions that encourage their incorporation into the labour market and the management bodies of companies and associations.

The level of preparedness and the potential of rural women, together with their innovative capacity, enable them to develop formulas and projects that favor and promote their incorporation into the world of work and entrepreneurship in the country. territory, which will enable them and promote their economic and personal independence.

The permanence and the activity of rural women are essential for the economic and social development of the territory. The awards of excellence to the innovation of rural women have been one of the lines of recognition of the General Administration of the State to the work, projects and trajectory of rural women.

The aim of the excellence awards for innovation for rural women is to contribute to the recognition of original and innovative rural women projects, based on complementary and agricultural activities, as well as in agri-food activities that contribute to the diversification of economic activity and promote and promote the entrepreneurship of women in the territory, as well as activities or actions that recognise their work in rural areas.

The Ministry of Agriculture, Food and Environment, has been convening these awards since its first edition in 2010, uninterruptedly, as a measure of promotion and recognition of outstanding projects and/or Rural women innovators, and seeks to continue this recognition, also encouraging active participation by associations and representative entities related to rural women.

In the current economic situation, it is considered necessary to stimulate the initiative of new projects, and of those projects which, in the opinion of associations, federations, entities or representative organizations, are relevant. for the local economy and local development.

In response to new social demands and recognition of the activity of women in the territory, categories of awards of "excellence to innovation in agricultural activity" are incorporated, " excellence to innovation in diversification of economic activity in rural areas "," excellence in communication "and" extraordinary prize for innovation in rural women ".

In the preparation of this provision, the autonomous communities and representative entities of the affected sectors and the associations and federations of rural women at the state level have been consulted.

In its virtue, with the prior approval of the Minister of Finance and Public Administrations, I have:

Article 1. Object.

1. The purpose of this order is to establish the regulatory basis for the award, in competitive competition, of awards of excellence to innovation to projects carried out by rural women and to actions that recognize the work of women. rural in the territory.

2. The awards seek to distinguish new, excellent, original and innovative projects and actions that recognize the work and role of women in rural areas, and promote the incorporation and employment integration of women in the territory.

3. The corresponding calls shall establish which categories of awards, from among those covered by Article 3, are promoted in the year in which they take place and shall be published in the "Official State Gazette".

Article 2. Definitions.

For the purposes of these regulatory bases:

1. Project of excellence, the project of outstanding or outstanding characteristics due to its originality, quality, novelty, and suitability, which requires effort and personal skill in the production techniques, local or medium resources environmental, management and/or commercial activities undertaken or developed by rural women

2. Innovation, an idea, practice, object or medium used by rural women, and which is the means to carry out a new project or to change or improve another existing one. Innovation may be organisational or commercial technology. It can be done in response to a detected change in the environment in which it is developed or as a means to influence it.

3. Rural environment the definition provided for in Law 45/2007 of 13 December for the sustainable development of the rural environment, or the rules that develop or replace it.

4. Agricultural and complementary activities, the definitions laid down in the second paragraph of Articles 2.1 and 2.5 of Law 19/1995 of 4 July of modernisation of agricultural holdings.

Article 3. Award categories and participation requirements.

1. The following award categories are established:

a) Award "excellence to innovation in agricultural activity". They will be granted to those projects that in the development of their activity use agricultural, livestock or forestry technologies that are in the advancement of a sustainable sector, efficient in obtaining quality products, that responds to the consumer and consumer demand and can integrate marketing and promotion strategies.

It will be for rural women who have developed a project, which will take up at least one year, to be counted from the date the corresponding annual public call for the awards is published, and that the project will be published endure at the date of the call.

The holders of agricultural, livestock and forestry holdings (including those of shared ownership) will be able to participate, develop agricultural and forestry activities, and whose registered office is located in rural areas.

Up to four prizes can be established for this category.

b) Award "excellence to innovation in diversification of economic activity in rural areas". They shall be granted to projects which diversify the economic activity of the rural environment, linked to complementary activities, to agri-food production, to local resources and to traditional aspects of agricultural activity and agri-food, which favour new economic areas or generate employment in rural areas.

It will be for rural women who have developed a project that will take at least one year, from the date the corresponding annual public call for the awards is published, and that the project will be published endure on the date of the call.

Those natural persons or private Spanish legal persons may participate, which, by virtue of the provisions of their statutes or rules governing their activities, are primarily active in the rural environment and whose registered office is located in rural areas, whose projects meet the requirements for this category and which develop their activity within the national territory and whose registered office is located in rural areas.

Up to four prizes can be established for this category.

c) Award of "excellence to communication". Aimed at helping to donate the work of communication that recognizes the work and role of rural women in the activities described in the above categories.

The works published, edited or issued by any means of communication in the previous year may be eligible for this award from the date on which the corresponding public annual call for awards is published, and related to the activities described in the preceding paragraphs.

The media, press, radio and television will be able to participate, meeting the requirements for this category and developing their activity within the national territory.

d) "Extraordinary Innovation of Rural Women" Award. It is an extraordinary recognition that a natural person who is a woman or a legal person whose promoter or address corresponds to a woman or a means of communication can be granted to the person who is a woman or a means of communication where (a) continuous dissemination and promotion of projects and actions related to those described in points (a), (b) and (c) of this paragraph.

The proposal for nominations for this award category will be made by the Chair of the Jury, which is regulated in Article 6, outside the period of submission of nominations and at the first meeting of the jury. This nomination shall be accepted by the designated jury, as referred to in Article 6, and communicated to the natural person or entity concerned, who shall accept the proposal and present the required documentation.

2. It shall not be eligible for the categories set out in points (a) and (b) of the previous paragraph, no natural or legal person who has been sanctioned, with a firm decision on administrative relapse into a sanctioning procedure followed against the same by any of the Spanish public authorities, in the two years preceding the date of filing of the application, for infringement of the legislation on aid for the Common Agricultural Policy (CAP).

Article 4. Submission of nominations and proposals for applications. Requirements, form and time frame.

1. Applications for categories (a), (b) and (c) provided for in Article 3.1 shall be addressed to the holder of the Department and shall be filed in the register of the Ministry of Agriculture, Food and the Environment or any of the places. provided for in Article 38.4 of Law No 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure.

The electronic submission of applications will also be permitted through the Department's electronic headquarters, as provided for in Law 11/2007, of June 22, of electronic access of citizens to the Services Public.

2. The application shall be formalised by the standard models which shall be annexed in the order of the call and the minimum content of which shall be:

a) Data and address of the requesting person or entity.

b) The award category to which you choose.

c) Project description.

d) Home for notification purposes.

e) Declaration of the person or entity requesting that they have not been affected by any file of employment regulation or have been sanctioned for environmental infringement or against the Public Finance, as well as for none of the circumstances mentioned in Article 37 of Law 38/2003, of 17 November, General of Grants.

(f) Declaration of the person or entity requesting not to be a debtor by resolution of the grant of reimbursement of grants.

g) Authorization to the appropriate instructor body to verify that the applicant is aware of its tax and social security obligations.

(h) Authorisation to the appropriate instructor body to check the identity data, as provided for in Royal Decree 522/2006 of 28 April 2006, for which the contribution of photocopies of identity documents is deleted. the administrative procedures of the General Administration of the State and its related or dependent public bodies. i) Request signed by the entity's representative person.

3. The documents to be presented together with the application will be:

(a) A descriptive document of the project or work that is the subject of the activity that justifies the application, of which a paper copy and/or a digital copy will be delivered and which may not have an extension of more than 25 fold a single face, in double space with the letter Times New Roman 12.

(b) In the case of opting for categories (a) or (b) of Article 3.1, a certificate from the competent authority of the Department responsible for its Autonomous Community in which the project is carried out shall not be immersed in any the ongoing procedure linked to the support of the CAP.

4. They may apply for prizes, natural or legal persons and the participating media provided for in points (a), (b) and (c) of Article 3.1

During the period of submission of applications, agricultural professional organizations (OPAs), the federations of the agri-food industry, agricultural and forestry associations, the confederations of cooperatives thus (a) as associations and networks linked to rural development, at national level, may propose applications for categories (a) and (b) of Article 3.1. Each entity, organisation or association may only propose one application per category.

Also, the authorities responsible for rural development of the autonomous communities and the Women's Institute of the Ministry of Health, Social Services and Equality, may propose a candidate for each of the categories mentioned in the preceding paragraph.

No proposals for applications for category (c) of Article 3.1 may be submitted.

The nomination proposals shall be made using the standard model which shall appear as an annex in the order of the call and whose minimum content shall be:

a) Data and address of the entity proposing the candidacy.

b) Proposed candidacy data.

c) Award category to which it is proposed.

5. If the proposal for the nomination is presented on the basis of the second and third subparagraph of the previous paragraph, the instructor shall transfer the proposal to the person or entity concerned, who must accept it, and submit the application together with the documentation required in the call.

6. The prizes awarded in the last edition shall not be eligible for prizes.

7. The proposal for applications and submission of applications, except for category d) of Article 3.1, which shall be awarded to the awards, shall be made within the time limit laid down by the relevant call, which shall in no case exceed that of two months. counted from the day following the publication of the same in the "Official State Gazette".

Article 5. Endowment.

1. The awards referred to for each of the categories described in Article 3 shall consist of a distinctive mark of excellence and a certificate of accreditation.

2. Those who have received an award may make mention of the prize in their promotional and advertising actions, always making reference in a prominent way, to the prize, edition and organ of the same.

3. The Ministry of Agriculture, Food and the Environment will have the collaboration of the winners in the actions to promote rural women's projects.

Article 6. Jury and selection of the awards.

1. The assessment of the applications for the various categories, and the selection of those to be proposed for the award of the prizes, will correspond to a five-member jury.

2. The composition of the jury will be as follows:

a) Presidency: The head of the Directorate-General for Rural Development and Forestry Policy.

(b) Vocals: Four vowels, three persons chosen from among the staff of the Directorate-General for Rural Development or between the Units of the Ministry of Agriculture, Food and the Environment carrying out activities related to the materials of the awards and having an organic level of Deputy Director, Deputy Assistant Director and assimilated and a person from the Women's Institute, Ministry of Health, Social Services and Equality.

(c) Secretariat: with a voice but without a vote, the head of the managing unit of the awards of the Directorate-General for Rural Development and Forestry Policy.

3. The jury will adjust its action to the legal system of the collegiate bodies governed by Chapter II of Title II of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Administrative Procedure Common.

4. Within 15 days from which the instructor has submitted the accepted applications, the Jury shall transfer the award of the awards to the body responsible for the decision, through the instructor.

5. The Jury may propose, in a reasoned manner, that the awards be declared as deserts. Exceptionally, the Jury may propose a ex aequoaward.

6. The jury will assess the applications and documentation submitted, as well as the actions taken by the participants.

Each member of the jury shall evaluate and score separately each of the candidate projects submitted, applying a scale of one (lousy), to ten or twenty points (optimal), as intended for each of the parameters of Article 7. Subsequently, the sum of the scores thus obtained will result in the total score of each project.

7. Each annual call shall establish the number of nominations to be awarded. The prizes will be awarded in any case to the highest total score in this call. Tie cases shall be settled in advance, taking into account the higher partial score obtained from the parameters (a), (c), (d) and (e) of Article 7.1 for the projects eligible for the prizes provided for in categories (a) and (b) of the Article 3.1; and taking into account the higher partial score obtained from the parameter (a) of Article 7.2 for the work candidates for the awards provided for in Article 3.1 (c). If the tie persists, the decision shall be taken by the Chair of the Jury, and the same shall be argued in the minutes reflecting the award of the prizes.

8. The jury may request the instructor body to be awarded by the Autonomous Communities and the Delegation or Subdelegation of the Government in which the project or candidate work is carried out, a certification on compliance with the requirements and obligations provided for in this order, as well as the necessary information on the project, and, where appropriate, the on-the-spot verification of the project's reality.

9. The creation and operation of the jury will be carried out with the material and personal resources available in the Directorate-General for Rural Development and Forestry Policy.

Article 7. Assessment criteria.

1. The projects which are candidates for the awards provided for in categories (a) and (b) of Article 3.1 shall be assessed by the jury, using the following criteria:

a) Innovation, excellence, originality, of the project in the category that opts (up to 20 points).

b) Project contribution to the economic activity of the territory in which it is developed (up to 10 points).

c) Sustainability of the project in the economic, environmental and cultural aspects (up to 10 points).

d) The quantitative and qualitative contribution of the project to the incorporation and employment integration of women in rural areas in the activities of the category to which it chooses (up to 10 points).

e) Contribution to employability to other groups at risk of social exclusion or any form of discrimination (up to 10 points).

f) Contribution to gender equality in sectors or governing bodies or decision-making bodies with little presence of women (up to 10 points).

g) Support from local institutions or the Autonomous Community supporting the candidacy (up to 10 points).

For a candidate project to be considered in the corresponding category, it must reach at least 10 points in criterion (a) of this article, and exceed this criterion, at least it must reach a total of 40 points in the assessment stage. You will get the award for the highest scoring candidate project.

2. For the work candidates for the award provided for in category (c) of Article 3.1, the jury shall assess the following criteria:

a) Contribution to the value of the work and the role of rural women in agricultural activity or the diversification of economic activity in the rural environment (up to 10 points).

b) Contribution to gender equality in rural areas and the dissemination of the role of women in rural areas (up to 10 points).

The award provided for in Article 3.1 (c) shall be awarded to the work most voted by the Jury.

3. The extraordinary prize provided for in Article 3.1 (d) of this order shall be exempt from the application of the criteria laid down in this Article.

Article 8. Instruction and resolution.

1. The instruction of the procedure shall be carried out by the General Subdirectorate in charge of the management of the awards, the Directorate General for Rural Development and Forestry Policy, in the terms provided for in Articles 22 and 24 of Law 38/2003, November 17. It is up to the person in the Department, to establish the call and award the prize, as well as the resolution of the procedure.

2. If a candidature does not meet all the requirements laid down in the call, the instructor shall require the person concerned to, within ten days, subsane them in accordance with Article 71.1 of Law No 30/1992 of 26 November 1992. 3. The documents submitted by the applicants in their candidature and found to satisfy all the requirements shall be submitted to the jury as provided for in Article 6, in order to carry out their study and assessment.

4. The jury will examine and evaluate the entries submitted to the categories of the awards for rural women, and will issue the report by specifying the outcome of the evaluation.

5. The instructor shall, in the light of the case and the jury report, formulate the motion for a resolution and shall forward it to the holder of the Department with his report.

6. The award resolution, which ends the administrative route, corresponds to the holder of the Ministry of Agriculture, Food and the Environment.

7. The resolution will be notified to the awardees. The awardees shall in turn communicate to the holder of the Department the acceptance or waiver of the prize.

In case of waiver by the corresponding participant to the prize, the prize will be awarded to the following immediately in order of the score, provided that it has been considered sufficient for the jury, which will motivate a new resolution.

8. The resolution with the awardees will be made public in the "Official Gazette of the State" and will be notified individually to the recipients in the terms provided for in Law 30/1992, of November 26.

Article 9. Duration of the procedure.

The maximum period for resolving and notifying the decision of the procedure may not exceed six months from the date of publication of the order of call in accordance with Article 25.4 of Law 38/2003, of 17 November. This time limit shall be calculated from the publication of the relevant call. After that period without any express resolution, the application submitted, by administrative silence, may be understood to be dismissed.

Article 10. Compatibility.

The award of a prize will be compatible with other aid received by the beneficiaries from different Spanish public administrations or public entities attached to or dependent on those authorities, as well as as with the award of other prizes awarded by national and international agencies.

Article 11. Award Awards.

The award of the prizes will be made in a public event, called to the effect, which will be endowed with the appropriate transcendence and solemnity.

Article 12. Publication of award-winning projects and projects.

1. The projects and works awarded may be published by the Ministry of Agriculture, Food and Environment, in the terms and deadlines set out in the corresponding calls.

2. The mere submission to the calls shall mean that the applicant authorises the Ministry of Agriculture, Food and the Environment to publish in any communication medium such projects without the right to economic consideration. Without prejudice to the rights that correspond to them in subsequent editions pursuant to the provisions of Articles 14 and 17 of the Recast Text of the Law on Intellectual Property, approved by Royal Legislative Decree 1/1996, of 12 April, approving the recast text of the Law on Intellectual Property, regularizing, clarifying and harmonizing the existing legal provisions on the subject.

Article 13. Return of projects and unawarded jobs.

The documentation submitted by the participants will be returned to them upon request.

Article 14. Advertising of the awards.

Since the award of the prize, in all the activities associated with the project or awarded actions, the official logo of the Ministry of Agriculture, Food and Environment must be incorporated in a visible way.

Single additional disposition. Legal regime.

The provisions of Law 38/2003, of 17 November, and of Royal Decree 887/2006 of 21 July, approving its Rules of Procedure, will be implemented in the present regulatory bases.

Single repeal provision. Regulatory repeal.

Order ARM/405/2010, of 23 February establishing the regulatory basis for the award of the awards of excellence to the innovation of rural women, as well as the Order AAA/700/2013 of 18 April, is repealed, modifies.

Single end disposition. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".
