Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a unique organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Tax, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011 of 27 May regulation of the game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013 and 1 August 2014; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by Royal Decree 1706/2011 of 18 December 2014. In November, and by Royal Decree 358/1991 of 15 March 1991, the ONCE's reordering, as well as its This is the case in force, published by Order SPI/1015/2011 of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 18 December 2014 the " Procedures and Criteria of Control common to the three modalities of lottery is the ONCE holder "and the" Procedures and Criteria for the control of the lottery mode called "Instant Lottery of ONCE tickets".

In accordance with the said framework of management, the ONCE must inform in advance the conditions of all its lottery modalities authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the Official Gazette of the State as guarantee of the consumers. Similarly, the ONCE must inform the Council of Protectorate of the modifications of the regulatory regulations of its different modalities and lottery products, for their knowledge and verification of their conformity to the rules of ordination, before (a) to be published in the Official Gazette of the State, as a guarantee for consumers.

In compliance with the above provisions, the Standing Committee of the ONCE Protectorate Council, in an ordinary meeting of 14 April 2015, has verified that the Agreement CEP.7/2015-3.1, of 18 March, of the Commission Permanent Executive of the General Council of the ONCE on the implementation of two new groups of instant lottery products "with mechanics three of six" to one euro, class 4 "and" with mechanics seven and a half "to one euro, class 3", and the corresponding amendment of the regulation of products of lottery mode called " Lottery Snapshot of the ONCE's Boletos ", by including two new appendices with numbers 13 and 14, complies with the established regulations. The amendment of these regulatory standards will enter into force on 24 June 2015, retaining an indefinite duration until the relevant Appendices to the Regulatory Regulation are repealed.

Consequently, the General Council Agreement of the ONCE and the reform of the regulation of the products of the lottery mode called "Instant Lottery of the ONCE", collected in Annexes I and II accompanying this Resolution.

Also, it is appropriate to give publicity, as a guarantee for consumers, to the Agreement CEP.7/2015-3.2, of 18 March on the launch of the instant lottery products with the names "Gold Pepitas 2015" and " Seven and a half 2015 ", adopted by the Permanent Executive Committee of the General Council of the ONCE.

Gold Pepitas 2015 "and" Seven and a half 2015 "will have the characteristics of product groups" with mechanics three of six "to one euro, class 4, and" with mechanics seven and a half " to one euro, class 3, regulated, respectively, in Appendices 13 and 14 of the Regulatory Regulation for the products of lottery mode called "Instant Lottery of ONCE Boletuses", appendices as verified by the Permanent Commission of the Council of Protectorate of the ONCE at its regular meeting of 14 April 2015 and which are contained in the Annexes accompanying it resolution. The launch of these products, which will be marketed in physical support, will take place on 24 June 2015.

2.1 This product ticket consists of a play area:

a) The play area consists of six figures.

b) When you scratch the playing area, a quantity in euros expressed in figures and letters appears under each of the six figures.

2.2 Operation:

a) If by scratching the play area, three of the amounts are equal, the ticket is awarded and the amount expressed in euros is earned.

b) If the six quantities do not appear three equals, the ticket will not be awarded and no amount will be earned.

c) Each ticket can have only one prize.

2.1 The ticket for this product consists of a play area with three separate zones.

a) A zone of name "banking" represented by two figures, another called "your letters" with three figures and finally an area called "prize".

b) When you scratch the two figures in the "banking" zone, two amounts are expressed in numbers and letters, one for each figure.

c) When you scratch the three figures of the zone "your letters", three amounts are expressed in numbers and letters, one for each figure.

d) Finally, when scratching in the "prize" zone an amount in euros appears in numbers and letters.

e) The numbers that can appear in the "banking" and "your letters" zones are between one and seven, and a mean can also appear.

2.2 Operation:
