On the other hand, Article 26 of Law 8/1989, of 13 April, of taxes and public prices, in the wording given by Law 25/1998, of July 13, of modification of the legal regime of state and local rates and of reordering (a) the provision of public property rights, which provides for the establishment or modification of the amount of public prices to be made by order of the ministerial department on which the body to be charged is dependent and on a proposal from this.
This order establishes public prices as consideration for the performance of the teaching service to students of non-Spanish nationality in the Spanish teaching centers of State ownership in France, Italy, Morocco, Portugal, United Kingdom and Colombia.

The public prices paid by students of non-Spanish nationality in Spanish educational establishments abroad for the course 2015 -2016, the form of payment is the one set out in the annex of this order.

The total amount per course will be divided into eleven shares of the same amount. Payments shall be made by cash or by cheque or bank debit. The monthly fees will be paid in the first ten days of the month, while the registration fee will be paid in one go at the time of registration in July.
It will be applicable to all Centers:
1. The payment of the fees may be modified when the circumstances so require, after approval by the Education Counsellor of the requested personalized payment plan.
In the case of continued non-payment during a course of school fees, the Education Counselor may decide the non-continuity of the pupil at the centre for the following course.
2. Reductions in the following quotas or exemptions shall apply:
(a) Families with three or more children enrolled in the same centre will benefit from a reduction of 25% for the second registered sibling, 50% for the third sibling and 75% for the following, understanding that the Sibling enrollment order is the highest at lower educational level.
(b) Reductions in or exemption from quotas for certain students shall be made on the basis of the payment of the missing fees. They will only be able to bring about the existence of oversold economic needs following the formalization of the registration, corresponding to the granting of the respective Education Department, in the case of a single teaching center attached to the itself. In the case of more than one teaching center assigned to the Department, the concession corresponds to the Director of the Center, after approval by the respective Education Department.
The granting of exemptions and reductions may only be valid during the course in which it is given the circumstance that motivates it and, depending on its gravity, may consist of an exemption or a reduction, without any the case for the return of the quantities already entered.
A single student may not be subject to a reduction or waiver of fees for two consecutive courses.
