In the framework of the new organizational structure required by the Commission for the Reform of Public Administrations, the Ministry of Digital Administration, provided for in Royal Decree 806/2014, of 19 September, on the organization and operational tools of information and communications technologies in the General Administration of the State and its public bodies, are the collegiate bodies responsible for carrying out the support and the digital transformation within each ministerial department.
In compliance with the second transitional provision of the aforementioned royal decree, Order INT/6698/2015 of 17 April 2015 establishing and regulating the operation of the Ministerial Digital Administration of the Ministry of the Interior, which replaces the Ministry of Electronic Administration of the said Ministry, regulated by Order INT/2605/2012, of 4 December.
Article 2 of Order INT/698/2015 of 17 April 2015 provides for the participation in the plenary session of the Ministry of Internal Affairs of the Ministry of the Interior of some of the departments of the Department whose powers are affected by the scanning process.
However, there are other bodies which, more or less specifically provided for in Article 4 (1) (c) of Order INT/2605/2012, of 4 December 2012, as members of the Management Ministerial Committee Electronics, not listed in Article 2 of Order INT/698/2015, of 17 April 2015, without any change in their powers to justify such omission.
It is the case, first, of the General Subdirectorate of Aid to Victims of Terrorism and Citizen Attention, dependent on the General Directorate of Support for Victims of Terrorism, which, in accordance with Article 12.3.b) of the Royal Decree 400/2012 of 17 February, for which the basic organic structure of the Ministry of the Interior is developed, directs and coordinates the information and attention offices of the citizen, is responsible for the information database The Ministry of the Interior and directs the Central Unit of Complaints and Suggestions of the Department.
Second, the General Subdirectorate of Associations, Archives and Documentation, under the Technical General Secretariat, is, pursuant to Article 8.3.c) of Royal Decree 400/2012 of 17 February, the body responsible for the management of the National Register of Associations, the management and coordination of the Archivistic System of the Ministry of the Interior, the coordination and implementation of the statistics of the Department, the organization and management of the libraries and documentation centers and the proposal of the editorial program.
Consequently, the presence in the plenary session of the Ministry of the Interior's Ministry of Digital Administration, as vocal, of the headlines of the General Subdirectorate for Victims of Victims is considered necessary. of Terrorism and Citizen Attention and the General Subdirectorate of Associations, Archives and Documentation.

Paragraph 2 (c) of Article 2 (2) of Order INT/698/2015 of 17 April 2015 is added to two new numbers, with the following wording:
