Since the end of the 19th century, and at an accelerated pace in the twentieth century, Psychology has been shaping up to a time as a positive science and as a field of intervention applied to individual and social problems. As a science, Psychology is simultaneously linked to social disciplines and to health care. It is close to the Biological Sciences, in particular to the world of Neurosciences, today in full expansion, while on the other hand it maintains connections with Sociology, Anthropology and the sciences of culture. On the other hand, it has achieved a broad generality of intervention techniques, with instruments that are in good measure standardized, and with very great possibilities of application to the various fields of human activity, from education and clinical, to the most specific areas of the sporting world, legal advice, or intervention in prison, forensic, conflict mediation, marginalisation and dependency, and for business and social organisations.

The growing capacity of Psychology to describe, explain and modify the situations that occur within the world of human relationships, whether on the strictly individual, person-to-person level, or Group and collective levels have made it an essential knowledge to deal with social problems, as well as a key piece in efforts to achieve a profound knowledge of the reality of the human being, whose behavior and whose They are the field of their inquiry. In the most diverse places and countries, scientific research and psychological practice have shown a wide range of procedures and methods of effective action, which makes this knowledge very useful in social terms, and very relevant in its anthropological theoretical dimension.

This scientific, social and applied activity, guided by a personal vocation and a deep commitment to society, is today everywhere the object of reflection and attention that advise the creation of institutions of the the highest intellectual rank to serve as support and give scientific criteria, from which to establish rules, to formulate ideals and to evaluate results. Both rigorous research and practice itself have made the evaluation and rigorous consideration of broad-based considerations necessary, which is a goal of the Academies itself.

It is therefore noted that Psychology is currently an area of consolidated knowledge and with its own entity, which is not, however, specifically covered by any existing national Academy.

The additional provision of Royal Decree 1160/2010, of 17 September, which is regulated by the Spanish Institute, has regulated the essential aspects of the creation of Academies at national level, which must be by royal decree of the Government, on the proposal of the Minister of Education, Culture and Sport, prior to the report of the Institute of Spain and, where appropriate, of the Academy or Academies of national scope more directly related to the subjects in question. The royal decree of creation of the Academy will include the approval of its first Statutes, which must contain at least their denomination, objectives and functions, organization, rights and duties of academics and academics, and means (a) economic performance. From the moment of its creation, the Academy will have legal personality and capacity to fulfill its aims.

In its virtue, on the proposal of the Minister of Education, Culture and Sport, prior to the report of the Institute of Spain and the Royal Academy of Morales and Policies, and after deliberation of the Council of Ministers at its meeting of the day May 14, 2015,

DISPONGO:

Single item. Creation of the Academy of Psychology of Spain.

1. The Spanish Academy of Psychology is created as a national public law corporation.

2. The Academy shall be governed by the Statutes which are included as an Annex to this royal decree and by its Rules of Procedure.

Additional disposition first. Promotion of women.

1. The Rules of Procedure of the Academy will seek to include measures aimed at promoting the presence of women in the governing bodies as well as in the academic community.

2. All the precepts of the Statutes must be interpreted as meaning that academic status and academic positions can be held by both men and women.

Additional provision second. Constitution of the Academy.

1. The Academy of Psychology of Spain will be constituted by the direct appointment by the Minister of Education, Culture and Sport, within fifty calendar days from the entry into force of this royal decree, of a maximum of nine Academics and Academics of Number.

2. For these appointments, the conditions to be Academic or Academic of Number, required by Articles 7 and 8 of the Statutes of the Academy, which are approved by this royal decree, must be fulfilled. It will be ensured that the various fields that are included in the field of the Academy are represented, and that there is a proportionate presence of men and women. Potential candidates should be proposed by one of the following institutions, with a maximum of:

a) Three of the professors and researchers of recognized prestige proposed by the Spanish universities that have established official studies in Psychology.

b) Three of the prestigious personalities proposed by the General Council of the Colleges of Psychologists of Spain.

c) Three of the Academicians and Academics belonging to the Royal Academies of national scope, proposed by them or by the Institute of Spain, and related to the scope of Psychology.

3. The persons appointed in accordance with the above paragraphs shall, in accordance with the Ministry of Education, Culture and Sport, express their acceptance of their appointment, within one month, of the taking of their possession. places.

4. After the inauguration process, the first Academicians and Academics of Number will meet within one month to celebrate the constitutive session of the new Academy. This session will be chaired by the oldest person, will exercise the secretariat the person of minor age, and in it will proceed to the election of a provisional Governing Board, in order to carry out all the activities of any order necessary for the implementation of the Academy.

5. The holding of the constituent session, which shall be drawn up in the minutes which shall be communicated to the Ministry of Education, Culture and Sport, shall entail the effective creation of the Academy for the purposes of acquiring its legal personality and capacity for the fulfilment of its purposes.

6. The remaining Academicians and Academics of Number shall be subsequently elected by the General Board, in accordance with the provisions of the Statutes that are approved.

7. Within the maximum period of six months from the Constitution of the Academy, the General Board, which is composed of the Academicians and Academicians of Number existing at that time, shall elect the Board of Government of the Academy, as provided for in the Statutes of the Academy.

Single end disposition. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".

Statutes of the Academy of Psychology of Spain

CHAPTER I

Institution, purpose and symbols of the Academy

Article 1. Nature, scope and legal status.

The Academy of Psychology of Spain constitutes a Corporation of public law, of national scope, with its own legal personality and ability to act, which is governed by the present Statutes, as well as by the internal regime that develops them.

Item 2. Activity field.

The Academy's field of activity includes the study and research of the scientific and technical foundations of Psychology, its applications, methods and instruments, as well as the project, development and use of the project. of your realizations.

Article 3. Mission and purpose.

1. The General Mission of the Academy of Psychology of Spain is the achievement, promotion and maintenance of the highest scientific, cultural and social level in Psychology, as well as the impulse of its practice for the benefit of individuals and society.

2. The Academy shall have the following purposes:

a) The promotion of the quality and competence of Psychology, by encouraging the study, research and progress of the sciences in which it is based, of the techniques that require its applications and the methods of its creator activity.

b) Constituted as an active and qualified entity for the exploration and critical analysis of scientific and technological evolution, both at national and international level, with the capacity to advise and inform in respect of these matters as many instances so request or require, and in particular, institutions engaged in the training and exercise of Psychology.

(c) Understanding the consultations that could be made from the Government or other institutions and public administrations through the preparation of reports and opinions on those specific subjects that were the subject of the request such entities, both national and supranational, irrespective of whether they are drawn up on their own initiative or where the public interest so requires. d) The holding of public or private sessions of a scientific nature on relevant subjects and the publication of works by or presented to the Academy for examination, as well as the preparation of periodic memories reflecting the scientific and technological advances of relevant significance for psychology.

e) The realization of courses, congresses, colloquia, seminars, tertulias and scientific sessions of interest for Psychology.

f) The sponsorship of awards that recognize the merits of people and institutions in the field of Psychology, as well as the organization of competitions that stimulate the development and progress of Psychology.

g) Collaboration with other Academies and institutions of a similar or complementary nature, both Spanish and belonging to other countries or international ones, in activities and programmes of common interest.

h) Those other purposes that are appropriate and consistent with the nature, functions and attributions of the Corporation.

3. Such purposes shall be developed by the Academy without prejudice to the powers conferred on other bodies or entities by existing legislation.

Article 4. Academy competitions.

It is up to the Academy as much as it relates to its governance, operation and administration of its goods. In particular, it shall be empowered:

(a) Develop a Rules of Procedure within the framework of these Statutes and approve, where appropriate, the necessary amendments to such regulations.

b) Adopt, modify and use the corresponding own distinctive features of the Institution.

c) Choose the Academy's government positions in accordance with the procedures established by these Statutes and standards that develop them, and appoint their executive organs, as well as the administrative and administrative staff subaltern that its management requires.

d) Manage the assets and other assets available to meet the objectives and achieve the objectives that the Academy proposes.

e) Subscribe contracts for the performance of services and for the provision of funds and properties under their control, in accordance with the privileges applicable to this class of law institutions public.

f) Make any other act or provision which, in accordance with these Statutes and other existing legislation, is necessary and appropriate for the institutional development of the Academy.

Article 5. Headquarters.

The headquarters of the Academy of Psychology of Spain is located in Madrid, Calle Conde de Penalver, 45. That seat may be amended by agreement of the Governing Board.

Article 6. Symbols.

The Academy of Psychology will have the following symbols:

a) A seal of its own, representing a butterfly (Danaus plexippus) as a symbolic representation of the psyche (Psyche), classic topic of study of Psychology. It will be surrounded by a crown of oak leaves and laurel with the currency: "COGITO, SENTIO, AGO". This stamp shall appear in all official communications and writings of the Academy.

b) A medal with the image of the seal and the currency in its front, and on the back the anagram "APE", and the number corresponding to each Academic or Academic place.

CHAPTER II

Academics and Academics: classes, rights and duties

Article 7. Members of the Academy.

1. To be a member of the Academy a relevant qualification is required in either or both of the following instances:

a) Haber made contributions of outstanding importance in theoretical or applied subjects related to Psychology, which are reflected in publications of the relevant level.

b) There is an exceptional competence to achieve significant advances in the applied field of Psychology, in any of its various fields and in its progressive development.

2. The Academy of Psychology shall consist of four classes of members:

a) Of Number.

b) Honor.

c) Supernumeraries.

d) Corresponding.

Article 8. Number Members.

1. The Academy will be composed of fifty Academics and Academics of Number.

2. To be elected Academic or Academic of Number are conditions of mandatory compliance:

a) Being Spanish.

b) Being in possession of the title of Doctor.

c) Be distinguished in the research, teaching, study, or practice of Psychology.

Article 9. Members of Honor.

1. The maximum number in this category will be ten Academics and Academics of Honor.

2. They may be Spanish or foreign, who by their eminent works in Psychology or related sciences have achieved a relevant prestige within their field, in the international scientific community.

Article 10. Supernumerary Members.

1. They will pass on to the condition of Supernumeraries the Academics and Academics of Number for the following causes, and always in the judgment of the Government Board:

a) Haber personally requested such a change, in writing addressed to the Presidency.

(b) The repeated failure to comply with its regulatory obligations, both the generic ones provided for in Article 13.1, and the specific obligations resulting from the exercise of its functions as directors of the corporation, provided for in the Articles 19 to 23.

c) Not being able to perform their duties.

2. If this condition was obtained on its own request, it will be possible to return to the primitive status of academic of Number, by a reasoned request to the Governing Board that will submit it to the General Meeting, provided there is a vacant seat.

Article 11. Corresponding Members.

1. The corresponding Academicians and Academics must be Spanish or foreign Doctors, who, on their merits or because of the importance of their scientific work in the field of Psychology, are creditors to that distinction.

2. The Corresponding Academics and Academics may not exceed fifty.

3. The Governing Board shall publicly announce in such a manner as to be appropriate, the existence of a corresponding Academic or Academic Square, giving a period of thirty calendar days for the submission of nominations.

Article 12. Rights.

1. Number Academicians and Academics will enjoy the following rights: Voice and vote in sessions and meetings; eligibility for all academic positions; use of the Academy medal; and perception, from Corporation funds, of the corresponding compensation for the commissions and assistance to be determined by the General Board or, where appropriate, the Governing Board.

2. The Academicians and Academicians of Honor, Supernumeraries and Corresponding shall be entitled to attend the public sessions of the Academy, with a voice, but without a vote, in a place of the dais and with their medal; and they will not be able to be chosen for the performance of management positions. The medal of the first will be equal to that of the Academics of Number by the obverse, but it will lack number of square on its reverse. In the case of the latter, the medal will be of silver, with an obverse similar to that of the Academicians of Number and with APE symbol on its back.

3. They may use this title, in the writings and works they publish, but with the obligation to express the class to which they belong.

Article 13. Duties.

1.It is the duties of the members of the following number: to comply with the Statutes, the Regulations and the agreements of the Corporation; to contribute to the progress of the Psychology; to ensure the prestige of the Academy; to issue reports, to participate in commissions and carry out the scientific work entrusted to them; attend the meetings and sessions and accept the positions for which they would have been elected, in case there is no justified cause to prevent it.

2. The Corresponding Academics and Academics undertake to meet the commissions and commissions entrusted to them. 3. Article 14. Procedure of choice.

CHAPTER III

Government and Academy Management

Article 15. General Meeting.

The General Board is the sovereign body of the Corporation and derives from it the delegated authority of the Governing Board. It will be composed of all the Academics and Academics of Number.

Article 16. Governing Board.

The top management body of the Academy of Psychology is its Governing Board, which is responsible for the plenary of the General Board of the Academy, the general management and the development of the Corporation's activities.

Article 17. Composition of the Governing Board.

The composition of the Governing Board shall be determined in detail in the Rules of Procedure, in accordance with the general criteria laid down in these Statutes. In any case it will be composed of the Presidency, Vice-Presidency, General Secretariat, Treasury, Library Management and if any of the Presidencies of the Sections as advisors.

Article 18. Powers of the Governing Board.

The Governing Board is responsible for the control of all assets administered by the Academy and has the power to authorize and update the payment of compensation for temporary or permanent services performed by persons or entities in favor of the Corporation. Their other specific powers shall be determined in the Rules of Procedure.

Article 19. Senior management positions at the Academy.

1. The management positions of the Academy will be at least the following: Presidency, Vice-Presidency, General Secretariat, Treasury and Library Management.

2. All charges shall be exercised by many other Academicians or Academics of Number whose duties and responsibilities, procedure of choice and duration of the charges shall be laid down in the Rules of Procedure.

Article 20. Presidency.

They are the functions of the person holding the Presidency:

a) Legally reintroduce the Academy.

b) Call, chair and lift the sessions held by the plenary and the Governing Board, as well as conduct their deliberations.

c) Order payments and authorize documents, minutes and correspondence with your signature.

d) Adopt any urgent measure that the good march of the Academy requires, without prejudice to account of it, subsequently to the Board of Government.

Article 21. Vice Presidency.

The holder of the Vice-Presidency shall replace the holder of the Presidency in his or her duties, in the case of delegation, vacancy, absence or incapacity, with the same privileges. He shall work with the Presidency on the duties entrusted to him and shall report on the written and matters which the Academy submits to its examination.

Article 22. General Secretariat.

The head of the General Secretariat shall be responsible for the administrative work of the Academy, shall issue certifications, and shall be responsible for the staff of the institution.

Article 23. Treasury.

The head of the Treasury will take control of the Academy's finances, collect and protect the funds belonging to the Academy and will comply with the payment orders issued by the Presidency, facilitating the audits requested by the Board.

Article 24. Library Address.

The holder of the Library Address shall be responsible for all the relevant elements for the documentation and publications of the entity, as well as its custody and publicity.

Article 25. Sections and commissions.

For the development of the activities of the Academy in relation to the different fields of competence to be addressed, the appropriate Commissions and, where appropriate, Sections, may be established. multidisciplinary or cross-sectional. The General Board, on a proposal from the Governing Board, shall decide periodically on the creation, composition, powers, budget, and maintenance of the commissions. In any case, each Commission or Section shall have a Presidency and a Secretariat that shall be required to be precept by Academicians or Number Academics.

Article 26. Standing committees.

Permanent Commissions are structured to serve tasks and functions of a stable nature, generally linked to the management of the Academy. As such, at least the following will exist:

a) Internal character:

1. The Interior Government, which is derived from the Governing Board, which will be formed by the persons holding the Presidency, General Secretariat, Treasury and Vice-Presidency. It shall resolve matters for which it shall inform the Governing Board. It will develop the agreements taken in the Governing Board and in the General Board.

2. The Finance Ministry, which will understand the economic issues, will be composed of the persons holding the Presidency, General Secretariat, Treasury and three Academicians or Academicians of Number. It will advise the person to take care of the Treasury in their duties and in particular in the annual budgets.

3. Admissions, which will report to the Governing Board on the proposals for membership of Number, Corresponding and Honor members, and how much it will affect the candidates ' persons. It shall be composed of the person occupying the General Secretariat, who shall act as President, and six Academicians or Academicians of Number, appointed by the General Board.

b) External projection and services:

It shall consist of the persons occupying the General Secretariat, Treasury, Library Directorate and three Academicians or Academicians of Number to be appointed by the General Board to that effect.

Article 27. Commissions of a technical nature.

By agreement of the General Board, the commissions of a technical nature may be constituted that are considered necessary in order to attend to the relevant and multidisciplinary interest of the matter. They will be made up of Number members, and may require the incorporation of experts, by means of an ad hoc invitation that will not generate any stable right of association with the Academy.

Article 28. Creating Commissions.

The creation of Commissions, except those established by these Statutes, will be the faculty of the General Board that will decide on its content and opportunity, as well as on how to finance the cost of its activities.

Article 29. Coordination of Commissions and Sections.

The coordinated management of the Commissions and, where appropriate, Sections, is the responsibility of the Board of Directors of the Academy, which will adopt in each case the organizational structure and direction modes that are most appropriate for the tasks to which the Academia must cope.

CHAPTER IV

Heritage and economic regime

Article 30. Revenue from the Academy.

Academy revenue will proceed:

(a) of the allocations which, if any, are carried out by the General Budget of the State or other public administrations.

(b) of donations, legacies, grants and other acts of agreement and liberality from public entities, individuals and foundations, with which the Academy maintains relations of cooperation in the interests of the psychology, its development and dissemination in our country. In addition, you will be able to obtain income from individuals, which will have to be previously accepted by the Corporation in order to be incorporated into the funds of the Corporation.

(c) Any fees that may come from those reports or opinions that may be subject to private economic remuneration.

d) The product of your goods, the sale of your publications and other possible income that is related to the purposes and activities of the Corporation.

e) The Academy may authorize, for its own benefit, the creation of an Association of Friends of the Academy of Psychology, which, as an independent private association, may have among its basic aims to provide social support and economic functions and academic acts, and will receive distinguished treatment and attention, in the public events and extraordinary sessions that the Academy celebrates.

Article 31. Academy expenses.

Within budget limits, the Academy will apply its funds:

(a) The payment of remuneration and rewards for the staff employed, as well as the maintenance of their premises, facilities and administrative management.

b) To the creation and promotion of management systems and documentation of information and psychological knowledge in any of its formats.

c) To the editing of the publications to be agreed.

d) To the economic endowment of the prizes to be established.

e) To the expenses of assistance and compensation accrued by the Academicians and Academicians of Number in relation to their dedication to the Academy, as well as works, publications and conferences of the Academy in which they collaborate.

(f) To the allowances and remuneration approved by the Governing Board for national or foreign personalities who have been invited to lecture or participate in working meetings.

g) Other expenses that are specified in the Regulation or that have been duly approved by the Governing Board.

Article 32. Collection and payment.

The Academy funds will be collected and the payments made by the Treasurer or Treasurer of the Corporation, in accordance with the agreements adopted by the Finance Committee and the Governing Board, as well as the rules and accounting, intervention and audit procedures applicable to this class of public institutions.

Article 33. Budget.

The Finance Committee will draw up the Corporation's annual budget and the extraordinary ones that are needed to be presented in time and form due to the Governing Board. They shall be presented to the full Academy for further knowledge and sanction before the beginning of the relevant year. Next to the budgets for the next financial year, the Finance Committee will present the results of expenditure and revenue during the current year.

Article 34. Information on budgetary implementation.

Periodically the Finance Committee will present to the Governing Board the information regarding the economic march of revenue and expenditure of the Academy.

Article 35. Accounting and account control regime.

1. The Academy shall justify to the public authorities the grants obtained in the legally established form.

2. From other income, the Academy's Treasury will carry detailed control, in accordance with the accounting system that is legally applicable, and will be accountable to the Finance Committee, the Governing Board and the General Board.

CHAPTER V

Academy Activity

Article 36. Activities of the Academy.

The Academy will develop the activities that will allow the best fulfillment of its statutory purposes. In this respect, it shall carry out work, plenary or sectoral sessions, prepare reports and publications, promote awards and competitions, and, in general, how many activities are consistent with its specific nature.

Article 37. Publications.

The Academy may decide the publication of works and works of its Academics and Academics and other authors who have been awarded or are judged of relevant interest for Psychology, under the conditions set out in the intellectual property legislation in force. In addition, the company may be published on a regular basis by the Corporation the yearbooks, newsletters and academic journals deemed appropriate.

Article 38. Academy Sessions.

1. The Academy will meet in public and internal sessions.

2. They shall be public:

a) The inaugural Session of the Academic Year.

d) The monographic sessions dedicated to the study of a particular subject or to honor distinguished personalities within the scientific, cultural or social field.

e) Sessions dedicated to the memory of deceased academics.

3. They shall be of an internal nature: the General Boards (the Plenary of the Academy) and the Government Boards, as well as the meetings of the Sections and Commissions that it has.

CHAPTER VI

Institutional and scientific relations

Article 39. Scientific and cultural relations.

1. The Academy will maintain special relations with the Autonomous Academies that exist, as well as with the Academies of other countries that incorporate the scientific psychology, and with associations and institutions of scientific and professional character that match in the defense and promotion of Psychology.

2. The Academy will maintain relations with the Public Administrations, and with private entities with which it can coincide in the interest of the development and promotion of psychology.

CHAPTER VII

Bylaws Regulation and Modification

Article 40. Regulation of the internal system.

The Academy shall establish an internal rules of procedure in which all the precepts necessary to order in detail its activity shall be included, within the limits prescribed in these Statutes.

Article 41. Adoption of the Regulation.

The Regulation and its possible modifications shall be proposed by the Governing Board to the Plenary of the Academy, for approval, if appropriate.

Article 42. Modification of Statutes.

1. The proposed amendments to the Statutes must be approved by an absolute majority in a Plenary Session at the Academy called for this purpose.

2. Once a proposal for the amendment of the Statute has been adopted, it will be forwarded by the Presidency of the Academy to the Ministry of Education, Culture and Sport, accompanied by an explanatory memorandum to the proposed amendment, for the with paragraph 5 of the second provision of Royal Decree 1160/2010 of 17 September 2010 governing the Institute of Spain.
