Law 3/2015, of March 30, regulating the exercise of the high office of the General Administration of the State, establishes a new regime for the management of conflicts of interest, which begins even before the the appointment of a senior official, since the latter is to sign a declaration of suitability in which he expresses good repute and due training and experience in the field, and extends to the period of two years following his departure, in the which, in addition to communicating all the activities which they intend to carry out to be authorised, if appropriate, by the Office of Conflict of Interest, they must also send copies of their tax declarations corresponding to the Income Tax of the Physical Persons.

In addition, during the period in which they remain active, they are subject to the completion of declarations of activities, property and property rights, of abstention, in the event that they have to resort to this procedure, in addition to various documents relating to his estate status.

Therefore, in order to ensure that all such statements and communications are made in documents that allow knowledge of the required information with the greatest precision, the approval of the various models, which will be processed electronically with the Office of Conflicts of Interests, dependent on the Secretariat of State of Public Administrations, and to whom the law commissions the management, with full functional autonomy, of the regime for it set.

In its virtue, I have:

Single item. Approval of the models.

The models of the declarations and communications referred to in Law 3/2015, of 30 March, are approved, regulating the exercise of the high office of the General Administration of the State, which are as follows:

(a) Statement of suitability: Model 1, which is included in the Annex to this Order. It shall be completed by the persons proposed as senior positions prior to their appointment and shall be referred, first, to the Technical General Secretariat of the corresponding Ministry of their appointment and subsequently to the Office of Conflicts of Interest.

b) Curriculum vitae: Model 2, which is included in the Annex to this Order. It shall be completed by the persons proposed as senior positions prior to their appointment and shall be referred, first, to the Technical General Secretariat of the corresponding Ministry of their appointment and subsequently to the Office of Conflicts of Interest.

c) Statement of activities to the takeover: Model 3, which is included in the Annex to this Order. It shall be completed by the senior officials and shall be forwarded to the Office of Conflict of Interest within three months of the taking of possession.

d) Declaration of assets and property rights to the takeover: Model 4, which is included in the annex to this Order. It shall be completed by the senior officials and shall be forwarded to the Office of Conflict of Interest within three months of the taking of possession.

e) Statement of activities to the eesc: Model 5, which is included in the annex to this Order. It shall be completed by the senior officials and shall be forwarded to the Office of Conflict of Interest within three months of the end of the period.

f) Declaration of assets and property rights to the Eesc: Model 6, which is included in the Annex to this Order. It shall be completed by the senior officials and shall be forwarded to the Office of Conflict of Interest within three months of the end of the period.

g) Publication of assets and property rights in the "BOE": Model 7, which is included in the Annex to this Order. It shall be completed by the senior officials and shall be forwarded to the Office of Conflict of Interest within three months of the taking of possession and termination, respectively. This model shall contain, as a summary, the same data contained in models 4 and 6.

h) Abstention in administrative procedures: Model 8, which is included in the Annex to this Order. It shall be completed by the senior officials when they have to abstain in an administrative procedure as laid down in Article 12 of Law 3/2015 of 30 March.

i) Abstention in collegiate bodies: Model 9, which is included in the Annex to this Order. It shall be completed by the senior officials when they have to abstain in a session of a collegiate body as laid down in Article 12 of Law 3/2015 of 30 March, and shall be forwarded by the Registrar of the collegiate body to the Office of Conflicts of Interest.

(j) Communication referred to in Article 2.7 of Law 3/2015 of 30 March 2015: Model 10, which is included in the Annex to this Order. It shall be completed and transmitted by the human resources department responsible for the public or private bodies, agencies and entities of the public sector, within seven days of the appointment of the high office, to the Office of Conflict of Interest.

k) Communication referred to in Article 2.8 of Law 3/2015 of 30 March: Model 11, which is included in the Annex to this Order. It shall be completed and transmitted by the secretaries of the administrative or government bodies of public or private entities with representation of the State public sector, the Office of Conflict of Interest and the designations of persons who have the status of high office.

(l) Authorization to the Office of Conflict of Interest to request tax data from the State Tax Administration Agency or the competent tax administration: Models 12 and 13, which are included in the Annex to the Order. It shall be completed by the high office in the event of a choice of the Office of Conflict of Interest who obtains from the State Tax Administration Agency or the competent tax administration the tax data to which it refers. the law.

m) Authorization to the Office of Conflict of Interest to request the tax data from the State Tax Administration Agency or the competent tax administration information which, on an annual basis, has to submit the high charge, in accordance with the provisions of Article 17 of the Law: Model 14, which is included in the Annex to this Order and which will be completed by the High Office in the event that it prefers to be the Office of Conflict of Interest who gets from the State Tax Administration Agency the tax data. referred to in that provision.

Single end disposition. Entry into force.

This provision shall enter into force on the day following that of its publication in the Official Gazette of the State.
