The use of information and communication technologies enables public administrations to make the citizens ' reach, in a comfortable and accessible way, a multitude of services of their interest, facilitating their demarches.

The General Secretariat of International Cooperation for Development of the Ministry of Foreign Affairs and Cooperation in compliance with the functions attributed to it by article 10.2 k of Royal Decree 342/2012, of 10 of February, for which the basic organic structure of the Ministry of Foreign Affairs and Cooperation is developed, offers through the website of the Ministry www.maec.es and the portal www.cooperacionespanola.es the possibility of sharing information relevant on issues related to international development cooperation, including those relating to their assessment.

An increasingly widespread and common practice in the use of services offered through web pages is the possibility of registering to be part of a database of professionals, which implies that users they must provide, on a voluntary basis, certain personal data which, for their proper treatment, should be incorporated into a file as detailed in Annex I to this provision.

The Organic Law 15/1999 of 13 December on the Protection of Personal Data sets out a set of measures to guarantee and protect public freedoms and the protection of personal data. the fundamental rights of natural persons, and in particular their personal and family honour and privacy.

Article 20 (1) of the Law provides that the creation, modification or deletion of files of public administrations may be made only by means of a general provision published in the Official Journal of the European Communities. State ' or Official Journal concerned. In turn, Article 53.1 of the Implementing Regulation of the Organic Law 15/1999 of 13 December, approved by Royal Decree 1720/2007 of 21 December, determines that where the provision relates to the organs of the State Administration or to entities or bodies linked or dependent on it, the creation, modification or deletion of files shall take the form of a ministerial order or a resolution of the entity or body concerned.

Finally, in accordance with the provisions of Article 37.1 (h) of the Organic Law 15/1999 of 13 December, this provision has been previously reported by the Spanish Data Protection Agency.

In its virtue, in order to comply with these legal mandates and to guarantee citizens exercising their legitimate rights, I have:

Single item. Creating a personal data file.

The data file of a personal character called "Evaluation Specialists" is created with the characteristics indicated in the Annex of this order, in the terms and conditions set out in the Organic Law 15/1999, of 13 of December, the Protection of Personal Data and its Implementing Regulation approved by Royal Decree 1720/2007 of 21 December. This file is attached to the Secretariat of State for International Cooperation and to Ibero-America and managed by the General Secretariat for International Cooperation for Development.

Final disposition. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".

ANNEX

Name of file: "Evaluation specialists"

a) Identification of the file, name, purpose and intended uses:

The file called "Evaluation Specialist Database" is an automated and manual file for managing user data recorded on www.maec.es and www.cooperacionespanola.es pages

The purpose of the file is to serve as a support to facilitate the set of actors of the Spanish Cooperation and its partners the identification of natural and legal persons with knowledge and experience in evaluation in the field of international cooperation for development. participation in public or private procurement processes of companies and professionals involved in the field of evaluation. Through the website you can register the professionals or companies by providing the data requested and you will be able to consult a database that will be of public access.

b) Origin of data, procedure for collecting the data and their provenance:

The collective on which data is sought are Spanish and foreign natural or legal persons with knowledge and experience in the field of international cooperation for development interested in their data is accessed by other users for possible hiring.

c) Basic file structure and data type:

Identification data: Surname and name or social name, telephone, e-mail, country of residence, working language, description of the evaluations in which you have participated, specific training in evaluation or discipline afin, areas of expertise, countries in which you have experience, accompanying curriculum or memory of activities, observations.

With regard to information processing, information systems will be automated.

d) Expected data communications.

e) International data transfers to third countries:

No data transfers to third countries outside the territory of the European Economic Area are foreseen, so international data transfers are not projected in the terms defined in Article 5.1 of the European Economic Area. Regulation of the development of Organic Law 15/1999, approved by Royal Decree 1720/2007, of 21 December.
