Based on the principles contained in Article 103 of the Spanish Constitution and in Article 3 of Law 6/1997 of 14 April of the Organization and the Functioning of the General Administration of the State, in particular those of efficiency, efficiency and agility, it is appropriate to delegate certain powers of the Government Delegation of the Balearic Islands to the entry into force of the Organic Law on the Protection of Citizen Security, 4/2015, of 30 March.

In its virtue, in accordance with the provisions of the additional provision of Law 6/1997 cited in addition to the provisions of Law No 6/1997 and the provisions of Article 13 of Law No 30/1992, of the Legal Regime of the Public Administrations and of the Common Administrative Procedure, subject to the authorization of the Secretary of State of Public Administrations of the Ministry of Finance and Public Administrations and the Secretary of State for Security of the Ministry of the Interior, for matter, I have resolved:

First. Delegated powers and bodies in which they are delegated.

Delegate to the Insular Directors of the General Administration of the State in Menorca and Ibiza-Formentera, in its respective field, the exercise of the following powers:

(a) The imposition of penalties for fines for minor and serious infractions, as provided for in Article 39.1 (b) up to the maximum amount of the minimum grade, of Law 4/2015, of 30 March.

b) Those of an accessory provided for in Article 39 (2) (a) and (b), corresponding to the removal of arms and the licences or permits corresponding to them, and the use of the goods, means or instruments necessary for the commission of the infringement.

Second. Legal regime.

1. This delegation of powers shall not entail the transfer of the ownership of the competition but only its exercise.

2. Whenever the delegation granted in this resolution is used, this circumstance shall be expressly indicated and the resolutions to be adopted shall be deemed to be dictated by the delegating body.

3. This delegation may at any time be the subject of an endorsement by the delegating body, in accordance with Article 14 of Law No 30/1992 of 26 November 1992, of the Legal Regime of the General Administration and of the Common Administrative Procedure.

Third. Publication and entry into force.

This Resolution will be published in the "Official Gazette of the Balearic Islands" and will take effect from 1 July 2015, the date of entry into force of Law 4/2015, Organic Protection of Citizen Security, as set out in its final disposition fifth.

Fourth. Repeal.

This delegation leaves the resolution of 29 December 2000, for which certain powers are delegated to the Chief Insulators, without any effect.
