The Organic Law of 19 June, of Qualifications and Vocational Training, aims at the organisation of an integral system of vocational training, qualifications and accreditation, which will respond effectively and transparency of social and economic demands through the various forms of training. To this end, it creates the National System of Qualifications and Vocational Training, defining it in Article 2.1 as the set of instruments and actions necessary to promote and develop the integration of vocational training offerings, through the National Catalogue of Professional Qualifications, as well as the evaluation and accreditation of the corresponding professional skills, in order to promote the professional and social development of the people and cover the needs of the production system.

The National Catalogue of Professional Qualifications, as set out in Article 7.1, is designed to facilitate the integrated nature and adequacy of vocational training and the labour market, as well as training throughout life, the mobility of workers and the unity of the labour market. This catalogue consists of the qualifications identified in the production system and the training associated with them, which is organised in training modules.

Article 5.3 of the Organic Law of 19 June, gives the National Qualifications Institute the responsibility to define, develop and maintain the National Catalogue of Professional Qualifications, in its quality of technical organ of support to the General Council of Vocational Training, whose regulatory development is set out in Article 9.2 of Royal Decree 1128/2003 of 5 September, which regulates the National Catalogue of Qualifications Professionals, in accordance with Article 9.4, the obligation to maintain permanently updated by its periodic review which, in any case, shall be carried out within a period of not more than five years from the date of inclusion of the qualification in the catalogue.

Therefore, this order is issued in application of Royal Decree 817/2014 of 26 September 2014 laying down specific aspects of professional qualifications for the purposes of which it is amended, Article 7.3 of the Organic Law of 19 June 2002 on qualifications and vocational training, which was obtained by the Council of State of the Council of State 618/2014 of 23 July 2014, is applicable to the approval and effects of the legislation.

Thus, in this order, two professional qualifications of the Professional Family Safety and Environment, which have an age in the National Catalogue of the Family, are updated, as a complete replacement of their annexes. Professional qualifications exceeding five years, to which Royal Decree 817/2014 applies, of 26 September. In addition, certain professional qualifications are partially modified by the replacement of certain cross-cutting competence units and their associated training modules, including up-to-date professional qualifications. listed in the attachments of this order.

In the process of drafting this order, the Autonomous Communities have been consulted and the General Council of Vocational Training and the State School Council have issued a report.

Under the joint proposal of the Minister for Education, Culture and Sport and the Minister for Employment and Social Security, I have:

Article 1. Object and scope of application.

This ministerial order aims to update two professional qualifications corresponding to the Professional Family Safety and Environment, with the corresponding annexes being replaced, and amended. (a) in the case of certain professional qualifications by the replacement of certain competitive units and associated training modules, in application of Royal Decree 817/2014 of 26 September 2014 laying down Point (a) of Article 4 (1) of Directive the procedure for approval and effects is applicable to Article 7.3 of the Organic Law of 19 June 2002 on qualifications and vocational training.

Updated and partially modified professional qualifications are valid and are applicable throughout the national territory, and do not constitute a regulation of professional practice.

Article 2. Updating of certain professional qualifications of the Family Safety and Environment, established by Royal Decree 295/2004 of 20 February, establishing certain professional qualifications included in the National Catalogue of Professional Qualifications, as well as their corresponding training modules which are incorporated into the Modular Catalogue of Vocational Training.

As set out in the single additional provision of Royal Decree 295/2004 of 20 February 2004, the updating of professional qualifications, the specifications of which are contained in Annexes XXVIII and XXX of the aforementioned royal decree:

One. A new wording is given to Annex XXVIII, Professional Qualification "Services for pest control". Level 2. SEA028_2, which is listed as Annex I to this order.

Two. A new wording is given to Annex XXX, Professional Qualification "Control and protection of the natural environment". Level 3. SEA030_3, which is listed as Annex II to this order.

Article 3. Partial modification of certain professional qualifications established by Royal Decree 295/2004 of 20 February establishing certain professional qualifications which are included in the National Catalogue of Qualifications Professionals, as well as their corresponding training modules which are incorporated into the Modular Catalogue of Vocational Training.

As set out in the single additional provision of Royal Decree 295/2004 of 20 February 2004, the updating of professional qualifications, the specifications of which are contained in Annexes XXVI and XXVII of the aforementioned royal decree:

One. The professional qualification established as "Annex XXVI: Operation of Water Treatment Stations" is amended. Level2. SEA026_2. "replacing, respectively, the unit of competence" UC0075_2: Adopt the measures of prevention of occupational risks in the workplace "and the associated training module" MF0075_2: Safety and health. (70 h) "for the unit of competence" UC0075_2: Adopt the measures for the prevention of occupational risks at the workplace "and the associated training module" MF0075_2: Safety and health. (60 h) ", corresponding to Annex I" Services for the control of pests. Level 2. SEA028_2. " of this order, also modifying the total duration of the training associated with the qualification from 540 hours to 530 hours.

Two. The professional qualification established as "Annex XXVII: Management of Urban and Industrial Waste" is amended. Level 2. SEA027_2. 'replacing the unit of competence' UC0075_2: Adopt the measures for the prevention of occupational risks at the workplace 'and the associated training module' MF0075_2: Safety and health. (70 h) ' by the competition unit "UC0075_2: Adopt the measures for the prevention of occupational risks in the workplace" and the associated training module "MF0075_2: Safety and Health. (60 h)", corresponding to Annex I " Services for pest control. Level 2. SEA028_2. " of this order, also modifying the total duration of the training associated with the qualification from 520 hours to 510 hours.

Final disposition first. Competence title.

This order is dictated by the powers conferred on the State by Article 149.1.1. and the 30th of the Constitution, on the regulation of the basic conditions that guarantee the equality of all Spaniards in the exercise of rights and in the fulfilment of constitutional duties, and for the regulation of the conditions for obtaining, issuing and approval of academic and professional qualifications.

Final disposition second. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".

Professional Realizations and Realization Criteria:

RP 1: Prepare the utensils, equipment, and pest control products/harmful organisms for shipment, following the action plan and complying with applicable regulations.

CR 1.1 Personal and environmental protection work materials, equipment, and clothing are selected based on the task and packaged for shipment, in accordance with the security procedure.

CR 1.2 The compliance with the conditions for the preservation of the products and packaging of pest control/harmful organisms is verified, prior to their use and transfer, according to applicable regulations.

CR 1.3 The pest control instruments/harmful organisms are selected according to the procedure established by the company.

CR 1.4 The conservation status and the operation of the instrument are verified, prior to their transfer, following the action plan.

RP 2: Carry out loading and unloading of the utensils, equipment and products in the means of transport for shipment, confirming the safety record and complying with the applicable regulations.

CR 2.1 The integrity of the pest control containers is verified, ensuring transport in safety conditions.

CR 2.2 The integrity of the labels of the pest control containers is verified, ensuring transport in safety conditions.

RP 2: Carry out the operations of application of chemical, biological, physical or physical-chemical means for the control of pests/organisms harmful according to the diagnosis of situation, program of performance and evaluation, complying with the applicable rules.

CR 2.1 Measures, personal safety equipment and the environment for the application of chemical, biological, physical or physical-chemical products are established, according to the safety procedure.
