The approval of Order DEF/166/2015, of 21 January, for which the basic organisation of the Armed Forces develops, was the partial development of Royal Decree 872/2014 of 10 October, establishing the Basic organization of the Armed Forces. This level of development allowed the repeal of the 10 ministerial orders in which the Armed Forces organization was dispersed, collecting the content of all of them and adapting it to the extent necessary according to the legislation in force; in particular, the Organic Law 5/2005, of 17 November, of the National Defense and the aforementioned royal decree.

However, the units described in that ministerial order do not represent the total of those which, according to Article 3.3, fall within the competence of the department holder, and it is therefore necessary to make this provision complement the previous one and allow the Chief of Staff of the Navy to be able to develop his own organization.

The Explanatory Memorandum of Order DEF/166/2015, dated January 21, details the aspects that have been taken into account for its drafting, which have also been applied for the drafting of this ministerial order.

In its virtue, I have:

Single item. Approval of the organization of the Navy.

According to what is established in Royal Decree 872/2014 of 10 October, establishing the basic organization of the Armed Forces, and in accordance with Order DEF/166/2015, of 21 January, for which it develops the Basic organization of the Armed Forces, approved the organization of the Navy, which is inserted below.

Additional disposition first. Collegiate bodies.

1. As far as this ministerial order is not regulated, the functioning of the collegiate bodies referred to therein shall be in accordance with the provisions of Title II, Chapter II, of Law No 30/1992 of 26 November 1992 on the Legal Regime of the European Communities. Public and the Common Administrative Procedure.

2. Membership or participation in the meetings of these collegiate bodies shall not imply the perception of any kind of remuneration or compensation that would increase public expenditure.

Additional provision second. No increase in public spending.

The implementation of this ministerial order, including the modification of existing units and the creation of those that are necessary, will be done without an increase in the cost of operating the Navy and will not increase spending. public.

Single transient arrangement. Existing units.

1. The units referred to in this ministerial order shall carry out their duties and duties as necessary, in accordance with the necessary organic adaptations and shall be transferred to them.

2. The units not covered by this ministerial order will be dependent on any of the units established here, in accordance with the provisions of the Chief of Staff of the Navy, and will continue to exercise their functions and duties until they enter In force the instruction given by that authority which develops this ministerial order, the necessary organic adaptations are produced and the said functions are transferred and committed to the new units.

Final disposition first. Powers of development.

1. The Chief of Staff of the Navy is empowered to develop this ministerial order in accordance with the terms set out in Article 3.4 and in Article 4, both of Order DEF/166/2015, of 21 January.

2. Likewise, in relation to the units established in this ministerial order not belonging to the Force and whose command corresponds to the employment of Colonel, he is empowered to, as a consequence of the restructuring of the Navy, be able to to delete or integrate such units, subject to the authorisation of the Minister of Defence. You may also modify the employment of the unit command to one immediately below the favorable report of the Deputy Secretary of Defense, in accordance with Article 3.4 of Order DEF/166/2015 of 21 January.

Final disposition second. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".

ORGANIZATION OF THE NAVY

CHAPTER I

The Headquarters

Article 1. Organization of Headquarters.

The Navy Headquarters is constituted by:

a) The Navy's General Staff.

b) The Cabinet of the Chief of Staff of the Navy.

c) The Head of General Services, Technical Assistance and Information Systems and Telecommunications.

d) The Naval History and Culture Authority

e) Legal Advice.

f) Central Delegate Intervention in the Navy.

g) The Central Maritime Court.

Article 2. The General Staff.

The Navy's General Staff is articulated in:

a) The Head.

b) The General Secretariat of the General Staff.

c) The Plans Division.

d) The Operations Division.

e) The Logistics Division.

Article 3. The Head of General Services, Technical Assistance and Information Systems and Telecommunications.

1. The Head of General Services, Technical Assistance and Information Systems and Telecommunications is articulated in:

a) The technical assistance bodies.

b) General services organs.

c) The Head of Information and Telecommunications Systems.

2. Technical assistance bodies shall be responsible for providing technical assistance, in particular in the areas of mapping, publications, sociology, statistics and operational military research.

3. The general services bodies shall bring together the units responsible for security and support, to facilitate their life and operation and to attend to the maintenance of the facilities of the Headquarters and other bodies located in Madrid and its geographical environment.

4. The Head of Information and Telecommunications Systems will be responsible for the exploitation, management and control of the information and telecommunications systems, as well as for the security of information and cyber defense, in the field of Armada.

Article 4. The Naval History and Culture Authority.

1. The Body of Naval History and Culture is articulated in:

a) The Institute of Naval History and Culture.

b) The Naval Museum.

c) The Navy's Archivistic Subsystem.

2. The Institute of Naval History and Culture is responsible for the research and dissemination of naval history and the cultural and bibliographic heritage of the Navy.

3. The Naval Museum is governed by Royal Decree 596/2014, of July 11, which regulates the operation and establishes the basic organic structure of the Naval Museum, its Royal Board and the subsidiary museums.

4. The Navy's Archivistic Subsystem is responsible for the protection, conservation, cataloging, investigation and dissemination of its documentary heritage.

Article 5. The Central Maritime Court.

The Central Maritime Court performs its functions in accordance with the transitional provision of Law 14/2014 of 24 July 2014 on Maritime Navigation and is governed by the provisions of Title II of the Law 60/1962, of 24 December, regulating aid, saving, trailers, finds and marine extractions, which, as regulatory standards, continue to be in force in accordance with the provisions of the single derogation provision, (f), of the abovementioned Law 14/2014 of 24 July, and of Decree 984/1967 of 20 April, by The regulation for the implementation of Law 60/1962, of 24 December, which regulates aid, saves, trailers, finds and marine extractions.

CHAPTER II

The Force

Article 6. Units of the Force.

1. The denomination of the units of the Armed Forces, their capacities and types as well as their entity will be consistent with the concepts defined in the military doctrine and with its tradition.

2. Without prejudice to other functions that may be entrusted to them, all the units of the Force have as their principal task to prepare themselves to constitute operating structures for the realization of military operations, by means of their transfer to the the operational structure of the Armed Forces, in accordance with military doctrine.

3. In the Force, the auxiliary command organ that lends its support to a general officer receives the name "major state." When you provide it to an officer, you can receive either the name of "command command" or "major flat".

Article 7. Organization of the Force.

1. The Navy's Force is constituted by the Fleet, which is directly dependent on the Chief of Staff of the Navy.

2. The Fleet is articulated in:

a) The Fleet Headquarters.

b) The Naval Action Force.

c) The Maritime Action Force.

d) The Marine Corps.

e) The Submarine Flotilla.

f) The Aircraft Flotilla.

g) The Center for Evaluation and Certification for Combat.

h) The Fleet Doctrine Center.

Article 8. The Fleet Headquarters.

1. The following units are framed at the Fleet Headquarters:

a) The Major State of the Fleet.

b) The Major Adjutant of the Fleet Headquarters.

c) The Navy's Legal Counsel in the Bay of Cadiz.

2. The Major State of the Fleet is articulated in:

a) The Resources Section, which will be responsible for the enlistment of the Force units in all aspects related to Operational Logistics and the coordination and control in economic matters, except as regards information and telecommunications systems.

b) The Operations Section, which will be responsible for training, assessment and certification of units, generation of forces and operational groupings, monitoring of the activity of the units and controls of the Fleet assigned to other controls during the conduct of operations and exercises, and the management of the activities and the intelligence cycle in the scope of the Fleet.

c) The Plans Section, which will be responsible for organizing, operating and working processes in the field of Fleet, Fleet relations with allied navies, process of generation of forces and monitoring of the naval contribution in the framework of the national or multinational organizations, non-tactical aspects of the planning of the activities of these forces and contribution to the definition of means.

d) The CIS Section, which will be responsible for the coordination and implementation in the Fleet of the doctrine and procedures of operation of the information and telecommunications systems, planning and determination of needs of the information systems, communications and cryptographic material, both national and NATO, of the allocation of priorities in the use of the available means and of the dissemination and control of compliance with the INFOSEC regulations.

3. The Major Adjutant of the Fleet Headquarters is responsible for providing the general services to the units surveyed at that headquarters and to the Fleet units located at the Naval Base of Rota that are expressly assigned to it.

Article 9. The Naval Action Force.

1. The Naval Action Force is articulated in:

a) The Headquarters, in which a General Staff is integrated.

b) The Naval Action Group 1.

c) The Naval Action Group 2.

2. The Naval Action Group 1 is articulated in:

a) The 31st School Escuadrilla.

b) The 41st School Escuadrilla.

3. The Naval Action Group 2 is articulated in:

a) The ship "Juan Carlos I".

b) The ship "Castilla".

c) The ship "Galicia".

Article 10. The Maritime Action Force.

1. The Maritime Action Force is articulated in:

a) The Headquarters, in which a General Staff and the Armed Services of the Navy are integrated in Cartagena

b) The Naval Command of the Canary Islands.

c) The Command of the Units of the Maritime Action Force in Cadiz and Naval Command of Cadiz.

d) The Command of the Units of the Maritime Action Force in Cartagena and Naval Command in Cartagena.

e) The Command of the Units of the Maritime Action Force in Ferrol and Naval Command of Ferrol and A Coruña.

f) The Naval Sector of the Balearic Islands in which the Naval Command of Palma de Mallorca is integrated.

g) The Buque Escuela "Juan Sebastian de Elcano".

h) The Counterpart Force.

i) The Navy Diving Center.

j) The Marine Hydrographic Institute.

k) The following naval commands:

1. The Naval Command of Algeciras.

2. The Naval Command of Alicante.

3. The Naval Command of Almeria.

2. The Naval Command of the Canary Islands is articulated in:

a) The Headquarters, in which a General Staff and the Naval Command of Las Palmas de Gran Canarias are integrated.

b) The Sanitary Support Headquarters of the Canary Islands.

c) The Centre for Languages of the Canary Islands.

d) The Unit for the Coordination of the Logistics Residences of the Navy in the Canary Islands.

e) The Naval Command of Santa Cruz de Tenerife.

Article 11. The Marine Corps.

The Marine Force is articulated in:

a) The Headquarters, in which a General Staff is integrated.

b) The Marine Brigade "Armada Tércio".

c) The Protection Force, composed of a Major State, the Madrid Group, the Levant of the Levant, the North Tércio and the Southern Tércio.

d) The Special Naval Warfare Force.

CHAPTER III

Support for the Force

Article 12. Organization of Force Support.

1. Support to the Force in the field of the Navy's human resources will be carried out by the Chief of Staff.

2. The Support to the Force in the field of the material resources of the Navy will be realized by the Chief of Logistics Support.

3. Support to the Force in the field of financial resources in the Navy will be carried out by the Economic Affairs Directorate.

Article 13. The Chief of Staff.

1. The Chief of Staff is articulated in:

a) The Head.

b) The Personnel Address.

c) The Personnel Assistance Address.

d) The Naval Teaching Directorate.

e) The Health Address.

2. The Personnel Address is articulated in:

(a) The units that allow the Director of Personnel to perform their functions and tasks not assigned to any of the subdirections in which they are articulated.

b) The Subdirection of Recruitment and Integration, responsible for actions that may correspond to the Navy in terms of recruitment and additional generation of human resources and motivation, orientation professional and internal communication regarding integration.

c) The Personal Management Subdirection, which is responsible for the management, administration and control of personnel in matters of situations, promotions, destinations and withdrawals, in accordance with current regulations. He will also be responsible for the management of the personnel of the FAS, civilian personnel, and reservist personnel assigned to the Navy.

3. The Personnel Assistance Directorate is articulated in:

a) The units that enable the Director to assist Personnel in exercising the functions and tasks assigned to them.

b) Military residences, which are establishments for support and assistance to military personnel who will be governed by the provisions of Ministerial Order 13/2009 of 26 March establishing the classification, users and prices to be applied in the Military Residences of the Army of the Earth, the Navy and the Army of the Air, listed below:

1. The Military Residence of Social Action of Students "Lieutenant General Barroso".

2. The "Jorge Juan" College Major College.

3. The Military Residency of Social Action of Rest "Tramontana".

c) Military sports and sociocultural centers, which are units aimed at promoting the practice of sports, social, recreational or cultural activities among the members of the Armed Forces that will be governed by the provisions of Order DEF/792/2003 of 25 March establishing the legal and operating arrangements of the Military Sports and Sociocultural Centres, which are listed below:

1. The Military Sociocultural Sports Center of El Ferrol.

2. The Military Sociocultural Military Center of Cartagena officers.

3. The Military Sociocultural Military Center of San Fernando officers.

4. The Directorate of Naval Education, on which the Centre for the Languages of the Canary Islands is functionally dependent, is articulated in:

(a) The units that allow the Teaching Director to perform the functions and tasks assigned to them.

(b) Military teaching centres which, in accordance with the provisions of Law 39/2007 of 19 November of the military career, are the units responsible for providing the training and the necessary training for obtaining the training. of specialties and extend or update knowledge. c) The naval commissions of regattas, which are units dedicated to the organization and development of nautical activities and competitions. They are listed below:

1. Naval Commission of Ferrol Regattas.

2. Naval Commission of Regatas de Cádiz.

3. Naval Commission of Regatas de Cartagena.

4. Naval Commission of Regattas of the Balearic Islands.

5. Naval Naval School's Regattas Naval Commission.

6. Naval Commission of Regatas de Canarias.

d) The physical education and sports boards and sports facilities of the Navy, which are competent units in the field of physical education and sport, which facilitate the sports practice of the components of the Navy, the organisation of championships and the conduct of periodic physical tests and for access to courses. Article 14. The Head of Logistics Support.

1. The Logistics Support Headquarters is articulated in:

c) The Engineering and Shipbuilding Management.

d) The Supply and Transportation Directorate.

2. The Senior Adjutant is responsible for providing the general services to the Logistics Support Headquarters and to the units located in the facility.

3. The Directorate of Engineering and Shipbuilding is articulated in:

(a) The units that allow the Director of Naval Engineering and Constructions to exercise management, management, administration, control and analysis in the field of engineering, assuming also those functions and tasks not assigned to the Engineering Subdirection.

4. 5. The Maintenance Direction is articulated in:

6. 7. The arsenals will be the implementing agencies of the Logistic Support in their geographical environment and in the areas in which the Force operates. They are listed below:

Article 15. The Directorate for Economic Affairs.

The Economic Affairs Directorate is articulated in:

(a) The Economic Management and Contracting Subdirectorate, responsible for the management, administration and control of the financial resources made available to the Directorate and the contracting authorities. It shall also be the responsibility of the administration of financial resources not expressly assigned to any other body.

b) The Accounting and Budget Subdirectorate, which is responsible for the technical preparation of the preliminary draft budget and the centralisation of all information on both the forecasting and implementation of the programmes and the budget.
