Article 45.1 of Law 39/2007 of 19 November of the military career states that " the training of non-commissioned officers is aimed at preparing and training for the professional exercise and obtaining the essential specialties that are necessary. It shall comprise general and specific military training and technical training corresponding to a higher technical qualification '; Article 58.1, which may be entered into military training centres for access to the scales of (ii) the definition of the skills and the capacity of the general staff to be established; under the terms of the vocational training courses to be established; Article 12.1.e), which the Chief of Staff of the Land Army, in his field of competence, is responsible for defining design of the profiles necessary for the professional exercise; Article 50.2, the centres military teachers who will teach the lessons of this ministerial order; and article 65.1, which the Minister of Defence will approve the corresponding curricula of education training.

The fundamental specialty of helicopters, requires the development of training periods in centers outside the Army of the Earth, and due to the special characteristics of this fundamental specialty, it becomes impossible completing in a single school year the integral training required, for this reason the training for such a specialty is not contemplated from the type of entrance with qualification.

With regard to the duration and structure of training education, in Article 25.1.a) .2. of the Regulation of entry and promotion and management of training in the Armed Forces, approved by Royal Decree 35/2010, of 15 January, it is established that in the event that the requirement for a higher technical qualification has been entered into, it shall only require the completion of the curriculum corresponding to general, specific and specialised military training fundamental, which will be developed as a maximum in an academic year.

On the other hand, Order DEF/1626/2015, of 29 July, approving the general guidelines for the elaboration of curricula of training education for access to the different scales of non-commissioned officers, sets out the principles, criteria and rules for drawing up the curricula of the different key specialties of the different levels of non-commissioned officers.

in addition, Article 16.1 of the General Guidelines for the elaboration of curricula in training for access to the various levels of non-commissioned officers provides that these curricula will be developed by the Commission. Chief of Staff of the Army of the Land; article 16.2, which the Minister of Defense will approve the curricula of the teaching of training of non-commissioned officers, to which a supporting memory will be accompanied that will be published on the website of the Ministry of Defence; and Annex I includes the common minimum content of the training modules compulsory to acquire each and every one of the students, to be professionally linked to the Armed Forces.

As for the curricula of this ministerial order, they contain the professional profile and the formative modules that compose it, with expression of its contents, duration in hours and the center where they are taught. They also contain the relation of those modules which, by their characteristics, can be partially or totally submitted to the students in case of pregnancy, childbirth or postpartum, as well as the modules which the students of Military provenance.

During its processing, this provision was informed by professional associations with representation in the Staff Council of the Armed Forces, in accordance with Article 40.2.b) of the Organic Law 9/2011, of 27 July, rights and duties of the members of the Armed Forces, and the rest of the professional associations registered in the Register of Professional Associations of members of the Armed Forces have been informed in accordance with Article 40.1.c) of the Organic Law 9/2011 of 27 July. Finally, according to the provisions of article 49.1 (c) of the aforementioned organic law, it has been informed by the Armed Forces Staff Council.

In its virtue, I have:

Single item. Approval of the CVs.

The curricula of military training are approved for access to the scale of non-commissioned officers corresponding to the fundamental specialties of the General Corps of the Army of the Earth, through the form of income with the requirement for prior certification, the text of which is inserted below.

Single additional disposition. Eventual employment of a student sergeant.

In accordance with Article 68.2 of Law 39/2007 of 9 November of the military career, students in the education of military training shall be granted, for the purposes of academic, practical and remuneration purposes, the use of a sergeant student, once they have exceeded, in the terms indicated, the following common and mandatory modules, with an indication of whether it is the Mandatory Module (OFAS) or the Earth Army Specific Module (TSE), of the first course of the curricula approved in this ministerial order:

a) Instruction and training (OFAS5 (-)): The first four (4) weeks.

b) Tactics and Logistics I (EET1).

c) Weapons systems I (EET2).

d) Surveying I (EET3).

e) Tyre I (EET4).

Single transient arrangement. Extinction of the existing study plans.

Once the new curricula enter into force, the plans of previous studies will be extinguished by academic year and will coexist in the event that any student, having submitted it, has to repeat course.

Single repeal provision. Regulatory repeal.

1. Ministerial Order 15/2013 of 28 February, approving the plans for the study of military training for access to the scale of non-commissioned officers corresponding to the fundamental specialties of the General Body of the European Community, is hereby repealed. Army of the Earth, by means of the form of entrance with requirement of prior qualification.

2. In addition, any other provision of equal or lower rank which is opposed to the provisions of this ministerial order is hereby repealed.

Final disposition first. Dispositive faculties.

The Under-Secretary of Defense is empowered, within the scope of their respective powers, to dictate how many provisions are necessary for the implementation of this ministerial order, as well as to modify their modules.

Final disposition second. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".

The curricula approved in this ministerial order will be implemented from the 2015-2016 course.

CURRICULA OF THE TEACHING OF MILITARY TRAINING FOR ACCESS TO THE SCALE OF NON-COMMISSIONED OFFICERS CORRESPONDING TO THE FUNDAMENTAL SPECIALTIES OF THE GENERAL CORPS OF THE ARMY OF LAND, THROUGH THE FORM OF ENTRY WITH DEMAND OF PRE-TITRATION

Article 1. Professional profile to be achieved in the first job.

It is to be sought to interrelate a qualified and professionally accredited training provided by a qualification of higher technical vocational training, with the knowledge of the military profession, so that is integrated and converted into the whole range of professional skills and skills.

This official will receive a dual and integral training that, together with the accumulated acquis, will allow him, as a technician in his professional field and as a leader, to have an overall view of the Armed Forces and their environment, essential for your correct location in the society you are working for.

Thus, due to its multidisciplinary training, the Subofficial, from his first job as a Sergeant, can perform the tasks of the General Body through the exercise of command action, at his level, and the development of actions executive, within the field of activity of its fundamental specialty, both in the organic structure and in the operational of the Armed Forces, whether in national or multinational operations.

It shall exercise the command of its unit and its corresponding initiative, to transmit, comply and enforce in all circumstances and situations, the orders received and to ensure the execution of the tasks entrusted to it. performance of operational, technical, logistical, administrative and teaching functions.

For his rigorous training and continued experience, the official will be, especially in his first job, close associate of the hierarchical superior command and leader of his subordinates, maintaining with these permanent contacts, thus becoming a fundamental link within the organic and operational structure of the Earth Army.

Qualified and professionally accredited training to be provided by students who have access to the corresponding higher technical qualification, together with their own knowledge of the military profession, must be able to integrate in these noncommissioned officers a set of competencies and professional skills of the general body of the Army of the Earth.

Article 5. Validation of modules according to the military origin of the student.

May be validated, MPTM (Military Troop or Marinery), upon request of the person concerned:

(a) Those modules or part of them, which are mandatory, specific or essential, that coincide, in the opinion of the teaching board, in their denomination, duration and contents.

(b) MPTM personnel, who belong to the fundamental specialty of Sanitary Support or are in possession of a certificate of having performed and overcome the health training activity of the Army of the Earth (AFSET) "Sanitary", provided for in the Army of Land Troop Health Training Action Plan, approved by the Chief of Staff of the Army of the Earth, as well as those in possession of the Army of the Earth's health course (FSET3), shall be validated in a complete OFAS2 (-) mandatory module. This module will also be validated to all staff who have the title of Technical in Health Emergencies or the Certificate of Professional Health Transport (SANT0208), which establishes the Royal Decree 710/2011, of May 20, by establishing two certificates of professionalism of the professional family Health, which are included in the National Directory of Professional Certificates.
