At its meeting of 10 July 2015, the Council of Ministers adopted the Agreement determining the level of correspondence at the level of the Spanish Qualifications Framework for Higher Education of the university degree. Licenced Officer in Geography.

This Directorate General of University Policy resolves to publish as an annex to this resolution, in the "Official State Gazette", the Council of Ministers Agreement dated July 10, 2015.

ANNEX

Agreement of the Council of Ministers determining the level of correspondence to the level of the Spanish Framework of Qualifications for Higher Education of the official university degree in Geography.

EXPOSITION

In the preamble to Royal Decree 967/2014 of 21 November, it is indicated that the qualifications prior to the reform creating the new European Higher Education Area were regulated by Royal Decree 1497/1987, 27 The Commission also adopted a report on the implementation of the common guidelines for the curricula of official university degrees of official character and validity throughout the national territory. The additional provision of that Royal Decree came to create the Catalogue of Official University Titles. By means of Royal Decree 1954/1994 of 30 September 1994 on the type-approval of diplomas awarded to the Catalogue of Official University Titles, this instrument was effectively created.

Royal Decree 1027/2011 of 15 July establishing the Spanish Qualifications Framework for Higher Education sets out four levels of qualification according to the learning outcomes they provide Official studies: the level of the Superior Technician is included in Level 1, Grade level 2, Master level at Level 3, and Doctor at Level 4.

Facts

1. By means of a resolution dated 2 February 2015, the Directorate-General for University Policy agreed, on its own initiative, to initiate the administrative procedure for the determination of correspondence at the level of the Spanish Qualifications Framework for Higher Education of the official university degree in Geography.

2. On 1 April 2015, the National Agency for the Evaluation of Quality and Accreditation evacuated the report for the determination of the correspondence of the degree of Licentiate in Geography. This report indicates that the university degree in Geography in Geography corresponds to level 3 of the MECES (Master level).

3. On 23 April 2015, the Council of Universities assessed the correspondence of the degree of Bachelor's degree in Geography. The Council of Universities reported favourably the correspondence at MECES level 3, from the degree of Bachelor's degree in Geography.

4. On May 4, 2015, the General Directorate of University Policy agreed to open the public information procedure for this administrative procedure.

Fundamentals of Law

The following normative precepts are applicable in the processing of this procedure:

1. Royal Decree 967/2014 of 21 November 2014 laying down the requirements and procedure for the approval and declaration of equivalence to qualifications and at the official academic level and for the validation of studies foreign education, and the procedure to determine the correspondence to the levels of the Spanish Framework of Qualifications for Higher Education of the official titles of Architect, Engineer, Licentiate, Technical Architect, Technical Engineer and Diplomat.

2. Article 19 of Royal Decree 967/2014 of 21 November 2014, which states that it is the responsibility of the Directorate-General for University Policy to initiate the procedure for the determination of correspondence.

3. Article 20 of Royal Decree 967/2014 of 21 November 2014, which states that the acts of instruction in this procedure fall within the competence of the Directorate-General for University Policy.

4. Article 21 of the same rule, which states that the ANECA report is prescriptive and decisive for the processing of this procedure. It also indicates that the report of the Council of Universities is mandatory, but is not binding for the resolution of the procedure.

5. Article 22 of Royal Decree 967/2014 of 21 November, which points out that the ANECA report has taken into account the training acquired for obtaining the title whose correspondence at the MECES level is intended, as well as its duration or burden time.

6. Article 23 of Royal Decree 967/2014 of 21 November, which states that before the end of the procedure, the Directorate-General for University Policy will agree to a period of public information which may not be less than 20 working days.

7. Article 23 of Royal Decree 967/2014 of 21 November 2014 indicating that within the time limit of public information the General Councils or, where appropriate, the Professional Colleges may withdraw the report, although it is noted that the report will not binding character. The General Directorate of University Policy must be informed of this process.

In its virtue, on the proposal of the Minister of Education, Culture and Sport, the Council of Ministers, at its meeting on 10 July 2015, agrees:

First. Determination of the MECES level of the university degree in Geography.

In accordance with the provisions of Article 24 of Royal Decree 967/2014, of 21 November, it is determined that the official university degree of Licentide in Geography corresponds to level 3 of the Spanish Framework of Qualifications for Higher Education.

It is also indicated that the level 3 of MECES corresponds to level 7 of the European Qualifications Framework, as indicated in article 4 of Royal Decree 1027/2011 of 15 July, establishing the Spanish Framework of Qualifications for Higher Education, in its wording given by Royal Decree 22/2015 of 23 January, laying down the requirements for the issue of the European Supplement to the securities regulated in Royal Decree 1393/2007, of 29 June 2007, October, for which the ordination of official university teachings is established and the Royal is amended Decree 1027/2011 of 15 July establishing the Spanish Framework for Qualifications for Higher Education.

Second. Publication of the Council of Ministers Agreement in the "Official State Gazette" and in the electronic headquarters of the Ministry of Education, Culture and Sport.

In accordance with the provisions of Article 24 (4) and 26 of Royal Decree 967/2014 of 21 November 2014, the Directorate-General for University Policy will issue the publication in the "Official State Gazette" and in the electronic headquarters. of the Ministry of Education, Culture and Sport of this Agreement of the Council of Ministers.

Third. Registration in the Register of Universities, Centers and Titles.

According to the provisions of Article 24.5 of Royal Decree 967/2014 of 21 November 2014, once this Agreement has been published in the BOE, the Directorate-General for Academic Coordination and Legal Regime of the Directorate General University Policy will enroll the resolution of correspondence recognition in the Register of Universities, Centers and Titles.

Fourth. Enablement for the adoption of measures for the implementation of the Agreement.

By the Minister of Education, Culture and Sport, in the field of their competences, the necessary measures for the implementation of this Agreement shall be adopted.

The implementation of this Agreement will have no budgetary impact whatsoever.
