The changes that have occurred in the Spanish University System as a result of the modification of the current regulations made by the Organic Law 4/2007, of 12 April, amending the Organic Law 6/2001, of 21 December, from Universities, and by Royal Decree 1393/2007, of 29 October, establishing the ordination of official university teaching, as well as changes in the organic structure of the Ministry of Education, Culture and Sport for the last few years, they advise the creation of new files and the modification of the existing ones.

Article 20.1 of the Organic Law 15/1999 of 13 December on the protection of personal data establishes that the creation, modification or deletion of the files of the Public Administrations may be made only by means of general provision published in the "Official State Gazette" or in the official journal concerned.

Article 52.1 of Royal Decree 1720/2007, of 21 December, approving the Regulation of the Development of Organic Law 15/1999, of 13 December, of protection of personal data establishes that the creation, the modification or deletion of the files of public ownership may be made only by means of general arrangement or agreement published in the "Official State Gazette" or in the corresponding Official Journal.

In order to comply with the mandate of these precepts, prior report of the Spanish Data Protection Agency and the Permanent Commission of the Ministry of Digital Administration of the Ministry of Education, Culture and Sport, I have:

Single item. Amendment of Order ECD/2063/2002, of 1 August, regulating the automated files with personal data of the Ministry of Education, Culture and Sport and their autonomous bodies.

One. The following automated files with personal data are added to the list of files of the Secretariat of State for Education, Vocational Training and Universities, the description of which is given in the Annex.

College students.

PAU.

PDI.

PAS.

PI.

Scholarship students.

Scholarships and grants SG Scholarships.

Two. The file "Verification and control of grant applications VERI901.DF" is deleted from the list of files of the Ministry of Education, Vocational Training and Universities.

Single end disposition. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".

a.2) Purpose and intended uses:

-Making statistics in compliance with the National Statistical Plan.

-To comply with Article 4 (g) of the regulation of the General Conference of University Policy, concerning the implementation, on a biennial basis, of a report on the situation of the university system.

-Give compliance to the Additional Disposition fourteenth of Royal Decree 1393/2007, of 29 October, introduced by Royal Decree 861/2010, of 2 July, which establishes the ordination of official university teaching The Committee of the European Communities is concerned with the creation of an integrated information system that will enable the information needs of the university system to be covered and will make it easier for the ANECA and the autonomic assessment bodies to provide the information needed to the procedures for the monitoring and accreditation of securities university officers.

-Provide sufficient information for the Autonomous Communities and the General Administration of the State to carry out appropriate planning of the University System.

-Transparency, accountability and measurement of the results of the activity performed in the university system.

b.1) Collective: Data will be collected from university students who are in the Spanish University System.

b.2) Provenance: The data will be transmitted in a telematic form through the Integrated University Information System by the Spanish universities.

Collection procedure: Electronic data transmission/internet.

c) Basic file structure and the treatment system used in your organization.

c.1) Structure:

Identifying data: NIF/DNI.

Personal data: Date of birth, age, gender, nationality, municipality of habitual residence, academic level of parents, occupation of parents, membership of a large family.

Academic and professional data: Form of access to the university, year of entry for the first time in the system, note of access, study giving you access, specialty, data on the center where the study gives you access, the number of credits approved, presented and registered, the average academic record, year in which it has been graduated, and paid activity.

c.2) Treatment system: Automated file.

d) Communications for expected data:

No disposals or data communications are anticipated.

e) International transfers to third countries:

Data treatments are not or are not planned outside the territory of the European Economic Area.

a) Identification of the file, indicating its name, as well as the description of its intended purpose and uses.

a.1) File Identification: UNIVERSITY ACCESS TESTS.

a.2) Purpose and intended uses:

-Making statistics in compliance with the National Statistical Plan.

-To comply with Article 16.6 of Royal Decree 1892/2008 of 14 November 2008 governing the conditions for access to formal university teaching and the procedures for admission to Spanish public universities, which provides that the Sectoral Conference of Education, in agreement with the General Conference of University Policy and the Council of Universities, will establish a model of report on the development and results of the (...) in order to enable the School Board of the State to carry out published an annual report of the test of access to the university and make recommendations for the improvement of the university. The annual report shall be submitted and approved in those bodies.

-Provide sufficient information for the Autonomous Communities and the General Administration of the State to carry out appropriate planning of the University System.

-Transparency, accountability and measurement of the results of the activity performed in the university system.

(b) Origin of data, indicating the collective of persons on whom it is intended to obtain data of a personal nature or which are required to supply it, the procedure for collecting the data, and its provenance.

b.1) Collective: Data will be collected from people who carry out tests of access to the universities of the Spanish University System.

b.2) Provenance: The data will be transmitted in a telematic form through the Integrated University Information System by the Autonomous Communities.

Collection procedure: Electronic data transmission/internet.

c) Basic file structure and the treatment system used in your organization.

c.1) Structure:

Identifying data: NIF/DNI.

Personal data: Date of birth, age, gender, nationality, whether or not you have had disability care.

Academic data: Characteristics of access to tests (Type of study giving you access, note in the access study, characteristics of the center where the access study was conducted), test results (whether you have been eligible or not suitable for access to the Spanish university system, and notes for subjects in the various tests, final note).

c.2) Treatment system: Automated file.

d) Communications for expected data:

Data treatments are not or are not planned outside the territory of the European Economic Area.

c) Basic file structure and the treatment system used in your organization.

c.1) Structure:

Identifying data: NIF/DNI, First Name and Last Name.

Personal data: Date of birth, age, gender, nationality, municipality of habitual residence.

Academic and professional data: References to your training (PhD degree, year in which you learned, country and university where you learned) area of knowledge, triennial, five-year and six-year-old, hours and type of dedication teaching, hours of dedication to research, number of theses directed or co-directed, research activity, participation in research projects, participation in research groups, number of publications, number of patents obtained, scientific production, agreements made according to the Article 83 of the LOMLOU.

Labor data: Type of personnel, category, body or scale, type of contract, dedication regime, administrative situation, year of incorporation into the Public Administration, year of incorporation into the university teaching staff as an official, year of incorporation to the current university.

c.2) Treatment system: Automated file.

d) Communications for expected data:

No disposals or data communications are anticipated.

e) International transfers to third countries:

Data treatments are not or are not planned outside the territory of the European Economic Area.

-Staff Investigator in Training (included in the PIF statute)

-The research staff hired through competitive public calls of an international, state, regional or university nature.

-The research staff who come from the establishment of collaboration agreements with companies, foundations or other entities.

-The research staff engaged with specific attachment to a research project.

-Other research personnel who are not included in the above and who are not teaching and research staff.

b.2) Provenance:

The data will be transmitted in a telematic form through the Integrated University Information System by the Spanish universities.

Collection procedure: Electronic data transmission/internet.

c) Basic file structure and the treatment system used in your organization.

c.1) Structure:

Identifying data: NIF/DNI, First Name and Last Name.

Academic and professional data: References to your training (PhD degree, year in which you learned, country and university where you learned) area of knowledge, trienes and sexies obtained, hours of dedication to research, number of theses directed or co-directed, research activity, participation in research projects, participation in research groups, number of publications, number of patents obtained, scientific production, conventions carried out in accordance with Article 83 of the LOMLOU.

Labor data: Type of personnel, category, body or scale, type of contract, dedication regime, administrative situation, year of incorporation into the Public Administration, year of incorporation to the current university.

c.2) Treatment system: Automated file.

-Give compliance to Royal Decree 1220/2010 of 1 October establishing the University Observatory of Scholarships, Study Aid and Academic Performance.

-To comply with Article 4 (g) of the regulation of the General Conference of University Policy, concerning the implementation, on a biennial basis, of a report on the situation of the university system.

-Provide sufficient information for the Autonomous Communities and the General Administration of the State to carry out appropriate planning of the University System.

-Transparency, accountability and measurement of the results of the activity performed in the university system.

(b) Origin of data, indicating the collective of persons on whom it is intended to obtain data of a personal nature or which are required to supply it, the procedure for collecting the data, and its provenance.

b.1) Collective: Data will be collected from the scholarship students who are in the Spanish University System.

b.2) Provenance: The data will be transmitted in a telematic form through the Integrated University Information System by the Spanish universities, the Autonomous Communities and the Ministry of Education, Culture and Sport.

Collection procedure: Electronic data transmission/internet.

c) Basic file structure and the treatment system used in your organization.

c.1) Structure:

Identifying data: NIF/DNI.

Personal data: Date of birth, age, gender, nationality, family income, number of family members.

Academic and professional data: university and degree in which you are enrolled, credits enrolled in the previous course, credits exceeded in the previous course, note obtained in the previous course.

Scholarship data: call, final decision of the call, amount awarded, tuition cover, period of the grant in which you are in the course of reference, type of aid granted, amount of aid granted.

c.2) Treatment system: Automated file.

Identifying data: DNI/NIE, first and last name, address, telephone, signature/footprint.

Other categories of personal data: Data of personal characteristics (Family data-Date of birth-Nationality-Number of bank account to make income-If applicable, orphan or disability equal to or more than 33 or 65% in order to apply deductions and/or obtain academic benefits or increased support).

Other data: Academics and economics.
