Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a singular organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Tax, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011 of 27 May regulation of the game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013, 1 August 2014 and 10 July 2015; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by the Royal Decree Decree 1706/2011 of 18 November 2011 and by Royal Decree 358/1991 of 15 March 1991 on the reorganization of the ONCE, as well as by its existing Statutes, published by Order SPI/1015/2011, of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 18 December 2014 the " Procedures and Criteria of Control common to the three modalities of lottery is the ONCE holder "and the" Procedures and Criteria for controlling the lottery mode called ONCE Active Game ".

In accordance with the said framework of management, the ONCE must inform in advance the conditions of all its lottery modalities authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the "Official Gazette of the State" consumers. Similarly, the ONCE must inform the Council of Protectorate of the modifications of the regulatory regulations of its different modalities and lottery products, for their knowledge and verification of their conformity to the rules of ordination, before (a) to be published in the Official Gazette of the State, as a guarantee for consumers.

In compliance with previous forecasts, the Permanent Executive Committee of the General Council of the ONCE has adopted CEP.14 (E) /2015 -4 Agreement of 26 June (partially amended by Resolution 120/2015 of 31 July 2015). of the Director-General of the ONCE), for which a new regulatory regulation of the products of the lottery mode called "Active Game of the ONCE" has been approved. This Regulation has been verified by the Permanent Commission of the Council of the Protectorate of the ONCE on 31 July 2015 and in guarantee to consumers it is appropriate to give publicity to it, the text of which is annexed to this Resolution.

ANNEX

Regulatory Regulation for lottery mode products called "ONCE Active Game"

PREAMBLE

Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a singular organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and whose social aims are directed towards the achievement of personal autonomy and full integration of blind people with visual impairment serious; through the provision of social services, with its own legal personality and full ability to act and self-organization; characterized in its social, economic and business activity, by the principles and values of solidarity, the absence of profit and the general interest; which it exercises throughout the Spanish territory delegated functions of the Public Administrations, under the State Protectorate; and which, for the financing of its social purposes, enjoys a set of public authorizations in the field of play.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In addition, the second provision of Law 13/2011 recognizes that by the uniqueness of its nature as Corporation of Public Law and of a social character, and as a gaming operator of recognized prestige subject to a strict public control, the ONCE will continue to be governed, in respect of the games and modalities authorized at each moment and framed in the reserve of the activities of lottery game, by the additional provision twentieth of the Law 46/1985, of December 27, for the General Agreement between the Government of the Nation and the ONCE (currently General Agreement for the Period 2012-2021 approved by the Council of Ministers of 18 November 2011), as well as by Royal Decree 358/1991 of 15 March, of Reordination of the ONCE; by its existing Statutes, by the second additional provision of the Law 13/2011, by Royal Decree 1336/2005 of 11 November (partly amended by Royal Decree 1706/2011 of 18 November 2011) and other specific rules applicable to ONCE or which could be approved for that purpose.

The lottery mode called "ONCE's active game" is a gaming activity that is covered by the lottery definition of Article 3 of Law 13/2011, a field of activity reserved for the marketing and exploitation of the lottery. The ONCE has been designated by law.

Within this normative framework, the General Agreement between the Government of the Nation and the National Organization of the Spanish Blind in matters of cooperation, solidarity and competitiveness for the stability of the future of the ONCE for the 2012-2021 period, approved by the Council of Ministers of 18 November 2011, provides that the General Council of the ONCE may adopt, within the prescribed limits, how many decisions on the game it considers appropriate, without the the need for the Council of Ministers to be authorized on a timely basis in order to achieve the maximum authorized volume of sales revenue. The General Agreement regulates in its clause 17 the specific conditions of the lottery mode called "active play of the ONCE", conditions which are the basis for this Regulation.

By virtue of the authorization granted, the General Council of the ONCE has approved the marketing of two active gambling products exclusively in Spain, "7/39" and "Super ONCE", to which will be added those that in the the future could be approved by the General Council of the ONCE, in accordance with the rules set out above and prior to the required procedures laid down in the rules.

Also, since July 2012, ONCE has jointly marketed the active gambling product called "Eurojackpot" with operators from other countries. In the case of the common products of the lottery mode active game that are marketed with operators of game enabled to operate in other countries; it will be fulfilled with the provisions of article 7 (5) of the Royal Decree 358/1991, 15 March, reordering of the ONCE, in the agreements concluded with those operators, and in the " procedures and criteria for control and supervision relating to the simultaneous marketing of common lottery products with other operators "; as well as the other rules applicable.

The participation in the active gambling products is subject to the prohibitions and the verifications and controls that are laid down in the applicable regulations, which are included in this Regulation.

The active game product draws will be held one or more days per week. Unless otherwise indicated in the Appendix for each product, the Directorate-General of the ONCE, by delegation of the General Council, may establish the day or days of the week of celebration of the draws of the various products. The quarterly calendar of the drawings of the active game products will be published in the "Official State Gazette" by means of a Resolution of the Chair of the Permanent Commission of the Council of Protectorate and will be included in the official Web of Game of the ONCE (www.juegosonce.es), as a guarantee of consumers.

The marketing of the active game products can be made by two types of support: tickets issued by terminal point of sale, or bets acquired by Internet, through the official web of play of the ONCE (www.juegosonce.es).

Furthermore, the marketing may also be carried out by the use of any other form of participation whose support is material, computer, telematic, telephone or interactive that exists or which may exist in the the market, which provides a full guarantee to consumers and the protection of minors, in accordance with the specific legislation in force. For the introduction of these new supports, an amendment to this Regulation shall be adopted at the time, containing the regulation of the new aspects necessary for its full implementation.

The price of each bet, the procedure for setting the days of celebration of the sweepstakes and the distribution of prizes are regulated in this Regulation, and its possible future modifications will be approved by the General Council of the ONCE, in the exercise of the powers conferred by the applicable regulations, on the proposal of its Directorate General and reflected by the timely updating of this Regulation, modifications that will be subject to the process verification of the Council of Protectorate. In the case of the common products of the lottery mode active game that are marketed with other game operators enabled to operate in other countries, the modifications will be approved according to what is established in the agreements subscribed to such gambling operators, as well as, in the "control procedures and criteria relating to the simultaneous marketing of common lottery products with other operators", as well as the other applicable rules.

The marketing of the active game products by the terminal support point of sale will be made by the betting receivers, understanding as such to the agents sellers with employment relationship with the ONCE and others natural or legal persons in its external commercial network who have concluded an agreement with the ONCE for this marketing, and without prejudice to its distribution through other channels, in the terms provided for in the applicable rules.

Internet marketing, through the official ONCE gaming Web, will be performed in accordance with the general rules and procedures set out in the "ONCE's playing contract conditions".

The ONCE shall apply to the awards obtained the withholding tax determined by the tax rules in force at any time, as indicated in this Regulation.

CHAPTER 1

Marketing of Active Gaming Products

Article 1. Purpose of the Regulation.

1.1 This Regulation aims to establish the conditions under which the "active game of the ONCE" lottery and its various products and the drawing-up of such products are governed.

1.2 The fact of participating in any of the drawings of the active game products implies the knowledge of this Regulation by the contestants and their adherence to the rules included in it, being submitted all bets on those rules.

1.3 Additionally, in the case of bets acquired through the official web of play of the ONCE, the purchase assumes the knowledge and adherence to the "Conditions of the contract of the ONCE game".

1.4 Based on the provisions of the Statutes of the Organization, the General Council of the ONCE will be able to approve the marketing of different products of the lottery modality active game of the ONCE that will be able to differentiate between whether based on price, prize structure, periodicity, specific rules, and different forms of purchase.

1.5 The agreement of the General Council of the ONCE determining the particular conditions of each product, once verified by the Council of Protectorate, will be published in the "Official State Gazette" as a guarantee of consumers and shall be integrated into this Regulation as a differentiated appendix.

1.6 There are two systems of admission or validation of bets for the products of the active mode: the issue of a ticket for a point of sale terminal and the bets acquired by the Internet, through the page The ONCE's official gambling website (www.juegosonce.es).

1.7 They are considered to be recipients of bets on the products of the active game mode, the agents selling with the ONCE and the points of sale of the natural or legal persons referred to in the article 2.

1.8 The General Directorate of the ONCE, by delegation of the General Council, may modify the calendar of the drawings of the active game products whose draw is made in Spain.

1.9 The quarterly calendar of the drawings of the active game products, including any modifications of the day of celebration of the draws of any of the newspaper products of the Coupon, will be published in the "Official State Gazette" by means of a Resolution of the Chair of the Permanent Commission of the Council of Protectorate and will be included on the official web of play of the ONCE (www.juegosonce.es), as a guarantee of the consumers.

1.10 The marketing of the active game products of the ONCE in the support ticket issued by terminal point of sale, will be carried out by means of the receivers of bets, considering as such, the agents sellers with employment relationship with the ONCE and the natural or legal persons referred to in Article 2 of this Regulation.

Article 2. Marketing of the sale of active gaming products by natural or legal persons other than the vendors of the ONCE.

2.1 The ONCE may enter into agreements with natural or legal persons other than its selling agents for the marketing of the "active game" lottery mode products. Each of these persons may have one or more points of sale.

2.2 By such agreements, the ONCE will empower the outlets of these natural or legal persons to receive bets on the products of the lottery "active game", to issue the corresponding tickets and to pay awards of the products of the active gambling modality in the terms referred to in Article 32.4 of this Regulation.

2.3 Each of the points of sale of these natural or legal persons will have a terminal point of sale connected to the Central System of Game Control of the ONCE, for the issue of tickets, for the validation of the awarded tickets, for the registration of your payment and for other administrative tasks.

2.4 In the agreements referred to in paragraphs 1 and 2 above, the points of sale will be expressly committed to respecting all the rules of the ONCE game, and in particular to the safety of the processes and the responsible gaming policy.

2.5 The ONCE will maintain the ownership of each and every product of the lottery mode "active game of the ONCE" in all its significant aspects: approval and modification of products, prices, structures of Awards, Regulations, Media, Control Systems, etc.

Article 3. Bans to play the products of ONCE's active gaming mode.

3.1 The purchase of active gaming products, whatever their marketing support, is prohibited for the following persons:

a) Those under 18 years of age.

(b) Persons who are legally incapacitated or by a judicial decision, in accordance with the provisions of civil law.

c) Persons who have voluntarily requested that access to the game be prohibited or prohibited by a firm judicial decision.

d) Natural persons linked to the ONCE in the field of play.

e) Other people who set the current regulations at any time.

The persons listed in paragraphs (b) and (c) above shall be registered in the General Register of Access to the Game.

The persons referred to in paragraph (d) above must be registered in the Register of natural persons linked to the ONCE in the field of play, differentiating between those persons who cannot participate in the purchase of no active game, and those that cannot participate in the purchase of the active game products drawn in Spain.

The content and criteria for the management and operation of the Register of natural persons linked to the ONCE in the field of play will be approved by the General Council of the ONCE, published on the official website of the ONCE.

3.2 The sale to the public of the active gambling products, inside and entrances of the schools, is also prohibited.

3.3 The authorised sales points shall report on the prohibitions referred to in paragraphs 3.1 and 3.2 above and on the harmful effects of non-playing practices.

Article 4. Features of the tickets and bets.

4.1 Tickets issued by point of sale terminal.

The point-of-sale terminal is any computer terminal or solution, duly approved by the ONCE, that ensures the online connection between the authorized outlets and the Central System of Game Control of the ONCE. Where necessary, the terminal points of sale shall be adapted for operation by persons with visual impairment or with other types of disabilities.

Along with the issue of tickets and other administrative tasks, the point of sale terminal will be used by the points of sale for the validation of the awarded tickets and for the registration of their payment.

In the sale of tickets by terminal point of sale, bets may be made using one of the following options:

a) By submitting to a betting receiver of a document edited by the ONCE, which may have the name that the ONCE determines, which will contain the elements necessary to formalize the bet or bets of each one of the active game products. The documents shall be made available to the buyer, at the betting point of sale and by any other means of distribution which the ONCE establishes.

These documents will only be used as read support for inclusion in a point-of-sale terminal, so they lack another value and are not valid for prize collection.

b) By typing the bets chosen by the buyer, directly on the point of sale terminal by the receiver of the bets.

c) By applying to a betting receiver, one or more bets placed at random by a point-of-sale terminal, called "automatic bet".

d) Repeating the bets played in previous draws, which can be entered at the point of sale terminal through the reading of the two-dimensional code that appears on the ticket of said draws or any other facility to replace the reading of that code.

In the interest of contestants who participate with a high number of bets, the ONCE may authorize the use of other methods for the formulation of those, of which it will give timely publicity along with the on the ONCE's official gambling website (www.juegosonce.es).

4.2 Betting sold by Internet.

In support of the Internet, one or more bets may be placed on any of the active game products, through the official web of the ONCE game, in accordance with the specific rules of the product, as they are regulated in the This Regulation and in accordance with the "Conditions of the ONCE contract of play".

4.3 Other Media.

The marketing may also be carried out by the use of all other material, computer, telematic, telephone or interactive media which exist or which may exist on the market, (a) full guarantee to consumers and the protection of minors, in accordance with the specific legislation in force. For the introduction of these new supports, an amendment to this Regulation shall be adopted at the time, containing the regulation of the new aspects necessary for its full implementation.

Article 5. Purchase over the Internet.

5.1 To be able to purchase the ONCE's active gaming products via the Internet, the customer must register prior to the purchase on the ONCE's official gambling website, providing the data required.

5.2 In the registration process, the identity and age of the registration process shall be verified, and it shall be verified that it is not in any of the prohibitions provided for in Article 3 of this Regulation. In addition, the customer must expressly accept the "ONCE playing contract terms".

5.3 In order to comply with the above paragraph, the ONCE will verify the identity of the applicants through the "System of Verification of the Identity of the Participants" of the General Directorate of Management of the Game (Ministry of Finance and Public Administrations), as well as its non-registration in the General Register of Access to the Game and in the Register of natural persons linked to the ONCE in matters of play.

5.4 In case it is not possible to verify the identity of the applicant or is registered in any of the above Records, the registration of the same as the user of the official Web of the game will be denied ONCE.

5.5 The ONCE will verify periodically that the users of the official web game of the ONCE are not registered in the Registers referred to in the previous article 5.3. In the event that their inclusion is verified in any of the above, the ONCE shall suspend the registration of the user and prohibit their participation in the products covered by this Regulation.

5.6 The Internet user's relationship with the ONCE will be governed by the "ONCE playing contract conditions" and, in particular, the following:

a) The Internet user will have a virtual account that is confidential and accessible only to the user and the ONCE.

b) In the virtual account of each user, the income made by the user will be reflected for the purchase of the ONCE game products, the bets made and the prizes obtained. In order to make your purchases on the Internet, the user must use the functionality intended for the effect on the official web of the ONCE game.

c) The user will have a record in their virtual account with the confirmation that their purchase order or bet is made.

d) The user will be able to view their purchase or bet on the purchase extracts, as well as print them, which will have full validity as proof of their participation, provided that the recorded data exactly matches the printed extract.

e) All purchase transactions will be recorded on the ONCE Central Gaming Control System. In this register you will find the bets actually purchased, the amount, the exact date, time and minute of the transaction, the date of the draw in which you participate and the control code of the purchase.

f) The user will have at all times access through the official web of the ONCE game to the information about bets placed on the draw.

g) The user will be able to access the official web of play of the ONCE, through other web pages authorized by the ONCE, acting these pages as a mechanism of information or gateway of entry. In this case, it is guaranteed that all the transactions of the user, relating to the virtual account, purchase of bets, and collection of prizes, and any other operation of analogous nature, will be executed exclusively on the official web of game of the ONCE.

Article 6. Technical aspects of the tickets and bets.

6.1 The bets corresponding to tickets issued by terminal point of sale, once included in the terminal, and the bets made by Internet, through the official web of play of the ONCE, will be transported to the The ONCE Central Gaming Control System for recording on the computer media.

6.2 For tickets issued by terminal point of sale, the following data must be entered:

a) The ticket will include the bet or bets, their amount and the date or dates of the draws in which you participate.

b) A reference to the Regulation and its publication on the official website of the ONCE (www.juegosonce.es) will be made on the ticket.

c) As security measures, the ticket may reflect one or more encodings.

(d) The ticket must also include a control code, the identification number of the betting receiver, the identifying number of the point of sale terminal and the exact date, time and minute of the dispatch operation of the ticket. The lack or manipulation of the control code implies the loss of validity of the ticket, without the right to any prize or to the refund of the amount of the bet.

e) A two-dimensional code will appear on the ticket that will allow automatic reading of the ticket. The two-dimensional code is a code that uses graphic characters to reproduce the control code that is regulated in Article 6.4.

6.3 In the case of Internet-based betting extracts, the document must include, in addition to the control code, the exact date, time and minute of the operation.

6.4 The control code that appears on tickets issued by terminal point of sale and in the purchase extracts of bets acquired by Internet, will be unique and biunivocal and will be assigned by the Central System of Control ONCE game based on a preset algorithm. The biunicity is preaches to the unique and absolute correspondence between the recorded data for each participation in the Central System of Control of the ONCE and the reflected in each ticket issued by the terminal point of sale or in the Internet-acquired bets. This control code will be saved, before the draw, in auditable files and signed with a recognized electronic signature, in such a way that the same can be provided and serve as documentary proof in any procedure. Several backups will be issued from the above files.

Article 7. Rights and obligations of the contestant in respect of purchased tickets and bets.

7.1 In the case of tickets issued by terminal point of sale, the contestant must pay the price of the bets before the ticket is delivered. In the case of bets acquired by the Internet, they will be considered formalized as long as the act of purchase is completed, using the balance of the virtual account.

7.2 The contestant is solely responsible for the correct completion of your bet and you will need to check, at the time of receiving your ticket issued by terminal point of sale or in the combination presented by the official Web of The ONCE game prior to the confirmation of the purchase, if the bet represented on the ticket or on the Web, and the rest of the data, are correct. The ONCE is responsible for the proper execution of all the operations in charge.

7.3 In the case of failure of the point of sale terminal or the printer incorporated or connected to that terminal, the betting receiver shall communicate to the Central System of Game Control of the ONCE such incident, to the object of proceed to the cancellation of the bet, returning to the buyer, if applicable, the price of the bet or giving it a new bet issued correctly, at the option of the buyer.

7.4 Once the recipient has given the ticket to the contestant or has validated the bet made by the Internet, through the official web of the ONCE game, according to the procedures established in the "ONCE playing contract conditions", no cancellation or modification of the bet.

Article 8. Validation of bets and tickets.

8.1 It is a fundamental condition to participate in the game that, prior to the draw, the bets and their corresponding tickets have been validly recorded, and not discharged or nullified in the Central System of Game Control the ONCE, in accordance with the requirements and formalities laid down in this Regulation.

8.2 All contestants, for the sole fact of participating, lend their conformity to this fundamental condition expressed in the previous paragraph.

CHAPTER 2

Composition and attributions of the Bureau of the Sorteo

Article 9. Drawing of the active game products.

The Draw of Active Game Products is the formal act of reglading the numbers that determine the winning combination of each of the products.

For products "7/39" and "Super ONCE", the drawing of which is made in Spain, the provisions of Articles 10 to 29 shall apply.

Article 10. Table of the Sorteo.

The Bureau of the Sorteo shall be composed, at least, by a President and by an Interventor, previously appointed by the Director General of the ONCE, for all draws to be held during the period established in the corresponding order. The President of the Bureau may request the presence of one or two volunteer witnesses chosen from the present public. This composition shall remain unchanged regardless of the place, date and time of the site.

Article 11. Guard teams.

The Director General will appoint a guard team for each draw, which will replace the members of the Bureau of the Sorteo if necessary for any circumstance.

Article 12. Other components of the Bureau of the Sorteo.

For all the draws, the Notary College of the locality in which the Sorteo is celebrated will be asked, the attendance of a Notary. If the circumstance of not attending is given, the Bureau of the Sorteo will have to empower the presence of a witness in it.

Article 13. President of the Bureau of the Sorteo.

13.1 The President of the Bureau of the Sorteo, shall be appointed by the Director General of the ONCE among those affiliated to the ONCE with managerial position or professional category of intermediate command, who provide their services in any of the entities that depend on the ONCE and its Foundation. As the sole representative of the ONCE during the act of the Sorteo, the President will have the inalienable power of interpretation of the regulatory regulations during the act of celebration of the same and will be the only one enabled to resolve those unforeseeable or overcome contingencies or contingencies that hinder the correct celebration of the Sorteo.

13.2 It will be the function of the President to resolve, with full decision-making capacity, all those questions directly related to the act of the Sorteo or those that might have a relationship or influence with it. Their work will be geared towards the development of the Sorteo in the regulatory and procedural framework that governs it, ensuring its security, reliability and transparency.

Article 14. Controller of the Bureau of the Sorteo.

14.1 The Interventor of the Bureau of the Sorteo will be appointed by the Director General of the ONCE among the employees of the ONCE who hold the position of Technical Financial Management Control or Accounting according to the classification of the XIV Collective Agreement of the ONCE and its staff; or of Technician B or C, according to the classification of the XV Collective Agreement, that they provide their services in any of the centers of the ONCE.

14.2 The Interventor will assist the President and will be in charge of checking all the details of the development of the Sorteo, especially the numerical detail and the correct public exposure of the balls at the same time as are exposed, communicating to the President the deficiencies he may observe. It shall also monitor and complete the relevant day of the Sorteus Act and ensure that all persons who are required to do so are subscribed by it in accordance with this Regulation.

CHAPTER 3

Constitution of the Bureau of the Sorteo

Article 15. Appearance of the members of the Board of the Sweepstakes.

The components of the Bureau of the Sorteo shall appear at the place of its conclusion, at least forty-five minutes before the scheduled time for such a celebration.

Article 16. Constitution of the drawing board.

16.1 The Bureau of the Sorteo must be constituted at least fifteen minutes before the celebration of the Sorteo.

16.2 When the Table is established for each drawing of each product, they must be present in the same and properly placed in the relevant places, all the members, who will not be able to leave your site until the celebration is completed, except for force majeure.

16.3 If any members of the Bureau are unable to attend, they will be replaced by a person from the guard team.

Article 17. Alternate drawing room.

The ONCE's Directorate-General will have at all times an alternative drawing room, with all the necessary material means, in order to make the draws in case it is necessary.

Article 18. Other staff at the Sorteo.

For the correct development of the Sorteo, there will also be a maintenance technician of the pumps, as well as the auxiliary staff who, if necessary, are deemed necessary for the performance of tasks inherent in the draw.

CHAPTER 4

Pre-drawing operations of the draw

Article 19. Pre-Sorting operations.

On the day, time and place indicated for each Sorteo, once the Bureau of the Sorteo is constituted, the pre-Sorteo operations will begin.

Article 20. Technical checks.

The auxiliary staff of the Sorteo, as well as the maintenance technicians, will check the proper functioning of all those elements that can intervene in the act of celebration of the Sorteo or later tasks: Bombs, painting of controls, status of the balls, panels of the awarded numbers, operation of the computer system, codes of access, fax, etc., realizing to the President of the anomalies that could arise. The relationship of actions or functions referred to in this paragraph is not exhaustive and, in its virtue, the staff shall attend to all those own or linked to the act whose performance may be entrusted to them.

Article 21. Testing of the balls and the Central System of Game Control of the ONCE.

21.1 The balls of the numbers shall be presented to the President and Interventor, which shall give their conformity. They shall then be introduced into the hype or the cylinders, as appropriate, arranged for the purpose, by putting them into operation so that the balls are mixed sufficiently.

21.2 Semestrally, and under the supervision of a Unit of the ONCE other than the one responsible for making the Sorteo, the characteristics of the balls will be submitted to the control of an external expert to the ONCE, who will certify to Notary that all the balls of the same hype have the same color, size and weight.

21.3 Additionally, the President and the Interventor will verify that the Central Gaming Control System to which the point of sale terminals and the official web of play of the ONCE are connected, in such a way, is closed. it is not possible to issue new tickets, to make new bets or to make any changes to the files referred to in Article 6.4., for the purposes of which the backup of such files has been issued.

21.4 Such a non-violable backup, which shall contain the bets validly admitted, shall be submitted to a public office or an independent third party, which shall be responsible for its custody, at least until the the termination of the expiry period, as well as, where applicable, in those cases where the expiry period has occurred in accordance with this Regulation and the applicable legislation.

CHAPTER 5

Sweepstakes Celebration and Guarantees

Article 22. Celebration and periodicity of the draws.

The drawings of the active game products "7/39" and "Super ONCE", unique for the entire territory of the Spanish State, will be held one or more times per week. Each draw will be held on the day, time and place published by the ONCE in advance sufficient time for the public to meet, with the Sorteo always having a public character.

On the official website of the ONCE game, the quarterly calendar of the products ' draws will be published, as well as the place and time of celebration of the products.

Article 23. Characteristics and development of draws.

The characteristics and development of the draws for each of the active game products are listed in the corresponding appendix.

Article 24. Act of the Sorteo.

Immediately after the Sorteo of an active game product, the details of it shall be collected in a record to be entered by the President, the Financial Controller, the Notary and, if applicable, the witness or witnesses if any. The minutes shall include: Name, position, number of the identity card and signature of the persons who subscribe to it; date, place and time of the draw, winning combination and, where appropriate, reintegrating, in guismos and in letters, and any observations deemed appropriate for the judgment of the President.

CHAPTER 6

Incidents during Sweepstakes Celebration

Article 25. Mechanical failures.

If during the ball extraction process there is a mechanical failure, this extraction will be done manually and after consultation with the members of the Bureau of the Sorteo. This act shall be executed solely and exclusively by the corresponding hype.

Article 26. Incidents in the extractions.

26.1 For the case that there is any incident in the extraction of the balls that prevents, in the opinion of the President and the Interventor, to know some of the awarded balls, will have validity those balls extracted in the first place and in sufficient numbers to determine the winning combination of that product, provided that there is material possibility, to determine this contingency. In any other case, the whole of the balls less the validly extracted and announced shall be introduced, then, again, the operations of turning or beating and extraction of the balls that will be missing until determined the winning combination.

26.2 In the case of those active game products for which the draw is accurate the use of more than one hype for the celebration of the Sorteo, when the contingencies described in this article are produced only in one of the cylinders, the balls extracted correctly in the rest of the cylinders shall be fully valid.

Article 27. Loss of a ball.

In the event of the fall of one of the balls extracted from the hype that determines the winning combination, once announced, and that it could not be located for any reason, the Table will have the ability to check the balls extracted and not lost and the balls not removed, after the end of the act in order to verify the correction of the announcement made. Article 29. Celebration of the Sorteo in the Alternative Sweepstakes Room.

29.1 In the event of not being able to perform the Sorteo at the place and time foreseen, for insalvageable causes, the President of the Bureau and the Interventor, in addition to the technical and auxiliary staff, will be displaced to the Chamber of Sweepstakes alternative, and if this is not possible, the members of the guard team will be constituted as the Bureau of the Sorteo in that room. In both cases, the draw shall be delayed in the precise time to be carried out.

29.2 Also, if a draw has to be interrupted in the course of its execution by an unforeseen event, the Bureau shall draw up the minutes of the numbers corresponding to the balls validly extracted until the moment of the interruption, proceeding to the continuation of the same, either in the same location if the event has been resolved or, otherwise, in the Alternative Sweepstakes Room. If this is not possible either, the resumption of the Sorteo will be carried out within the maximum period of twenty-four hours, or in its defect on the date to be determined by the Director General of the ONCE, which will be published by the ONCE on the official Web of the game of the ONCE and in some means of public dissemination.

29.3 In the case that the interruption would have occurred during the extraction of the winning combination balls in the resumption of the draw, all the balls minus the balls will be introduced into the corresponding hype. correctly extracted and will continue with the extraction until the number of balls that make up the winning combination is completed, and, if necessary, will continue with the necessary extraction to determine the drawback.

CHAPTER 7

Scrutiny of active gaming products

Article 30. Scrutiny of active gaming products.

30.1 On the premises that the Director General determines, and at the time fixed in advance, and always before 24 hours of the day following the celebration of the Sorteo, the scrutiny of the Sorteo carried out by the Bureau will take place of the Scrutiny. 30.2 The scrutiny of the Sorteo is the process by which, considering the information contained in the Central System of Game Control of the ONCE, the Bureau of the Scrutiny determines, based on the number of successful bets of each of the categories, which is the prize allocated to each of them and, where appropriate, the generated boat, according to the rules of the corresponding product. The Scrutiny Bureau is trained to analyze, interpret, and, where appropriate, address any incident that arises in the drawing of the draw.

30.3 Of the scrutiny will be obtained the Official List of Prizes by raising the corresponding record collecting the details of the scrutiny that will be subscribed by the president and the Interventor. The minutes shall include: Name, position, number of DNI and signature of the persons who subscribe to it; date, place and time of the scrutiny; collection obtained, and Official List of Awards with the number of prizes obtained for each category and its amount.

30.4 Once the draw count has been completed, all the files of the Central System Control System of the ONCE that have served for the determination of such scrutiny, with the exception of those that are delivered to a fedatere Article 21 (4) shall be kept by the Technical Directorate for Systems and Information Technologies of the Directorate-General of the ONCE or the unit of management which replaces it, under the supervision of the Directorate-General of the Directorate-General Commercial and Gaming Operations or Unit of Directors to replace it with the above General Direction.

Article 31. Official List of Awards.

31.1 The winning combination, plus, where applicable, the drawback in those active game products in which this circumstance is established, and the unit amount of the prizes assigned to each category, according to the Article 30 of this Regulation will be published by the ONCE through its exhibition in the offices of the ONCE and on the official web of play of the ONCE (www.juegosonce.es), with the validity of the Official List of Awards, even if not specifically relate all the award categories, which will be determined in accordance with provided in the appendices for each active game product.

31.2 The ONCE shall not be responsible for any other publications other than that list, regardless of its origin or nature. The Official Awards List will be the only document that will attest to them.

CHAPTER 8

Payment of Awards

Article 32. Award-winning bets.

32.1 Award-winning bets made by terminal point of sale are payable to the bearer against his presentation and delivery, and cannot be replaced by any other document or testimony. The active game product ticket is the only valid instrument to request the payment of award-winning bets and constitutes the sole proof of participation in the draw.

32.3 The payment of prizes for tickets issued by the awarded point of sale terminal may be managed at the ONCE Centres, which are currently the Territorial Delegations, Area Directorates, Support Directorates and Agencies, as well as in those Credit Entities with which the ONCE has concluded this service, during the time each has enabled for this purpose, upon presentation and delivery of the ticket issued by terminal point of sale, unique valid document to credit the awarded bet.

32.4 ONCE betting receiving points may pay prizes awarded for amounts not exceeding two hundred euros (200 €) or redeem the amount of the prize for other licensed gaming products than the ONCE You would have delivered them for marketing.

32.5 Payment of award-winning bets purchased by the Internet will be managed exclusively through the ONCE's official gaming Web, being credited to the user's virtual account,

32.7 In all prizes equal to or greater than two thousand five hundred euros (2,500 €), issued by terminal point of sale, the ONCE will require the complete identification of the person possessing the prize bet and will verify that is older and is not registered in any of the Registers referred to in paragraph 3.1 of this Regulation, by suspending the award of the prize otherwise.

32.8 Likewise, prizes of less than two thousand five hundred euros (2,500 €) will not be paid to minors.

32.9 In cases where there is a judicial procedure on the ownership of a winning ticket or bet and by the relevant court, the payment of the prize must be stopped before it has been paid. satisfied the award to the ticket presenter or to the person who is the customer on the Internet, the ONCE shall suspend the payment of the prize, until the final decision has been taken in that procedure, without having the obligation to pay interest or compensation of no kind for the suspension of the payment agreed by the said procedure judicial. In all other cases, the payment made to the bearer of the award winning ticket, or to the customer on the Internet, shall exempt the ONCE from any liability.

32.10 In the case of tickets issued by terminal point of sale or bets made by Internet, through the official web of play of the ONCE, which contain several bets for a single drawing or for consecutive draws of the the same product, the prize will be the result of the sum of the individual prizes of each of the bets and/or draws. For the purposes of the limits laid down in paragraph 7 above, and in Articles 33.5 and 34, each of the prizes shall be considered individually.

32.11 ONCE will not assume obligations for agreements concluded by third parties with the person who presents to the collection the ticket issued by terminal point of sale or by the holder of the bet made by Internet.

Article 33. Checks for award-winning bets.

33.1 The ONCE shall perform the validations and controls it deems appropriate to ensure the accuracy of the award or award.

33.2 For the award of winning bets, whatever their support, the numbers assigned in the draw to the different balls, the date of the draw, as well as their control code, will be the same as those recorded in the The ONCE Central Gaming Control System.

33.3 For security and control reasons, the ONCE may delay the payment of awarded tickets, collecting the award-winning ticket issued by terminal point of sale against the delivery of the appropriate justification to its bearer, owing to be justified at the time of receipt of the corresponding amount.

33.4 Likewise, for the same reasons, the ONCE may delay the payment of prizes corresponding to bets acquired by the Internet.

33.5 The ONCE will suspend the payment of prizes of up to two thousand five hundred euros (2,500 €) corresponding to participants who at the time of the payment are minors or are registered in any of the the records of Article 3.1 of this Regulation. If, after making the appropriate checks, it is found that the participant is unable to purchase game products from the ONCE, the corresponding prize shall not be paid, the amount of which shall be for the social purposes of the ONCE.

Article 34. Tax withholding applicable to award-winning tickets and bets.

34.1 According to the tax rules applicable to the payment of the awards of the ONCE to natural persons, at the time of the credit of the prizes exceeding 2,500 euros the ONCE will apply a retention on the part that exceeds the amount, paying the customer the amount of the prize minus their retention.

34.2 In the case of tickets issued by TPV to which the said retention is applicable, the ONCE shall verify the age of the participant in consultation with the Identity Verification System of the General Directorate of Management of the Game, and which is not registered in any of the Registers governed by Article 3.1 of this Regulation.

34.3 In the case of non-resident natural persons in Spain whose age cannot be credited through the Participant Identity Verification System, the ONCE shall verify their age by means of the passport, identification, residence card, or any other document admitted in law.

Article 35. Tickets issued by point of sale terminal, deteriorated.

35.1 No award-issued tickets issued by the award-winning point-of-sale terminal shall be paid where the tickets, attachments, amendments, deterioration or scrapings or any other alterations or other alterations are appreciated. manipulations that prevent or hinder their total and perfect identification and authentication as award-winning tickets, as well as the determination of the class and the amount of the prize that has been awarded.

Article 36. Expiration of awarded tickets and bets.

36.2 If the last day of the deadline is Saturday, Sunday or holiday, the same shall be deemed to be extended until the following first working day, not considering, for these purposes, as working on Saturday.

36.3 When in the same ticket issued by terminal point of sale there are bets for more than one draw, the prizes will expire at the thirty calendar days from the next to the last of the draws for which it is valid.

36.4 Internet-acquired bets that are awarded will be automatically credited to the user's virtual account, once the verifications of Article 32.7 of this Regulation have been made.

36.5 Elapsed the expiration period will decrease the right to the receipt of prizes that the awarded bets may have obtained.

36.6 When the competent Judicial Authority in a judicial process orders the suspension of the payment of the prize for a ticket, the expiration period will be interrupted until the final judgment is delivered.

CHAPTER 9

The Rights of Contestants

Article 37. Advertising of the Regulation and attention to consumers.

37.1 For the purposes of guaranteeing the rights of consumers, in the ticket issued by terminal point of sale, reference will be made to this Regulation, and to its publication on the official web of play of the ONCE (www.juegosonce.es).

37.2 On the official web of play of the ONCE (www.juegosonce.es), in the case of active game products in which this possibility is contemplated, the boats from previous draws which, if necessary, will be to be assigned to each draw, in accordance with the relevant Appendix to this Regulation.

37.3 Consumers will be able to present in the ONCE Centres any complaints about the deficiencies in the provision of the service. In addition, the contestant will have at his disposal the present Regulation in the ONCE Centres and on the official web of play of the ONCE (www.juegosonce.es)

37.4 The "Conditions of the ONCE Game Contract" will be approved by the Director General of the ONCE.

37.5 The "Conditions of the ONCE Game Contract" shall comply with the provisions of this Regulation and the legislation in force. Such conditions should provide a full guarantee to consumers and users, as well as to the protection of minors.

37.6 The above "Conditions of the ONCE contract" will be published on the official website of the ONCE (www.juegosonce.es) and will be entered in the Register of General Conditions of the Contracting, as a guarantee of consumers.

Article 38. Resources and claims.

38.1 Against the acts of the Organization in relation to the drawings of the active game products, the interested parties may make a complaint to the Director General of the ONCE, within one month of counting from the day following the date of notification of the act.

38.2 Against the decision of the Director General, the interested parties may bring an appeal before the General Council of the ONCE, where the amount of the claim is equal to or less than thirty thousand euros (30,000 €), or, before the Council of Protectorate otherwise; resources that will exhaust the administrative route prior to the court. The maximum period for the interposition of this appeal shall be one month from the day following the date of notification of the decision of the Director-General.

38.3 Both the complaint and the appeal stage to the General Council of the ONCE will be given express resolution.

38.4 The maximum time limit for the resolution of complaints and appeals by the organs of the ONCE will be two months, counted from its presentation. The period indicated shall be interrupted by any act of the procedure, including the practice of evidentiary elements, the estimated duration of which is greater than one month. The suspension of the procedure and the subsequent extension of the time limit shall be agreed by express and notified resolution to the person concerned, without, in any event, the suspension in itself leading to a delay of more than three months.

38.5 After the period of duration of the procedure or extended, where appropriate, without the ONCE having been given a decision, the appeal must be dismissed, with the exception of the appeal being brought before the Council. The ONCE general would have brought an action against the dismissal by the deadline without the Director-General of the ONCE having issued a decision on the complaint lodged, in which case the appeal must be understood.

38.6 Claims must contain the identification of the control code representative of the corresponding ticket or bet.

Single additional disposition.

For all matters relating to the marketing of active game products through the official web of play of the ONCE that are not regulated in this Regulation, will be subject to the provisions of the " Conditions of the Contract of play of the ONCE ". In the event of a discrepancy between those conditions and this Regulation, the provisions of the Regulation shall prevail.

Repeal provision.

This Regulation will be repealed with the entry into force of this Regulation, the rules governing the products of the lottery mode called "Active Game of the ONCE" published in the "Official State Gazette" of 20 February 2013, by Resolution of the General Secretariat for Social Policy and Consumer Affairs of 11 January 2013; as amended by the following agreement:

Agreement of 22 January 2014, published in the "Official Gazette of the State" of 13 August 2014 by Resolution of 2 August 2014 from the Secretary of State for Social Services and Equality.

Final disposition.

This Regulation shall enter into force on 1 October 2015.

APPENDIX 1

Product rules "7/39"

1. Effective.

The rules set out in this Appendix shall enter into force on 11 January 2013, and shall have an indefinite duration as long as their amendment is not approved.

2. Product features.

2.1 The active game mode product "7/39" consists of a matrix of 39 numbers, numbered 1 to 39, and consists of choosing 7 numbers from the proposed matrix, being their order indifferent. In addition, the Central System of Game Control of the ONCE will assign to each ticket an additional number corresponding to the refund. With these elements, the prizes that correspond, in the form and in the conditions set out in this Appendix, may be chosen, prior to the appropriate draw.

2.2 In product "7/39", a bet is comprised of a combination of seven numbers from among those accepted in the product plus the price paid for such combination.

2.3 The valid bet sheet for this product will contain 4 matrices of numbers between 1 and 39, plus boxes to specify multiple bets and whether bets are valid for one or more of the bets. week.

2.4 There will be two types of bets: single bets and multiple bets.

2.5 The simple bet consists of the choice, by the participant, of seven numbers, between 1 and 39, both inclusive, being indifferent their order.

2.6 In the same ticket issued by terminal point of sale, up to 8 simple bets can be placed, which can be formulated by marking 7 of the 39 numbers in the matrices of two betting sheets that will be presented successively for their reading at the point of sale terminal. In order to make these bets, the other options set out in Article 4.1 (b), (c) and (d) of the Regulation may also be used.

2.7 In addition to the formulation of one or more simple bets, the Central System of Game Control of the ONCE will assign a number between 0 and 9 inclusive, corresponding to the refund, which will be unique for all simple bets contained in a single ticket or purchase extract formalized by the Internet, in which the bets will be placed.

2.8 Depending on the number of numbers chosen within the betting sheet matrix, which the player performs, the following multiple bets may be placed:

a) If the player chooses 8 numbers from the main number matrix, the number of bets on the ticket will be 8.

b) If the player chooses 6 numbers from the main number matrix, the number of bets on the ticket will be 33. In this case each of the 33 bets is made up of the 6 numbers chosen and one of the remaining 33 numbers.

c) If the player chooses 9 numbers from the main number matrix, the number of bets on the ticket will be 36.

d) If the player chooses 10 numbers from the main number matrix, the number of bets on the ticket will be 120.

2.9 When multiple bets are placed in accordance with the procedure described in Article 4.1 (a), they shall be carried out on the first matrix of the betting sheet. To do this, the contestant will tick the box corresponding to the number of multiple bets you want to make, as well as the numbers you want to participate with.

2.12 To all multiple bets placed on the Central System of Game Control of the ONCE will assign to them the same number of refunds, valid for the draw or draws in which it is participated.

2.13 The ONCE will be able to design other combinations of multiple bets, of which it will give timely publicity along with the Regulation, on the official web of play of the ONCE (www.juegosonce.es)

3. Price.

The unit price of the bet will be one euro (1 €) per draw. In the case of multiple bets, the price of the ticket or the purchase through the official Web of the ONCE will be of one euro (1 €) for each one of the bets that contains said ticket or extract of purchase formalized by Internet.

4. Prize structure.

The award categories for the active game product "7/39" will be as follows:

a) Category 1: 7 hits. Take the seven numbers that make up the winning combination.

b) Category 2: 6 hits. Six numbers of the winning combination are taken.

c) Category 3: 5 hits. Five numbers of the winning combination are taken.

d) Category 4: 4 hits. Four numbers of the winning combination are taken.

e) Category 5: Reintegrated: The extracted number is placed in the corresponding draw of the refund hype.

5. Type and amount of prizes.

5.1 In the active game product "7/39", fifty-five percent (55%) of the collection of each of the draws is allocated to prizes.

5.2 There are two types of awards: Fixed-value awards and variable-value prizes.

5.3 To the successful bets of the fourth and fifth categories, a fixed amount prize is awarded to them, without prejudice to the assumptions provided for in the following paragraphs 5.5 and 5.6. For the successful bets of the third to first categories, both included, a variable value prize corresponds to them. A variable value prize is understood to be different in each draw and depends on the number of bets played and the number of bets.

5.4 Fixed value awards are:

a) Category 4 (4 numbers of the winning combination): Ten euros (10 €).

b) Category 5 (drawback): One euro (1 €).

5.5 The awards of the fourth and fifth categories shall not exceed 45% of the sales of each of the draws. If the application of the above amounts is obtained a higher percentage, the prizes of the fourth category will become variable, decreasing the prize to the fourth category until the set of the prizes of the fourth categories and fifth, equal to or less than 45% of sales.

5.6 If the application of the previous paragraph is awarded to a prize for the fourth category of the lower-category, the prizes of the fifth category will also be variable, with 45% of the sales between all the acerters of the fourth and fifth categories to equal parts.

5.7 Calculation of variable value awards:

5.7.1 The variable value prizes will be calculated according to the following:

(a) Each draw shall be allocated, for prizes, the "total prize amount", which is equal to 55% of the sales of that draw.

b) It is understood as "total prize money for the first, second and third categories", to the amount obtained from subtracting the "total prize amount", the sum of the total prizes allocated to the fourth and fifth categories.

c) The "total prize amount for the first, second and third categories" will be divided as follows:

For the first category (the 7 numbers that make up the winning combination are drawn): 50%.

For the second category (be successful 6 of the winning combination): 30%.

For the third category (5 numbers of the winning combination are taken): 20%.

d) The amount of prizes allocated, in accordance with the provisions of the preceding letters, to the first category (the 7 numbers that make up the winning combination are made up), plus the pot that could exist from draws above, it will be divided equally between all the successful bets of that category.

e) The amount of prizes allocated, in accordance with the provisions of points (a) to (c) above, to the second category (6 numbers of the winning combination) will be divided equally between all the successful bets of that category.

f) The amount of prizes allocated, in accordance with the provisions of points (a) to (c) above, to the third category (5 numbers of the winning combination) will be divided equally between all the bets. of that category.

g) In the event that there is no successful first-category bet (the 7 numbers that make up the winning combination are added) a pot will be generated for the first category of the following product draws.

h) In the event that there is no successful bet of the second category (6 hits of the winning combination), or third category (5 hits of the winning combination) a jackpot will be generated for the first category of following product draws.

(i) The ONCE shall decide the amount and the draw or draws to which the boats will be allocated, by announcing it on the official web of play of the ONCE (www.juegosonce.es) with character prior to the conclusion of the draw in which it accumulates.

The amount of the prize obtained will be equal to the unit prize obtained from the previous table corresponding to the type of bet made and the number of hits achieved, multiplied by the number of equal bets made by draw.

APPENDIX 3

Eurojackpot product rules

1. Effective.

The rules set out in this Appendix shall enter into force on 4 October 2014 and shall have an indefinite duration as long as their amendment is not approved.

2. Territorial scope and applicable rules.

The active gambling product Eurojackpot will be marketed simultaneously in Spain and other countries, in accordance with the provisions of Article 7 (5) of Royal Decree 358/1991 of 15 March 1991 on the reordering of the ONCE, with the following general features:

2.1 The sale of "Eurojackpot" product tickets in the Spanish State area corresponds to the exclusive ONCE.

2.2 These rules apply exclusively to the management carried out by the ONCE in the Spanish State and are intended to establish the conditions under which the product "Eurojackpot" is governed in Spain.

2.3 The draw and the "Eurojackpot" product awards programme is common for all operators in the different countries participating in the draw.

2.4 The payment of Eurojackpot tickets sold by the ONCE that are awarded shall be made in accordance with the provisions of Articles 32 to 36 of this Regulation.

2.5 The ONCE cannot pay prizes for tickets sold by other lottery operators in other countries.

2.6 For tickets sold by the ONCE, all rules of the Regulation are applicable except those expressly excluded in this Appendix 3.

3. Product features.

3.1 The active-play mode product called "Eurojackpot" consists of two arrays, the first, 50 numbers, numbered 1 to 50, and the second of 10 numbers, numbered 1 to 10. The array of fifty numbers is called the parent array and the array of ten secondary array numbers.

3.2 The game consists of choosing 5 numbers from the main matrix and 2 numbers from the secondary matrix, being your order of choice indifferent.

3.3 In the "Eurojackpot" product, a bet is made up of a combination of five main matrix numbers and two secondary matrix numbers, plus the price paid for that combination.

4. Types of bets.

4.3 Betting Systems. Tickets resulting from bets placed in accordance with Article 4.1 of the Regulation, as well as betting purchases made on electronic support, as provided for in Article 4.2 of the same Regulation, shall be as a limit 5 simple bets. 4.4 Tickets issued by terminal point of sale and bets placed on the Internet may contain bets for a single draw or for several.

4.5 When multiple bets are made in accordance with the procedure described in Article 4.1 (a) of the Regulation, they must be carried out on the first block of the betting sheet, marking the "x" box indicating the number of numbers marked on each of the arrays (main and secondary).

8.2 The allocated prize amount resulting from the distribution indicated in the previous point, will be divided equally between all the successful bets of each category, rounded down to the unit of 10 cents of The nearest whole euro.

10. Limits applicable to prizes.

On the basis of the principles of responsible gambling underwritten by all operators who market the Eurojackpot product, those operators will be able to set quantitative limits for the first and second category awards, and the method of distribution of excess prizes over such limits. When in a draw any of these limits operate, the ONCE will report on its official web page, prior to the drawing, on the limit established and on the distribution of excess prizes over that limit.

11. Draw celebration.

In the active game product "Eurojackpot" the rules contained in Articles 10 to 29 of the Regulation, both inclusive, regarding the composition of the Table of the Sweepstakes and the celebration of the same, are not applicable. Instead, the "Eurojackpot" product draw will be governed by the following rules.

11.1 Place of drawing of the draw: the draw to determine the acerters will be held in the city of Helsinki, Finland, at the premises which the Finnish state operator Veikkaus OY has for that purpose. 11.6 Draw Celebration: The "Eurojackpot" product draw will consist of the random five-ball extraction of the first hype, which will determine the result of the main matrix, and two balls of the second hype, which determine the result of the secondary matrix. The set of 5 + 2 extracted numbers will form the winning combination.

11.7 Draw Minutes: Once the draw is held, the details of the draw shall be recorded in a record which shall include at least the persons participating in the draw, the date and place of celebration, the results (winning numbers) of the draw) and the start and end time of the draw The Director of the Sorteo and the Control Officer will verify the accuracy of the minutes and confirm it with their signatures.

11.8 Incidents during the Sweepstakes Celebration: In the event of an incident in the drawing of the awarded numbers, all results that have been properly obtained up to that time shall remain valid. The Control Officer shall take the necessary decisions before executing any other drawing proceedings.

In case of output of one or more balls during the turning process, these balls should be introduced into the hype again, then repeating the turning process. The Control Officer shall decide on a possible removal of the balls and the verification of the integrity of all the balls.

The same procedure applies if more than one ball comes out of the hype during the drawing process or when a ball does not come out of the hype in the intended shape.

In the event of an incident of some hype that cannot be resolved within a reasonable time, the balls will be removed, and after their integrity has been verified by the Control Officer, they will be loaded into a reserve. The draw shall be concluded in accordance with the rules of this Appendix.

In the event that the booking pumps cannot be used, the winning numbers will be determined by a manual process by the Sorteo Director. To this effect, the Control Officer will introduce in a canvas bag the game of fifty balls, which will be convenient, and the Director of the Sorteo will then extract five balls, the numbers of which will determine the result of the main matrix of the winning combination. Then the same process will be performed with the ten-ball game that will serve to extract the two balls whose numbers will determine the result of the secondary matrix of the winning combination. The Control Officer shall be present throughout the alternative draw and shall be responsible for the successful completion of the draw.

12. Scrutiny.

Concluded the draw will start the scrutiny of all valid bets that have participated in the draw, both in Spain and in other countries, to allocate the amount of the prize in euros corresponding to each category a matching prize between the winning combination and the combinations that consist of the validated bets on all participating lottery operators.

The scrutiny of each draw will be unique for the ONCE and the other Lottery operators, and will be conducted centrally and in duplicate at the two "Eurojackpot" product control centres. Initially the control centres will be managed by the public gambling operators: Westdeutsche Lotterie GmbH & Co. OHG Nordrhein-Westfalen (North Rhine-Westphalia, Germany) and Danske Spil A/S (Denmark).

In parallel, from the Central System of Game of the ONCE will execute the process of counting to obtain the winning bets in Spain.

To this end, the ONCE shall constitute a table of scrutiny in accordance with the provisions of Article 30.1 of the Regulation, which shall have the following functions:

a) Check that the number of bets sold by the ONCE that have been awarded in each of the categories according to the Central System of Game of the ONCE coincides with the data provided by the two control centers common.

b) Draw up the act of scrutiny and the Official List of Awards for the product "Eurojackpot" which will be valid in Spain, as set out in Articles 30.3 and 31 of the Regulation.

13. Periodicity.

Eurojackpot product will be drawn weekly, every Friday. However, and in anticipation of possible exceptions resulting from festivities coinciding with that day of the week, the calendar of draws will be made public annually, giving it the timely dissemination through the official website of the ONCE game. In the event that the operators of lotteries marketing the product "Eurojackpot" agree to the modification of the day of the week of celebration of the draw, the ONCE, after knowledge of the Council of Protectorate of the ONCE, will communicate with the Sufficient advance notice on the ONCE's official gambling website.
