The Organic Law of 19 June, of Qualifications and Vocational Training, aims at the organisation of an integral system of vocational training, qualifications and accreditation, which will respond effectively and transparency of social and economic demands through the various forms of training. To this end, it creates the National System of Qualifications and Vocational Training, defining it in Article 2.1 as the set of instruments and actions necessary to promote and develop the integration of vocational training offerings, through the National Catalogue of Professional Qualifications, as well as the evaluation and accreditation of the corresponding professional skills, in order to promote the professional and social development of the people and cover the needs of the production system.

The National Catalogue of Professional Qualifications, as set out in Article 7.1, is designed to facilitate the integrated nature and adequacy of vocational training and the labour market, as well as training throughout life, the mobility of workers and the unity of the labour market. This catalogue consists of the qualifications identified in the production system and the training associated with them, which is organised in training modules.

Article 5.3 of the Organic Law of 19 June, gives the National Qualifications Institute the responsibility to define, develop and maintain the National Catalogue of Professional Qualifications, in its quality of technical organ of support to the General Council of Vocational Training, whose regulatory development is set out in Article 9.2 of Royal Decree 1128/2003 of 5 September, which regulates the National Catalogue of Qualifications Professionals, in accordance with Article 9.4, the obligation to maintain permanently updated by its periodic review which, in any case, shall be carried out within a period of not more than five years from the date of inclusion of the qualification in the catalogue.

Therefore, this order is issued in application of Royal Decree 817/2014 of 26 September 2014 laying down specific aspects of professional qualifications for the purposes of which it is amended, Article 7.3 of the Organic Law of 19 June, on qualifications and vocational training, is applicable to the adoption and effects of the legislation.

Thus, in the present order, two professional qualifications of the professional family are updated, for the complete replacement of their annexes. Personal image that has an age in the National Catalogue of Qualifications Professionals equal to or greater than five years, to which the Royal Decree 817/2014 applies, of September 26. In addition, certain professional qualifications are partially modified by the replacement of certain cross-cutting competence units and their associated training modules, including up-to-date professional qualifications. listed in the attachments of this order.

In the process of drafting this order, the Autonomous Communities have been consulted and the General Council of Vocational Training and the State School Council have issued a report.

Under the joint proposal of the Minister for Education, Culture and Sport and the Minister for Employment and Social Security, I have:

Article 1. Object and scope of application.

This ministerial order aims to update two professional qualifications corresponding to the professional family Image family, proceeding to the replacement of the corresponding annexes, and to partially modify certain professional qualifications through the replacement of certain competing units and training modules, in application of Royal Decree 817/2014 of 26 September, laying down the specific aspects of the professional qualifications for whose modification, procedure of Article 7.3 of the Organic Law of 19 June, on qualifications and vocational training, is applicable to the adoption and effects of the legislation.

Updated and partially modified professional qualifications are valid and are applicable throughout the national territory, and do not constitute a regulation of professional practice.

Article 2: Updating of a professional qualification of the professional family Image Personal, established by Royal Decree 1087/2005, of 16 September, establishing new professional qualifications, which is include in the national catalogue of professional qualifications, as well as their corresponding training modules, which are incorporated into the modular vocational training catalogue, and certain professional qualifications are updated established by Royal Decree 295/2004 of 20 February 2004.

As set out in Royal Decree 1087/2005's unique additional provision of 16 September 2005, the updating of the professional qualification for which the specifications are contained in Annex CXXI of the Quoted royal decree:

A new wording is given to Annex CXXI, Professional Qualification "Aesthetic care of hands and feet". Level 2. IMP121_2, which is listed as Annex I to this order.

Article 3. Update of a professional qualification established by Royal Decree 790/2007 of 15 June, supplementing the National Catalogue of Professional Qualifications, by establishing three professional qualifications corresponding to the Professional Family of Personal Image.

As set out in the single additional provision of Royal Decree 790/2007 of 15 June, the updating of the professional qualification, the specifications of which are set out in Annex CCXLVIII of the Quoted royal decree:

A new wording is given to Annex CCXLVIII, PROFESSIONAL QUALIFICATION "Aesthetic masages and associated sensory techniques". Level 3. IMP248_3, which is listed as Annex II to this order.

Article 4. Partial modification of a professional qualification of the professional family Imagen Staff established by Royal Decree 295/2004 of 20 February establishing certain professional qualifications which are included in the National catalogue of professional qualifications, as well as their corresponding training modules which are incorporated into the modular vocational training catalogue.

As set out in the single additional provision of Royal Decree 295/2004 of 20 February 2004, the updating of the professional qualification for which the specifications are contained in Annex XXIII of that Regulation is applicable. royal decree:

This order is dictated by the powers conferred on the State by Article 149.1.1. and the 30th of the Constitution, on the regulation of the basic conditions that guarantee the equality of all Spaniards in the exercise of rights and in the fulfilment of constitutional duties, and for the regulation of the conditions for obtaining, issuing and approval of academic and professional qualifications.

Final disposition second. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".

COMPETITION UNIT 1: ATTEND TO THE CUSTOMER OF THE AESTHETIC SERVICE OF HANDS AND FEET IN CONDITIONS OF SAFETY, HYGIENE AND HEALTH

Professional realizations and realization criteria:

RP 1: To carry out the personal and customer protection measures, maintaining the facilities, furniture and equipment, in conditions of hygiene and safety, in order to attend to the customer of the aesthetic service of hands and feet, complying with applicable labour and environmental risk protection rules.

CR 1.1 Facilities and furniture are cleaned and disinfected at the end of each service, using the required products and means, to maintain asepsis in the workplace.

CR 1.2 Employees and accessories are cleaned, disinfected and sterilized as appropriate, using the product indicated for the material they are manufactured and intended for.

CR 1.3 The aparatology used is checked to verify its operation by checking that it meets the safety and hygiene conditions for its use.

CR 1.4 The performance of artificial nails, in the case of applying specific products, is proven to ensure that the ventilation is indicated to avoid the vapours and the strong smell of these products.

CR 1.5 The lighting of the job position for performing aesthetic care of hands and feet, is verified by verifying that it is the required one for each aesthetic technique.

CR 1.6 The client is accommodated, checking that the ergonomic position is indicated for the aesthetic care service of hands and feet and applying the indicated lingerie for its protection.

CR 1.7 The gloves and mask are self-positioned as protection in the procedures that so require and maintain the ergonomic position, in accordance with the safety and hygiene regulations at work.

CR 1.8 The cab, disposable material and equipment are prepared after use to check that they are clean, disinfected or sterilized and ordered for a new service.

RP 2: Select the aesthetic service of hands and feet by observing the anatomophysiological characteristics of the client, to customize it according to their demands and needs.

RP 3: Select the material, the useful, the appliances and the cosmetic products, preparing the work area to attend to the customer of the aesthetic service of hands and feet, following the regulations on safety and hygiene applicable.

CR 3.1 The cosmetics are selected according to the type of skin of the client and the state of the nails, taking into account the cosmetic form, the assets it contains, the mechanisms of action and the indications of the manufacturer.

CR 3.2 Physical-chemical operations for the preparation and handling of cosmetics are performed under safety and hygiene conditions.

CR 3.3 Environmental conditions for the preservation of products and cosmetics are noted to avoid alterations.

CR 3.4 The useful, products and apparatus are selected, according to the technique of manicure, pedicure, artificial nails or aesthetic treatments of hands and feet to be performed, following the standard protocol of safety and hygiene set.

CR 3.5 Disposable materials are selected according to the technique to be performed, complying with applicable regulations regarding the disposal of waste and respect for the environment.

RP 4: Adapt the standard protocols of aesthetic treatments of hands and feet and artificial ones, to serve the client of the aesthetic service of hands and feet, adjusting them to their needs and demands, fulfilling the protocols customer service established by the company.

CR 4.1 The skin, nails and periogual zone are observed to analyze their characteristics and possible alterations, determining the technique of manicure, pedicure and application of artificial nails adapted to the needs of the client or, in their case, to detect possible contraindications.

CR 4.2 The design of the standard protocols for the treatment of hands and feet and the treatment of artificial nails, are elaborated according to the service, collecting the techniques to be used, means and equipment, products and time of realization.

CR 4.3 Advice on care and precautions to be followed, before and after the techniques of manicure, pedicure, handling of hands and feet and artificial nails, are communicated to the client, in order to avoid adverse reactions or unwanted results.

CR 4.4 The media for the collection of information, aesthetic history and the technical data sheet for the monitoring and evaluation of treatments are designed according to the protocols to be used, complying with the regulations on applicable data protection.

RP 5: Perform first aid techniques for possible emergency situations to attend to the client of the aesthetic service of hands and feet during the realization of manicure, pedicure, of aesthetic treatments of hands and feet and artificial nails, following the established protocol.

CR 5.1 Information about the general health conditions of the client, is obtained through the realization of specific questions that allow, the prevention of possible adverse reactions during the care processes Hand and foot aesthetics.

CR 5.2 Possible adverse reactions that may occur during the service delivery are analyzed, to take the measures indicated in the company's performance protocol.

CR 6.1 The end result of the aesthetic care of hands and feet is evaluated, observing and contrasting with the expectations of the client, to assess their degree of satisfaction both the service provided and the treatment received and, in your case, putting in place the appropriate corrective mechanisms.

CR 6.2 The effects of the changes made to the client image are valued, to achieve their satisfaction, highlighting the positive aspects and correcting those that do not meet the expectations of the service.

CR 6.3 The conditions for the maintenance of the obtained results are communicated to the client, advising him on the frequency of treatment, the indicated cosmetics and application guidelines.

COMPETITION UNIT 2: APPLY AESTHETIC TECHNIQUES TO CARE AND BEAUTIFY YOUR NAILS

Professional realizations and realization criteria:

RP 1: Rate the characteristics of the hands and/or the feet of the client, to select the aesthetic techniques to care and beautify the nails, taking into account their needs and demands, complying with the regulations on applicable personal data protection.

CR 1.1 The client is accommodated in the ergonomic position indicated to observe the area to be treated, valuing the condition of the nails and the skin of the hands and/or feet.

CR 1.2 The nail and foot periungual zone of hands and feet are observed, to select the aesthetic treatment, checking that there are no indications of pathologies that discourage the application of aesthetic techniques.

CR 1.3 Pathological alterations are referred to medical treatment, performing a client referral report, for care and improvement.

CR 1.4 Possible aesthetic alterations of the nails or cuticle are noted on the technical tab, for control and subsequent consultation.

CR 1.5 The shape of the nails is adapted to the characteristics of the hands and nails of the client, to harmonize and/or improve the morphology of the hand, depending on the study carried out and taking into account their demands and needs.

CR 1.6 The aesthetic techniques of care for the beautification of nails, are selected according to the results of the study of the client, their demands and needs.

RP 5: Perform polishing or makeup techniques, selecting the technique and color according to the morphology of the hands and/or feet, to harmonize with the clothes, the makeup of the lips, the face color and the tastes of the client.

CR 5.1 The nail is polished to remove an alteration of the color of the ungual sheet or in male manicures, using the special products, gamuzas, or limes for this operation and indicated for the thickness of the ointment sheet.

CR 5.2 The base or hardener of the sheet is applied on the clean nails to protect them from the pigments and solvents that contain the enamels or nail lacquers, in uniform brush strokes and following the indications of the manufacturer.

-Level 1 academic training (Spanish Framework of Qualifications for Higher Education) or other higher level education related to the professional field.
