Organic law 5/2002, of 19 June, qualifications and vocational training, aims in the management of an integrated system of vocational training, qualifications and accreditation, to respond with efficiency and transparency to the social and economic demands through training practices. For this, creates the system national of qualifications and training professional, defining it in the article 2.1 as the set of instruments and actions necessary for promote and develop the integration of them offers of it training professional, through the catalogue national of qualifications professional, as well as the evaluation and accreditation of them corresponding skills professional, so is favours the development professional and social of them people and is cover them needs of the system productive.

The national catalogue of professional qualifications, according to article 7.1, is created with the purpose of facilitating the integrated nature and the adequacy between vocational training and the labour market, as well as lifelong training, the mobility of workers and the labour market unit. Said catalogue is constituted by the qualifications identified in the system productive and by the training associated to them same, that is organized in modules training.

Article 5.3 of the organic law 5/2002, of 19 June, attributed to the National Institute of qualifications, the responsibility to define, develop and keep updated the national catalogue of professional qualifications, in his capacity as technical support body to the Council General of vocational training, whose regulatory development contained in article 9(2) of the Royal Decree 1128 / 2003 , 5 September, which regulates the national catalogue of professional qualifications, establishing in its article 9.4, the obligation to keep it permanently updated through periodic review which, in any case, must be made within a period not exceeding five years from the date of inclusion of the qualification in the catalog.

Therefore, the present order is dictates in application of the Real Decree 817 / 2014, of 26 of September, by which is set them aspects specific of them qualifications professional for whose modification, procedure of approval and effects is of application the article 7.3 of the law organic 5 / 2002, of 19 of June, of them qualifications and of the training professional who in their processing obtained opinion of the Council of State number 618/2014, July 23, 2014.

Thus, in this order is updated, by replacing complete its annexes, four professional qualifications of the professional services socio-cultural family and community with an antique in the national catalogue of professional qualifications more than five years, which is implementing Royal Decree 817/2014, of 26 September. Also, is modify partially certain qualifications professional, through the replacement of certain units of competition Cross and its modules training associated, included in the qualifications professional updated collected in them annexes of this order.

In the process of elaboration of this order the autonomous communities have been consulted and they have issued report the General Council for vocational training and the State School Board.

In his virtue, a joint proposal from the Minister of education, culture and sport and Minister of employment and Social Security, have: article 1. Object and scope of application.

This ministerial order aims to upgrade four professional qualifications corresponding to the professional family socio-cultural services and the community, leading to the replacement of the relevant annexes, and modify partially certain professional qualifications through the substitution of certain units of competence and training modules associated, in application of the Royal Decree 817/2014, of 26 September, which establishes the aspects of professional qualifications for as amended procedure of approval and effects of application article 7.3 of the organic law 5/2002, of 19 June, qualifications and vocational training.

Up-to-date professional qualifications and the partially modified by this procedure are valid and are applicable throughout the national territory, and do not constitute a regulation of professional practice.

Article 2. Update of certain qualifications professional of the family professional services socio-cultural and to the community, established by Real Decree 1368 / 2007, of 19 of October, by which is complements the catalog national of qualifications professional, through the establishment of six qualifications professional of the family professional services socio-cultural and to the community.

Pursuant to the sole additional provision of the Royal Decree 1368 / 2007, of 19 October, proceeds to update professional skills, whose specifications are contained in annexes CCCXIX, CCCXXI, CCCXXIII and CCCXXIV of the aforementioned Royal Decree: one. It gives a new drafting to the annex CCCXIX, qualification professional «cleaning of surfaces and furniture in buildings and local». Level 1. SSC319_1, which appears as annex I of the present order.

Two. A new wording is given to annex CCCXXI, «Community revitalization» professional qualification. Level 3. SSC321_3, which appears as annex II of the present order.

3. A new wording is given to annex CCCXXIII, professional qualification 'Labour insertion of people with disabilities'. Level 3. SSC323_3, which appears as annex III of the present order.

Four. A new wording is given to annex CCCXXIV, professional qualification "Community mediation". Level 3. SSC324_3, which appears as annex IV of this order.

Article 3. Partial modification of professional qualifications established by Royal Decree 567/2011, April 20, by which complements the national catalogue of professional qualifications, by means of the establishment of four professional qualifications of the professional services socio-cultural family and the community.

Pursuant to the sole additional provision of Royal Decree 567/2011, April 20, proceed to the update of the professional qualification whose specifications are contained in the annex of the aforementioned Royal Decree DLXVII: professional qualifications amending established as «annex DLXVII: youth information.» Level 3. SSC567_3» respectively, replacing the unit's competition «UC1023_3: intervene, support and assist in the creation and development of the associative fabric» and associated training module «MF1023_3: promoting and supporting associative (60 h)» by the unit's competition «UC1023_3: intervene, support and assist in the creation and development of the associative fabric» and associated training module «MF1023_3 «: Promotion and support associative (90 h)» corresponding to annex II «community revitalization. Level 3. SSC321_3» of this order, also changed the total duration of training associated with the qualification from 480 to 510 hours.

Article 4. Partial modification of professional qualifications established by Royal Decree 1096 / 2011, July 22, by which complements the national catalogue of professional qualifications, by means of the establishment of nine professional qualifications of the professional services socio-cultural family and the community.

Pursuant to the sole additional provision of the Royal Decree 1096 / 2011, July 22, we proceed to update the professional qualification whose specifications are contained in the annex of the aforementioned Royal Decree CDXLIX: professional qualifications amending established as «annex CDXLIX: promotion, development and participation of the deaf community.» Level 3. SSC449_3» respectively, replacing the unit's competition «UC1023_3: intervene, support and assist in the creation and development of the associative fabric» and associated training module «MF1023_3: promoting and supporting associative (60 h)» by the unit's competition «UC1023_3: intervene, support and assist in the creation and development of the associative fabric» and associated training module «MF1023_3 «: Promotion and support associative (90 h)» corresponding to annex II «community revitalization level 3.» «SSC321_3» of the present order, modifying is also the duration total of it training associated to the qualification of 840 hours to 870 hours.
