In exercise of the powers conferred by Article 10.2.b) of Law 10/1990, of 15 October, of the Sport, the Commission of the Council of the High Sports Council in its session of 30 June 2015, has approved definitely the modification of the articles 1, 4, 12, 29, 31, 38, 40 and Disposition first, of the Statutes of the Royal Spanish Federation of Judo and Sports Associates, authorizing their registration in the Register of Sports Associations.

In compliance with the provisions of article 31.7 of the Law of Sport and article 12.3 of Royal Decree 1835/1991 of 20 December, on Spanish sports federations and the Register of Sports Associations, I have the publication of the amendment of the Statutes of the Royal Spanish Federation of Judo and Associated Sports, contained in the Annex to this Resolution.

ANNEX

Statutes of the Royal Spanish Federation of Judo and Associated Sports

Article 1.

1. The Royal Spanish Federation of Judo and Sports Associates (hereinafter RFEJYDA) is a private, non-profit, associative entity with its own and independent patrimony of its associates, which is governed by Law 10/1990, of October 15, of the Sport; by Royal Decree 1835/1991, of 20 December, on Spanish Sports Federations and Registration of Sports Associations and their respective subsequent modifications; by the other provisions that make up the sports legislation in force; by the present Statute; by its Federal Regulations and by the other rules of internal order that dictates in the exercise of its powers.

2. The RFEJYDA has legal personality, full capacity to act for the fulfilment of its purposes and jurisdiction in the matters of its competence.

3. The RFEJYDA dedicates its activities to the practice, promotion and development of the Judo, and the Jiu-Jitsu, Aikido, Kendo, Wu-Shu and Personal Defense.

Of the six sports specialties listed, the Judo is the main one. The Kendo comprises two tests that are the Iaidó and the Jodo, and the Wu-Shu one that is the Taichi-Chuan.

4. The RFEJYDA is affiliated with the International Judo Federation (IJF) and the European Judo Union (UEJ), whose Statutes it accepts and is obliged to comply, of course, within the Spanish legal order. It is also the International and Spanish Olympic Committees (IOC and COE).

In terms of their Sports Associated, similarly, to the international or world and European federations of: Jiu-Jitsu (IJJF and EJJU), Aikido (IAF and EAF), Kendo (IKF and EKF) and Wu-Shu (IWJF and EWF), in which they are bound.

It also belongs to the Ibero-American Judo Community and the Jiu-Jitsu Community.

5. The RFEJYDA does not accept any kind of discrimination, either by itself or its members, by reason of birth, race, sex, opinion, religion or any other personal or social conditions or circumstances.

6. The RFEJYDA is based in Madrid and its registered office in the street of Ferraz, number 16. To change it to another municipal term, the General Assembly agreement will be specified.

Article 4.

1. In addition to those provided for in the previous article as activities of the RFEJYDA, the RFEJYDA, under the coordination and supervision of the High Council of Sport, exercises the following administrative functions:

a) Qualify and order, where appropriate, official activities and competitions at the state level.

For these purposes, the organisation of such competitions is understood as referring to the regulation of the general framework of these competitions, as set out in the relevant federal rules.

b) Act in coordination with the regional federations for the general promotion of their sports specialties throughout the national territory.

c) Design, develop and implement, in collaboration, in their case, with the regional federations, the plans of preparation of the top-level Sportsmen, as well as participate in the elaboration of the annual lists of the same.

d) Collaborate with the State Administration and those of the Autonomous Communities in the training of sports technicians and in the prevention, control and repression of the use of prohibited substances and pharmacological groups and methods regulatory in the Sport, through the application of the specific regulations in force.

e) Organising or tutoring official international competitions to be held in the territory of the State.

f) Exercise sports disciplinary power, in the terms established in the Law of Sport, Royal Decree 1591/1992, of 23 December, on Sports Discipline, Federative Discipline Regulation and other specific development provisions.

g) Execute, as appropriate, the resolutions of the Administrative Court of Sport and the Spanish Agency for the Protection of Health in Sport.

h) Exercise the control of the grants that they assign to the clubs and sports entities under the conditions set by the Superior Council of Sports.

2. The acts performed by the RFEJYDA in the performance of the functions referred to in the preceding paragraph may be appealed to the High Council of Sport, in its corresponding competent bodies, whose resolutions shall exhaust the administrative.

Article 12.

1. In order for athletes to participate in official activities and competitions at the state level, they must be in possession of a license, issued by the Autonomous Federations of Judo and DA, with validity for each calendar year, according to the The following minimum requirements:

(a) Uniformity of economic conditions for all sports specialties, in similar status and category, the amount of which shall be fixed by the General Assembly.

b) Uniformity of content and data expressed.

2. The licences issued by the regional federations shall produce effects at the State level where they are integrated into the RFEJYDA, are issued in accordance with the minimum economic and formal conditions laid down by the RFEJYDA and communicate such an issue to the same.

Such effects will occur once the regional federation has paid the corresponding economic quota to the RFEJYDA within the deadlines to be regulated.

The licences issued by the regional federations which, as provided for in the preceding paragraphs, have the power to participate in official State-wide activities or competitions, shall record the data at least in the official language of the State.

These licenses will reflect three economic concepts, namely:

(a) Mandatory insurance as referred to in Article 59.2 of the Law of Sport.

b) Corresponding quota of the RFEJYDA.

c) The quota for the autonomic scope federation.

3. No sportsman shall have at the same time more than one national sports licence in force for the same sport or sport.

4. It is up to the RFEJYDA to compile and permanently update the national sports license census, which must be available to all the autonomous federations, respecting in any case the legislation on protection data.

5. They shall be disabled in order to obtain a sports licence which enables them to take part in competitions in any sporting mode referred to in paragraph 1 of this Article by sportsmen and women and other persons from other types of sport. have been sanctioned for doping, both in the autonomous area, and in the state and the international arena, while they are in compliance with the respective sanction or are disabled as a result of the infringements provided for in Law No 3/2013, June 20, protection of the health of the athlete and the fight against doping in the activity sports.

Athletes who try to obtain a sports license may be submitted prior to their award, to a doping control, in order to determine the compliance with the requirements set out in the rules.

Article 29.

1. The Secretary-General of the Federation, appointed by the President and directly dependent on it, is responsible for the administrative organization of the RFEJYDA, and he is specifically responsible for the following functions:

(a) Raise minutes of the meetings of the General Assembly and its Delegate Committee, acting as Secretary of the General Assembly, as well as of the Board of Directors and Commissions that may be created. In all she will act with voice but no vote.

b) Exorder the appropriate certifications of the acts emanating from the organs.

c) Inform the President and the Board of Directors in cases where it is required to do so.

d) Resolve the processing issues.

e) Vellar for the exact fulfillment of the federative organ agreements.

f) Sign communications and circulars.

2. The appointment of Secretary-General shall be optional for the President of the RFEJYDA, who, if he does not make such a designation, shall be responsible for the functions of the RFEJYDA, and may delegate to the persons whom it considers appropriate.

Article 31.

1. The Manager of the Federation, appointed by the President and directly depending on it, is the main economic organ of the RFEJYDA, and specifically correspond to the following functions:

a) Exercise the economic control of all federal organs.

b) Take the accounting of the RFEJYDA, propose payments and charges, and write the balance sheets, budgets and other reports of an economic nature.

c) Inform the General Assembly, its Delegate Commission, the President and the Board of Directors, on matters that are subject to it or that it considers relevant to the good economic order.

d) Exercise the personnel leadership of the RFEJYDA.

2. The appointment of a Manager shall be optional for the President of the RFEJYDA, who, if he does not make such a designation, shall be responsible for the functions of the RFEJYDA, which may delegate to the persons it deems appropriate.

Article 38.

1. In the RFEJYDA sports discipline is governed by the current Law of Sport, by Royal Decree 1591/1992 on Sports Discipline, by the Regulation of Federative Sports Discipline and by the regulations of development, and the discipline sports in the field of doping by the Organic Law 3/2013, of 20 June, of protection of the Health and Fight against the Doping in the sport activity, by the Royal Decree 63/2008, of 25 January, for which the procedure for the imposition is regulated and review of disciplinary sanctions in the field of doping, by the Sports Discipline Regulation Federative and by development regulations.

2. The exercise of disciplinary authority in the RFEJYDA corresponds to its National Committee for Sports Discipline, with the power to investigate and, if necessary, sanction or correct all members of its own organic structure, clubs, sports, judges, coaches, coaches, technicians, managers and, in general, all those persons and entities that, being federated, develop their activity at the state level, to which they extend their competence.

3. The disciplinary authority in the field of doping of the RFEJYDA shall be carried out only on the athletes officially qualified as international or participating in international competitions, as provided for in the Organic Law 3/2013, of June 20, of Health Protection and the fight against doping in sports activities.

4. The Federative Sports Discipline Regulation will articulate the organic, substantive and procedural aspects that affect the functions and faculties of the National Sports Discipline Committee.

Article 40.

1. The Federative Anti-Doping Commission is the body that has the authority and responsibility to ensure the prevention, control and repression of the use of prohibited pharmacological substances and non-regulatory methods in sport and to collaborate with the public administrations in this field, taking on the competences and activities that the current regulations for the conduct of doping controls in and out of competition point out.

Your Director shall be appointed by the President of the RFEJYDA, who shall also appoint its members.

Its composition and operating system are contained in the RFEJYDA's Doping Control Regulation.

2. The violations and sanctions for the Pressure of Doping are those mentioned in the Organic Law 3/2013, of 20 June, of protection of the Health and Fight against Doping in the sport activity.
