The Organic Law of 19 June, of the Qualifications and Vocational Training, in its article 11.7, provides that the programming and implementation of the actions of the network of national centres of reference will be carried out by means of collaboration agreements between the State Administration and the Autonomous Communities, in any event at the level of their respective powers.

Royal Decree 229/2008 of 15 February, which regulates the National Focal Points in the field of vocational training, in Article 5.4, provides that the creation of the national centres of reference or the (a) the qualification of existing ones, in the field of the National System of Qualifications and Vocational Training, will be carried out by means of a collaboration agreement with the autonomous community in which they are to be or are located, General Council of Vocational Training, and will take the form of a royal decree on a proposal from the Ministers The Committee on Employment and Social Affairs and Education and Science, at present, on Employment and Social Security and Education, Culture and Sport.

A collaboration agreement between the Public Service of State Employment, the Ministry of Education, Culture and Sport and the Autonomous Community of Cantabria, for which it is created as a Centro de National reference is the Centre for Research and Training in Electricity and Electronics (CIFEE), located in Torrelavega (Cantabria), whose ownership is the Cantabra Service of Employment, an autonomous body attached to the Ministry of Economy, Finance and Employment, in the professional area Electrical installations, in the professional area Telecommunications and in the professional area Electronic equipment of the professional family Electricity and Electronics, in the field of vocational training and is incorporated into the Network of National Reference Centers.

This royal decree is approved under the terms of Article 5.4 of Royal Decree 229/2008 of 15 February.

The General Council of Vocational Training has issued a report for the creation of this Center.

Under its virtue, on a joint proposal from the Minister for Employment and Social Security and the Minister for Education, Culture and Sport and after deliberation by the Council of Ministers at its meeting on 2 October 2015,

DISPONGO:

Article 1. Creation of the National Reference Center.

It is created as the National Reference Center of the Center for Research and Training in Electricity and Electronics (CIFEE) of Torrelavega, in the professional area Electrical Installations, in the professional area Telecommunications and in the professional area Electronic equipment of the professional family Electricity and Electronics in the field of vocational training, when acquiring such a condition in accordance with the provisions of the Convention of collaboration between the Public Service of State Employment, the Ministry of Education, Culture and Sport and the Community Autónoma de Cantabria, signed dated May 9, 2014 and published by Resolution of 16 March 2015, of the Undersecretary of the Ministry of the Presidency, in the "Official State Gazette" dated March 30, 2015.

Article 2. Legal framework of the National Reference Center.

The legal regime of the National Reference Centre provided for in the previous article will be the one established in the Organic Law of 19 June, of the Qualifications and Vocational Training, and Royal Decree 229/2008, February 15, for which the National Focal Points are regulated in the field of vocational training, as well as in the abovementioned Convention.

Single additional disposition. No increase in public spending.

The creation as a National Reference Center of the Center for Research and Training in Electricity and Electronics (CIFEE) of Torrelavega will not imply an increase of the personal means or of remuneration or other expenses of personnel.

Final disposition first. Competence title.

This royal decree is dictated by the powers conferred on the State by Article 149.1.7. and the 30th of the Constitution.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
