The Council of Ministers, at its meeting on 2 October 2015, on a proposal from the Minister for Agriculture, Food and the Environment, adopted the second amendment to the Council of Ministers ' Agreement of 14 November 2015. 2014 for which the Agrarian Insurance Plan 2015 is approved.

Taking into account the need for the aforementioned modification to receive the widest dissemination, because of the importance for the agricultural sector to have the actions that are contemplated in it, the publication of the This agreement is annexed to this resolution.

Council of Ministers Agreement of 2 October 2015 amending for the second time the Council of Ministers Agreement of 14 November 2014 approving the Combined Agricultural Insurance Scheme for the exercise 2015

First. Object of the modification.

In order to meet the objectives set for the 2015 Plan to maintain the levels of recruitment and to seek the subscription of policy policyholders with greater coverage, the increase of four is agreed upon. points in the grant to be applied to the nine agricultural insurance agricultural lines starting their recruitment period between 1 September and 31 December 2015.

Also, in its exhibition part is indicated:

" The Combined Agricultural Insurance Plan for the financial year 2015, developed under the provisions of Article 5 of Title II of Law 87/1978 of 28 December 1978 on Combined Agricultural Insurance and approved by Agreement of the Council of Ministers of 14 November 2014, is drawn up in order to comply with the provisions of Article 5 of Law 87/1978 of 28 December 1978 on Combined Agricultural Insurance and other supplementary provisions. Its content is in accordance with the provisions of the fifth chapter of Royal Decree 2329/1979 of 14 September 1979 laying down the rules for the application of that law.

The establishment of the percentages of grants to the different insurance lines, was elaborated on the basis of the hiring of Plan 2013, last closed to date of elaboration of Plan 2015. Once known the levels of hiring of the 2014 Plan and with the first lines of Plan 2015 already closed, it is observed that the objectives set for the Plan 2015 to maintain the levels of hiring and to seek the subscription from the policy policyholders with greater coverage are not being reached and that, if the hiring of the autumn lines of the Plan 2015 follow the trend of the events for the same lines in the Plan 2014 and the inertia of the first closed lines of Plan 2015, the estimated levels of expenditure for the agricultural insurance in the memory would not be reached Accompanying the 2015 Plan for Agrarian Insurance.

In order to restore the quality of the contracted products by keeping the agricultural insurance as a useful income guarantee tool for farmers, it is estimated that the percentages of a base grant of four percentage points that will apply to the policies contracted in the eight insurance lines with increasing coverage of the 2015 Plan that start their recruitment between 1 September and 31 December 2015, as well as in the hiring of the basic insurance plus additional guarantees for wine grape holdings in the Peninsula and in the Autonomous Community of Balearic Islands.

The objective is to avoid the expected decrease in the volume of contracted premiums in respect of the estimate of subsidy expenditure foreseen in the memory that accompanied the Agrarian Insurance Plan for the financial year 2015, and to encourage the procurement by the producer sector of insurance options covering a greater number of risks, using the budget allocated as a support to farmers and farmers for the procurement of insurance policies farm.
