The Organic Law of 19 June, of the Qualifications and Vocational Training, in its article 11.7, provides that the programming and implementation of the actions of the network of national centres of reference will be carried out by means of collaboration agreements between the State Administration and the Autonomous Communities, in any event at the level of their respective powers.

Royal Decree 229/2008 of 15 February, which regulates the National Focal Points in the field of vocational training, in Article 5.4, provides that the creation of the national centres of reference or the (a) the qualification of existing ones, in the field of the National System of Qualifications and Vocational Training, will be carried out by means of a collaboration agreement with the autonomous community in which they are to be or are located, General Council of Vocational Training, and will take the form of a royal decree on a proposal from the Ministers The Committee on Employment and Social Affairs and Education and Science, at present, on Employment and Social Security and Education, Culture and Sport.

Two agreements have been signed between the Public Service of State Employment, the Ministry of Education, Culture and Sport and the Autonomous Community of Castilla-La Mancha dated November 17, 2014. qualify as National Reference Centers to the National Center for Occupational Vocational Training in Ciudad Real in the professional area Beverages and in the professional area Aceites and Grasas of the professional family Food Industries and the Center National of Occupational Vocational Training of Guadalajara in the professional area Energy Electrical, in the professional area Water and in the professional area Gas of the professional family Energy and Water, in the field of vocational training.

This royal decree is approved under the terms of Article 5.4 of Royal Decree 229/2008 of 15 February.

The General Council of Vocational Training has issued a report for the qualification of these two Centres.

Under its virtue, on a joint proposal from the Minister for Employment and Social Security and the Minister for Education, Culture and Sport and after deliberation by the Council of Ministers at its meeting on 2 October 2015,

DISPONGO:

Article 1. Qualification of the National Focal Points.

1. The National Centre for Occupational Vocational Training in Ciudad Real, in the professional area Beverages and in the professional area Aceites and Grasas of the professional family of Food Industries in the country, is described as the National Reference Centre. field of vocational training, in accordance with the provisions of the Convention on the collaboration between the State Employment Public Service, the Ministry of Education, Culture and Sport and the Autonomous Community of Castilla-La Mancha for qualification of the National Reference Center, signed dated November 17, 2014 and published by Resolution of 25 May 2015, of the Undersecretary of the Ministry of the Presidency, in the "Official State Gazette" dated June 3, 2015.

2. It is described as the National Reference Center to the National Center for Occupational Vocational Training in Guadalajara, in the professional area Electric Power, in the professional area Water and in the professional area Gas of the professional family Energy and Water, in the field of vocational training, in accordance with the provisions of the Convention of collaboration between the State Employment Public Service, the Ministry of Education, Culture and Sport and the Autonomous Community of Castilla-La Mancha for the Qualification of the National Reference Centre, signed on 17 November 2014 and published by Resolution of 25 May 2015, of the Secretariat of the Ministry of the Presidency, in the "Official State Gazette" dated 3 June 2015.

Article 2. Legal framework of the National Focal Points.

The legal status of the National Focal Points referred to in Article 1 shall be that laid down in the Organic Law of 19 June of 19 June, of Qualifications and Vocational Training, and in Royal Decree 229/2008, February 15, for which the National Focal Points are regulated in the field of vocational training, as well as in the collaboration agreements mentioned above.

Single additional disposition. No increase in public spending.

The qualification as the National Reference Center of the National Center for Occupational Vocational Training in Ciudad Real and the National Center for Occupational Vocational Training in Guadalajara will not imply an increase in the media (a) personal or other staff costs or other expenses.

Final disposition first. Competence title.

This royal decree is dictated by the powers conferred on the State by Article 149.1.7. and the 30th of the Constitution.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
