Royal Decree 772/1999, of 7 May, which regulates the submission of applications, written and communications to the General Administration of the State, the issue of copies of documents and the return of originals and the Article 12 provides for the existence of a single office of general registration for each administrative body.

Also, Article 11 of the aforementioned Royal Decree provides that the registration offices have the consideration of administrative bodies, for having assigned functions with legal effects against third parties.

Article 29 (d) of the Statute of the State Aviation Safety Agency, approved by Royal Decree 184/2008 of 8 February 2008, provides that the General Secretariat shall be responsible for budgetary and treasury management and for the registration of the Agency.

In addition, Article 30 of the Statute provides that the Governing Council may develop and define the functions and powers of the organisational units with a lower rank than the bodies contained in this statute, in accordance with the terms of the Agreement and the Management Contract.

In compliance with all this, this Resolution proceeds to create the office of general registration at the State Aviation Safety Agency (EASA), for the purpose of carrying out the registration functions. provided for in Royal Decree 772/1999.

In its virtue, after the approval of the Minister of Finance and Public Administrations,

State Air Safety Agency Governing Council Resolves:

First. Creation of the Office of the General Registry.

The General Registry Office of the State Aviation Safety Agency is created.

Second. Nature and dependency.

The office provided for in the previous paragraph shall be considered as an administrative body and shall depend on the General Secretariat of the State Aviation Safety Agency.

Third. Functions.

Develop the functions set out in Royal Decree 722/1999 of 7 May, which regulates the submission of applications, written and communications to the General Administration of the State, the issue of copies of documents and return of originals and the scheme of the registration offices, and which was amended by Royal Decree 209/2003 of 21 February on the regulation of telematic registers and notifications, as well as the use of telematic for the replacement of the contribution of certificates by the citizens.

Fourth. Schedule.

The Office of the Registry of AESA will have the category of office with general schedule, from Monday to Friday, in hours of 9 to 14 hours, from those provided for in the Resolution of 4 November 2003, of the Secretariat of State for the Public Administration, for which the relationship of the own registry offices and concerted with the General Administration of the State and its public bodies is made public and the days and opening hours are established.

Fifth. No increase in public spending.

The implementation of this resolution will be done without any increase in the cost of operation, since it will be used with the personal and material resources existing in the State Aviation Safety Agency, and will not increase expenditure. public.

Sixth. Development and execution faculties.

The General Secretariat of the State Aviation Safety Agency is empowered to adopt, within the scope of its powers, the measures necessary for the development and implementation of this resolution.

Seventh. Entry into force.

This Resolution shall enter into force on the day following that of its publication in the "Official State Gazette".
