To participate in competitions at the state or international level, it will be necessary to be in possession of a single federal license issued by the RFEM or by the Autonomous Federations.

No official state or international test or competition, whatever its name, may be organized without the authorization of the RFEM. "

" Article 61.

The licences issued by the Autonomous Federations referred to in the previous Article shall be of the same format and shall include three economic aspects: the compulsory insurance referred to in Article 59.2 of the Law of the Sport, the quota for expedition with differentiation from the part corresponding to the RFEM and the Autonomous Federation. Unique licenses will be issued by the Autonomous Federations that are integrated into the State Federation and will produce effects at both the state and the autonomous levels.

The Autonomic Federations must communicate to the State Federation the licenses they issue and their possible modifications for the latter to carry out a census of the respective sports modality.

The Autonomous Federations will in any case establish their autonomous quota as they approve their respective Assemblies and the National Federation will receive an economic compensation for the maintenance of their competitions and structure, the amount of which shall be regularly approved by the General Assembly of the RFEM together with its budgets, by a two-thirds majority of the representatives of the presidents or delegates of the autonomous federations, which in turn represent at least two-thirds of the total licenses.

As an exception to the previous general rule, the State Federation will issue this Single License in the following cases:

1) If no autonomic federation exists.

2) If the autonomic federation cannot by lack of means.

3) When determined by the autonomic federation itself.

4) If the autonomic federation is not integrated into the State Federation.

The Autonomic Federations, or when or when the RFEM itself can be, will in any case establish their autonomous quota as they approve their respective Assemblies and the National Federation will receive the same economic compensation cited in the previous paragraph ".

" Article 78.

The Regulation should provide for the possibility of an extra-judicial settlement for any litigation of a legal and sporting nature raised among sportsmen, judges, clubs, autonomic federations and RFEM, as well as others. interested parties, as long as any of those affiliated or integrated into the Federation, in the terms specified.
