THE EXPERIENCE ACQUIRED BY THE UNIVERSITY SCHOOLS OF BASIC GENERAL EDUCATION TEACHERS ABOUT THE IMPLEMENTATION, DEVELOPMENT AND ADAPTATION OF THE EXPERIMENTAL STUDY PLANS WAS THE BASIS FOR THE STUDY. DRAWING UP OF A SURVEY, SENT TO ALL THE CENTRES IN ORDER TO DRAW UP CONSEQUENCES FOR THE FORMULATION OF THE NEW PLANS. THE DATA OBTAINED IN THIS NATIONAL ACCOUNT SERVED AS A STARTING POINT FOR THE WORK CARRIED OUT BY A SUBCOMMITTEE PROPOSED BY THE NATIONAL MEETING OF DIRECTORS HELD IN MADRID IN JUNE 1975. THE WORK OF THIS SUB-COMMITTEE WAS SUCCESSIVELY REFERRED TO THE UNIVERSITY SCHOOLS OF BASIC GENERAL EDUCATION TEACHERS FOR CONSIDERATION AND EXAMINATION BY ALL THEIR WILLS. FINALLY, THE SUB-COMMITTEE DREW UP A PRELIMINARY DRAFT GUIDELINES WHICH WAS RAISED TO THE GENERAL DIRECTORATE OF UNIVERSITIES FOR APPROVAL.

IN THESE GUIDELINES IT IS INTENDED THAT, WITHOUT PREJUDICE TO THE AUTONOMY OF THE UNIVERSITIES AND THE PECULIARITIES OF EACH OF THE UNIVERSITY DISTRICTS, THE STUDY PLANS MUST HAVE AT LEAST A CERTAIN DEGREE OF HOMOGENEITY. THEY ENABLE STUDENTS TO DEVELOP THEIR TEACHING ROLE AT THE NATIONAL LEVEL.

IT HAS SEEMED APPROPRIATE TO ALSO SPECIFY GUIDELINES IN AN INDICATIVE PLAN WHERE, MORE THAN SUBJECTS, AREAS OF SUBJECTS WHOSE INTERNAL CONTENT CAN VARY ACCORDING TO THE CASES ARE SPECIFIED, SO THAT THE CONVALIDATIONS ARE FACILITATED. AND THE OVERALL ASSESSMENT OF THESE MATTERS. IN ADDITION, THE PLAN PAYS PARTICULAR ATTENTION TO PROFESSIONAL MATTERS AND, IN PARTICULAR, TO THE PREPARATION FOR THE FIRST STAGE OF BASIC GENERAL EDUCATION, WHICH, ACCORDING TO THE MOST AUTHORITATIVE OPINIONS, WAS NOT RECEIVED IN THE CURRENT PLANS. CONSIDERATION HE DESERVES.

IN ITS VIRTUE, PRIOR TO THE FAVORABLE REPORT OF THE NATIONAL BOARD OF UNIVERSITIES,

THIS MINISTRY HAS DISPOSED:

FIRST. ACCORDING TO ARTICLE 37.1 OF THE GENERAL EDUCATION ACT OF 4 AUGUST 1970, THE UNIVERSITIES WILL BE ACCOMMODATED IN THE PREPARATION OF THE CURRICULA OF THE UNIVERSITY SCHOOLS OF TEACHERS. BASIC GENERAL EDUCATION TO THE FOLLOWING GUIDELINES:

1. THE STUDY PLANS WILL BE STRUCTURED IN THREE COURSES.

2. FIVE SPECIALTIES WILL BE ESTABLISHED: SCIENCES, HUMAN SCIENCES, PHILOLOGY, PRESCHOOL EDUCATION AND SPECIAL EDUCATION, ALTHOUGH THIS LAST SPECIALTY CAN ONLY BE TAUGHT IN THOSE UNIVERSITY SCHOOLS PREVIOUSLY AUTHORIZED FOR THIS PURPOSE BY THE DIRECTORATE GENERAL OF UNIVERSITIES, HEARD THE NATIONAL INSTITUTE OF SPECIAL EDUCATION.

3. IT WILL BE ENSURED THAT THE DISTRIBUTION OF THE SUBJECTS OF THE CURRICULUM IS FRAMED IN MODULES OF TWENTY-ONE WEEKLY THEORETICAL HOURS THAT CAN REACH UP TO TWENTY-FIVE WITH LABORATORIES, SEMINARS, PRACTICAL CLASSES, ETC.

4. IT IS RECOMMENDED THAT THE ESTUDOS BE ORGANIZED AT THE LEVEL OF THE SCHOOL YEAR, RESERVING THE DIVISION OF FOUR MONTHS FOR EXCEPTIONAL CASES.

5. THE TEACHING PRACTICE WILL PREFERABLY BE IN THE THIRD YEAR AND IN THE COURSE OF A QUARTER.

6. TO ENSURE THE ACQUISITION, BY THE TEACHERS OF BASIC GENERAL EDUCATION, OF THE KNOWLEDGE AND EXPERIENCES THAT REQUIRES THE DEVELOPMENT OF THE PHYSICAL-SPORTS CAPACITY OF THE STUDENTS OF THE LEVEL OF BASIC GENERAL EDUCATION, THE PLANS OF STUDY THEY WILL INCLUDE ALL SECTIONS OF THE DIDACTICS OF PHYSICAL EDUCATION AS A COMMON SUBJECT.

7. IN ACCORDANCE WITH THE PROVISIONS OF ARTICLE 4 OF ROYAL DECREE 426/1977 OF 4 MARCH, WHICH SUPPRESSES THE SUBJECT OF POLITICAL TRAINING AT THE UNIVERSITY, THE NECESSARY MEASURES WILL BE TAKEN TO ENSURE THAT THE ACQUISITION OF THE KNOWLEDGE REQUIRED TO IMPART THE CONTENTS OF CIVIC-SOCIAL EDUCATION WITHIN THE SOCIAL AREA OF BASIC GENERAL EDUCATION. AS FAR AS RELIGIOUS TRAINING IS CONCERNED, THE NUMBER 6 OF THE ORDER OF THE DEPARTMENT OF 20 DECEMBER 1976 ("OFFICIAL STATE BULLETIN" OF THE 29) SHALL BE USED.

8. THE AREAS OF AREAS WHICH ARE CONSIDERED TO BE FUNDAMENTAL IN THE PREPARATION OF THE STUDY PLANS ARE SET OUT IN THE ANNEX ACCOMPANYING THIS MINISTERIAL ORDER. THE NAME OF THESE MATTERS IS OF A GENERIC NATURE.

9. THE CORRESPONDING STUDY PLANS, ONCE ELABORATED, WILL HAVE TO BE ELEVATED TO THE MINISTRY OF EDUCATION AND SCIENCE, THROUGH THE GENERAL DIRECTION OF UNIVERSITIES (GENERAL SUB-DIRECTION OF ACADEMIC ORDINATION), BEFORE 31 DECEMBER THIS YEAR, FOR SUBSEQUENT APPROVAL, AFTER THE NATIONAL BOARD OF UNIVERSITIES HAS DELIVERED AN OPINION.

SECOND. IN THE ELABORATION OF THE PLANS REFERRED TO IN THE PRECEDING NUMBER, THE PROCEDURE SHALL BE FOLLOWED TO DETERMINE THE RESPECTIVE STATUTES OF EACH UNIVERSITY BY CONSULTING ALL THE ESTABLISHMENTS AND ORGANS OF THE INTERESTED COLLEGIATE REPRESENTATION.

THIRD. IN THE CASE OF ANY UNIVERSITY NOT PREPARING THE RESPECTIVE PLANS WITHIN THE PERIOD INDICATED IN THE NUMBER 9 OF THE PREVIOUS GUIDELINES, THE MINISTRY OF EDUCATION AND SCIENCE MAY MAKE USE OF THE AUTHORIZATION GRANTED TO IT BY THE FINAL ARTICLE 37 (1) OF THE GENERAL EDUCATION ACT.

FOURTH, THE STUDY PLANS WHICH ARE CURRENTLY BEING PURSUED ON AN EXPERIMENTAL BASIS IN THE UNIVERSITY SCHOOLS REFERRED TO IN THIS ORDER ARE DEFINITIVELY ENDORSED.

FIFTH. -THE GENERAL DIRECTION OF UNIVERSITIES IS AUTHORIZED TO DICTATE THE RESOLUTIONS AND INSTRUCTIONS IT DEEMS APPROPRIATE FOR THE PURPOSE AND DEVELOPMENT OF THE PROVISIONS OF THIS ORDER THAT WILL ENTER INTO FORCE FOLLOW YOUR PUBLICATION IN THE "OFFICIAL STATE BULLETIN".

TABLE OF FUNDAMENTAL SUBJECTS

1. COMMON MATERIALS

IN THE SET OF SUBJECTS COMMON TO THE FIVE SECTIONS WILL CONSIST OF SUBJECTS AIMED AT THE PSYCHOPEDAGOGICAL, INSTRUMENTAL-ARTISTIC AND SCIENTIFIC CONTENT TRAINING REFERRED TO THE FIRST STAGE OF BASIC GENERAL EDUCATION. 3. TEACHING PRACTICE

WHILE ALL THE SUBJECTS OF ALL SECTIONS OF A BASIC GENERAL EDUCATION TEACHER TRAINING PLAN MUST BE PRIMARILY AIMED AT THE EXERCISE OF THE TEACHING PROFESSION AND THEREFORE, THE PRACTICE SHOULD BE PERMANENT AND DIRECT WITH THE COLLEGES OF PRACTICES, THE STUDENTS OF THE UNIVERSITY SCHOOLS OF THE TEACHERS OF BASIC GENERAL EDUCATION WILL HAVE TO CARRY OUT A PERIOD OF TEACHING PRACTICES THAT WILL SITUATE THEM IN CONTACT WITH THE SCHOOL REALITY. THIS PERIOD WILL PREFERABLY BE IN THE THIRD YEAR OF THE RACE AND IN THE COURSE OF A QUARTER.
