CREATED THE NATIONAL INSTITUTE OF SPECIAL EDUCATION BY DECREE 1151/1975 OF 23 MAY, WITH THE MISSION OF EXTENDING AND PERFECTING THIS EDUCATIONAL MODALITY, DECREE 671/1976, OF 2 APRIL, AND ROYAL DECREE 1619/1978, OF 12 MAY, THEY PROVIDED A BASIC ADMINISTRATIVE STRUCTURE WHICH IS NOW NECESSARY TO DEVELOP, DETERMINING THE UNITS THAT COMPLETE IT WITH THE INDICATION OF THEIR RESPECTIVE FUNCTIONS.

IN ITS VIRTUE, UNDER THE COVER OF THE FINAL DISPOSITION OF DECREE 1151/1975, OF 23 MAY, PRIOR TO THE REPORT OF THE MINISTRY OF FINANCE AND WITH THE APPROVAL OF THE PRESIDENCY OF THE GOVERNMENT, IN ACCORDANCE WITH ARTICLE 130, 2, OF THE LAW OF ADMINISTRATIVE PROCEDURE,

THIS MINISTRY HAS DISPOSED:

FIRST.-THE GENERAL SECRETARY OF THE NATIONAL INSTITUTE OF SPECIAL EDUCATION DEPENDS ON: WITH THE ORGANIC LEVEL OF SERVICE, THE SERVICE OF GENERAL AFFAIRS, THE ECONOMIC REGIME SERVICE AND THE TECHNICAL DEPARTMENT, AND AT LEVEL SECTION ORGANIC, THE PROGRAMMING CABINET AND THE LEGAL-ADMINISTRATIVE CABINET.

1. THE STAFF SECTION AND THE SCHOOLING SECTION WILL DEPEND ON THE GENERAL AFFAIRS SERVICE.

1.1. THE STAFF SECTION SHALL BE RESPONSIBLE FOR THE PROVISION OF THE NEEDS OF NON-TEACHING STAFF OF THE INSTITUTE AND THE CENTRES OF THE DEPENDENTS, THE DRAWING UP OF PROPOSALS FOR ORGANIC TEMPLATES, THE MANAGEMENT OF MATTERS RELATING TO THE SELECTION, APPOINTMENT AND HANDLING OF INCIDENTS ARISING FROM THE VARIOUS ADMINISTRATIVE SITUATIONS AFFECTING SUCH STAFF, AS WELL AS THE ESTABLISHMENT AND IMPLEMENTATION OF PROGRAMMES FOR THEIR TRAINING AND FURTHER TRAINING; RECORDS OF DIPLOMAS, DIPLOMAS AND CERTIFICATES OF COURSES OF SPECIALIZATION OF STAFF TEACHER, AND HOW MANY COMPETENCIES THE INSTITUTE HAS, IN RELATION TO THE VARIOUS PROFESSIONALS RESPONSIBLE FOR THE IMPLEMENTATION OF THE GUIDELINES AND ATTENTION ACTIVITIES THAT THE DEFICIENT REQUIRE.

THIS SECTION WILL DEPEND ON THE FOLLOWING NEGOTIATED:

NEGOTIATED ADMINISTRATIVE, TEACHING AND TECHNICAL STAFF.

WORKFORCE NEGOTIATED.

1.2. THE SECTION FOR SCHOOLING SHALL BE RESPONSIBLE FOR THE MANAGEMENT OF THE FILES FOR THE CREATION, MODIFICATION AND DELETION OF SPECIAL EDUCATION CENTRES AND FOR THE AUTHORISATION, MODIFICATION AND CESSATION OF ACTIVITIES OF NON-STATE CENTRES OF SUCH EDUCATION. EDUCATIONAL MODALITY, AND INFORMATION ON THE CREATION, MODIFICATION, SUPPRESSION AND CESSATION OF ACTIVITIES OF UNITS OR SECTIONS OF SPECIAL EDUCATION IN THE ORDINARY CENTERS OF THE VARIOUS EDUCATIONAL LEVELS, AS WELL AS HOW MANY EFFORTS RELATE TO THEIR LEGAL AND ADMINISTRATIVE ARRANGEMENTS; MANAGEMENT AND PROPOSAL FOR THE CONCLUSION OF CONVENTIONS OR CENTRES IN WHICH SPECIAL EDUCATION IS PROVIDED, AND THE PROCESSING OF DECLARATIONS OF SOCIAL INTEREST. IT WILL ALSO DEAL WITH THE INCIDENCES OF THE SPECIAL EDUCATION STUDENTS, COLLABORATE WITH THE NATIONAL INSTITUTE OF AID AND PROMOTION OF THE STUDENT IN THE MANAGEMENT OF THE VARIOUS AIDS AND SUBSIDIES TO THE DIRECTED AND IN THE PROMOTION AND MANAGEMENT OF ACTIVITIES EXTRACURSCHOOLCHILDREN.

THIS SECTION WILL DEPEND ON THE FOLLOWING NEGOTIATED:

NEGOTIATED FROM STATE CENTERS.

NEGOTIATED FROM NON-STATE CENTERS.

NEGOTIATED SOCIAL INTEREST, CONVENTIONS AND CONCERTS.

STUDENT BARGAINED.

2. THE BUDGET AND ACCOUNTING SECTION AND THE ALLOCATION AND GRANTS SECTION WILL DEPEND ON THE SERVICE OF THE ECONOMIC REGIME.

2.1. THE BUDGET AND ACCOUNTING SECTION SHALL BE RESPONSIBLE FOR DRAWING UP THE BUDGET PROPOSAL OF THE BODY AND ITS AMENDMENTS; THE MANAGEMENT, IMPLEMENTATION AND SETTLEMENT OF THE BUDGET; THE REVIEW AND ACCOUNTABILITY OF THE INSTITUTE AND THE DEPENDENTS 'CENTERS; THE MAKING OF STAFF PAYROLLS, WITHOUT PREJUDICE TO THE ACTIVITY OF THE DEPARTMENT' S DATA PROCESSING CENTER, AND THE INSTITUTE ' S ENABLEMENT AND PAGATORSHIP.

THIS SECTION WILL DEPEND ON THE FOLLOWING NEGOTIATED:

BUDGET NEGOTIATED.

NEGOTIATED ECONOMIC AND ADMINISTRATIVE CONTROL.

HABILITATION AND PAGATORATE NEGOTIATED.

2.2. THE SECTION FOR ALLOCATION AND GRANTS SHALL BE RESPONSIBLE FOR THE MANAGEMENT OF THE EXPENDITURE FILES FOR THE STATE INSTITUTIONS AND FOR THOSE FOR THE PURPOSES OF MAKING CASH THE PRINCIPLE OF FREE EDUCATION AND GRANTS FOR THE CONSTRUCTION AND EQUIPMENT OF NON-STATE SCHOOL BUILDINGS FOR SPECIAL EDUCATION, AS WELL AS THE PREPARATION OF FINANCIAL REPORTS ON MATTERS WITH ECONOMIC IMPACT.

THIS SECTION WILL DEPEND ON THE FOLLOWING NEGOTIATED:

NEGOTIATED FOR THE ALLOCATION OF RESURFACES AND GRANTS FOR GRATUITOUSNESS.

NEGOTIATED GRANTS FOR CONSTRUCTION AND EQUIPMENT.

3. THE TECHNICAL DEPARTMENT SHALL CARRY OUT THE TASKS ENTRUSTED BY ROYAL DECREE 1619/1978 OF 12 MAY.

4. THE PROGRAMMING CABINET WILL BE RESPONSIBLE FOR THE PREPARATION OF STUDIES AND REPORTS THAT WILL DETECT THE DEMAND FOR SCHOOL POSITIONS IN SPECIAL EDUCATION AND THE PROPOSAL OF MEASURES TO BE TAKEN TO ENSURE THAT IT IS ATTENDED TO; THE IMPETUS OF ANY KIND OF EDUCATION ACTION TO PROMOTE, FACILITATE AND INTENSIFY THE SCHOOLING OF STUDENTS IN THIS EDUCATIONAL MODALITY, ENHANCING COLLABORATION WITH THE STATE OF THE OTHER PUBLIC ENTITIES AND INDIVIDUALS, AS WELL AS THE ELABORATION OF THE PROPOSALS OF THE QUALITATIVE PROGRAMMING WITH REGARD TO THE CONSTRUCTION, CREATION, MODIFICATION AND DELETION OF CENTRES SUCH EDUCATIONAL MODALITY.

OF THIS CABINET WILL DEPEND ON THE NEGOTIATION OF ENDOWMENTS AND MATERIAL.

5. THE LEGAL AND ADMINISTRATIVE CABINET SHALL BE RESPONSIBLE FOR CARRYING OUT STUDIES AND ISSUING TECHNICAL-ADMINISTRATIVE REPORTS ON THE SUBJECT MATTER OF THE INSTITUTE, DRAWING UP THE RELEVANT DRAFT PROVISIONS. DICTATE TO THE DIRECTOR GENERAL OR PROPOSE TO OTHER DEPARTMENTS OF THE DEPARTMENT, AND THE ELABORATION AND DRAFTING OF THE CIRCULAR INSTRUCTIONS AND CLARIFICATIONS THAT ENSURE THE EFFECTIVE COMMUNICATION AND INFORMATION OF THE INSTITUTE.

SECOND.-THE DIRECTOR GENERAL OF THE NATIONAL INSTITUTE OF SPECIAL EDUCATION IS EMPOWERED TO MAKE OR PROPOSE THE MEASURES NECESSARY FOR THE FULFILMENT OF THIS ORDER.
