THE REAL DECREE TWO THOUSAND FOUR HUNDRED AND THIRTY-SIX HUNDRED AND SEVENTY-EIGHT, OF FOURTEEN OF OCTOBER, HAS A REORGANIZATION IN THE DEPARTMENT IN ORDER TO ORDER THE AREAS OF ITS COMPETENCE IN TWO ADMINISTRATIVE UNITS BASIC; ON THE ONE HAND, THE SECRETARY OF STATE FOR SOCIAL SECURITY; ON THE OTHER, THE DEPUTY SECRETARY OF HEALTH. IT IS THEREFORE NECESSARY TO DETERMINE THE ORGANIC STRUCTURE OF THE SECRETARIAT OF STATE FOR SOCIAL SECURITY, DISTRIBUTING THE POWERS AND FUNCTIONS SO THAT ADEQUATE EFFICIENCY IS ACHIEVED IN ITS ACTION, THUS GIVING EFFECT TO THE READY IN THE FINAL DISPOSITION OF THE ROYAL DECREE TWO THOUSAND FOUR HUNDRED AND THIRTY-SIX HUNDRED AND SEVENTY-EIGHT, OF FOURTEEN OF OCTOBER, CITED ABOVE.

AT THE SAME TIME, UNDER THE INDICATED ROYAL DECREE, A SINGLE DEPUTY SECRETARY HAS COME TO ASSUME THE FUNCTIONS OF THE DEPARTMENT ' S DEPUTY SECRETARY, WHICH MAKES IT NECESSARY TO DETERMINE THE NEW STRUCTURE OF THE DEPARTMENT.

AT THE SAME TIME, IT DETERMINES THE CONSEQUENT RESTRUCTURING OF THE TECHNICAL GENERAL SECRETARIAT AND OF THE DIRECTORATES-GENERAL WHICH, IN A WAY, ARE AFFECTED BY THE REDISTRIBUTION OF POWERS WHICH THE CREATION OF THE SECRETARY OF STATE AND THE CHANGE IN THE UNDER-SECRETARY PREVIOUSLY REVIEWED.

THIS RESTRUCTURING IS CARRIED OUT, HOWEVER, WITHOUT INCREASING THE NUMBER OF ORGANIC UNITS THAT THE PREVIOUS STRUCTURE OF THE DEPARTMENT ASSUMED, SO THE SAME DOES NOT IMPLY AN INCREASE IN PUBLIC EXPENDITURE.

IN ITS VIRTUE, ON THE PROPOSAL OF THE MINISTER OF HEALTH AND SOCIAL SECURITY, WITH THE APPROVAL OF THE PRESIDENCY OF THE GOVERNMENT, AND AFTER DELIBERATION OF THE COUNCIL OF MINISTERS AT ITS MEETING OF THE DAY TWENTY-TWO OF DECEMBER OF A THOUSAND NINE HUNDRED SEVENTY-EIGHT, AVAILABLE:

1. MINISTER ' S DEPENDENT ORGANS

ARTICLE FIRST. -ONE. THE MINISTER OF HEALTH AND SOCIAL SECURITY, AS HEAD OF THE DEPARTMENT AND IN HIS CAPACITY AS SUPERIOR AUTHORITY OF THE DEPARTMENT, IS VESTED WITH THE POWERS THAT ARE DETERMINED IN ARTICLE 15 OF THE LAW OF THE LEGAL REGIME OF THE ADMINISTRATION OF THE STATE AND ROYAL DECREE-LAW THIRTY-SIX-HUNDRED AND SEVENTY-EIGHT, OF 16 NOVEMBER, ON INSTITUTIONAL MANAGEMENT OF SOCIAL SECURITY, HEALTH AND EMPLOYMENT.

TWO. THE MINISTRY OF HEALTH AND SOCIAL SECURITY IS STRUCTURED IN THE FOLLOWING BODIES:

SECRETARY OF STATE FOR SOCIAL SECURITY.

-DEPUTY SECRETARY OF THE DEPARTMENT.

-TECHNICAL SECRETARY GENERAL.

-GENERAL DIRECTION OF THE LEGAL SYSTEM OF SOCIAL SECURITY.

-GENERAL HEALTH CARE ADDRESS.

-GENERAL DIRECTION OF PHARMACY AND MEDICINES.

GENERAL PUBLIC HEALTH DIRECTORATE.

-GENERAL SOCIAL SERVICES ADDRESS.

-TERRITORIAL DELEGATIONS FOR HEALTH AND SOCIAL SECURITY.

THREE. THE FUNCTIONS OF MANAGEMENT, SURVEILLANCE AND SUPERVISION OF THE MINISTRY OF HEALTH AND SOCIAL SECURITY ON AUTONOMOUS STATE ENTITIES, MANAGEMENT ENTITIES AND SOCIAL SECURITY SERVICES SHALL BE EXERCISED:

(A) BY THE SECRETARY OF STATE FOR SOCIAL SECURITY, REGARDING THE LEGAL AND ECONOMIC ASPECTS OF SOCIAL SECURITY ENTITIES AND SERVICES.

THE NATIONAL INSTITUTE OF SOCIAL SECURITY AND THE GENERAL TREASURY OF SOCIAL SECURITY ARE ATTACHED TO THE SECRETARY OF STATE FOR SOCIAL SECURITY.

B) BY THE DEPARTMENT ' S DEPUTY SECRETARY:

A) AS REGARDS PROPOSALS FOR THE TECHNICAL MANAGEMENT OF HEALTH AND CARE REFERRED TO THE NATIONAL INSTITUTE OF HEALTH AND THE NATIONAL INSTITUTE OF SOCIAL SERVICES, WHICH ARE ATTACHED TO THE SECRETARIAT.

B) IN THE TECHNICAL MANAGEMENT OF HEALTH AND CARE AND ECONOMIC PLANNING IN RELATION TO THE AUTONOMOUS AGENCIES DEPENDENT ON THE STATE, INSTITUTIONAL ADMINISTRATION OF NATIONAL HEALTH AND NATIONAL INSTITUTE SOCIAL ASSISTANCE.

C) THE SECRETARY OF STATE FOR SOCIAL SECURITY AND THE DEPUTY SECRETARY OF THE DEPARTMENT WILL JOINTLY DEVELOP THE BUDGET PROPOSALS OF THE MANAGING ENTITIES, NATIONAL INSTITUTE OF HEALTH AND NATIONAL INSTITUTE OF SERVICES SALES. THE SECRETARY OF STATE FOR SOCIAL SECURITY SHALL MEET AND PROPOSE THE AUTHORIZATION OF ANY DECISIONS OF A TECHNICAL, SANITARY OR MEDICAL NATURE TO BE TAKEN BY THE DEPUTY SECRETARY OF THE DEPARTMENT, AS LONG AS THEY AFFECT THE GENERAL ASPECTS OF ORDER BUDGETARY AND FINANCIAL AFFAIRS OF THE ABOVEMENTIONED MANAGEMENT BODIES AND SOCIAL SECURITY SERVICES.

ARTICLE SECOND.-CHAIRED BY THE MINISTER THERE WILL BE A BOARD OF DIRECTORS THAT WILL ASSIST HIM IN THE ELABORATION OF THE DEPARTMENT ' S POLICY.

THE SECRETARY OF STATE FOR SOCIAL SECURITY, THE DEPARTMENT 'S DEPUTY SECRETARY, THE TECHNICAL SECRETARY GENERAL, THE HEADS OF THE DEPARTMENT' S MANAGEMENT CENTERS, AND THE PRESIDENTS AND DELEGATES WILL BE PART OF IT. GENERAL OF ENTITIES AND BODIES ASSIGNED TO THE DEPARTMENT TO BE DETERMINED BY THE MINISTER. HE WILL SERVE AS SECRETARY OF THE MINISTER ' S TECHNICAL CABINET.

THE MANAGEMENT BOARD SHALL, AT THE TOP OF THE MINISTER ' S OFFICE, CARRY OUT THE COORDINATION FUNCTIONS BETWEEN THE SECRETARY OF STATE FOR SOCIAL SECURITY AND THE DEPUTY SECRETARIAT OF THE DEPARTMENT, WITHOUT PREJUDICE TO THE POWERS OF COMMUNICATION AND DIRECT RELATION OF THE SECRETARY OF STATE AND THE DEPUTY SECRETARY OF THE DEPARTMENT, IN THE AREA OF THEIR RESPECTIVE COMPETENCES, ON ALL THE ADMINISTRATIVE UNITS ESTABLISHED IN THIS ROYAL DECREE, THE DELEGATIONS TERRITORIAL AND OTHER ENTITIES AND BODIES UNDER THE MINISTRY OF HEALTH AND SAFETY SOCIAL.

ARTICLE THIRD.-THE IMMEDIATE ORDERS OF THE MINISTER WILL EXIST, WITH THE LEVEL OF GENERAL SUBDIRECTORATE, A TECHNICAL CABINET, WITH THE TASK OF ASSISTING THE HEAD OF THE DEPARTMENT IN THE MATTERS ENTRUSTED TO HIM AND THE LEAD THE MINISTRY ' S PUBLIC RELATIONS AND INFORMATION SERVICES.

ARTICLE FOURTH.-THE COMPOSITION AND FUNCTIONS OF THE HIGHER COUNCIL OF HEALTH AND SOCIAL SECURITY, AS AN ADVISORY BODY, WILL BE DETERMINED BY THE MINISTER OF HEALTH AND SOCIAL SECURITY.

ARTICLE QUINTO.-ONE. DIRECTLY DEPENDENT ON THE MINISTER, AND THROUGH THE SECRETARY OF STATE FOR SOCIAL SECURITY, THERE WILL BE AN ADMINISTRATIVE UNIT FOR THE INSPECTION OF SOCIAL SECURITY, WITH AN ORGANIC LEVEL OF GENERAL SUB-DIRECTORATE, WHICH WILL DIRECT, COORDINATE AND IT SHALL MONITOR THE TASKS ASSIGNED TO IT BY THE NATIONAL BODY OF THE LABOUR INSPECTORATE, WITHIN THE COMPETENCE OF THE DEPARTMENT. THE OWNERSHIP OF THAT ADMINISTRATIVE UNIT SHALL BE ON AN OFFICIAL OF THE SAID BODY.

TWO. DIRECTLY DEPENDENT ON THE MINISTER, AND THROUGH THE DEPARTMENT ' S DEPUTY SECRETARY, THERE WILL BE AN ADMINISTRATIVE UNIT OF HEALTH INSPECTION, WITH AN ORGANIC LEVEL OF GENERAL SUBDIRECTORATE, WHICH WILL DIRECT, COORDINATE AND CONTROL THE FUNCTIONS OF THE INSPECTION THAT THE CORRESPONDING HEALTH AND HEALTH CARE BODIES HAVE ATTRIBUTED TO THEM, WITHIN THE COMPETENCE OF THE DEPARTMENT. THE OWNERSHIP OF THAT ADMINISTRATIVE UNIT SHALL BE ON AN OFFICIAL OF THE SAID BODIES.

II. SECRETARY OF STATE

ARTICLE SIXTH.-THE SECRETARY OF STATE FOR SOCIAL SECURITY, UNDER THE TOP LEADERSHIP OF THE MINISTER OF HEALTH AND SOCIAL SECURITY, SHALL EXERCISE IN RESPECT OF SOCIAL SECURITY THE PRIVILEGES PROVIDED FOR IN NUMBERS ONE, FOUR, FIVE, SIX, SEVEN, TEN AND ELEVEN OF ARTICLE FOURTEEN OF THE LAW OF THE LEGAL REGIME OF THE STATE ADMINISTRATION.

ARTICLE 7.-FOR THE EXERCISE OF ITS FUNCTIONS, THE SECRETARY OF STATE FOR SOCIAL SECURITY SHALL BE COMPOSED OF THE FOLLOWING BODIES:

-GENERAL DIRECTION OF THE LEGAL SYSTEM OF SOCIAL SECURITY.

-DIRECTORATE GENERAL OF THE ECONOMIC REGIME FOR SOCIAL SECURITY.

-DEPUTY DIRECTORATE GENERAL FOR COORDINATION OF THE SECRETARY OF STATE FOR SOCIAL SECURITY.

-TECHNICAL CABINET WITH ORGANIC LEVEL OF GENERAL SUBDIRECTION.

III. DEPUTY SECRETARY OF THE DEPARTMENT

ARTICLE EIGHTH. -ONE. THE DEPUTY SECRETARY OF THE DEPARTMENT SHALL PERFORM THE DUTIES ASSIGNED TO HIM BY THE LAW OF THE STATE ADMINISTRATION, EXCEPT AS PROVIDED FOR IN ARTICLE 15, NUMBER THREE AND FIVE OF THE AFOREMENTIONED LEGAL TEXT REFERS TO THE INSPECTION OF THE CENTERS, AGENCIES AND AGENCIES AFFECTED BY THE SECRETARY OF STATE FOR SOCIAL SECURITY, AS WELL AS TO THE COMMUNICATION OF THE SAME WITH THE OTHER DEPARTMENTS, AGENCIES AND ENTITIES THAT ARE RELATED TO IT.

TWO. THE DEPUTY SECRETARY OF THE DEPARTMENT PROVIDES FOR THE ARRANGEMENTS FOR THE SERVICES OF THE MANAGING, HEALTH AND SOCIAL SECURITY ENTITIES, WITHOUT PREJUDICE TO THE POWERS THAT CORRESPOND TO THE SECRETARY OF STATE FOR THE SOCIAL SECURITY. THE STRUCTURE OF THE DEPARTMENT ' S SUB-SECRETARIAT WILL BE AS FOLLOWS:

A) WITH OVERALL SUBDIRECTION ORGANIC LEVEL:

-COORDINATION OF SERVICES, WHICH WILL HAVE THE FUNCTIONS OF SECRETARIAT, GENERAL AFFAIRS, GENERAL REGISTRATION AND LEGAL SUPPORT. -THE TECHNICAL CABINET, WHICH WILL HAVE THE FUNCTIONS ASSIGNED TO TECHNICAL-HEALTH INFORMATION, GENERAL HEALTH PLANNING, HEALTH RESEARCH AND RELATIONS WITH THE PROFESSIONAL ORGANIZATIONS.

-GENERAL STAFF AND INTERNAL SYSTEM MANAGEMENT SUB-DIRECTION:

SERVICE OF LEGAL REGIME OF STATE PERSONNEL AND HEALTH INSTITUTIONS OF SOCIAL SECURITY.

HERITAGE SERVICE AND INTERNAL REGIME.

-GENERAL ECONOMIC REGIME SUB-DIRECTION:

SERVICE OF STAFF REMUNERATION.

-GENERAL FINANCIAL MANAGEMENT SUB-DIRECTION, WHICH WILL HAVE THE FOLLOWING UNITS, WITH AN ORGANIC LEVEL OF SERVICE:

BUDGET AND INVESTMENT SERVICE.

EXPENSE ORDERING SERVICE.

-GENERAL INSPECTION OF SERVICES, WHICH WILL EXERCISE THE INSPECTOR ' S FUNCTION WITH RESPECT TO ALL ADMINISTRATIVE UNITS OF THE CENTERS, SERVICES, DEPENDENCIES AND AGENCIES OF THE MINISTRY OF HEALTH AND SOCIAL SECURITY, WHATEVER THEIR OWN NATURE AND TERRITORIAL SCOPE; LIAISON AND COORDINATION OF TERRITORIAL DELEGATIONS; COORDINATION WITH THE INSPECTIONS OF EXISTING SERVICES IN ALL SOCIAL SECURITY ENTITIES.

FOR THE PERFORMANCE OF THESE FUNCTIONS, YOU WILL HAVE THE FOLLOWING UNITS WITH THE ORGANIC LEVEL OF SERVICE:

SECRETARY GENERAL.

COORDINATION SERVICE AND TERRITORIAL DELEGATIONS.

-POWER, WHICH THE FOLLOWING DRIVES WILL DEPEND ON:

VETERINARY CONTROL FOOD SERVICE.

PHARMACEUTICAL CONTROL FOOD SERVICE.

B) WITH ORGANIC LEVEL OF SERVICE:

-RESOURCE CENTRAL SERVICE.

THREE. WITHOUT PREJUDICE TO THEIR FUNCTIONAL DEPENDENCE ON OTHER DEPARTMENTS AND THE SECRETARY OF STATE FOR SOCIAL SECURITY IN MATTERS OF THEIR COMPETENCE, THEY SHALL BE ASSIGNED TO THE DEPARTMENT ' S DEPUTY SECRETARIAT:

-ECONOMIC ADVICE.

-LEGAL ADVICE.

-THE DELEGATED INTERVENTION OF THE GENERAL ADMINISTRATION OF THE STATE.

FOUR. THE FOLLOWING GENERAL ADDRESSES SHALL BE DETERMINED BY THE DEPARTMENT ' S DEPUTY SECRETARIAT:

-HEALTH ASSISTANCE.

-PHARMACY AND MEDICINES.

-PUBLIC HEALTH.

-OF SOCIAL SERVICES.

IV. TECHNICAL SECRETARIAT

ARTICLE NINTH. -ONE. THE TECHNICAL SECRETARIAT SHALL CARRY OUT THE TASKS LAID DOWN IN THE LAWS OF THE LEGAL SYSTEM OF THE ADMINISTRATION OF THE STATE AND THE ADMINISTRATIVE PROCEDURE AND THE OTHER PROVISIONS IN AGREEMENT.

TWO. THE TECHNICAL GENERAL SECRETARIAT IS STRUCTURED IN THE FOLLOWING UNITS, WITH AN ORGANIC LEVEL OF GENERAL SUB-DIRECTION:

-THE TECHNICAL GENERAL VICESECARCE, WHICH WILL HAVE THE FOLLOWING UNITS WITH AN ORGANIC LEVEL OF SERVICE:

ADMINISTRATIVE COORDINATION SERVICE.

STATISTICAL AND COMPUTER SERVICE.

-DEPUTY HEALTH SECRETARY.

-GENERAL SUBDIRECTION OF INTERNATIONAL AFFAIRS, WHICH WILL HAVE THE FOLLOWING UNITS WITH AN ORGANIC LEVEL OF SERVICE:

INTERNATIONAL SOCIAL SECURITY AFFAIRS SERVICE.

SERVICE OF INTERNATIONAL AFFAIRS OF HEALTH.

THREE. THE DELEGATION OF THE NATIONAL STATISTICAL INSTITUTE SHALL BE ASSIGNED TO THE TECHNICAL SECRETARIAT.

FOUR. THE AUTONOMOUS STATE ENTITY OF PUBLICATIONS SHALL BE ASSIGNED TO THE DEPARTMENT THROUGH THE TECHNICAL SECRETARIAT.

FIVE. THE INSTITUTE FOR HEALTH AND SOCIAL SECURITY STUDIES WILL DEPEND ON THE TECHNICAL SECRETARIAT.

V. DIRECTORATE-GENERAL FOR THE LEGAL REGIME FOR SOCIAL SECURITY

ARTICLE DECIMAL. -ONE. IT IS FOR THE GENERAL DIRECTORATE OF THE LEGAL SYSTEM OF SOCIAL SECURITY TO PROPOSE THE LEGAL ARRANGEMENTS FOR THE CONTINGENCIES AND BENEFITS OF THE SOCIAL SECURITY SYSTEM; THE KNOWLEDGE, REPORT AND, WHERE APPROPRIATE, PROPOSAL OF THE RULES RELATING TO THE CREATION OR MODIFICATION OF THE ORGANIC AND FUNCTIONAL ARRANGEMENTS OF ITS MANAGEMENT AND COLLABORATION ENTITIES; PROPOSE OR, WHERE APPROPRIATE, TAKE ALL NECESSARY MEASURES IN THE FIELD OF MANAGEMENT AND LEGAL ARRANGEMENTS FOR STAFF DEPENDENT ON ENTITIES AND SOCIAL SECURITY SERVICES, EXCEPT FOR STAFF OF SERVICES AND INSTITUTIONS HEALTH OF SOCIAL SECURITY.

TWO. DEPENDING ON THE GENERAL DIRECTION OF THE LEGAL SYSTEM OF SOCIAL SECURITY, THE FOLLOWING SUBDIRECTORATES-GENERAL EXIST:

-GENERAL SUB-DIRECTION OF CONTINGENCIES AND BENEFITS, WHICH WILL HAVE THE SERVICE OF BENEFITS.

-SUB-DIRECTORATE-GENERAL FOR ORGANISATIONAL ARRANGEMENTS AND VOLUNTARY SOCIAL SECURITY, WHICH WILL HAVE THE NON-SANITARY MANAGEMENT SERVICE.

VI. DIRECTORATE-GENERAL FOR THE ECONOMIC REGIME FOR SOCIAL SECURITY

ARTICLE ELEVENTH. -ONE. IT IS FOR THE GENERAL DIRECTORATE OF THE ECONOMIC SYSTEM OF SOCIAL SECURITY TO PROPOSE THE PLANNING OF ECONOMIC PLANNING IN THE MEDIUM AND LONG TERM, THE PREPARATION OF BUDGETS AND THE PLANS FOR ACCOUNTING; PROPOSE FINANCING SOCIAL SECURITY AND THE DEVELOPMENT OF THE FUNCTIONS WHICH CORRESPOND TO IT WITH REGARD TO ITS GENERAL TREASURY, AS WELL AS TO PROPOSE THE MANAGEMENT AND CONTROL OF FINANCIAL RESOURCES, EXPENDITURE AND ASSETS, ADOPTING THE NECESSARY RESOLUTIONS AND MEASURES IN ORDER TO COMPLY WITH THIS ORDER AND CENTRALISE ALL BUDGETARY INFORMATION ACCOUNTING FOR FURTHER ANALYSIS, INTEGRATION AND CONSOLIDATION; IT IS ALSO UP TO HIM TO KNOW AND TO INFORM PRECEPTIVELY OF ANY MEASURES OF A GENERAL NATURE WHICH AFFECT THE EXPENDITURE OR FINANCING OF SOCIAL SECURITY AND THOSE RELATING TO TEMPLATES AND REMUNERATION OF STAFF AT THE SERVICE OF THE STAFF.

TWO. THE ORGANIC STRUCTURE OF THE GENERAL DIRECTION WILL BE AS FOLLOWS:

-OVERALL ECONOMIC PLANNING, BUDGET AND ACCOUNTING SUB-DIRECTION, WHICH WILL DEPEND ON THE ECONOMIC PLANNING SERVICE AND BUDGETS AND THE ACCOUNTING SERVICE.

-GENERAL SUB-DIRECTION OF FINANCING, ON WHICH THE TREASURY SERVICE WILL DEPEND.

-SUBDIRECTORATE-GENERAL FOR HERITAGE AND EXPENDITURE MANAGEMENT, WHICH SHALL HAVE THE HERITAGE SERVICE AND THE RESEARCH AND ANALYSIS AND EXPENDITURE CONTROL SERVICE, WITHOUT PREJUDICE TO THE POWERS RESERVED FOR THE GENERAL INTERVENTION OF SOCIAL SECURITY AND THE LABOUR INSPECTORATE.

VII. DIRECTORATE GENERAL FOR HEALTH CARE

ARTICLE TWELFTH. -ONE. THE DIRECTORATE-GENERAL FOR HEALTH CARE SHALL PERFORM THE TASKS OF THE DEPARTMENT IN THE FIELD OF PLANNING, MANAGEMENT, COORDINATION, EVALUATION AND PROPOSAL FOR THE MANAGEMENT OF HEALTH CARE, BOTH IN HOSPITAL AND IN HOSPITAL. IT WOULD BE OF THE PERSONAL AND INSTRUMENTAL MEANS, ACCORDING TO THE TERRITORIAL AND SECTORAL NEEDS, OF MEDICAL TEACHING AND PARAMEDICAL, AS WELL AS EVERYTHING RELATED TO THE ANALYSIS, EVALUATION AND PROFITABILITY OF HEALTH CARE.

TWO. THE GENERAL HEALTH CARE DIRECTORATE IS STRUCTURED WITH THE FOLLOWING GENERAL SUB-DIRECTIONS:

-OF HOSPITALS, WHICH WILL HAVE THE FOLLOWING UNITS WITH AN ORGANIC LEVEL OF SERVICE:

HOSPITAL PLANNING SERVICE AND HOSPITAL SERVICES.

STAFF PLANNING AND HEALTH MATERIAL CONTROL SERVICE.

NURSING SERVICE.

VIII. DIRECTORATE-GENERAL FOR PHARMACY AND MEDICINAL PRODUCTS

ARTICLE THIRTEENTH.-THE GENERAL DIRECTORATE OF PHARMACY AND MEDICINAL PRODUCTS SHALL EXERCISE THE FUNCTIONS WHICH ARE THE RESPONSIBILITY OF THE DEPARTMENT IN THE FIELD OF PLANNING, DIRECTION, COORDINATION, EVALUATION AND PROPOSAL OF PRODUCTION MANAGEMENT, REGISTRATION, DISTRIBUTION, DISPENSING OF PESTICIDES AND PESTICIDES, AS WELL AS THE PERSONAL AND INSTRUMENTAL MEANS WITH WHICH THE PHARMACEUTICAL ACTIVITIES ARE CARRIED OUT. ARTICLE FOURTEENTH. -ONE. THE DIRECTORATE-GENERAL FOR PUBLIC HEALTH SHALL CARRY OUT THE TASKS OF THE DEPARTMENT IN THE FIELD OF PLANNING, MANAGEMENT, COORDINATION, EVALUATION AND PROPOSAL FOR THE MANAGEMENT OF PREVENTIVE, INDIVIDUAL AND COLLECTIVE MEDICINE; HEALTH PROMOTION; HEALTH PROTECTION OF SOCIAL GROUPS, HEALTH STRUGGLES, ENVIRONMENTAL HEALTH, VETERINARY PUBLIC HEALTH SERVICES, AS WELL AS THE HEALTH ASPECTS OF FOOD FOR HUMAN CONSUMPTION.

TWO. THE DIRECTORATE-GENERAL FOR PUBLIC HEALTH SHALL COMPRISE THE FOLLOWING SUB-ADDRESSES

X. DIRECTORATE GENERAL FOR SOCIAL SERVICES

ARTICLE FIFTEENTH. -ONE. THE GENERAL DIRECTION OF SOCIAL SERVICES IS THE FORMULATION, IMPLEMENTATION OF PROGRAMS TO PROMOTE AND DEVELOP THE ACTION OF THE STATE AND SOCIAL SECURITY IN THE FIELD OF SOCIAL ASSISTANCE AND SOCIAL SERVICES. HE SHALL BE RESPONSIBLE FOR THE DEVELOPMENT AND IMPLEMENTATION OF SUCH ASSISTANCE IN RELATION TO CHILDREN AND YOUNG PEOPLE LACKING IN THE FAMILY ENVIRONMENT, PHYSICAL AND SENSORY DISABILITIES, SUBNORMALITY, OLD AGE AND SOCIAL EXCLUSION OR ANY OTHER CAUSES. IT WILL EXERCISE THE TUTELAGE THAT CORRESPONDS TO THE STATE WITH RESPECT TO THE CARE ENTITIES OUTSIDE THE ADMINISTRATION AND THE PROTECTORATE OF THE GOVERNMENT ON THE FOUNDATIONS OF PARTICULAR BENEFICENCE NOT SUBJECTED TO OTHER MINISTRIES WILL DEVELOP THE ACTIONS NECESSARY FOR THE PROMOTION OF PRIVATE CARE ACTION.

FIRST.-THE MINISTRY OF HEALTH AND SOCIAL SECURITY WILL DICTATE THE NECESSARY PROVISIONS FOR THE DEVELOPMENT OF THIS ROYAL DECREE.

SECOND.-ALSO, THE MINISTRY OF HEALTH AND SOCIAL SECURITY SHALL PROCEED WITHIN SIX MONTHS FROM THE PUBLICATION OF THIS ROYAL DECREE IN THE "OFFICIAL STATE BULLETIN".
