The Organic Law 2/2006, of 3 May, of Education, defines in article 45 the professional artistic teachings of medium and higher grade of plastic arts and design and determines that the purpose of these artistic teachings is provide students with quality art training and ensure the qualification of future plastic arts and design professionals.

In Article 51, the Law provides that these professional teaching will be organised in specific training courses, which will include a practical training phase in companies, studies or workshops, and refers to Chapter V of the Title I for its regulation, with the provisos expressly collected for the artistic teachings.

Royal Decree 596/2007, of 4 May, establishing the general management of professional and plastic arts teaching, concrete in its article 6, which the professional teaching of plastic arts and design be ordered in medium-grade and higher-grade training cycles grouped in professional artistic families.

According to these forecasts and the provisions of Article 39.6 of the Education Law and due to the nature of the matter and its markedly technical nature, it is up to the Government, after consulting the Communities Autonomous, establish by royal decree the qualifications corresponding to the professional teaching of plastic arts and design, the basic aspects of the curriculum of each one of them and the artistic professional families in which group.

Likewise, establishing state bases by regulatory standards, as is the case in this case, is in accordance with the exceptionality accepted by the Constitutional Court when " it is an essential complement to certain assumptions to ensure the lowest common denominator laid down in the basic legal rules " (thus, inter alia, in SSTC 25/1983, 32/1983, and 48/1988).

The teachings of plastic arts and design, concerning the teaching of applied arts and artistic crafts in our educational system, assume the transmission of the artistic practices essential for the renovation and improvement of products, environments and messages and for the growth of artistic heritage. To this end, these professional artistic teachings place technological innovation, artistic appreciation and solid training in the arts and design trades in the context of the aesthetic and creative dimension of man, quality determining for the growth of wealth and the values of identity, personal expression and social communication.

In this sense, the basic objective of this title is to meet the current needs of training of superior technicians as specialists in communication, design, scientific-technological and creative projects. In the field of graphic and audiovisual communication, and bringing together the knowledge of materials, technical procedures and new technologies with culture and artistic sensitivity to constitute the guarantee of quality demanded today by the artistic and cultural productive sectors linked to the creation and graphic production.

Royal Decree 596/2007, of 4 May, defines the titles of Superior Technician of Plastic Arts and Design as the official document certifying the level of training, qualification and specific professional competence of each Art, the structure to be given is established and the aspects to be covered by the corresponding minimum teachings are set out.

In this normative framework, the present royal decree aims to establish the professional title of Superior Technician of Plastic Arts and Design in Photography belonging to the artistic professional family of Graphic Communication and Audiovisual and determine their identification, professional profile, professional context, minimum teaching and other aspects of academic and institution management, without prejudice to the competencies attributed to them Educational administrations in this field are the basic aspects to ensure a common training and guarantee the validity of the securities in compliance with the provisions of the Organic Law 2/2006, of May 3, of Education.

Also, for this title, the accesses to other studies, the convalidations and exemptions and the teaching competencies for the imparting of the minimum teachings are determined.

As a teaching of higher education and in order to facilitate the recognition of credits between higher technical degrees and the teachings leading to higher degrees of artistic teachings or university degrees, in This training cycle of higher grade is established by the European ECTS credits corresponding to each training module, as defined in Royal Decree 1125/2003 of 5 September, establishing the European credit system and the system of qualifications in university degrees of official character and validity throughout the national territory.

For the elaboration of this standard, the autonomous communities have been consulted within the Sectoral Education Conference and the Superior Council of Artistic Teachings, the School Board of the State and the Ministry of Finance and Public Administrations.

In its virtue, on the proposal of the Minister of Education, Culture and Sport and after deliberation of the Council of Ministers at its meeting on 11 October 2012,

DISPONGO:

Article 1. Object.

1. This royal decree aims to establish the title of Superior Technician of Plastic Arts and Design in Photography belonging to the professional artistic family of Graphic and Audiovisual Communication with official character and validity in all the national territory, as well as their corresponding minimum teachings.

2. The provisions of this royal decree replace the regulation of the title of Artistic Photography contained in Royal Decree 1456/1995, of 1 September, establishing the titles of the Superior Technician of Plastic Arts and Design in Graphic Advertising, in Enlightenment and in Artistic Photography, belonging to the professional family of Graphic Design and their minimum teachings are approved.

Article 2. Minimum teaching and curriculum development of training cycles.

1. The minimum teachings and the description of the professional profile and the professional context corresponding to the title of Superior Technician of Plastic Arts and Design in Photography are regulated in Annex I to this royal decree.

2. Educational administrations, in the field of their competencies, will establish the curriculum corresponding to this title, which will form part of the basic aspects of the curriculum that constitute the minimum teachings.

Article 3. Teaching competence.

The teaching competencies of officials belonging to the Teachers 'and Teachers' Corps of Plastic Arts Workshop and Design for the imparting of the basic modules corresponding to the minimum teaching of the cycle Plastic arts and photo design are those referred to in Annex II to this royal decree.

Article 4. Ratios.

1. In the teachings corresponding to the training cycle of plastic arts and design of Photography the number of teacher-student ratio will be, at most, 1/30 in the theoretical and theoretical classes and 1/15 in the practical classes and workshops, provided for in Article 13 of Royal Decree 303/2010 of 15 March 2010 laying down the minimum requirements for centres providing for the provision of artistic teaching in the Organic Law 2/2006 of 3 May of Education.

2. For the integrated project module, the individual teacher tutoring will be provided to provide teaching in the training cycle.

Article 5. Installations.

1. In the teaching centres that provide the training cycle of plastic arts and design of photography, it will be necessary, at least, the requirements of installations and material conditions established in Royal Decree 303/2010, of March 15.

2. The spaces will have the necessary and sufficient surface to develop the teaching activities of the professional modules that are taught in each of the spaces. In addition, they must meet the following conditions:

(a) The area shall be established on the basis of the number of persons occupying the training space and shall permit the development of teaching activities with the ergonomics and mobility required within it.

b) They should cover the spatial need for furniture, equipment and auxiliary work instruments.

c) They must respect the spaces or safety surfaces required by the machines and equipment in operation.

d) Respect the regulations on the prevention of occupational risks, the regulations on safety and health at the workplace and how many other rules are applicable.

3. The equipment included in each space must be the necessary and sufficient to guarantee the quality of the teaching. In addition they must meet the following conditions:

(a) The equipment (equipment, machines, and others) shall have the necessary installation for its proper operation, comply with the safety and risk prevention standards and with the other applicable standards.

(b) The quantity and characteristics of the equipment must be based on the number of pupils and enable the acquisition of the learning outcomes, taking into account the evaluation criteria and the content that is include in each of the professional modules that are delivered in the referenced spaces.

4. The competent authorities shall ensure that the spaces and equipment are adequate in quantity and characteristics for the development of teaching and learning processes and ensure the quality of these lessons.

5. As provided for in Article 19.2 of Royal Decree 303/2010 of 15 March 2010, the centres which provide the training cycle of a higher degree of plastic arts and design of photography must have a photo workshop with space for the Plate with a minimum surface of 75 square meters and equipment and light sources to allow the proper development of the activity.

Article 6. Access to other studies.

1. The title of Superior Technician of Plastic Arts and Design in Photography will allow access to any other formative cycle of medium or higher degree, with the exemption of the specific test in those cases provided for in article 15 of the Royal Decree 596/2007, of 4 May, which establishes the general management of professional teaching of plastic arts and design.

2. The title of Superior Technician of Plastic Arts and Design in Photography will allow direct access to the higher artistic teachings of Design, of Plastic Arts and of Conservation and Restoration of Cultural Property. The educational administrations shall recognize credits from these higher education to those in possession of the Title of the Superior Technical Arts and Design, in accordance with the provisions of Article 10 (2) of the Royals. Decrees 633/2010, 634/2010 and 635/2010 of 14 May, and Royal Decree 1618/2011 of 14 November on the recognition of studies in the field of higher education.

3. The title of Superior Technician of Plastic Arts and Design in Photography will allow access to university studies in accordance with the provisions of Royal Decree 1892/2008 of 14 November, which regulates the conditions for the access to formal university teaching and the procedures for admission to Spanish public universities.

4. The recognition of credits between degrees belonging to higher education teaching and the title of the Superior Technical Arts and Design in Enlightenment will be carried out in accordance with Royal Decree 1618/2011 of 14 November, except in cases of validation or recognition between studies of the same teaching or higher technical studies of different teachings to be governed by their specific rules.

5. For the purpose of facilitating the recognition of credits, 120 ECTS credits are allocated to the entire upper grade training cycle and 66 ECTS credits to the minimum teachings established in this royal decree, distributed among the modules. corresponding professionals.

Article 7. Validations and exemptions.

1. The training modules of the training cycle of photography regulated in this royal decree by modules of training cycles of the professional family of Graphic and Audiovisual Communication, as provided for in the Annex, will be validated. III.

2. The training modules of the training cycle of the photography regulated in the present royal decree will be the subject of validation by modules of training cycles of the professional family of graphic design regulated in Royal Decree 1456/1995, of 1 of September, as provided for in Annex IV.

3. The vocational training and guidance module shall be subject to validation provided that it has been overcome in a form of plastic arts and design.

4. In the establishment of the curriculum corresponding to the Title of the Higher Technician of Plastic Arts and Design in Photography, the educational administrations will have to provide for the observance of the basic regulations of convalidations in order to guarantee the minimum matching of the reading load and contents of the training and employment guidance modules and those set out in Annexes III and IV.

5. The procedure and the requirements for the recognition of such validations shall be those laid down in the rules in force.

6. The training modules of the training cycle of plastic arts and design of Photography which may be subject to exemption for their correspondence with the work practice in accordance with the provisions of article 24 of Royal Decree 596/2007, of 4 May, are determined in Annex V.

7. The total or partial exemption from the practical training phase may be determined in undertakings, studies or workshops, provided that a work experience of at least one year in a professional field directly related to the training cycle is established. regulated in this royal decree.

8. The educational administrations shall regulate the procedure for the recognition of exemptions. In any case, the documentation referred to in Articles 15.4 and 24 of Royal Decree 596/2007, of 4 May, shall be submitted for the accreditation of the work experience.

9. In no case may the integrated project module be subject to validation or exemption, having as its object the integration of the knowledge, skills and specific skills of the professional field of the specialty through the realization of the project appropriate to the academic level completed.

Additional disposition first. Title reference in the European framework.

Once the national qualifications framework has been established, in line with European recommendations, the corresponding level of qualifications will be determined in the national framework and its equivalent in the European framework.

Additional provision second. Equivalent qualifications.

The title of Superior Technician of Plastic Arts and Design in Artistic Photography established in Royal Decree 1456/1995, of September 1, will have the same professional and academic effects as the title of Superior Technician of Plastic Arts and Design in Photography established in this royal decree.

Additional provision third. The exercise of the profession.

The descriptions of the Professional Profiles listed in Annex I do not constitute a regulation of the exercise of profession entitled any and, in any case, it will be understood in the context of the present royal decree with respect to the the scope of the professional exercise linked to the professions entitled under the legislation in force.

Additional provision fourth. Universal accessibility in the teaching of the training cycle of plastic arts and photography design.

1. The educational administrations, in the field of their respective competences, will include in the curriculum of the training cycle of plastic arts and design of Photography the necessary elements to ensure that the people who are cured competencies included in the curriculum in "design for all".

2. They shall also take the measures they deem necessary to enable the student to access and to pursue these professional artistic teachings under the conditions laid down in the final provision of Law 51/2003 of 2 December, equal opportunities, non-discrimination and universal accessibility for people with disabilities.

First transient disposition. Applicability of other rules and extinction of previous study plans.

1. Until the provisions of this royal decree are applied in accordance with the provisions laid down in the second and third final provisions, the Royal Decree 1456/1995 of 1 September 1995 establishing the titles of the Technical Superior of Plastic Arts and Design in Advertising Graph, Illustration and Artistic Photography and the corresponding minimum teachings are approved, in his references to the title of Superior Technician of Plastic Arts and Design in Artistic Photography. The extinction of plans for previous studies will be carried out in accordance with Article 21.3 of Royal Decree 806/2006 of 30 June, establishing the timetable for the implementation of the new management of the education system, established by the Law Organic 2/2006, of 3 May, of Education.

2. Also, until the norm that regulates the curriculum corresponding to the title of Technical Superior of Plastic Arts and Design in Photography for the field of management of the Ministry of Education, it will be of application the established in the Royal Decree 340/1998 of 6 March, establishing the curriculum and determining the test of access to the higher degree courses of Plastic Arts and Design of the Professional Family of Graphic Design, in its references to the Curriculum for the formative cycle of Plastic Arts and Artistic Photography Design.

Second transient disposition. Incorporation of students from the training cycle of plastic arts and design of artistic photography of the professional family of graphic design regulated by the Organic Law 1/1990, of October 3, of General Ordination of the System Educational.

1. The educational administrations will proceed to the incorporation of the students of the training cycle of higher grade of plastic arts and design of Artistic Photography of the professional family of graphic design of the system that is extinguished to the different courses of the formative cycle of plastic arts and design of the photograph regulated in the present royal decree, as established in article 21.4 of Royal Decree 806/2006, of June 30, in Annex VI to this royal decree and the appropriate adaptations according to their curricular developments.

2. Educational administrations shall ensure that the titles of the teaching that are extinguished under the conditions that are set out in time are obtained.

Single repeal provision. Regulatory repeal.

1. The Royal Decree 1456/1995, of 1 September 1995, is repealed, establishing the titles of Superior Technical Arts and Design in Advertising Graph, Illustration and Artistic Photography and the corresponding teachings are approved minimum.

2. The Royal Decree 340/1998 of 6 March, establishing the curriculum and determining the test of access to the higher degree courses of Plastic Arts and Design of the Professional Family of Graphic Design, is hereby repealed.

3. Likewise, the provisions of equal or lower rank are repealed as opposed to the provisions of this royal decree.

Final disposition first. Competence title.

This royal decree is of a basic rule under the jurisdiction conferred on the State by Article 149.1.1. and the 30th of the Constitution, with the exception of the second paragraph of the transitional provision first.

Final disposition second. Implementation of the new curriculum.

The educational administrations will begin the progressive implementation of the new curriculum of these teachings in the school year 2013/2014.

Final disposition third. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".

Minimal teaching and description of the profile and professional background of the title of Technical Arts and Design in Photography

1. Title identification.

I. The basics of representation and visual expression.

a) Objectives:

1. Analyze the elements that configure space representation in a two-dimensional support and the interrelationships that are established between them.

2. Properly use the elements and techniques of the plastic and visual language in the graphical representation of images.

3. Match the graphical representation to the communication goals of the message.

4. Understand the fundamentals and the color theory, its importance in the artistic-plastic creation processes and use them creatively in the graphic representation of messages.

2. Analyze, structure, and represent the positive space of an image from a previous approach.

3. To properly use the methodology and the different materials and techniques of drawing in the graphical representation of forms of reality or of the inventive one.

4. Explore with initiative and sensitivity the expressive possibilities of drawing, color and composition and use them creatively in imaging.

5. Use color with meaningful and aesthetic intentionality in the graphical representation of ideas and messages.

6. Perform appropriate sketches and storyboards to the specifications of audiovisual and photographic projects.

7. Evaluate the formal, aesthetic and symbolic aspects in a given visual representation.

II. Theory of image.

1. Identify, value, and interpret images by applying different analysis models.

2. Know the theoretical principles of visual perception.

3. Interpret the significant tags in the image.

5. Identify and analyze communication strategies in the image.

c) Evaluation criteria:

The capacity of the students will be assessed for:

1. Identify the morphological and syntactic elements of given images.

2. Analyze images according to the expressive contents of the visual language used and its meaning.

3. Develop proposals for graphic representation for the fundamental concepts and principles of visual perception.

4. Propose appropriate graphical solutions to communication problems and value them in an argument.

5. Develop visual communication strategies for the transmission of own or assigned ideas and messages and explain them in an argument.

III. Computer media.

a) Objectives:

1. To analyze the evolution of the computer media in the current society and the presence of the new technologies in the realization and editing of the animated image.

2. Understand the IT fundamentals, hardware and software relationship, and understand its features and functions.

3. Understand and apply the fundamental concepts of the digital vector image and the bitmap image, the treatment of digital typography, color systems and formats suitable for each need.

4. Digitize images, store them, and convert them to appropriate formats.

5. Learn about and use the applications of specific design software.

6. Use the IT media as tools for the ideation, management and communication of the work itself.

b) Contents:

c) Evaluation criteria:

The capacity of the students will be assessed for:

1. To assess the technological evolution and the importance of new technologies in the production, industrial and artistic processes and specifically in the professional exercise of graphic design in its various fields.

2. Identify the physical and logical components of a computer system.

3. Understand and use the various types of graphic formats for graphical and multimedia applications and the different possibilities of organizing the information.

4. Prepare formats, resolution, and size to work on graphical and multimedia applications.

5. Differentiate the digital vector and bitmap image formats and understand their fundamental characteristics.

6. Use the vector illustration and bitmap tools with dexterity.

7. Correctly select and use the materials and computer equipment in the development of the work itself in both the creative and the project process and in the communication.

IV. History of photography.

a) Objectives:

1. Understand the language and particularities of photography and other means of graphic and visual communication.
